The purpose of this paper is to overview the administrative system and legislation of Russia's libraries with priority given to public library. After the breakup of the Soviet Union in 1991, Russia began to set up a new political, legal, and economic system. Russia has about 51,000 public libraries. Most towns and large villages have a public library As a rule, public libraries are unified in centralized systems coincident in their location with administrative regions. The great majority of public libraries are part of a network subordinated to the Ministry of Culture of the Russian Federation. Library legislation is an important guarantee of the success of library service. Two definitive federal laws were enacted in 1994, Library Law and Legal Deposit Copy Law. In 2001, the Russian Library Association adopted the Model Standard for Public Library. It has a recommendatory character and it is addressed to both librarians and local authorities.
The purpose of this research was to re-illuminated the artistic value of costumes that had shared identical history with human beings through the formation and the progress of the newly introduced Russian avant-garde an. This resulted from the fact that the Russian avant-garde art changed the human esthetic sense through the style of art that Larionov and Goncharova introduced in the 20th century. The research method defined the formation and the progress of the development of the Rayonism centering the works of art by Larionov and Goncharova. Based on this method, larionov and Goncharova designed the set and the costumes for the Ballets Russes of Serge Diaghilev and studied the molding characteristics of the costumes worn in the performing an. The result were as follows. First of all, Larionov's costumes of art were all manufactured based on the theme of nature and genesis. In other words, Larionov represented the sun as a humanistic god through the white night, the natural weather condition of northern Russia. His costumes also displayed the symbolic meaning of the personification of animals like birds and cats, which emphasized the importance of both nature and tradition. However, he used Rayonism expression when he designed costumes by applying the nature themes. On the other hand, Goncharova applied the Spanish passion, the Russian folk art lubok, and goldern cockerel or religious icon-paintings in her costumes. she pursued straight lines and abstract shapes in her costume design. her design displayed the Rayonism influence through the separation between the lines and the surfaces, whic defined the costumes as a decorative art experiment. Therefore, the study of Larionov and Goncharova had one realize that Rayonism was not only an art form of Avant-garde, but it also became the basis of the molding character of all the artworks. Larionov and Goncharova reflected the miracle of the transformation of the 20th century in their costume designs.
A federal system speaks for a political system that the principle of the common sovereignty among the local governments is applied. The basic purpose of the system is to make institutional devices capable of striving for the mutual cooperation in a greater political unit, reflecting a minority race's right and demand by decentralizing a state authority into the individual region. Accordingly, this study has treated a subject about how the political elite personnels of local assembly men, governors of a state, assemblymen of both Houses, and the president of Russia are suppled, and also how such a form for the supplement of political elite personnels has changed the character of federalism in Russia.

An annotated listing of bivalve mollusks collected at 31 sampling sites in Yeongil Bay (eastern coast of Korea) at a depth of 0-52m is presented here. A total of 98 species belonging to 75 genera and 36 families are enumerated; all species are provided with habitat data (bathymetric distribution and bottom sediments character), given separately far living and dead (empty shells) specimens, and some with taxonomic and zoogeographic comments. Fifty-six species are illustrated with photographs. Astarte hakodatensis Yokoyama, 1920 (Astartidae), Nitidotellina pallidula (Lischke 1871) (Tellinidae) and Lyonsia nuculanoformis Scarlato in Volova et Scarlato, 1980 (Lyonsiidae) are found to be new to the Korean fauna, and the genus Salaputium Iredale, 1924 (Crassatellidae) with one species Salapurium Iredale, 1924(Crassatellidae) with one species Salaputium cf. unicum Hayami and Kase, 1993, previously described as being found only from submarine caves in the Ryukyu Islands, is recorded as being found in the East Sea(Sea of Japan) for the first time.
Beach death assemblages of bivalve mollusks were studied with respect to their species composition in six localities along the eastern coast of Korea (Gangneung, Jumunjin, Daejin, Gallam, Jukbyeon, Hupo and Chooksan). In all, thirty-nine species belonging to 30 genera and 19 families were recorded, and species diversity between the sampling sites varied from 5 to 21. Biogeographical analysis showed that studied fauna has warm-water character with the predominance of subtropical and subtropical-lowboreal species and the presence of tropical-subtropical species (in total, 77 %), and only 23 % of mollusks found are cold-water and temperate species. The most abundant species were Septifer virgatus (Wiegmann, 1837), Mytilus galloprovinciallis Lamarck, 1819, Gomphina melanaegis Romer, 1861, Ruditapes philippinarum (Adams et Reeve, 1850), Mactra chinensis Philippi, 1847 and Spisula sachalinensis (Schrenck, 1862).
This study focused on the literary world of T. Tolstaya, a Russian writer who takes a crucial position in contemporary Russian literature, drawing upon the wrier's a couple of short stories. 'Youth' is a key motive encompassing all works of Tolstaya, so that it becomes the poetic keynote among her literary works. In order to examine such distinctions of the main characters' world awareness in their youth as shown in Tolstaya's literary works, Chapter 2 of this paper paid a special attention to the analyse of her representative works such as "Sitting on a Golden Terracing Stone" and "Meeting with a Bird", and expressed potential implications of youth with mimetic imagination for her. For Tolstaya, youth is perceived as a paradise but original imagination of youth gradually fades away in adult and ends up with a lost paradise. This is why Tolstaya uses poetic means based on nostalgia for youth like paradise and literary motto for recovery of imagination in youth. In this regard, this study particularly examined the retrospective prologue resisting the power of time as well as different fictional characters living in her own fantastic world. As a result, this study draws a conclusion that such longing and nostalgia for youth and lost paradise as delineated by Tolstaya through retrospective prologue and characters speak for an existential speculation that explores any profound implication of afflictions in reality of human life, rather than focusing on the painful reality of human life which consists of honest dialogues with realities like 'darkness' and 'pain.' In addition, this study, complying with Zolotonosov's ideas which deal with and define Tolstaya's literary works as a shabby and humble box invisibly containing a full wealth of precious jewels inside, sheds a new light on the writer's literary world.

Document page segmentation is an important step in building a quality optical character recognition module. The study examined already existing work on the topic of page segmentation and focused on the development of a segmentation model that has greater functional significance for application in an organization, as well as broad capabilities for managing the quality of the model. The main problems of document segmentation were highlighted, which include a complex background of intersecting objects. As classes for detection, not only classic text, table and figure were selected, but also additional types, such as signature, logo and table without borders (or with partially missing borders). This made it possible to pose a non-trivial task of detecting non-standard document elements. The authors compared existing neural network architectures for object detection based on published research data. The most suitable architecture was RetinaNet. To ensure the possibility of quality control of the model, a method based on neural network modeling using the RetinaNet architecture is proposed. During the study, several models were built, the quality of which was assessed on the test sample using the Mean average Precision metric. The best result among the constructed algorithms was shown by a model that includes four neural networks: the focus of the first neural network on detecting tables and tables without borders, the second - seals and signatures, the third - pictures and logos, and the fourth - text. As a result of the analysis, it was revealed that the approach based on four neural networks showed the best results in accordance with the objectives of the study on the test sample in the context of most classes of detection. The method proposed in the article can be used to recognize other objects. A promising direction in which the analysis can be continued is the segmentation of tables; the areas of the table that differ in function will act as classes: heading, cell with a name, cell with data, empty cell.
In the Northeast Asian region fisheries agreements of the past regarding high seas as an agreement area were transformed or new agreements were introduced in order to conform to the EEZ regime. However, the existing joint regulatory zone which “open” status is somewhat similar to the high sea not only disappear, but also two new systems were established. To begin with, parties of the agreement claimed their EEZs to be from the territorial sea baselines to the extent set forth, problem of the fishery access of the other party under the agreement is to be solved on the principle of reciprocity and on recognizing of the catch results achieved in the past. In regards to the overlapping zones like neutral zone of the East Sea of Korea(Sea of Japan) and neutral zone to the south of the Cheju Island, provisional measures zones in the Yellow Sea and in the East China Sea, and transitional zone of the Yellow Sea special fisheries management systems reflecting the legal character of the zone involved are applied. Moreover, as fisheries agreements defining open sea as an agreement zone are not able to conform to the EEZ regime, so new fisheries agreements must be taken out from old systems and conceptions, and must be understood and enforced from the new point view. Therefore, countermeasures needed to do so should be developed, and their basic structure is as follows. Firstly, the basic concept of the EEZ regime requires that the coastal states have sovereign rights on their sea zones' natural resources and bear responsibilities appropriate to their allowed jurisdiction. Each Northeast Asian state should adjust the structure of fishing industries and employ advanced fisheries management system, and should make efforts toward such issues of the state policy as increasing fishery resources and preserving ocean environment. Secondly, measures should be developed to solve the international fisheries disputes which are to occur under enforcement of the new fisheries agreements system. In regards to the acts of violation the fisheries laws in the foreign EEZ the principle of jail sentence prohibition is established by the UN Convention on the Law of the Sea, and every fisheries agreement reflects this principle. Therefore, the present question is to consider concrete measures to enable the easy release of the seamen, who violated fisheries laws slightly and well-intently, through establishment and management of the guarantee fund needed to make collateral reasonable. Thirdly, Korean-Russian and Russian-Japanese fisheries relations were formed on the basis of the EEZ regime, since 1992 and 1977 respectively, and are expected to maintain mutually beneficial cooperative character. As for Korean-Chinese-Japanese fisheries relations, the operational problems of overlapping zones, and problem of the permits for EEZ mutual access should be solved on the basis of the principle of reciprocity and equity rather than unilaterally from any side.
Konstantin S. Stanislawski(1863-1938) is one of the great acting-teachers and directors. Especially his 'System' influences this day like his period so many actors and directors in the world. In Korea, Stanislawski was introduced at first in 1920's by Kim, Woojin, dramatist. After that time, his system was influenced fast everyone in the korean drama world. As a result, so many translations of his books and researches of his system are done until nowadays, but it is not perfect for the correct understanding of Stanislawski and his system. It seems to be several causes in this misunderstanding. And the purpose of this thesis is at first to observe historically the results of researches and translations on Stanislawski and his system in Korea and then to bring it in order according to characteristics. In this thesis are the process of reception observed dividing 4 periods. The first period is from the beginning to the liberation in 1945. The second is to 1980's and the next is to the year 2000. And the final period is from that time to the present time. As a result are several characteristics found as followings: 1) translations of Stanislawski's first book like other books, for example, Building a Character and Creating a Role, an Actor Prepares, are fast all secondhand translations, that means, man translated it not from russian direct but japanese or english. It caused man to misusing of terms and then misunderstanding on the system. 2) the researches on Stanislawski in are fast all concentrated on the book, an Actor Prepares, so this leads man to regard it as his whole acting system. On the other hand, thesisses which deal with his last and final acting technique, "the Method of the physical Action" are relatively not so much. As though man knows the last, man used to think that the system is developed systematically from the psychological technique to the physical action or the method of the physical action is only the way to understand of stanislawski's acting method. The psychological method and the physical are not the divided, different acting technique, but pairs which are applied to different objects, that is, the actor himself and the role in texts. 3) the political aspects are not considered especially under the situation of Stalin's social realism. This lack of the political context having relation with the system acts as a obstacle upon understanding the correct, whole his system. But so many thesises on this theme in other countries are so vivacious. For example, man can find subjects like "Stanislawski and Meyerhold", "means of Stanislawski's method for theatres in the social context". There are also many interesting Questions related to the physical action. That is, is the physical action the final acting technique or the materialistic dialectical device to survive under the Stalin's rule? Is there some interrelations between stanislawski's physical action and Meyerhold's biomechanics? In conclusion, the researches on Stanislwski and his system are not enough to understand correctly and overcome the system. We have to start the research again at least from the direct translation his books written russian in order to apply it in a new times.
An animation is a tool to represent the consciousness of an author. It is a medium that converts his/her consciousness to time by the means of spaces. Image is the most inherent element among the elements of an animation. Character is the element that has the very core function among the elements of an image because a character is a shape that can deliver a story through various actions and facial expressions. In this context, is a representative satire animation that describes a ranked and unequal human society and selfishness and absurdity of human beings existed in the human society, based on the original work of George Orwell. Therefore, this study aims to study what the work tries to satirize through the meanings and symbols that the characters, animals, and spaces in the work. As a result of the study, it was found that the characters appeared in the work are metaphoric symbols that imply the meanings of each character, not just simple characters or spaces. In the work, the farm is a symbolic space that symbolizes a human world. John, a human being, is described as a dictator in an absolute Russian monarchy who suppresses people. Old Major, a pig, is described as an old pioneer that preaches the appropriation of a revolution while Snow Ball, a pig that follows the Major is described as a naive leader that dreams to establish a real socialist state where everybody lives equal, through successful revolution. Another pig, Napoleon is described as the more greedy dictator than human being. He killed Snow Ball for his private ambition and suppresses and exploits the same race, animals. That is, setting man and various animals in the relation of dominant class and subordinated class, the author generates conflicts among characters. Although the characters pursue an ideal society through revolution, it requires another revolution in the process, which expresses repetitive contradiction of human history in a symbolic and strong way.
