This study attempts to provide a basis of selecting policy directions by empirically analyzing the effect of policy lending programs for SMEs in Korea using micro firm-level data and examining whether the programs contribute to improving the performance of SMEs and thus effectively carry out their missions. From the estimations using Ashenfelter(1978)'s approach, the evidence of differences in profitability enhancement between the benefited group and the never-benefited group could not be found in most cases. In addition, the estimations show that the policy lending program had stronger profit enhancing effects on the young SME group for the year that the program was applied, and indicate that the policy lending program might be the factor that makes the 'older' benefited SMEs to become addicted to the government policy and thus hinder them in their development to become more competitive and innovative. These results suggest that, when the programs are needed to support SMEs' financing, it is more effective to target the start-up companies or SMEs in their early stages rather than old SMEs.

To alleviate financing difficulties of small and medium sized enterprises (SMEs), the government and municipal governments are providing a variety of SME policy funding programs. This study introduced the policy funding program of Gangwon-do and quantitatively analyzed the financial performance of companies supported by the Gangwon-do SME policy fund in the year 2014. Specifically, we compared the financial ratios for three years, from 2013 to 2015, between funded firms and non-funded firms. In addition, we applied a regression analysis to see if the policy funding program contributed to profitability (the operating profit growth and return on equity), stability (the interest coverage ratio and debt-to-equity ratio), and growth (the asset growth and sales growth) of the funded firms. The empirical results show that the firms that received the policy funds did not show any improvement compared to non-funded firms in terms of profitability, stability, and growth. This suggests that Gangwon-do should improve the policy funding program, that currently provides only an interest amount of 2-4% of the corporate loan principal, without any strategic selection criteria for the target funded firms, and without any follow-up management system, after support.
The study divided the life cycle of Chinese companies into three stages from 2011 to 2017, 3,750 small and medium-sized enterprises(SME) used disclosure data to analyze the intensity of R&D investment by company life cycle. The analysis showed that the impact of wealth(ROA) on the performance of R&D investment(RDS) and the next(t) business performance, and research and development investments had a different impact on the company's performance depending on the life cycle of the company. The results of this study are expected to help determine the amount of expenditure related to R&D investment and the time of input of resources in consideration of industrial characteristics and corporate characteristics when making strategic decisions related to R&D investment of companies.
This study is to examine constructs influencing the acceptance of SMEs for VSPs and the efficiency of VSPs, based on the two theories theory of reasoned action (TRA) and technology acceptance model (TAM) in the context of venture support program in Korea. This study concentrates on the government's venture support policy (VSP), namely the examination of the efficiency of current government VSPs in terms of preferential treatment for SMEs experiencing many other venture support programs (the EXP policy), and the reduction of documents/processes related to venture support programs for SMEs so that they are easily accessible and implementable (the EASE policy). Additionally, this paper will suggest an effective way to encourage SMEs to succeed by analyzing the fundamental reasons for their acceptance of VSPs to attain their long-term goals.
On average, small business support projects appear to improve beneficiary sales, and the growth effect is obvious when supporting young or growing firms. However, the effect is largely offset by sales reductions due to overcrowding. Small business support projects must be operated in two ways to alleviate the overcrowding of businesses in a few industries and to enhance the overall effectiveness of the support programs.
SMBA (Small and Medium Business Administration) and TIPA (Korea Technology and Information Promotion Agency for SMEs) have operated the Business Innovation Platform for SME Informatization based on cloud computing technology with the cooperation of seven industry cooperatives since 2013. This project will evolve into the open market platform where service providers and users voluntarily participate and transact. This research conducts the literature review about the concept of open market and the empirical analysis through survey for the software providers and the future users regarding the future operation methods. The policy about how the open market strategy for the business innovation platform needs to be designed and implemented are organized as the three differentiated government support strategies. The first is to provide free IT services including specialized core operation support S/W which is developed only for the small or home office group of firms which lack minimal informatization capability and budget. The second is to augment IT platform service through incorporating ERP supplier initiated commercial S/W sales window for those firms having medium level informatization capability. This includes to provide IT support for customization and system integration with existing government subsidized S/W. The third is to provide upgrading services of existing S/W functions to facilitate better system utilization. The results provide useful insight for government role to enhance SME competitiveness using IT.
Recently, SME's Collaboration activities have become one of a vital factor for sustaining competitive edge. This is because of the rapidly changing and competitive market environment, and also to leverage performance by overcoming obstacles of having limited internal resources. Discussing about the effects and relationships of the firm's collaboration activities and its outputs are not new. However, as ICT and various technologies have been diffused into the traditional industries, boundaries and practice capabilities within the industries are becoming ambiguous. Thus contents of the products/services and their development methods are also go and come over the industries. Although many researchers suggested the relations of SME's collaboration activities and innovation performances, most of the previous literatures are focusing on broad perspectives of firm's environmental factors rather than considering various SME's idiosyncrasy factors such as their major product and customer types at once. Therefore, the purpose of this paper is to analyze how SME(Small Medium Enterprise)'s external collaboration activities by their idiosyncrasy act as an input to types of innovation performance. In order to analyze collaboration effects in detail, we defined factors that can represent the SME's business environment - Perceived importance of using external resources, Perceived importance of external partnership, Collaboration and Collaboration levels of Major Product types, Customer types and lastly the Firm Sizes. We have also specifically divided the performance of innovation types as product innovation and process innovation based on existing research. In this study, the empirical analysis is based on Probit Regression Model to observe the correlations with the impact of each SME's business environment and their activities. For the empirical data, 497 samples were collected which, this sample data was extracted from the 'Korean Open Innovation Survey' performed by ETRI(Korean Electronics Telecommunications Research Institute) in 2010. As a result, empirical test results indicated that the impact of collaboration varies depend on the innovation types (Product and Process Innovation). The Impact of the collaboration level for the product innovation tend to be more effective when SMEs are developing for a final product, targeting on for individual customers (B2C). But on the other hand, the analysis result of the Process innovation tend to be higher than the product innovation, when SMEs are developing raw materials for their partners or to other firms targeting on for manufacturing industries(B2B). Also perceived importance of using external resources has effected to both product and process innovation performance. But Perceived importance of external partnership was statistically insignificant. Interesting finding was that the service product has negative effects on for the process innovation performance. And Relationship between size of the firms and their external collaboration activities with their performance of the innovations indicated that the bigger firms(over 100 of employees) tend to have better for both product and process innovations. Finally, implications of the results can be suggested as performance of innovation can be varied depends on firm's unique business idiosyncrasy as well as levels of external collaboration activities. The Implication of this research can be considered for firms in selecting an appropriate strategy as well as for policy makers.

Recently, government supporting policies on the revival of manufacturing industries are building up in the advanced economies like US and so on. Root manufacturing industry as the base of all manufacturing industries is accounting for SMEs by an absolute majority and Korean policies for SMEs are apt to increase in numbers. Nevertheless, there is no much concern in the area of root manufacturing industry SMEs. Especially, the effectiveness of R&D in root manufacturing industry is on the verge of controversy. As the results of root manufacturing industry SME's analysis, there are lots of various characteristics by fields in root manufacturing industry and the R&D results are not well carried over to business commercialization. In this paper, five policy proposals for root manufacturing industry SMEs are suggested based on the current situations of domestic and overseas countries.
