Korea's Export Support Policy has shifted from conglomerate to SMEs since the 1998 IMF financial crisis. Therefore the SME export result in 2011 has reached the quantitative growth of more than US$ 100 billion for the first time. However, the trend has remained stagnant since 2013. Such a stagnant is judged to exist on the part of the Export Support Policies that fail to significantly enhance export competitiveness. Therefore, in order to expand the base of the export capabilities of SMEs and enhance the export competitiveness, the researcher has analyzed the problems of the Export Support Policy focused from the major prior studies since 2010 and derived the efficiency improvement methods. The results of this study are as follows: First, it is necessary to select or combine the following measures. they are the coordination or combination of the functions of the export support institutions, the operation of the single export support institutions, the utilization of the cooperative support system between the support institutions, the use of the private enterprises. First, it is necessary to review the following measures: they are the functional adjustment and integration among export support agencies, the adjustment of support organizations by export stage, the role coordinating between the Small and Medium Business Administration and the Local Government. Secondly, it is necessary to build a customized support system for enterprises. Thirdly, in order to secure the manpower and expertise of the support organization, it is necessary to review the utilization of the retired manpower the from the trade companies or the youth intern system. Fourthly, it is suggested that the balanced performance index is required for the export support programs with a certain scale and need to increase the portion the external evaluation together with the quantitative and qualitative evaluation.
The purpose of this study is to investigate the factors affecting innovation capability and innovation performance of midsize company entering overseas market. More specifically, in terms of managerial, organizational, and employee - level factors, we set leadership, operating system, and taking charge at work as variables influencing innovation capability and tried to understand the effect of innovation capability on innovation performance through empirical studies. In addition, we examined the differences in the influence factors on innovation capability and the effect on innovation performance in the home country and overseas countries. As a result of the empirical analysis, all of the influence factors had a positive effect on the innovation capability and the innovation capability had a positive effect on the innovation performance. The degree of influence was in the order of operating system, leadership and taking charge at work. In China, there is no significant difference in the order of operating system, leadership and taking charge at work. In the case of Korea, operating system and leadership have a positive effect, but the employee's taking charge at work does not affect innovation capability. The results of this study are as follows. First, it is necessary to enhance innovation capability in accordance with local characteristics. In Korea, there are additional activities to induce employee's taking charge at work is required for improved innovation capability and innovation performance.

In this paper, the determinants of the number of job changes in the SMEs (small and medium enterprises) youth-intern project is analysed, utilizing SMEs youth-intern DB and employment insurance DB. Since the number of job changes are count data which take integer values other than negative values, general linear regression analysis becomes inappropriate. Therefore, four models such as Poisson regression model, zero inflated Poisson regression model, negative binomial regression model and zero inflated negative binomial regression model are tried to fit count data. A zero inflated negative binomial regression model is selected to be the best model. Major results are the followings. First, the number of job changes is shown to be significantly smaller in the treatment group than in the control group. Second, the number of job changes turns out to be significantly smaller in the young-age group than in the old-age group. Third, it is also shown that the number of job changes of man is significantly greater than that of woman. Lastly, the number of job changes in the bigger firm is shown to be significantly less than that of the smaller firm.
The objectives of this study is to analyze the impact of open information innovation which consisted of external technology acquisition and external technology exploitation on export performance by integrating with strategic alliance factors. This study empirically analyzed six hypotheses in 201 sample using the PLS (Partial Least Square) of the structural equation model to verify the moderating effects of organizational culture on the relationship among open information innovation, strategic alliance and export performance. As a result, external technology acquisition dose not affect strategic alliances. On the other hand, external technology exploitation has a positive impact on strategic alliances. Strategic alliances also have a positive impact on export performance. As a result of the moderating effect analysis, the interaction between organizational culture and external technology acquisition has positively influenced strategic alliances. In addition, the moderating effect of organizational culture and external technology exploitation has a significant effect on strategic alliances. However, moderating effect of organizational culture and strategic alliance dose not affect export performance. This study has a contribution to the analysis of the moderating effects of organizational culture. In the future, integrated analysis of open information innovation and external factors is needed.
In Korea, punitive damages were introduced in the 2011 Fair Transactions in Subcontracting Act(FTSA), and in 2019 the Patent Act, Trade Secret Protection Act(TSPA), Industrial Technology Protection Act(ITPA), and Mutually Beneficial Cooperation Act(MBCA). In punitive damages, the judgment of 'intentional' is especially important, and it is necessary to refer to US precedents since there is no accumulated case. Major Company can avoid intentional counseling through the advice of lawyers, but SMEs may have to punish punitive damages due to a lack of awareness of the system. In the case of TSPA, ITPA, FTSA, and MBCA, except for Patent Act, the provisions related to proof of damage have not been well maintained yet. Therefore, the data submission order system of these laws needs to be revised to the level of patent Act need to be. TSPA needs to be amended in the future to estimate the amount of the royalties in estimating the amount of damages so that it can receive the 'reasonably' estimated amount rather than the usual amount. On the other hand, ITPA, FTSA, and MBCA do not have any provisions for the estimation of damages. Besides, it is difficult to evaluate the technology value in the case of leakage or deodorization of new technologies. Therefore, valuation needs to be carried out by a credible institution along with the development of a model for calculating damages.
In Korea, various schemes have been implemented to prevent the outflow of technology, but they do not bring practical effects. In general, we focus on follow-up measures such as strong punishment in case of violation of the law. In terms of proactive prevention, it is not shown to have any real preventive effect, even though it includes such matters as imposing security measures on companies or conducting a survey. this paper examines the need to strengthen the protection of business secrets by reviewing the employment rules between companies and workers presented in the Labor Relations Act and the Labor Standards Act as a realistic alternative. In most companies, even though the employment rule is the highest standard of private regulations, the employment rule has no matters on the prevention and protection of technology leakage. The employment rules require all employees working for companies to agree and notify in the Labor Standards Act, so it is necessary to reflect them as standards in the standard employment rules because it shows that all employees of the company can have a common sense of security and present legal compliance with security-related documents, such as security pledges and security-related guidelines and procedures.

In a study of the existing Collaboration, U-I Collaboration linkage(LINK) has a width of the various channels through continuous mutual cooperation by the path-dependency. U-I Collaboration linkage(LINK) through the various channels is more powerful, whereas this increase trade-related barriers. In other words, It has been discussed in many literatures about the U-I Collaboration linkage(LINK). However, relatively a study on the factor of the barrier about U-I Collaboration linkage(LINK) is a minority. Given the importance of policies to establish an association of industry-university cooperation and support system, the lack of research on the obstacles to U-I Collaboration linkage(LINK) will be a serious obstacle for designing effective policies. This paper examines the existing literature about the width of mutual cooperation and the barrier of U-I Collaboration, analyze to lower the barrier of U-I cooperation through POB(Positive Organization Behavior) of university administration. In conclusion, we would like to suggest the policy implications.

In this paper, we propose that investigating the relationship between the dynamic capacity and the technological innovation performance of firms. Based on the previous research, we divide the dynamic capacity into the adaptive capacity, absorption capacity, and productive capacity. Among the 3,400 companies responding to the technical statistics of SMEs in 2011, we performed multiple regression analysis with 2,807 except service industries. As a result, the absorptive capacity and productive capacity have a positive effect on the technological innovation performance at the 99% level, whereas the adaptive capacity has a negative effect on the technological innovation performance at the 95% level. The implications of this study are as follows. First, in order to improve the performance of technological innovation, it is important to strengthen the absorption capacity and productive capacity of companies. Absorption capacity shows that it is important to secure sufficient R & D manpower and R & D cost to utilize internal knowledge as well as to bring outside knowledge into the capacity to assimilate and utilize external knowledge. Second, the ability to commercialize a product is a capability to commercialize a technology that has succeeded in development, showing that the technology development organization must have the capability of post-development commercialization as well as technology development. Finally it shows the negative effect on adaptation capacity and innovation performance. Companies actively utilize external sources of information in order to respond to and adapt to the rapidly changing business environment. However, the results of this study show that a strategic approach is needed to use external sources of information and technology development resources. Especially as the use of external information resources and technology development resources increases.
As stage equipment export markets along with special lighting service lack the attraction for already globally established businesses, such markets can be viewed as an advantageous opportunity for SMEs as in general. In reality, global businesses tend to focus on large construction projects and this indicates relatively less substantial markets such as stage equipment and special lighting service export are more suitable for SME businesses. However, possible problems may be recognized as following; doubtful capabilities by such businesses to join in the vast and competitive global market and pursue manufacturing and service based export. This point is also supported by the fact that such in general SME businesses have substantially less experience in exporting products and services abroad. Realizing the distinctive features of the Korean economy, it is unarguable that every sector and area of global market must be regarded and monitored closely. Hence, it can be argued that there is an imminent need for establishment of supportive institution to assist export process of combination of stage equipments and special lighting service. This study emphasizes the need to improve export process of stage equipments, special lighting services as well as other related products and services which have been focused in domestic market only until now. Further, it also analyzed the potential prospect of such direction reconciling current crisis our manufacturing industry is facing. Even though it maybe regarded as one of the niche market for export of Korea in the short term view, stage equipment and special lighting service industry may rapidly grow as the global cultural industries have grown along with the increase of national income earnings overall. Due to such advantageous features, it can be expected that such industries will show strong growth in the near future. After analyzing the fact that Korea's plants (eg. powerplants) export sector is at its boom, there is a need to transform stage equipment and special lighting service export market into a primary market from a secondary(niche) market for SMEs. This study is viewed from the Korean economic and export sector aspect in the aim of seeking a solution to conquest our realistic limit in our export sector by developing a suitable export model. There have been cases of very few attempts to expand abroad by SMEs who have failed miserably due to their failure to adapt to foreign culture, practice and languages as well as substantial lack in experience in export marketing. Despite this, neglecting our manufacturing industry as it is which is showing its limit and problems is out of option therefore, it is imminent that we come up with an effective measure to address this problem and service export can be suggested as one of them. This study reveals manufacturing-service export model of stage equipment and special lighting service and its related areas is recognized as a field with a very strong future and furthermore, it is expected to bring synergy effects in manufacturing and services sector as well. Further, the operation strategy contains combination, composition and fusion(convergence) of manufacturing and service sectors which could derive various of export products which displays greater success probability or this export model. The outcome of this research is expected to become a useful source for enterprises related to such industry which are seeking a possible global expansion. Furthermore, it is also expected to become a catalyst which fastens the process of global expansion and not only that, we are firmly assured that this study will become an opportunity to improve our current policies and institutions related to this area's export market.
Materials and Parts acts as the bridge in the manufacturing industry. In 2018, the materials and parts industry became the leading industry in Korea as its export reached $316.2 billion, accounting for 52.3 percent of the country's total exports. As such, it is the main industry of Korea leading the trade surplus, but when it comes to Japan, it is not. The trade deficit with Japan shrinks to $24 billion last year but the materials and parts industry still accounts for 60 percent of total deficit, which is about $15.1 billion. Today Japan has the top competitiveness in the high-tech materials and parts industry and the factors can be found in cooperation and symbiosis among companies, monotsukuri spirit, and long-term government policy. In order for Korean economy to pursue the Japan's high-tech materials and parts industry, the following change of perception is necessary. First, the material and parts industry requires win-win cooperation. In general, materials and parts are intermediate products. Therefore, it is important to understand the characterist that the transactions are all made up between companies not the with consumers. Second, expansion of joint technology development is absolutely necessary. South Korea is a leading country in the field of general-purpose materials and parts. However, the research shows that South Korea has structure which small and medium-sized companies could have difficulties in developing high-tech products as finding demand and developing market are hard due to low participation of large corporations at R&D stage. It is necessary for large corporations to participate in joint R&D and share opinions of customers from the beginning stage of R&D. Third, a long-term approach is needed. Structural vulnerabilities in the Korea's materials and parts industry, including the lack of advanced technologies is the main reason of solidification of Korea's trade deficit with Japan but there are also cultural differences about technology in the background. Even if it takes time, a long-term approach is absolutely necessary to build up technology and know-how in order to secure competitiveness in the high-tech materials and parts industry. This approach applies to act of corporation and government policy.
