Suggestions for SME Policy for Sustainable Development

  • This article is a suggestion for SME policy in Korea for the attention of the senior policy-experiencer of the whole nation, the Advisor to the President of Korea. This article is written from the perspective of technology policy experts, not SME experts. In spite of many SME policies, the issue of SMEs in Korea is worsening, not being resolved. Technology-oriented policies are effective for each company, but the role of SMEs is gradually decreasing in the Korean economy. Reflecting on this fact, I would like to suggest measures that include long-term, but social as well as educational. The solution I suggested is coexistence since sustainable growth through SMEs is not just an economic or social issue. It is a matter of survival. I propose four types of coexistence: corporate, local, human, and coexistence with nature. Getting coexistence works requires a change in social norms that mobilize even education.

S&T Policy for SMEs: Lessons Learned and Implications from Korea

  • This article puts forward the opinion of a policy expert, who had been involved in Korea's science and technology policy for 30 years, about technology policy for SMEs. This article first explains why technology policies for SMEs are needed, and from what point of view. The next section looks at the current problems facing Korean SMEs, followed by the introduction of past and current polices to support SMEs. The comparison between current issues facing SMEs and past and current policies leads to lessons that can be learned. There are four lessons for the policy itself and three for the implementation of these policies. As for policy, the first four are about stages of development, concentration, R&D and diffusion, and policy mix. The latter three are policymakers, institutional building, and cooperation between ministries. This article makesfour suggestions for future policy: the importance of startups' culture, cooperation with others, infrastructure to reduce uncertainty, and policy monitoring and evaluation.

  • In this paper, we report the public IT policy case results to restructure informatization level indices for small and medium sized enterprise(SME). The indices restructuring project was initiated by TIPA with the group of experts during 2011, and the newly amended indices was employed as the formal instrument to measure SME informatization level. The critical drivers to reform the indices include simplification for more accurate measurement of SME informatization level, reshaping key representative indices of smart IT to better publicize SME's interest toward advanced IT, and systematic reconfiguration of performance measures which reflect business performance enhancement effect through IT investment. Indeed, the IT performance indices are unified to incorporate the instrument for general SME informatization level survey and IT adoption subsidy's effectiveness appraisal. The procedures and details of logic illustrated in this paper provides useful insight for successful implementation of SME informatization as well as for the better policy deployment of IT subsidization for SMEs.

  • SME is a major company to keep employment in Korea and highly depends on large company as vendor. R&D is critical to keep its position under the global competition. Government makes a policy to support SME R&D investement. We reviewed SMBA(Small and Medium Business Administration) policy for SME R&D and try to find alternatives. One of the alternatives is to increase a budget for large and SME co-development program.

  • The purpose of this study is to contemplate the environmental change of the fourth industrial revolution in viewpoint of SME, and to analyze the relevance between the fourth industrial revolution and SME, thereby reviewing the governmental supporting policy for SME. Promising fields of the fourth industrial revolution can be derived from WEF survey, manufacturing innovation, and new growth engine. Also the case of GE's movement could be a good reference. We explored the relevance between the fourth industrial revolution and SME supporting policy, and described the suitability as SME's next item among the various promising fields. When extracting new business items by using the factor of prospective and appropriate conditions, both types such as product or service and subordinate or derivative items would be possible. For the proper action to the fourth industrial revolution, not only the competence enhancing of SME itself but also positive supporting policy of government side are to be considered.

  • In this paper, we propose policy implications for Korean SMEs to enhance informatization level, which thereby leads to better competitiveness. Our approach begins with organizing the firm's informatization attributes from SME perspective. Next, we adopted AHP method to quantify the relative importance of each informatization attributes. Then, we assess the criticalness of each informatization attributes with reference to the empirical statistics for the current status of informatization level of Korean SMEs. The analysis distinguishes manufacturing versus service industries, and informatization attributes importance versus as-is informatization level, each respectively. Based on empirical analysis, policy implications are proposed for more effective government SME informatization support policy.

The Impact of Innovation Policy Mix on SME R&D Investment: Focusing on Financial Instruments (혁신정책 조합이 중소기업 R&D 투자에 미치는 영향 : 재정지원을 중심으로)

  • The Government provides a financial assistance to stimulate firm R&D and innovation activities. Previous papers on the impact of public subsidies on firm R&D investments mainly had a focus on an individual policy tool regardless of potential impacts of other policy instruments. This study addresses this gap by examining the effects of policy mix regarding a subsidy and a tax credit. The empirical analyses from fixed effect model using Survey on Technology of SMEs 2015-2017 revealed valuable points. First, policy mix induces more R&D investment of SMEs, which in turn, shows a complementary relationship between two instruments. Second, even if impact of tax credit controlled, subsidy is positively associated with SMEs R&D investment. These findings justify policy mix interventions to promote SME R&D activity. Moreover, grants can be applied as a more useful policy tool for SMEs that are constrained by resources and capabilities.

  • The purpose of this study is to explore manpower education plan of green growth industry of SME in Gwangju area. Nowadays, according to the change of green growth paradigm, We need to be the green switching strategy for solving the structural problem and overcoming a crisis in SME. Based on the findings, the study showed that SME in Gwangju area need to build up network of size and industrial classification. Also, green fusion technology grafting on the existing industry and the policy of educating manpower in long term and custom-made plan of educating manpower need to be followed.

  • The purpose of this paper is to develop an OLAP (online analytical processing) database system that supports the SMBA (Small and medium Business Administration) policy funding. A heterogeneous dimension schema will be central in staged support of policy funds. In this paper, therefore, we designed the FREQUENCY dimension table which has a heterogeneous dimension schema structure. In this paper, we made a model of measuring SME (small and medium-sized enterprise) size first. The model is composed of six determinants of firm growth such as sales, employment, own technology, the operating profit to sales ratio, the debt ratio, and the current ratio. We developed the OLAP database system by using three dimensions including the FREQUENCY dimension, and using the model of measuring SME size. Also we assessed past decisions on policy funding in the Small Business Policy Funds Support Project (2004-2007) by using the OLAP database system.

  • We conducted an explorative study about the types of APEC government's policies for SME(Small and Medium Enterprise) informatization. Informatization means the process whereby information and communication technologies shape cultural and civic discourse. By using Qualitative study methods such as interviews and case studies, we identified the influential factors for the effectiveness of government policies on SME's informatization. Based on the implementation levels of these factors, we also developed the typology of government policies for SME informatization. Our conclusion ends up with the suggestion of a contingency approach for SME informatization of underdeveloped and developing countries.
