Compliance and Verification Mechanism of STCW'95 and Its Implementation in China

  • To improve the compliance and verification mechanism is one of the important reasons to revise the STCW Convention. The mechanism includes the assessment of competence, control, precision of description of competence, quality standard system, communication of information and so on. Chinese seaman's education an training institute & the organization of evaluating and issuing certificates should enhance realizing the importance of compliance and verification mechanism and carry out it down to earth. The current work that should be reinforced is to control the qualified evaluation effectively.

해군 초급장교의 해기능력에 관한 연구 (A Study on the Navigational Competence of Junior Naval Officers)

  • 본 논문에서는 국제협약인 STCW(International Convention on Standards of Training, Certification and Watchkeeping for Seafarers)에 명시된 항해당직을 담당하는 해기사의 자격증명에 관한 강제적 최저요건을 분석하고, 해군 초급장교들의 해기능력과 관계되는 전반적인 교육과정 및 평가 시스템을 비교 분석하였다. 그 결과, 해군사관생도 출신의 초급장교는 교육과정 및 내용, 엄격한 기숙생활, 단계별 체계적인 함정실습체계, 함정근무 장교 능력평가제도 등 모든 내용이 STCW 협약에 근거하여 부족함이 없다고 판단된다. 그리고 일반대학을 졸업한 사관후보생 및 학군사관후보생 출신의 초급장교는 교육과정이 STCW 협약에는 다소 부족하지만 항해안전을 위한 기초능력은 배양되었다고 판단된다.

  • 본 연구에서는 STCW 국제협약의 해기 관련 자격증명에 관한 최저요건을 살펴보고 국내 해기교육 및 면허제도, 해군장교능력평가(PQS) 제도를 비교분석하여 해군 PQS 제도의 발전방안을 모색하여 보았다. 해군 PQS 제도의 발전사항으로 평가범위의 조정, 평가내용의 확대와 유형의 다양화, 장교 출신별 해기 관련 교육의 차별화 등의 방안을 제시하였다.

  • 본 연구에서는 해군 장교들의 해기능력을 검증하는 자체 시스템인 PQS 제도를 국제해사기구의 국제협약인 STCW, 국내 해기 관련 지정교육기관 교육 프로그램, 해기사 면허 취득 자격요건 등과 상호 비교 분석하였다. 현 해군 PQS 제도는 안전항해 측면에서 STCW 협약에서 요구하는 최소한의 필요조건을 만족하는 수준으로 평가된다. STCW 협약을 기준으로 해군 PQS 제도의 발전방안을 제시하면 다음과 같다. 첫째, PQS 제도의 평가범위를 안전항해와 관련된 법규, 해사영어, 천문항해 분야까지 확대할 필요가 있다. 둘째, PQS 평가문항수를 확대하고 객관식, 단답식, 서술식 등 평가유형을 다양화할 필요가 있다. 셋째, 항해과 장교 출신별(사관학교, 학군장교, 학사장교)로 해기능력 관련 교육의 상이에 따른 문제를 해결하기 위해서, 상대적으로 해기 관련 교육기간이 짧은 학사 출신 장교들에 대해 PQS 합격기간을 연장해 주고 실습기간도 별도로 부여해 줄 필요가 있다.

선원법상 상급안전 재교육 이수자의 기초안전 재교육 면제 규정의 개정에 관한 연구 (A Study on the amendment of regulation of Korean Seamen's Act to exempt the seafarers who have completed advanced safety refresher training from basic safety refresher training)

  • It is provided that seafarers qualified in accordance with STCW(International Convention on Standards of Training Certification and Watch-keeping for Seafarers) convention and code in safety training shall be required, every five years, to provide evidence of having maintained the required standard of competence, to undertake the tasks, duties and responsibilities listed in Chapter VI, section A-VI/1 of the STCW Code A. Every party to the STCW Convention has amended the relevant national regulations according to the above international convention and code. These amended Seaman's Act require the updating safety training which is only five years valid for existing seafarers serving onboard ship on international voyage. And above specified existing seafarers must, as of the 1st January 2017, have documentary evidence of either having completed the training course or updated their training within the last 5 years. In relation to the above international trend, the Korean Ministry of Oceans and Fisheries also has completed an amendment to its Seaman's Act. But, the Korean Seaman's Act has a supplementary provision to exempt the seafarers who have completed STCW advanced safety training from basic safety training. The purpose of this study is to define the problems of above mentioned exemption provisions and to make better policies for improvement. In order to complete the purpose, the research team has conducted an in-depth survey of various foreign cases on STCW safety training. Moreover, the team has suggested an improvement scheme in consonance with Korean shipping industry and society through out this report.

A study on the development of ballast water management-related familiarization training pursuant to the STCW convention

  • The International Convention for the Control and Management of Ships' Ballast Water and Sediments (hereafter "BWM Convention") will be enforced beginning on September 8, 2017. Even though the STCW Convention (International Convention on Standards of Training, Certification and Watchkeeping for Seafarers) and other international instruments require all ship personnel be qualified under certain competencies and standards, the International Maritime Organization (hereafter "IMO") has no unified requirements for training ship personnel on ballast water management. When the BWM Convention enters into force, all officers and crew on board ships should be intimately familiar with the guidelines and procedures outlined by the BWM Convention, regarding, among other topics, proper record keeping techniques and measures, the layout of the ballast control system, methods of ballast water exchange, and inspections by the port state control. To ensure that officers and crew members are adequately familiar, this paper proposes new competency requirements for ballast water management training and education to be added to the STCW Code. To support the introduction of these new competency requirements, this paper explores the evolution of the BWM Convention and examines how international regulations will be used to implement it.
