Comparative Analysis of Foreign Armed Forces' Safety Management System for the Development of the R.O.K Defense Safety Management System (국방 안전관리시스템 개선을 위한 주요 외국군 사례분석 연구)

  • Department of Defense, Republic of Korea has put in significant efforts towards safety over the years by developing defense safety management systems, such as establishing safety management organizations and enacting laws and regulations. Therefore, the number of casualties due to military activities has been reduced dramatically. However, many errors and problems are present in the safety management system (SMS) owing to a lack of proper SMS. That brings inefficiency and discontinuity in SMS. Hence, typical phenomena such as lack of safety management professionals and reactive safety management activities have not been properly corrected. This study reviews various academic papers on the SMS and research reports of major foreign institutions to redefine the concept and components of the defense safety management system to ultimately suggest improvement in the R.O.K defense safety management system. Additionally, the safety management system of the U.S. and British forces, considered to be the leading safety management system, were analyzed and compared to R.O.K defense SMS to derive their implications.

An Analysis on the Cockpit Crews' Perception on Airline's Safety Management System and their Safety Behavior (항공사 안전관리시스템에 대한 조종사의 인식과 안전행동에 대한 연구)

  • This paper has tried to research the perception of pilots in a commercial airliners or full service carriers focusing on the airliner's safety management system (SMS). ICAO requires the airliners to set up the basic standards of SMS since the SMS is believed to be the core of the aviation risk management. According to the previous study, it was proved safety climate of an airline affects the safety behavior of cockpit crews. Safety climate is different from safety culture and the safety climate has an advantage to be measured more quantitatively than the culture. That is, the safety climate could be represented as SMS. As the results of the empirical study based on Chen & Chen(2014)'s SMS practice sacle, it had been assumed at the beginning the major factors such as Clarification of SMS, Safety Training for Crews and Sharing of SMS Information have positive effects on the motivation for safety behaviors. The motivation is directly correlated to crews' safety behaviors. However, the result showed the clarification of SMS has not a significant effect on their safety behaviors. The main reason is cockpit crews, through the survey, perceived airline seemed to have no definite standards of SMS and the senior management to have less interest in aviation safety.

A Study on the Improvement of Domestic Rail Safety Management System through the Analysis of Safety Management Regulations and Results of the Universal Rail Safety Audit (안전관리규정과 철도종합안전심사결과 분석을 통한 국내 철도안전관리체계 개선에 관한 연구)

  • This paper defines the Safety Management System (SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the analysis of the domestic rail operators' safety management regulations and the results of the universal rail safety audit, the status and problems of domestic rail operators' SMS are investigated and the improvement scheme are derived. First, to establish the continual improvement system for SMS, the instruction which describe the detailed continual improvement method for each steps of SMS including management review by CEO shall be established. Second, to settle the risk management based SMS, converting the rail operators mind and establishing the supply system of safety risk operating model and basic data for the risk analysis and safety evaluation and including the precise requirement for the risk management in the related instruction should be conducted.

  • According to Korea was re-elected as ICAO council member state at the 35th session of the assembly, there are more contributions and roles of international aviation society. Being developed technology and grown international transportation, world is focusing to aviation safety, Safety Management System(SMS) is systematic approach to manage risks caused by human and organizational factors. ICAO is specified that 'As of 24 November 2005, certified aerodrome shell have in operation a safety management system.' at Annex 14 to implement it airports as a first step. This study introduced SMS principle, analysed SMS's of advanced states and developed appropriate Korean Aerodrome SMS Model in our cultural and industrial circumstances.

  • This study proposes SMS(Safety Management System) improvement of domestic railway by intensively comparing railway safety system overseas to reinforce domestic railway safety. UK railways well known the well-organized railway SMS has brought up safety issues on their process of private management. With this process, also, domestic SMS improvements is requested by increasing sense of the safety for general public. This study expects Korean railways to become a well-organized that as removing insecure factors of domestic railway based on result comparing and analyzing the manual, factors and requirements of guideline for internal and external SMS.

  • As all flight training institutions in Korea were approved by the Ministry of Land, Infrastructure and Transport (MOLIT) as aviation training organizations (ATO), safety management based on the Aviation Safety Management System (SMS) became mandatory. However, even though safety management using SMS has become mandatory, the performance of aviation safety voluntary report, which is the core of the system, remains low compared to other countries. The current address of SMS, a ATO, is like a watermill without water. The present study is to find out why voluntary aviation safety reports, which is equivalent to water from waterwheel, is underperforming and to suggest ways to revitalize it.

  • The present management of the domestic and international advanced enterprises is transferring the systems and the regulations to the prevention system management. Expecially, KOSHA (Korea Occupational Safety & Health Agency) in Korea has supported to set up the OSHMS (Occupational Safety & Health Management System) by KOSHA 18001 since 1997. But small & medium enterprises (SMS) have many difficulties to set up the OSHMS because of limited natural and human resources. Therefore, this study is developed and proposed the certification standard of an OSHMS for SMS based on the case study on advanced countries, actual conditions of SMS in Korea, and opinion of specialists.

  • Continued efforts to build up Safety Management System(SMS) and to improve its efficiency in airports, to which customers have direct access, are taken for granted due to continuous development of the aviation industry in both quantity and quality and rapid growth of air transportation market. This thesis proposed efficient operation methods of SMS for domestic airport organizations including Incheon International Airport(IIA), the largest airport in South Korea, aiming at strengthening aviation safety from the perspective of airport operators who play a pivotal role in service provider SMS. Those are consolidation of the existing safety management organizations and various improvements to promote voluntary incident reporting system. To draw a proposal for the improvements, conducted a research on domestic safety management status, carried out an analysis on operating conditions and did a research on ICAO regulations, domestic legal system as well as statistics data. Relevant studies and researches were also gathered and analyzed. A search for further improvements can also help increase operational efficiency and promoting a higher-level of safety awareness among operators can establish mature safety culture at airports.

  • Safety is the first priority in civil aviation, and so the International Civil Aviation Organization (ICAO) has introduced and mandated the use of Safety Management Systems (SMS) by airlines, airports, air traffic services, aircraft maintenance organizations, and training organizations. The aircraft manufacturing industry is the last for which ICAO has mandated the implementation of SMS. Since SMS is a somewhat newer approach for most manufacturers in the aviation industry, they hardly believe in the value of implementing SMS. The management of safety risk characteristics that occur during early aircraft development stages and the systematic linkage that the safety risk has to do with an aircraft in service could have a significant influence on the safe operation and life cycle of the aircraft. This paper conducts a case analysis of the McDonnell Douglas MD-11 accident/incident to identify the root causes and safety risk levels, and also verified why aircraft manufacturing industry should begin to adopt SMS in order to prevent aircraft accident.
