Information System is a critical success factor for overcoming the limitations of asset and capacity of Small and Medium Enterprises (SME), and for acquiring competitiveness. Although, the rate of adopting information system by SME has grown, the rate of its utilization has been stagnant. The purpose of this study is to identify the influencing factors that increase SME's information system utilization. We identify perception of strategic value, supplier's support capacity, and organizational characteristic by examining previous researches on information system utilization by SMEs, and verify their the influencing relationship with the information system utilization. This study verifies the research model and hypothesis using structural model. A date-set of 1209 samples from a survey on employees in charge of information system of SME was applied in verifying the research hypothesis. The result of this study shows that the information system utilization influences perception of strategic value and support of supply company, and partly, the structural characteristics. This study presents directions to establish strategy and policy making, and theoretically presents core factors of SME's information system utilization.

Small and Medium Enterprises(SME's) Informatization is the essential element for the competitive advantage. But SME's lack of IS specialist, Informatization Mind, IS implementation's funds etc. This study suggest Framework and Key Performance Indicator(KPI) which is will be able to diagnose a BPR & Information system of SME's Informatization and developed A Web-based Evaluation System for BPR & Information Systemsn(WESBI). WESBI help efficiently SME's Informatization implementation and WESBI' data which is accumulated provide guideline in the policy development a SME's Informatization.

There are lots of specialized graduate schools such as law school, medical school, business school. These specialized graduate schools has been designed to train the special experts practically from 1990s in Korea. For all that, there are no specialized graduate schools supported by the Small and Medium Business Administration(SMBA). So we will research the establishment plan of SME(Small and Medium Enterprise) specialized school for the development of SMEs. Recently, the SMBA supports the 2 types of graduate school such as the entrepreneurship graduate school and consulting graduate school. However, it is clear that these 2 types of schools are yet insufficient in terms of efficiency and redundancy. As the representative specialized graduate schools are law school and MOT(Management of Technology) in Korea, we do the comparative study with law school and MOT school. Through the comparative study, we can find some implication for SME specialized graduate school. As a result, the SME school has to need the training system such as the special master's and doctor's degree, over 3 year course work, daytime class, many practical professors, specialized programs with industry like the MOT school. In conclusion, we suggest that : First, the SME specialized graduate school has to be designed for potential SME consultants. Second, the entrepreneurship graduate school and the consulting graduate school can be integrated into the SME specialized school easily. Third, the SME specialized graduate school can have new educational models.

This paper is to propose e-business strategies for individual SME's(small and medium-sized enterprises). e-business maturity model is used to assess e-business maturity level of a target SME, and then corresponding e-business strategy is proposed based on the current maturity level. We studied two SME's to show how it works. Most SME's are small and do not have enough resources to invest on information systems. As it turns out, e-business strategies of SME should heavily depend on its relationship with customers and suppliers. One of the studied SME's is found to be in higher maturity level, because its manufacturing system is tightly related to its customer. One of major implications of this study is that e-business level of SME's should be upgraded considering how it is doing business with its customers and suppliers.

현대 경제의 새로운 성장엔진은 혁신적인 기술 집약형 중소기업이다. 그러나 많은 중소기업들이 비대칭 정보 문제로 인해 자금 조달에 애로를 겪고 있다. 중소기업에 대한 정보를 공유하면 이러한 비대칭 정보의 문제를 완화할 수 있다. 이 논문은 한국의 중소기업 신용정보 및 기술정보 공유시스템에 대해 설명한다. 그리고 Karapetyan and Stacescu(2013)에 기초하여 중소기업정보 공유가 은행의 신용분석 활동에 어떠한 영향을 미치는지에 대해 이론적으로 분석한다. 중소기업에 대한 정보 공유가 확대되면 은행의 정보집합이 늘어날 뿐 아니라 은행의 신용분석 활동이 촉진되는 효과가 있다. 이에 따라 정부는 중소기업정보의 생산 및 공유를 활성화하기 위해 다양한 유인책을 제시할 필요가 있다.

현재 고속도로 Tollgate의 단 차선에 성공적으로 시범설치 운영되고 있는 자동 요금 징수 시스템을 다차선에 서비스하기 위해 단거리 전용 통신 중 RF-DSRC 무선 통신 기술을 활용하고자 하였다. 본 논문에서는 RF-DSRC 통신의 기술적인 문제점을 해결하기 위해 데이터 흐름 및 형식을 RFID 통신 기술에 접목한 새로운 SME 알고리즘을 제안하였다. 또한 본 논문에서 제시하는 SME 알고리즘의 평가를 위하여 자동 요금 징수 시스템과 900Mhz RFID를 기반으로 실험을 수행하였다. RFID의 속도별 인식 실험과 RFID 내 정보 인식 정확성 실험 결과로 70Km/h 미만의 속도까지 RFID를 인식하고 90%이상의 인식 정확성을 갖는 것을 알 수 있다.

본 연구는 중소기업 R&D인력의 현황과 문제점 분석을 통해서 R&D인력의 확보 유지 방안 제시를 목적으로 수행되었다. 연구방법으로는 문헌조사 및 현황 조사, 국내외 R&D인력 지원제도 벤치마킹, 인적자본 기업패널 고용자료 분석, 사례조사 등을 사용하였다. 이를 통해, 직무별 R&D 인력의 현황, 중소기업을 중심으로 기업규모별 HRM 관행에 대한 만족도 및 문제점, 핵심인재관리 및 인재관리체제 현황, R&D 인력관리체계의 애로사항 등을 분석하고 R&D인력에 대한 인재관리 중심의 확보 유지를 위한 정책방안을 제시하였다. 결과 기본영역과 세부영역의 정책을 제언하고 주된 대안은 R&D인력 관리체계, R&D인력에 대한 경력개발 프로그램, 그리고 우수한 중소기업의 홍보와 R&D인재 프로모션의 국가적 지원 등이다. 중소기업 자체로도 인사관리제도에 대한 인식개선과 활용제고의 노력이 요구되었다.

One of the most important issues in a small and medium sized enterprise (SME) is to identify how to apply IT to the organization so that it maximizes the effectiveness of IT. In general, a large company mainly plans to adopt, implement, and stimulate a new IT in a viewpoint of advanced IT system's capability for maximizing the effectiveness of IT. However, SME requires a totally different approach since SME's situation is different from a large enterprise's one. In this study, we investigate several factors that have an influence on the successful IT adoption and implementation of a SME through the case of Hwacheon. We also find out that CEO's support, CEO-initiating strategic meeting, IT development ability, and organizational compatibility in the introduction stage of IT are relatively more important than those in the implementation stage of IT, whereas IT flexibility, system quality, training and support, overcoming organizational resistance and performance improvement in the implementation stage of IT play critical roles in the IS success. Our results show that the advance of IT may not guarantee the success of IT implementation.

SME(small and medium-sized enterprise) 환경의 스마트제조 환경에서는 실제 제조라인에서 동작하는 센서(Sensor) 및 액추에이터(Actuator)와 이를 관리하는 PLC(Programmable Logic Controller), 더불어 그러한 PLC를 제어 및 관리하는 HMI(Human-Machine Interface), 그리고 다시 PLC와 HMI를 관리하는 OT(Operational Technology)서버로 구성되어 있으며, 제어자동화를 담당하는 PLC 및 HMI는 공장운영을 위한 응용시스템인 OT서버 및 현장 자동화를 위한 로봇, 생산설비와의 직접적인 연결을 수행하고 있어서 스마트제조 환경에서 보안 기술의 개발이 중점적으로 필요한 영역이다. 하지만, SME 환경의 스마트제조에서는 과거의 폐쇄 환경에서 동작하던 시스템으로 구성되어 있는 경우가 상당하여 인터넷을 통해 외부와 연동되어 동작하게 되는 현재의 환경에서는 보안에 취약한 부분이 존재한다. 이러한 SME 환경의 스마트제조 보안 내재화를 이루기 위해서는, 스마트제조 SW 및 HW 개발 단계에서 IEC 62443-4-1 Secure Product Development Lifecycle에 따른 프로세스 정립 및 IEC 62443-4-2 Component 보안 요구사항과 IEC 62443-3-3 System 보안 요구사항에 적합한 개발 방법론의 도입이 필요하다. 따라서, 본 논문에서는 SME 환경에서의 스마트제조에 보안 내재화를 제공하기 위한 IEC 62443 기반의 개발 보안 생애주기 프로세스에 대한 적용 방안을 제안한다.

This study empirically analyzes the effect of IT SME ventures' external information network diversity on their production period reduction and productivity improvement generated from technology development. This research constructs a mediating model based on the open innovation perspective and tests it with the 138 samples of South Korean IT SME ventures based on the ordinary least squares regression. This research is expected to make a good contribution by shedding a new light on the following three points about the critical role of IT SME ventures' external information network diversity in increasing their production period reduction and productivity improvement generated from technology development which has scarcely been illuminated in the extant studies in the field of the management of technology for SMEs. First, IT SME ventures' external information network diversity positively influences their production period reduction. Second, the external information network diversity positively influences IT SMEs' ventures' productivity improvement. Third, IT SME ventures' production period reduction partially mediates the influence of IT SME ventures' external network diversity on their productivity improvement. These three fresh points are expected to provide useful theoretical and practical implications. Related to the theoretical implication, this research provides a fresh implication that IT SME ventures' external information network diversity positively influences not only their production period reduction but also productivity improvement generated from technology development. Concerning the practical implication, this study suggests that the CEOs in IT SME ventures make strategic efforts to use more diverse external information sources in order to increase their production period reduction and productivity improvement generated from technology development.
