Security situations are fundamentally and rapidly changing on the Korean Peninsula. Above all, as North Korea(NK) is heightening its nuclear and missile capabilities, Republic of Korea(ROK) is facing an existential threat. At the same time, as China's economic, diplomatic and military power is quickly rising, the balance of power is shifting and strategic competition between the Unite States(US) and China is accelerating in the Asia-Pacific region. Under the pressure of development of these situations, ROK seems to face allegedly the most serious crisis in its national security since the end of the Korean War. In the current grim geopolitical situation, maritime security may become the most difficult security challenge for ROK in the years to come. The purpose of this paper is to compare major changes in maritime security affairs of the ROK during last twenty years from 1998 until now(2018). 1998 was when this journal 『Strategy 21』 was published for the first time by the Korea Institute for Maritime Strategy. Then, this paper tries to identify challenges and risks with which this country has to deal for its survival and prosperity, and to propose some recommendations for the government, the Navy, and the Coast Guard as they are responsible for the maritime security of the country. The recommendations of this paper are as follows: strengthen ROK-US alliance and expand security cooperation with regional powers in support of the maintenance of the current security order in the region; building-up of maritime security capacity in preparation for crisis on the maritime domain with the navy targeting to acquire 'a non-nuclear, balance-of-terror capability, to improve interoperability with the Coast Guard based on 'a national fleet,' and to actively pursue innovation in naval science and technology. Finally, this paper proposes that naval capability the country needs in another twenty years depends on how effectively and rigorously the navy put its utmost efforts towards building 'a strongest navy' today.
Human history shows diverse strategies for survival and prosperity. This study introduces the concept of the expansion of wealth as a key to explain choice and behavior of political entities. American scholar, -Bruce Bueno de Mesquita-, offers theoretical grounds for this concept in that the cores of selectorate theory is settled. The political entity consists of two groups, -the winning coalition that has power to replace leader and non-winning coalition that has not. Leaders implement policies serving for the welfare of winning coalition in return for their loyalty. Both internal problems caused by demographic changes and external ones of climate changes, epidemic disease, or invasion compel leader and winning coalition to adopt policies of expansion that they believe may lead to the acquisition of wealth needed to counter those problems. The process starts by occupying one spot where other entities reside and then connecting it to its own. The line between spots functions as a foothold to form a new line to other spots. By repeating this process, a space is created in which new laws and orders are instated. In the early stage of expansion, war is hardly avoidable. Once finished successfully, the political circumstance tilts to encourage economic activities in order to generate national revenues to strengthen political power of winning coalition. However, as scale of economic activities grows, so does political power of civic classes in production and trade. To gain financial support required to run the political entity, delegation of power or bestowing autonomy to non-winning coalition is inevitable. Thus, expansion is not the ultimate solution, only to prolong the political survival if succeed. Maritime power came to attractive option when overland expansion had become obstructed. It offered much greater advantages in terms of political risks and financial burdens in exploring new regions of precious commodities than overland expansion. Each political entity around world have been, for the first time in human history, connected by maritime means since 15th century. It is worthy of noting that land conditions propelled people out to sea. Political and economic situations created opportunities to exploit geographical position in pursuit of wealth. In the 21st century, we witness the operation of international winning coalition that presides over the rules of expansion. Competing for market is synonymous to the expansion in this era, the cause and aim of it has not been changed though. Energy and dollars are key factors of expansion since the end of the 2nd world war. No matter what the forms and conditions change, naval power is still the most relevant means for expansion as it retains unique characters of maneuver, flexibility, continuity, display and projection of power. The strategy for using naval power should be in line with two different approaches for expansion: Approaches to the international winning coalition by making contribution to world order, and approaches to the non-international winning coalition by enhancing military diplomatic activities. The former will serve our share of winning coalition while the latter will open chances to acquire further prosperity.

Dominance and survival strategy of toxic dinoflagellate Alexandrium tamarense and A. catenella under the dissolved inorganic nitrogen (DIN) limited conditions were examined in the laboratory and field observations. In Masan Bay, DIN was limiting factor for growth of phytoplankton during spring to early summer when Alexandrium spp. have been observed. They have a disadvantageous position compared with diatoms because Ks of nitrate calculated from growth kinetics experiment of A. tamarense and A. catenella was higher than diatoms. However, A. tamarense and A. catenella were able to grow using dissolved organic nitrogen (DON) compounds such as urea and amino acids as well as DIN. Therefore, DON utilization of A. tamarense, A. catenella might contribute to not only their population growth but also dominance and interspecific competition in the DIN-limited conditions in Masan Bay.
Purpose - The purpose of this study was to propose a specific and empirical continuous transaction strategy through service quality of improvement to small and medium Korean companies whose main business is B2B distribution and sale of general-purpose SW. Research design, data, and methodology - The research procedure is largely divided into two phases. In the first phase, the service quality, the customer satisfaction, and the continuous transaction research hypothesis and the verification are carried out. Experimental data were collected from 450 companies, CEO companies of SMEs innovation institutes, and 510 companies from medium and large enterprises. From September 15 to October 5, 2015, 215 questionnaires were used. And research hypothesis and test were conducted by SPSS SW Ver. 20. Results - The results of the study confirm that service quality has a positive effect on customer satisfaction and continuous transaction: as the detailed items for improving the service quality, 'responsiveness', 'assurance' and 'empathy' have been adopted. Therefore, there are critical factors of a company's survival through continuous transaction. Conclusions - Through this study, we confirmed that the survival of small businesses require continuous improvement in service quality. Among the factors improving service quality, empathy means service satisfaction of customers; so, it is necessary to continuously improve it by evaluating customer satisfaction. Responsiveness means rapid response to customer needs and reliability; it is necessary to enhance customer responsiveness by continuous job training and service training. Finally, assurance is the same as sales product or after service. This means that it is necessary to not only issue the "supply contract," but also improve the reliability of the sales product by securing the competence of the consulting professional. However, because the service quality measurement factors selected in this study are the measurement factors that are mainly applied to large companies or those in the service industries, it is important to consider the type of sales of software distribution companies.
Gastric cancer (GC) is the fourth leading cause of cancer-related deaths worldwide. Under the standard of care, patients with advanced GC (AGC) have a median survival time of approximately 12-15 months. With the emergence of immunotherapy as a key therapeutic strategy in medical oncology, relevant changes are expected in the systemic treatment of GC. In the phase III ATTRACTION-2 trial, nivolumab, a monoclonal anti-programmed cell death 1 (PD-1) antibody, as a third- or later-line treatment improved overall survival (OS) compared with placebo in patients with AGC. Furthermore, nivolumab in combination with 5-fluorouracil and platinum as a first-line treatment improved OS in patients with human epidermal growth factor receptor-2 (HER2)-negative AGC in the global phase III CheckMate-649 study. Another anti-PD-1 antibody, pembrolizumab, in combination with trastuzumab and cytotoxic chemotherapy as a first-line treatment, significantly improved the overall response rate in patients with HER2-positive AGC. Therefore, immune checkpoint inhibitors (ICIs) are essential components of the current treatment of GC. Subsequent treatments after ICI combination therapy, such as ICI rechallenge or combination therapy with agents having other modes of action, are being actively investigated to date. On the basis of the success of immunotherapy in the treatment of AGC, various clinical trials are underway to apply this therapeutic strategy in the perioperative and postoperative settings for patients with early GC. This review describes recent progress in immunotherapy and potential immunotherapy biomarkers for GC.

The purpose of our study is to design datasets for Artificial Intelligence learning for cold sea fish farming. Salmon is considered one of the most popular fish species among men and women of all ages, but most supplies depend on imports. Recently, salmon farming, which is rapidly emerging as a specialized industry in Gangwon-do, has attracted attention. Therefore, in order to successfully develop salmon farming, the need to systematically build data related to salmon and salmon farming and use it to develop aquaculture techniques is raised. Meanwhile, the catch of pollack continues to decrease. Efforts should be made to improve the major factors affecting pollack survival based on data, as well as increasing the discharge volume for resource recovery. To this end, it is necessary to systematically collect and analyze data related to pollack catch and ecology to prepare a sustainable resource management strategy. Image data was obtained using CCTV and underwater cameras to establish an intelligent aquaculture strategy for salmon and pollock, which are considered representative fish species in Gangwon-do. Using these data, we built learning data suitable for AI analysis and prediction. Such data construction can be used to develop models for predicting the growth of salmon and pollack, and to develop algorithms for AI services that can predict water temperature, one of the key variables that determine the survival rate of pollack. This in turn will enable intelligent aquaculture and resource management taking into account the ecological characteristics of fish species. These studies look forward to achievements on an important level for sustainable fisheries and fisheries resource management.
Background: The role of surgical resection for patients with single large (${\geq}5cm$) and/or multinodular (${\geq}2$) hepatocellular carcinoma (HCC) is still controversial. This systematic review was performed to evaluate the safety and efficacy of resection for patients with single large and/or multinodular HCC. Materials and Methods: Databases (the PubMed, Web of Science, Embase, and Cochrane databases) were systematically searched to identify relevant studies exploring the safety and efficacy of resection for single large and/or multinodular HCC, published between January 2000 and December 2014. Perioperative morbidity and mortality, overall survival, and disease-free survival of the resection group were calculated. In addition, these outcome variables were also calculated for the control group in the included studies. Results: One randomized controlled trial and 42 nonrandomized studies involving 9,580 patients were eligible for analysis. Eight (1,594 patients) of the 43 studies also reported the outcomes of transarterial chemoembolization (TACE). Although 51.4% of patients featured cirrhosis, 90.7% of them demonstrated Child-Pugh A liver function in the resection group. The median rates of morbidity (24.5%) and mortality (2.5%) after resection were significantly higher than that of TACE (11.0%, P<0.001; 1.9%, P<0.001). However, patients who underwent resection had significantly higher median one-, three-, and five-year overall survival (76.1%, 51.7%, and 37.4%) than those who underwent TACE (68.3%, 31.5%, and 17.5%, all P<0.001). The median 1-, 3-, and 5-year DFS rates after resection were 58.3%, 34.6%, and 24.0%, respectively. Conclusions: Although tumor recurrence after resection for patients with single large and/ or multinodular HCC continues to be a major problem, resection should be considered as a strategy to achieve long-term survival.
The citrus leafminer, Phyllocnistis citrella (Lepidoptera: Gracillaridae), is an important pest that decreases the productivity of citrus trees by attacking citrus leaves, and especially it causes a severe damage during the young growth stage. In this study, we investigated the distribution of eggs on the leaves of shoots according to the position and the survival rate of this pest in the field condition. The occurrence patterns of P. citrella eggs in citrus orchards were largely affected by the occurrence of shoots. Even if the adults were still being attracted in the pheromone traps, the eggs were not observed on leaves when the growth of shoots was stopped. The density of P. citrella eggs in the citrus shoots peaked at the fifth or sixth leaf from the terminal leaf, and over 90% of the eggs were found in the first to eighth leaves as a whole. In 2015 and 2016, the average survival rate of larvae surviving to pupa was 1.4%, and the rate of survival to adults was 0.2%, indicating that most of them died. Furthermore, we have discussed the management strategy of P. citrella considering the distribution of eggs and the larval survival rate in the citrus shoots.

Objectives : The cancer incidence and cancer burden is increasing. In addition, the use of botanical agents in cancer care is increasing. This article aims to review a research strategy for botanical agents. Methods : The clinical studies of anticancer botanical agents and the papers about clinical research methodology of botanical agents were reviewed. Results : In phase I study, safety confirmation, optimal dose determination and drug interaction study are important. Most botanical agents have low toxicity and some have non-monotone dose response. Therefore, dose-response curve must be evaluated separately from the dose-toxicity curve to determine optimal dose. Although anticancer botanical agents can't shrink tumor size rapidly, they do extend survival. So, in phase II study, response should be evaluated by the survival. Conclusions : Clinical research of botanical agents in cancer is different from traditional methods and strategies. Considering the characteristics of botanical agents and experimental mechanism is necessary in conducting botanical based clinical trials.
Anti-cancer drug resistance is a major problem in colorectal cancer (CRC) research. Although several studies have revealed the mechanism of cancer drug resistance, molecular targets for chemotherapeutic combinations remain elusive. To address this issue, we focused on the expression of cellular prion protein ($PrP^C$) in 5-FU-resistant CRC cells. In 5-FU-resistant CRC cells, $PrP^C$ expression is significantly increased, compared with that in normal CRC cells. In the presence of 5-FU, $PrP^C$ increased CRC cell survival and proliferation by maintaining the activation of the PI3K-Akt signaling pathway and the expression of cell cycle-associated proteins, including cyclin E, CDK2, cyclin D1, and CDK4. In addition, $PrP^C$ inhibited the activation of the stress-associated proteins p38, JNK, and p53. Moreover, after treatment of 5-FU-resistant CRC cells with 5-FU, silencing of $PrP^C$ triggered apoptosis via the activation of caspase-3. These results indicate that $PrP^C$ plays a key role in CRC drug resistance. The novel strategy of combining chemotherapy with $PrP^C$ targeting may yield efficacious treatments of colorectal cancer.
