  • Paradigm Shift: Business of government - Transition to egovernment · Citizens have become accustomed to the private sector delivering high standards of customer service on the Internet and expect government to do likewise(Schoeniger, 2000). · The rise of e-business in the private sector reinforce the shift in the focus of government(Alfred Tat-Kei). · Explosive growth in Internet usage and rapid development e-Business in the private sector have put growing pressure on the public sector to serve citizens electronically, which is often known as the "e-government" initiative(omitted)

  • Atom-thick 2-dimensional materials such as graphene, h-BN and MoS2 hold substantial potential for applications in future molecular-scale integrated electronics, transparent conducting membranes, nanocomposites, etc. From a fundamental point of view, 2-dim crystal-solid substrates can also serve as a unique system to study various physicochemical phenomena occurring at low dimensions or interfaces. In this talk, I will present our recent Raman spectroscopy studies on the surface science problems of graphene: interfacial charge transfer, molecular diffusion in confined space and structural deformation.

  • Before resin composites can serve as durable substitutes for amalgam restorations, the adhesive system used to retain them and add to seal dentin must be improved. The recent observations, using the newly developed LVDT (linear variable differential transformer) probe, that all commercial bonding systems cause a collapse of the demineralized dentin matrix, simulated a re-evaluation of the effects of these formulations on the matrix. The experiment was begun by examining solvents such as water-HEMA mixtures. These produced the same shrinkages as did the complete formulations.(omitted)

  • This paper focues on development and implementation of a perfomance management algorithm for IEEE802.4 token bus networks to serve large-scale integrated manufacturing systems. Such factory automation networks have to satisfy delay constraints imposed on time-critical messages while maintaining as much network capacity as possible for non-time-critical messages. This paper presents the structure of a network performance manager that possesses the knowledge about perfomance management in a set of fuzzy rules and deriving its action through fuzzy inference mechanism. The efficacy of the performance management has been demonstrated by a series of simulation experiments.

  • Alopecia is a minor complication following open heart surgery, but it is a cosmetic and psychotic problem to the patient. Especially the extensive long period of operation, prolonged mechanical ventilation and no change of patient head position during operative and recovery period may serve the localized scalp pressure effect, which causes postoperative alopecia. So, for prevention of the postoperative alopecia, adequate blood flow and pressure must be maintained with alternative change of head position during operative and recovery period. The author experienced one case of occipital alopecia following open heart surgery and reports with literature.

  • The success of 3M's worldwide Pollution Prevention Pays (3P) Program convinced 3M's top management that the program should be expanded into a comprehensive environmental management system called 3P Plus. The emphasize of the 3P Plus program is to continually minimize the environmental impact of 3M processes, products, and operations to include energy management, resource recovery, and other initiatives. 3M's experience with the 3P and 3P Plus programs will be described. 3M's experience can serve as a model for other multi-national companies interested in sustainable development and economic growth with environmental protection.

  • This paper is to present an iterative method for determining an optimum geographic location pattern for the warehouses (sources) that are employed to serve or supply, known quantities of its finished product to a set of custormer areas (destinations) that have fixed and known locations, where the number of sources is permitted to vary. What must be determined, in this paper, is the number and location of the sources or warehouses that will minimize the combined costs of transferring and storing the total quantity of products demanded in the destinations or customer areas.

  • The blood - brain barrier (BBB) expresses high concentrations of transferrin receptor, and it was revealed that anti-transferrin receptor mouse monoclonal antibody (OX26) undergoes transcytosis through the BBB. This property allows the OX26 to serve as a brain drug delivery vector. In an attempt to produce broadly useful targeting agents, genetic engineering and expression techniques have been used to produce antibody-avidin (AV) fusion protein (OX26 IgG3C$\_$H/3-AV). In the present study we estimated the BBB permeability and stability of genetically engineered vector.

  • Recently, distributed piezoelectric actuators have drawn attention due to their potential applicability within smart structures. Because they serve not only as active components but also passive components, it is difficult to estimate their characteristics accurately. In this study a finite element method based on layerwise theory has been formulated to analyze the characteristics of the distributed piezoelectric actuators. The present method has the capability to describe more refined strain distribution and more realistic boundary conditions.

  • This study deals with effects of heat-treatment on the bending fatigue of spur gears. The test gears are heat-treated by two different treatments. After carburization, one group of the test gears is quenched directly, while another group is furnace cooled, reheated then quenched. The fatigue test at a constant stress amplitude is performed by using an electrohydraulic serve-controlled pulsating tester. The S-N curves are obtained and illustrated.
