A Study on the Architectural Planning of Material Handling System for the Airborne Infection Isolation Hospitals (호흡기 감염 격리병원의 물류시스템 계획에 관한 연구)

  • Purpose: The purpose of this study is to review the material handling system of the Airborne Infection Isolation Hospitals which is the one of the key elements of infection control and to improve the basic data for the planning and design of those facilities. Methods: Research was conducted by literature reviews and case studies for the material handling system of domestic and foreign Isolation hospitals. Results: The result of this study can be summarized into three points. First, a general isolation unit and a high level isolated unit need to be distinguished in terms of efficiency and safety. In particular, it is desirable that a high level isolated unit have to completely separate clean and soiled circulations, and soiled corridor should be installed by those means. By doing this, the medical staff can observe patient rooms and supply clean materials directly in the clean zone without wearing PPE, so that safety and work efficiency can be improved at the same time. Second, for the safe disposal of wastes, it is desirable to install a dedicated sterilizer per ward and sterilize it at least in the ward. In addition, It is desirable to install a central waste treatment room and a dedicated soiled corridor in consideration of the inadequate handling capacity and emergency situation. Third, the characteristics of material flow chart in the negative pressured isolation hospitals and the corresponding material handling system have been presented. Implications: Infection control is very important in safety, but it is necessary to respond to the symptoms of the patient.

Safety Management Status among Nurses Handling Anticancer Drugs: Nurse Awareness and Performance Following Safety Regulations

  • This study identified the actual conditions for safe anticancer drug management among nurses and the relationship between level of awareness and performance of anticancer drug safety regulations in terms of preparation, administration, and disposal. The respondents were 236 nurses working with chemotherapy in wards and outpatient clinics in five hospitals in and near Seoul. Safety regulations provided for the anticancer drug the Occupational Safety Health Administration (OSHA, 1999), as modified for an earlier study, were used. The results showed that the level of awareness and performance on the anticancer drug safety regulations indicate their preparation ($3.38{\pm}0.55$, $2.38{\pm}0.98$), administration ($3.52{\pm}0.46$, $3.17{\pm}0.70$), general handling and disposal ($3.33{\pm}0.54$, $2.42{\pm}0.90$) on a scale 0 to 5. Also, there were significant differences in job positions, work experience, type of preparation, and continuing education and a positive relationship between the level of awareness and nursing performance. Thus, nurses should receive continuing education on the handling of anticancer drugs to improve the level of performance following safety regulations.

  • Many countries of the world is driving forward development of large-scale hub port. They are now pushing ahead with setting up of effective marketing strategies to survive in keen competitions of the 21st century port industry. The port is of ever increasing importance for the bridge connecting sea and road transportation in handling international cargoes. The port, differently from general working places, is a closed area required for security, customs, and quarantine procedures. The loading and unloading is being done differently by ports, cargoes, and ships. To do loading and unloading, a lot of equipment and different types of labor are required, which flow is complicated and safe management is essential. As above mentioned the port is very unique and very deteriorated working place in its working environment. The purpose of this study is to propose ways to reduce and prevent from port accidents. As first step to do this, we have collected 923 accidents happened at Incheon Port during the period of 1994 to 2003. We have thoroughly analyzed characteristics, harmfulness, and risk of the loading/unloading they have done, as well as the accident frequency and relationship between the accidents. As second step to further analyze, We have employed DMAIC technology, an advanced process of 6 sigma presently in spotlight as the best program for management innovation. This analysis results in recognition of important accident characteristics, causes and effects analysis, critical causes of accident, and suggestions to decrease accidents.

The Measurement and Investigation of Fire and Explosion Properties for Acetone (아세톤의 화재 및 폭발 특성치 측정 및 고찰)

  • For the safe handling of acetone, the flash point, the explosion limit at $25^{\circ}C$ and the temperature dependence of the explosion limits were investigated. And the AIT for acetone were experimented. By using the literatures data, the lower and upper explosion limits of acetone recommended 2.5 vol% and 13.0 vol%, respectively. In this study, the lower flash points of acetone recommended $-20^{\circ}C$. This study was determined relationship between the AITs and the ignition delay times by using ASTM E659-78 apparatus for acetone, and the experimental AIT of acetone was $565^{\circ}C$. The new equations for predicting the temperature dependence of the explosion limits of acetone is proposed. The values calculated by the proposed equations were a good agreement with the literature data.

  • For the safe handling of n-hexane, the explosion limit at $25^{\circ}C$, the temperature dependence of the explosion limits and the lower flash point were investigated. And AITs(auto-ignition temperatures) by ignition delay time for n-hexane were experimented. By using the literatures data, the lower and upper explosion limits of n-hexane recommended 1.0 Vol% and 8.0 Vol%, respectively. In this study, the lower flash points of n-hexane recommended $-23^{\circ}C$. This study measured relationship between the AITs and the ignition delay times by using ASTM E659-78 apparatus for n-hexane, and the experimental AIT of n-hexane was $240^{\circ}C$. The new equations for predicting the temperature dependence of the explosion limits of n-hexane is proposed. The values calculated by the proposed equations were a good agreement with the literature data.

  • In urban area narrow commuter vehicles have attracted interest as a possible solution to reduce traffic congestion and parking problems. However, a narrow vehicle has an increased to overturn during hard cornering when compared to conventional vehicles. This tendency can be reduced by tilting it toward the inside of the turn. Two types of automatic tilting control systems which are Direct Tilt Control(DTC) and Steering Tilt Control(STC) have been developed. In this paper as one of the technique to improve the handling performance for the unusual vehicle the control system which blends both the DTC and the STC system is considered. It uses the merits of both the DTC and the STC system. As a control strategy for combination the switching control method is used. Finally, the fact that the unusual vehicle is safe under an emergency situation such as slippery road surface is proved by computer simulation.

  • Uncertainty and dynamism surrounding pervasive systems require new and sophisticated approaches to defining, detecting, and handling complex exceptions. This is because the possible erroneous conditions in pervasive systems are more complicated than conditions found in traditional applications. We devised a novel exception description and detection mechanism based on "situation"- a novel extension of context, which allows programmers to devise their own handling routines targeting sophisticated exceptions. This paper introduces the syntax of a language support that empowers the expressiveness of exceptions and their handlers, and suggests an implementation algorithm with a straw man analysis of overhead.

A Study on the Influence of Navigational Environment on Mariner's Behavior for Collision Avoidance

  • The safety degree of navigation for collision avoidance is closely related with the combination between mariner's behavior and navigational environment. The condition of navigational environment is mainly decided by navigable waters, ship traffic, rule of road, sea state, weather and so on. Especially, the condition of navigable waters and ship traffic in navigational environment are ones of the important factors to attain safe navigation when mariners are underway and crossing, head on or overtaking situation. Thus this paper is to analyze the characteristics of mariner's behavior for collision avoidance caused by ship traffic and navigable waters by analyzing the contents of questionnaire and the results of international collaborative research. As a result, it can be concluded that the density of ship traffic and the area of navigable waters affect mariner's ship handling for collision avoidance.

  • Since the HF release in 2012 in Korea, it became one of the most significant to evaluate consequence to the vicinity of industry facilities handling hazardous materials. BTX plant is selected to assess off-site risk to check whether the facility satisfies the Chemical Control Law by Korea Government. Accident scenarios were listed using process safety information. The scenarios having effect to the off-site were selected and assessed further according to guideline provided by Korea government. Worst case and alternative scenarios including other interested scenarios were evaluated using ALOHA. Each evaluated scenario was assessed further considering countermeasures. The results showed that the facility handling chloric acid is safe enough and needed no further protections at the moment.

  • Semiconductor industry has large number of chemical inventory and is easily exposed to chemical release incidents. Toxic release is one of the most interested area in evaluating consequence to the vicinity of industry facilities handling hazardous materials. Hydrofluoric acid is one of the typical chemical used in semiconductor facility and is selected and toxic release is evaluated to assess the risk impacted to its off-site. Accident scenarios were listed using process safety information. The scenarios having effect to the off-site were selected and assessed further according to guideline provided by Korea government. Worst case and alternative scenarios including other interested scenarios were evaluated using ALOHA. Each evaluated scenario was assessed further considering countermeasures.
