Development of Laboratory hazard discovery and management techniques (연구실 유해인자 발굴 및 관리기법 개발에 관한 연구)

  • Research and development activities have been actively conducted at universities, research institutions and research laboratories which belong to corporations. Because of blooming research and development activities in various fields, safety accidents in the laboratories happen consistently. The government office established Act on the establishment of safe laboratory environment to decrease safety accident rates and make environment of laboratories better, and it is effective slowly. However, in the case of laboratory safety management of the laboratory where various research and development activities are carried out. So it is difficult to closely monitor them. Even though safety inspections and periodic inspections is regularly conducted, these are focused on facilities and environment. According to a study of Dea-deok science town safety council, accidents in laboratories of 73% have arisen out of careless actions. Therefore, it is important for researchers to know to potential harmful factors in research. there is necessary to make a system to prevent laboratory accidents. The purpose of this study is that the researchers discovered potential hazard factors in laboratories. For that, foreign laboratory safety management systems has applied to domestic laboratories. Four laboratories in targeted institution has been selected to apply the appropriate personal protection equipments, job safety assessment and standard operating procedures. And I found the limitations of the process according to the excavations harmful factors in the research process. To overcome these limitations, Suggest a laboratory safety management system. This study discovered current laboratory safety system limitations and provides alternatives so that effective safety management can be achieved.

  • The military has adopted and implemented risk assessment since 2013 to reduce fatalities and accident rates at construction sites. However, risk assessment is carried out as a voluntary preventive activity and is maintained as a superficial administrative process for owners. Risk assessment must comply with the Occupational Safety and Health Act and the Enforcement Guideline of Risk Assessment. However, the scope of the assessment covers many industries, including manufacturing and distribution, making it difficult to apply to construction sites. As a result, the guidelines are interpreted and applied differently at each construction site. This study aims to improve the risk assessment system so that it is applicable to construction projects and proposes the improvement of the risk assessment system by analyzing the current status of serious accidents in military construction projects.

  • A successful fire risk assessment is depends on identification of risk, the analytical process of potential risk, on estimation of likelihood and the width and depth of consequence. Take the influence on enterprise into consideration, Fire risk assessment could carry out along the evaluation of the risk importance, the risk level and the risk acceptance. A large part of the limitation of choosing the risk assessment techniques impose restrictions on expense and time. If it is unnecessary high level risk assessment or Probabilistic Risk Assessment of buildings, in compliance with the Relative Ranking Method, Fire risk indexing and assessing is possible. As working-level technique, AHP method is useful with practical technique.

  • In this paper we present a safety plan to be applied to the development of the TCS(Train Control System). The safety plan that can be applied to the life cycle of a system, from the conceptual design to the dismantlement, shows the whole process of the paper work in detail through the establishment of a goal, analysis and assessment, the verification. In this paper we study about the making a plan, the preliminary hazard analysis, the hazard identification and analysis to guarantee the safety of the TCS. The process far the verification of the system safety is divided into several steps based on the target system and the approaching method. The guarantee of the system safety and the improvement of the system reliability is fellowed by the recommendation of the international standards.

A Study on Process Safety Incident Precursors to Prevent Major Process Safety Incidents in the Yeosu Chemical Complex

  • Process safety incidents and loss events can be prevented if we identify and adequately take measures on process safety incident precursors in a timely manner. If we look into and take action against the process safety hazard factors causing the incident in the refinery and petrochemical plant, major process safety incidents can be prevented through eliminating or decreasing hazardous factors. We conducted a survey for the major process safety incident precursor to look specifically into the potential process safety hazardous factors of refineries and petrochemical plants in the Yeosu chemical complex. A self-assessment checklist, which was published by Center for Chemical Process Safety "Recognizing catastrophic incident warning signs in the process industry" on major incidents warning sign, was used for the survey. Through this survey, the major process safety incident leading indicators in the process industry were found by process safety management elements, and each site and/or facility can use these leading indicators for activities for process safety incident prevention. In addition, we proposed action items required to eliminate the root cause of those process safety incident leading indicators.

  • Risk assessment system which is the point of occupational safety and health management system is recognized to be effective to prevent industrial accident and occupational disease internationally. Ministry of Employment and Labor developed guidance on risk assessment at workplace recently. This guidance presents standard model on risk assessment at workplace. However, enterprises may be confronted with many questions in the process of introducing and operating risk assessment. For risk assessment to be implemented properly and effectively at workplace, there are various questions that need to be considered in advance, including giving shape to standard on risk evaluation and clarifying the implementation system at workplace in advance. Also for risk assessment to be revitalized at workplace, several policy matters need to be settled. First, an administrative agency should present the implementation method of risk assessment more concretely. Secondly, it is necessary for an administrative agency to develop and spread various detailed manual, models and good practices related to risk assessment. Thirdly, a government agency need to apply an incentive & disadvantage policy actively to risk assessment.

  • Recently, industrial accidents have occurred in various patterns due to the diversity of industries and the integration of facilities. Especially, the major accidents affect broad area and result in huge loss of lives and properties. Domestic researches on techniques for keeping away from such hazardous danger have been actively performed but their activities are limited in some institutes and universities. In advanced countries, integrated management systems like Seveso Directive of EU and OSHA(Occupational Safety and Health Act) of U.S.A. have been legislated along with the systematic research activities. In Korea, the integrated safety management systems called SMS(Safety Management System) and PSM(Process Safety Management) have been applied to major industries. These systems made chemical industries manage the process safety information by collecting and arranging safety data by themselves. In order to implement the system successfully, it is urgently required to prepare a tool for searching and accumulating process safety data systematically. In this study, a computerized prototype of Risk Assessment System which is essential to SMS and PSM was developed as a main system and data base as subsystem to handle safety information.

A Comparative Study on Safely Analysis Methodology of Chemical Process (화학공정 안전성평가 기법에 관한 비교 연구)

  • A new reliability assessment methodology is presented and the new method is compared with fault tree analysis. The system is modeled by directed graph at a new methodology, which is composed of nodes and arcs. The directed graph corresponds to the layout of chemical process and is easy to construct. Therefore, the directed graph analysis is applicable to the chemical process that has complex sequence. The example of fault tree analysis and directed graph analysis is given. The directed graph analysis has proved to be a valuable and useful method for the reliability assessment of chemical process.

  • There are three different approaches to chemical risk assessment which will be considered in this paper. The U.S. Environmental Protection Agency(EPA) Cancer Risk Assessment includes some of the approaches used by the International Agency for Research on Cancer (IARC). The Agency for Toxic Substances and Disease Registry (ATSDR) effort is an evaluated database approach similar to that used in the National Institute for Occupational Safety and Health (NIOSH) Criteria Documents and in the documentations prepared by the Occupational Safety and Health Administration (OSHA) for the Permissible Exposure Limits (PELs) and those of the American Conference of Governmental Industrial Hygienists (ACGIH) for the Threshold Limit Values (TLVs). A third approach is used by the Committee on Toxicology.

Review for Retrospective Exposure Assessment Methods Used in Epidemiologic Cancer Risk Studies of Semiconductor Workers: Limitations and Recommendations

  • This article aims to provide a systematic review of the exposure assessment methods used to assign wafer fabrication (fab) workers in epidemiologic cohort studies of mortality from all causes and various cancers. Epidemiologic and exposure-assessment studies of silicon wafer fab operations in the semiconductor industry were collected through an extensive literature review of articles reported until 2017. The studies found various outcomes possibly linked to fab operations, but a clear association with the chemicals in the process was not found, possibly because of exposure assessment methodology. No study used a tiered assessment approach to identify similar exposure groups that incorporated manufacturing era, facility, fab environment, operation, job and level of exposure to individual hazardous agents. Further epidemiologic studies of fab workers are warranted with more refined exposure assessment methods incorporating both operation and job title and hazardous agents to examine the associations with cancer risk or mortality.
