Feasibility Study of Environmental Impact Assessment as Instrument for Alternative Dispute Resolutions - Case Study: Environmental Conflicts of Mungjangdae Hot Spring Resort Development - (대체적 분쟁해결 방안으로서 환경영향평가 적용가능성 - 문장대 온천 조성사업 환경갈등 사례연구 -)

  • The regional environmental conflicts of 'Mungjangdae Hot Spring Development Project' have still now continued from 1985. As a case study, the limitation of environmental litigation and the feasibility of EIA as Alternative Dispute Resolutions (ADR) for solving the conflict of 'Mungjangdae Hot Spring Development Project' was analysed. In order to mitigate environmental and social conflicts, the scope and time of public participation in EIA process which is democratic procedure based on scientific prediction of environmental impact need to be diversified to the extent 'Aarhus Convention', and the burden of environmental litigation need to be alleviated by the 'EIA consultation' from environmental authorities. In decision-making process related with large scale development plan and project which have enormous impact, the effectiveness of the EIA as ADR can be enhanced by applying citizen involvement in environmental governance and the various aspects of sustainability. The effective utilization of EIA public participation such as public hearing to pursue social equity can be a ESSD scheme for the implementation of SDG at regional dimension in Korea.

  • ODA is an effort and action of international community to keep human rights by eradicating poverty. UN declared MDGs (Millennium Development Goals) during 2001 and 2015. As a follow-up action, UN sets up SDGs (Sustainable Development Goals) during 2016 and 2030. SDGs expands the concept of ODA. SDGs includes cooperation development over the scope of ODA by mobilizing various financial resources from public sectors and private sectors. It will overcome the limitation of traditional ODA and be 'AID and beyond'. Catalytic aid is appropriate for the concept of SDGs. Cooperation development by catalytic aid focuses on building economic infrastructure and production facilities rather than humanitarian aid, which will establish a sustainable development basis for recipient countries. This study suggests to make a PPP business by linking KSP(Knowledge Sharing Program), to objectify criteria of priority recipient selection and aid allocation, to adapt grant and concessional loan complexly according to the business, to support realization of CSV(Creating Shared Value) by establishing SPC(Special Purpose Company) and to construct a PCSD(Policy Coherence for Sustainable Development) system to fulfill the fore-mentioned strategies.

Performance Evaluation of YOLOv5 Model according to Various Hyper-parameters in Nuclear Medicine Phantom Images (핵의학 팬텀 영상에서 초매개변수 변화에 따른 YOLOv5 모델의 성능평가)

  • The one of the famous deep learning models for object detection task is you only look once version 5 (YOLOv5) framework based on the one stage architecture. In addition, YOLOv5 model indicated high performance for accurate lesion detection using the bottleneck CSP layer and skip connection function. The purpose of this study was to evaluate the performance of YOLOv5 framework according to various hyperparameters in position emission tomogrpahy (PET) phantom images. The dataset was obtained from QIN PET segmentation challenge in 500 slices. We set the bounding box to generate ground truth dataset using labelImg software. The hyperparameters for network train were applied by changing optimization function (SDG, Adam, and AdamW), activation function (SiLU, LeakyRelu, Mish, and Hardwish), and YOLOv5 model size (nano, small, large, and xlarge). The intersection over union (IOU) method was used for performance evaluation. As a results, the condition of outstanding performance is to apply AdamW, Hardwish, and nano size for optimization function, activation function and model version, respectively. In conclusion, we confirmed the usefulness of YOLOv5 network for object detection performance in nuclear medicine images.

Preparation and Opticaa Properties of CuCl Nanocrystallites Dispersed Nonlinear Optical Glass by Sol-Gel Process (솔-젤법에 의한 CuCl 미세결정이 분산된 비선형 광학유리의 제조 및 광특성)

  • CuCl nanocrystallites dispersed nonlinear optical silica and borosilicate glasses were fabricated by sol-gel process. CuCl powder was dissolved in TEOS(Si(OC2H5)4) and TMB((CH3O)3B), precursors of silica and borosilicate glasses, with ethanol, water and HCl, and precipitated through the heat treatment in the matrix glass. The optical properties of CuCl doped glasses were measured using the spectrophotometer at room temperature and low temperature(77K); Z1, 2 and Z3 exciton peaks from the absorption spectra, were observed at about 370 nm and 380 nm, respectively. The average radius of nanocrystallites, calculated from the blue shift of Z3 excitons, was measured according to annealing temperature and time. The precipitation temperature of CuCl nanocrystallites was decreased when boron was added to silica glass. Increase of annealing temperature and time made average radius of nanocrystallites saturated about 2 nm.

Analytical Characterization of Aza-Indole Alkaloids in the Biosynthesis of Catharanthus Roseus

  • Aza-indoles are important pharmacophores that have similar size and biological properties of indole. Here we have synthesized 4- and 7-azaindole tryptamines and showed that they are successfully incorporated in the biosynthesis of monoterepene indole alkaloids (MIAs) to form novel azaindole alkaloids by enzymatic reactions of strictosidine synthase(STR) and strictosidine glucosidase(SDG) monitored by UPLC/MS. By using HPLC equipped with a HPLC photo diode array(PDA) detector, each of the UV spectra of azaindole alkaloids was obtained and characterized. When hydrophilicity of azaindole alkaloids was compared, 4-azaindole alkaloids were more hydrophilic than 7-azaindole alkaloids.

Nanoscale NAND SONOS memory devices including a Seperated double-gate FinFET structure

  • NAND-type SONOS with a separated double-gate FinFET structure (SDF-Fin SONOS) flash memory devices are proposed to reduce the unit cell size of the memory device and increase the memory density in comparison with conventional non volatile memory devices. The proposed memory device consists of a pair of control gates separated along the direction of the Fin width. There are two unique alternative technologies in this study. One is a channel doping method and the other is an oxide thickness variation method, which are used to operate the SDF-Fin SONOS memory device as two-bit. The fabrication processes and the device characteristics are simulated by using technology comuter-adided(TCAD). The simulation results indicate that the charge trap probability depends on the different channel doping concentration and the tunneling oxide thickness. The proposed SDG-Fin SONOS memory devices hold promise for potential application.

  • 디지털방송, DAB 등과 같은 디지털 오디오 방송 서비스를 위한 디지털 시스템을 설계하기 위해서는 오디오 음질을 평가하기 위한 방법이 필수적이다. 기존의 방식은 인간의 귀를 이용한 주관적 방식을 이용함으로서 많은 시간과 비용을 들이게 되며, 음질평가를 하는 사람의 주관적 의견에 많이 좌우하게 된다. 그러나 최근 ITV-R에서는 오디오 음질의 객관적 평가를 위한 BS.1387(PEAQ)를 제안함으로 많은 시간과 비용을 절감하고 신뢰할 수 있는 결과를 얻게 되었다. PEAQ는 인간의 귀에서의 신호의 처리과정과 인식과정을 심리음향모델과 인식모델로 분리하여 구성함으로써 주관적 평가의 SDG(Subjective Difference Grade)에 대응하는 ODG(Objective Difference Grade)를 구하게 된다. 본 논문에서는 이러한 PEAQ의 심리음향 모델과 인식 모델을 원리와 과정을 평가 분석하였다.

  • 구조 디자이너란 무엇을 하는 사람인가. 일찍이 비트루비우스가 건축을 구성하는 3요소로서 '기능', '구조', '미'를 이야기할 때에는 이것이 각각 독립된 것이 아니라, 개체적 아름다움이 최선을 발휘하면서 서로 조화를 이루어 유기적인 관계를 가질 때 가장 '좋은 건축'이 이루어진다고 생각하였으리라. 이 원고에서는 최근 일본에서 완성된 몇몇 건축물중에서 구조 디자이너의 역할을 유감없이 발휘하면서, 구조가 보여줄 수 있는 아름다움을 잘 표현하고 있는 대표적인 구조디자이너인 와타나베 쿠니오를 통하여 그가 생각하는 구조 디자인, 구조 디자이너의 역할, 그리고 건축교육에 대해 논하고자 한다. 참고로 이 글중 '작품을 통해서 본 구조 디자이너의 역할'은 'SDG'으로부터 받은 자료를 바탕으로 필자가 정리한 것이며, '마키 후미후코씨의 평가'는 마쿠하리 메세의 건축과정에서 와타나베 쿠니오의 역할에 대한 코멘트를 부탁하여 받은 구두발언을 정리한 것이다.

A Study on Knowledge Representation for Recognizing Hazardous States in Chemical Processes (화학공정의 위험상태 인식을 위한 지식 표현에 관한 연구)

  • A system was developed that could predict hazardous states for safe operation of chemical plants. This system aimed to prevent hazards of chemical processes from misoperation before real operation. In this study, a data base was organized which consisted of all hazards in the chemical processes. The structure of process was represented by signed direct graph(SDG) of NODEs and ARCs. Each NODE and ARC have property variables ; connected structure and state of processes etc. The hazards that could be occurred in processes were divided into two classes ; one is by operation of unit and the other is by hazardous materials. Using Hazardous States Transition Network, we could recognize transition progress of process states.

  • 본 논문에서는 성격, 성향을 근거로 사람의 성향에 따른 직업 및 전공에 대한 만족도를 분류한 데이터셋을 구축하여 사전에 사용자의 성향을 파악하여 직업을 추천하는 알고리즘을 제안한다. 성격유형검사 뿐만이 아닌 최근 게시한 SNS 텍스트를 사전에 학습한 데이터셋에 적용해 성격유형 결과의 정확도를 상승시키고자 한다. 사전에 생성한 데이터셋 외에 대상자가 작성한 정보(직업, 전공, 직엄 및 전공에 대한 만족도)로 연합학습을 진행하여 데이터셋의 정확도를 향상시키고자 한다. 모델의 학습 및 분류의 정확도 향상을 위해 SVM, NB, KNN, SDG 알고리즘들을 비교하였고 각각 67%, 21%, 28%, 69%의 정확도를 도출하였다. 데이터 셋은 캐글에서 제공받았다.
