Environment, Drivers and Dynamics of Socio-technical System Transition and STI Policy for the Transition Management

  • 이 글은 과학기술학의 맥락에서 사회기술시스템 전이에 관한 여러 이론적 측면을 다루고 있다. 사회기술시스템 전이 관점은 특히 지속가능한 개발을 위한 과학기술 혁신정책 연구 분야에서 각광받고 있는데, 그것의 규범적 성격은 연구자 뿐 아니라 과학기술 자체의 실천적 역할을 강조하는 STS 전통으로부터 큰 영향을 받았다. 이 글에서는 사회기술시스템 관점의 이론적 발전과정을 추적하고, 주요한 이론적 요소들인 시스템 전이의 환경, 동인, 그리고 동학에 대해 이전의 여러 이론들과 연결하여 논한다. 결언부에서는 전략적 니치관리론(SNM)으로 대표되는, 전이 관리를 위한 과학기술 혁신정책의 역할을 강조하였다.

Technology Platforms as Science, Technology and Innovation Policy Instruments: Learnings from Industrial Technology Platforms

  • The paper discusses technology platforms as an instrument of science, technology and innovation policy in light of their use in industrial R&D. The authors assert that the technology platforms approach as a policy concept refects special organizational and institutional features learned from industrial technology platforms. The characteristics of industrial technology platforms are reviewed, and their impact on the organization of research, development and innovation activities in companies is explored. Second, the industrial technology platform is examined in the context of European Technology Platforms and the recent initiative for technology platforms in Russia. Finally, the technology platform concept implications for the STI policy context are discussed.

Lessons from Korean Innovation Model for ASEAN Countries Towards a Knowledge Economy

  • The Association of Southeast Asian Nations (ASEAN) achieved relatively rapid economic growth over the past decade. Sustainable growth among member states, however, is put into question due to macroeconomic challenges, political risk, and vulnerability to external shocks. Developed countries, in contrast, have turned into less labor-intensive technologies to further expand their economies. In this paper, we review the science, technology, and innovation (STI) policies and statuses of the scientific and technological capabilities of the ASEAN member countries. Empirical results based on STI indicators (R&D spending, publications, patents, and knowledge economy indices) reveal considerable variation between the science and technology (S&T) competence and effectiveness of STI policies of ASEAN members. We have categorized nations into clusters according their situations in their S&T productivity. Under the Korean Innovation Model, Cambodia, Laos, Myanmar, and Brunei are classified as being in the institutional-building stage, while Malaysia, Thailand, Indonesia, the Philippines, and Vietnam in the catch up stage, and Singapore in the post-catch up stage. Finally, policy prescriptions on how to enhance the S&T capabilities of the developing ASEAN countries, based on the South Korea development experience, are presented.

A Global Green Recovery, the G20 and International STI Cooperation in Clean Energy

  • This paper makes the case that a new policy strategy to enhance a global green recovery is needed urgently. The new strategy requires two essential elements. First, G20 economies should follow the lead of South Korea and China and turn their green stimulus investments into a serious long-term commitment, and to support these investments, they should adopt environmental pricing policies and instigate pricing and regulatory reforms to reduce carbon dependency. Second, the G20 also needs to target and coordinate assistance to developing economies in science, technology and innovation (STI) for clean energy. Such assistance is essential to help developing economies to overcome the skills, technological and capital gap that they face in clean energy technologies over the long term. Reform of the Clean Development Mechanism (CDM) is also necessary to establish a long-term global price signal for carbon, and to increase the coverage of developing economies, the sectors and technologies and the overall financing of clean energy projects. Formulating such a policy strategy should appeal to both the Asian-Pacific and Western economies comprising the G20, and by working together to formulate such a strategy, the G20 could lead the way toward a new era of global economic management and STI cooperation in clean energy.

Government-Backed Venture Capital as a Science, Technology and Innovation (STI) Policy Instrument: A Chinese Perspective

  • This paper discusses government-backed venture capital as a science, technology and innovation (STI) policy instrument from the Chinese perspective. China aspires to overhaul its growth model by vigorously promoting technological innovation and entrepreneurship. Like many other countries, however, funding gaps constrain new technology ventures in the early stages of venture development. To plug this gap, China attempts to use government-backed venture capital as a policy instrument. Super-size central government-backed VCs were set up and dozens of similar schemes are in operation at local levels. This paper provides a case study of such government-backed venture capital schemes in China. It documents the background conditions explaining the country's need for public venture capital, describes the distinct features of program design in such schemes, and assesses the impact of government-backed venture capital.

과학기술혁신정책 이슈와 학술연구 간의 상호관계연구: 2008~2011년 주요 일간지와 학술지에 대한 질적내용분석을 중심으로 (Interactions between Science, Technology and Innovation Policy Issues and Academic Research: A Case of the Qualitative Content Analysis on Major Newspapers and Academic Journals between 2008-2011)

  • 사회에서 논의되는 과학기술혁신정책 이슈와 학술영역에서의 이론적 논의는 상호작용한다. 둘 사이의 상호작용을 이해하는 것은 보다 나은 정책을 제안하고 학술연구의 사회적 가치를 높이고자 하는 노력에 중요한 시사점을 제공해 줄 수 있다. 이런 배경아래 본 논문은 한국에서의 과학기술혁신정책 이슈와 학술연구 사이의 상호작용을 탐색하고자 주요 일간지와 학술지에 대한 질적내용분석을 수행했다. 연구를 통해 우리는 세 가지를 확인할 수 있었다. 첫째, 사회에서 단기간에 등장한 과학기술혁신정책 이슈를 대상으로 하는 연구들이 학술영역에서 뒤이어 등장했다. 둘째, 오랜 시간에 걸쳐 한국사회와 기술 하부구조에서 진행되어온 혁신시스템의 변화를 관찰하여 개념화 시킨 학술연구들이 과학기술혁신정책 이슈형성에 직간접적으로 반영됐다. 셋째, 과학기술의 사회적 역할과 전통 경제학 영역에서 다루어진 주제에 대해 현장에서의 과학기술혁신정책 연구수요가 존재하지만 아직 많은 연구가 이루어지지는 못하고 있다. 세 가지 연구결과는 정책입안자들이 한국에 필요한 정책과제를 발굴하고 연구자들이 새로운 연구대상을 확인하는 과정에 도움을 줄 수 있을 것이다.

Unlocking the Future of a Prosperous Green Globe: With a Focus on the G-20 STI Summit

  • Energy consumption is the largest contributing factor for the increase of $CO_2$ emissions and amounts for almost 85% of all emissions. The future energy consumption of Korea is projected to grow exponentially despite its heavy dependence on imported energy that represents 97% of its total energy supply. According to a recent OECD report the carbon emission level of Korea is currently ranked 9th in $CO_2$ emissions, and is growing by almost 3% every year. Against this background, the Korean government introduced the "low carbon green growth" policy in 2008. As the global challenges intensified in the wake of the world economic crisis, Korea has been working hard in raising the visibility of its efforts at the club governance meetings, in particular the G-20 summit. Because of cooperative efforts with major member countries, the G-20 summit agenda has been significantly diversified to include long-term issues such as climate change, development issues, and global health. To achieve an effective green recovery for a new green world economic order, the G-20 summit leaders should concentrate on a strategy of establishing green governance for a global STI cooperation. Korea as the host country is poised to leverage the Seoul G-20 summit to catalyze global efforts toward a new green economic order.

2000년대 한국의 과학기술혁신정책 : '창조'와 '통합'의 지향 (Korean Innovation Policy of the 2000s : Pursuit of "Creation" and "Integration")

  • 2000년대에 들어와 현재 한국의 과학기술혁신정책은 정책 영역이 확장되고 위상이 높아지는 등 새로운 모습을 보여주고 있다. 그리고 이제는 외국 기술의 모방이 아니라 새로운 발전 궤적을 창출하는 창조형 전략을 명시적으로 주장하고 있다. 또한 과학기술계중심의 부문 정책, 경제성장 중심의 정책을 뛰어 넘어 사회정책과도 연계를 형성하는 통합적 정책의 양상들이 전개되고 있다. 그러나 이런 정책들은 핵심적인 정책 패러다임으로 발전하고 있지는 않다. 과거 추격시대의 모방형 과학기술중심 경제중심의 관행들이 여전히 작동하고 있어 새로운 경향들이 쉽게 자리 잡을 수 없기 때문이다. 따라서 2000년대 과학기술혁신정책은 '추격과 성장' 이라는 과거와 '창조와 통합'이라는 미래가 서로 공존하는 이행기적 양상을 보여주고 있다.
