China has integrated maritime safety system which positively and effectively ensures safe navigation and environmental protection. This paper gives brief account on maritime safety rules and regulations, adminstrations and management mechanism, navigation aids and facilities, maritime communication and GMDSS etc. China is a developing country with fast economical growth. With a long coastline of 18,000 kilometers, and 5,000 more islands, China has a fairly developed shipping industry. China also sits in IMO Council as A member. In China , there are over 200 ports with an annual hadnling capacity of over 10,000 tons of cargo ; there are over 4,000 coasters and ocean-going ships with more than 3 million seafarers of which 1/3 being officers ; there are an aggregate gross tonnage 17 million gt for merchant ships. China ranks No.5 shipping country in the world as shown by Lloyd's Maritime Information Services Ltd. 1995. The Chinese shipping industry plays an important role in both domestic transportation and foreign trade. The Chinese government always attaches great importance to maritime safety . Since 1949, and from the adoption of reform-opening policy, China has gradually formed an integrated maritime safety system.

The last twenty-five years have seen dramatic improvements in and widespread use of IT to describe and document the work of the many disciplines involved in construction projects. Iran is a developing country and construction is a basic factor of developing too. Hence, the country needs to a special programming for construction of buildings, structures and infrastructures. Many parts of Iran are located in highly seismic zones and structures must be constructed safe e.g., according to recent seismic codes. In this paper opportunities of IT in construction industry of Iran are investigated in three categories. Pre-construction phase, construction phase and earthquake disaster mitigation are studied. Studies show that information technology can be used in these items for reducing the losses and increasing the benefits. Both government and private sectors must contribute to this strategic project for obtaining the best result.

The total number of deaths by traffic accidents is decreasing every year in our country. However, in 2009, children died in traffic accidents at a rate of 2.3 deaths per 100,000 children, which was higher than the average of OECD countries (1.9 deaths per 100,000 children). In particular, traffic accidents are showing rapid increase in school zone during the past 2 years because of problems in the designation and management of school zone. Traffic safety facilities such as road sign, reflector mirror, speed bump have the ultimate limit of vehicle accidents prevention. Thus, in school zone, children safety is still not guaranteed due to illegal parking and the absence of driver's awareness of safety. Therefore, In order to protect children from traffic accidents within school zones, we have realized a safe school zone system, which enables the drivers to better know the intended school zones and creates pedestrian environment through unmanned monitoring camera, using LabVIEW.

The 9th Global Conference for Health Promotion has been held in Shanghai after 30 years of the first Global Conference for Health Promotion in Ottawa, Canada. In the conference, the delegated members of the countries declared 'Shanghai Declaration on promoting health in the 2030 Agenda for Sustainable Development.' In the declaration, the delegated members of country had agreed that health is one of the 'most effective markers' of any city's successful sustainable development and contributes to make cities inclusive, safe, and resilient for the whole population and 'health literacy' empowers individual citizens and enables their engagement in collective health promotion action. And in a parallel session 'Mayors Forum,' they had consensus for health city and they adopted 'Shanghai Consensus on Healthy Cities.' They recognized their political responsibility to create the conditions for every resident of every city to lead more healthy, safe, and fulfilling lives and to support the full realization of human potential and capabilities at all ages in the city environment.

The intent of this study is to propose future planning guidelines and directions of the mixed-use buildings in the residential land development district in country-side cities, based on the concept that the neighborhood facilities are to be strategically laid out in a convenient location and planned in a proper manner for a healthy, safe, friendly and new neighborhood environment. For this purpose, seventeen mixed-use buildings which had been built in Shin-Eum housing development district in Gimcheon from 1995 until 2004 were chosen and investigated in terms of architectural characteristics in that process with surveying and analyzing those. The scope of investigation on case studies was that site size would be below 400 square meters, total area below 1500 square meters, and the number of stories below five stories high on the ground. Method of investigation on those was through field investigation, field photographs, recordings and drawings on those. Investigative contents have been divided and analyzed into the quantitative and qualitative factors in urban and architectural dimension. From results of quantitative investigations, five planning guidelines or directions could be obtained. From results of qualitative investigations, five planning guidelines or directions could be obtained. The criteria will be applied to new architectural developments of the neighborhood facilities linked with the small shops.

Due to few earthquakes in our country, one generally has thought to be safe from earthquakes. However, severe earthquakes occurred in Dangsan and Hyogohyeon which one had regarded as the zone that had not been risky for earthquakes, so that so many people died and a lot of buildings and bridges were destroyed. This event surprised our country and we undertook preparation for earthquakes on the full scale. The concept of seismic design was induced in the country which was poor in it for the scarcity of recognition and insufficiency of funds. Recently, many specialists are enforcing the provisions of seismic design. Therefore, this study introduces the method which combines PC-LEADeR( design program for L.R.B.) with LUSAS(linear elastic analysis) and performs the seismic isolation design more elaborately and simply. It verifies the propriety of that method, and it also examine the factors that affect the response of the bridges. Seismic isolation design for bridge using L.R.B. provides both economical efficiency and superior seismic performance. Second, the results between by the method proposed and by time history analysis have 20% error at the maximum. That is, the method proposed very appropriate.

In recent years, cyber terror that break into major institution's information system and destroy and paralyzed important information occurs frequently. Some countries do dangerous acts such as train hackers and order hackers to hack important industrial confidential documents which are core of national competitiveness to reduce the competitiveness of the country and cause social confusion. In this thesis, it will study problems of cyber terror to help people to use Internet in web environment that safe from cyber terror and to avoid the risk from cyber terror such as malware and DDos. This thesis is organized as following. In second chapter, it will look thorough the research that are related to cyber terror. In third chapter, it will study attack types of cyber terror. In fourth chapter, to defend from cyber violence, it will suggest safe solution. In fifth chapter, it will end with conclusion. Finally, to prevent urgent incidents like North Korean Cyber-attack, every Internet user must indicate their recognition on Internet security and it is significant to make a quick response treatment to create the safe online environment.

The existing Europe Standard, EN 50159 with respect of safety of railway signalling communication protocol has been changed into International Standard, IEC 62280. This Standard presents the requirement for safe communication between safety-related devices which connects with transmission system, there are both closed and open transmission system. Regardless of this international Standards, the communication protocol for interface between CTC communication server and external facilities has been standardized several years ago in our country, so this is applied to integrated CTC system in KORAIL. Two Standards are currently standardized as a protocol between CTC and external facilities, these standard protocols are also required high level safety as a communication link which is transmitted vital control information in common with the train control system. For that reason, we have made analysis of requirement for the safe transmission required by international standard. Under this analysis, we have studied safety features of communication protocol applying to our standard. In other words, we have researched that how many the requirement from international standard for safe transmission is reflected in domestic standard protocol, and also whether our standard makes sure of safety enough or not.

As the terrorist act inflicted on the American Ambassador to Korea, Mark Lippert on March 5, 2015, the hunting rifle case in Sejong-si in which 3 persons were killed on February 25, and the hunting rifle murder case in Hwaseong-si Namyang-dong on February 27 occurred in succession, there is growing concern that our country is no long safe from firearm violence. Internationally, there is growing concern that our country is no longer safe from international terrorist organizations such as Islamic State (IS), the Sunni Muslims fundamentalists' Islamic militia group, which an 18-year old Korean boy Kim voluntarily joined in January 2015. The police crisis negotiation of our country was established and operated to prepare for the 1988 Olympic Games mainly for counter-terrorism purposes, and due to the characteristics of the prohibition of the use of guns, not a counter-terrorism incident has occurred, so the skepticism about its existence and the development directions are actively being discussed. Our country still prefers the traditional use of force such as SWAT team to resolve crisis case, such as such as murder, terrorism, robbery, and is reinforcing tactical capabilities. However, to perform the primary mission of the police to protect the people's lives and properties, it is necessary to establish the system in which crisis negotiations are possible in the initial stages no matter what incidents may occur by expanding the education for crisis negotiations techniques which are emphasized in the advanced countries such as the United States. In this research, the police department's internal education materials and media are analyzed so that the new police officers who work hardest on the forefront can carry out the roles as basic negotiators of crisis negotiations, and the measures for the development directions of the police crisis negotiations are presented.

Nowaday, The Sustainable Development about global environment is the most important subject. In urban environment, a variety of the nature energy utilization such as the solar energy are the most efficient solution to solve this issue. One of these efficient, solutions, a photovoltaic system using sunlight has been introduced to the building with an advantage such as cost-effective, safe for using and good for environment friendly in light with energy utilization. Recently, many of the apartment housings are built in domestic country. The apartment buildings have been constructed since early of 1970's. now apartment is taking over 50% out of entire housing in korea. The apartment housing applying to a photovoltaic system has been extensively studied in the foreign country but our county runs short. So, It was necessary to technical development of PV application which is suitable in Korean house culture. The objective of this study is to develop the building integrated PV application method for apartment building.
