A Study on Actual Condition Survey of The Making Livable City (살고싶은 도시만들기사업의 실태 조사연구)

  • Recently, with the policy balance development in the country, Ministries of the government as managers related each of regional projects have prepared pan-governmental support system to achieve Making Livable Area Policy. This study is analysis result of investigation in 2007 authorized cases of MLCP(Making Livable City Project) which Ministry of Construction & Transportation have propelling from city and rural-urban area of town, myeon and dong, to rural area of small village size. Areas chosen for MLCP have the active participation of inhabitants, and to promote successfully project, need to support system and originality for area. Such projects will finally increase the life quality, and make life-spaces wanting to live in the area.

What can local governments do to help people returning to rural areas? (귀농.귀촌 활성화를 위한 농촌 지방자치단체의 과제)

  • Recently, the number of people who return to rural areas for farming is increasing rapidly. This attracted public attention so that the Ministry of Food, Agriculture, Forestry and Fisheries announced officially comprehensive countermeasures to help those returning to rural areas. But there is not sufficient consideration of the role of local governments in the above countermeasures. Policy package to help returning people establish themselves in rural area include many soft programs that requires governance, delicate implementation process and expertise to advise. Therefore, the local governments should have appropriate governance and perspectives.

A Study on the Vocational Competencies of Rural Youths (농촌청소년의 직업능력분석)

  • The purpose of this study was to analyze vocational competencies of rural youths. The study was carried out by focus group interview and questionnaire. The data were collected from 200 rural youths by stratified random sampling. The SPSSWIN / ver13 was used for analyzing data with t-test, ANOVA, and factor analysis. The major findings of this study were as follows; Firstly, rural youths showed higher competencies in handling and fixing machines, selecting seeds, where as rural youths showed lower competencies in goal setting, envisioning, acquiring agricultural policy information, management evaluation. Secondly, rural youths predicted optimistic future of their own farming even though the future of national farming should get smaller. Lastly, rural youths who are higher education, extending farming size, establishing farm had higher vocational competencies than other youths. Conclusionally, the study suggests adult-farmers give rural youths an opportunity to participate in decision making and farming.

A Study on Rural Landscape Change by Government's Development Policy (농촌개발정책이 농촌경관 변화에 미친 영향에 관한 연구)

  • This study is basic research which aims to compare and analyze changes in rural areas in modern times. The main purpose of this study is to comprehend the characteristics of changes in the Korean rural landscape and to suggest the implications for preservation and maintenance of the rural landscape. To help in understanding the rural landscape systematically, it should be divided into six types: housing landscape, cultivation landscape, green landscape, waterside landscape, streetscape and symbolic and religious landscape. According to this step, the contents and the procedures of changes were analyzed generally. Based on the literature review and field survey, the styles of changes were deduced to be formation, alternation, relocation, damage and restoration on landscape elements. Lastly, it was concluded that complex changes of landscape in rural areas from the government's development policy have been continued from macroscopic changes like overall structure and system of landscape to microscopic changes like shape, material, size and color of each landscape element. Rural villages which have not had the government's development policy applied to them may not be appropriate for this study. However, this study has significance in that it can suggest the direction for desirable rural planning. Future studies need to consider landscape change through not only the development policy but also economic, social and cultural factors.

Locational Analysis of Rural Industrial Estates and Chonbuk Economic Development Strategies (농공지구 입지분석 : 전라북도의 경우)

  • This research examines the spatial development of rural industrial estates (Nong-gong Jigu) in Chonbuk province and gives insight into the strategies for economic development in the entire region. Selected location factors which are likely to pull new investment into the estates are examined by using questionnaires. Few loction factors except nonlocal factors can be found in explaining why location choices are made. The irrelevance of the analysis based on location factors suggests that an alternative approach should analyze changes in the spatial development of the rural industrial estates. Such an alternative is to understand the dynamics of the spatial organization of production by focusing on characteistics of plant closing in the rural industrial estates. To take into account of the characteristics of plant closing we provide the hypothesized relationships between employment size, organizational structure, inter and intra industrial linkage, characteristics of production processes, and availability of local labor market and the likelihood of closing. A logit model is then made to identify the selected factors which might influence the probability of plant closing. The results from the logit analysis and their implications suggest that the policy should be more concerned with the characteristics of firms, such as size and ownership, as well as of the local labor markets. Given that the Chonbuk region has experienced rapid population decline, together with its poor industrial base, it seems that the success of the policy in the declined rural areas in less certain.

A New Direction of Rural Underemployment and Non-Farm Employment (농촌지역 불완전고용 해소와 농업의 일자리 확대 방향)

  • Currently, rural labor markets are undergoing a structural change in which the proportion of non-agricultural industries is increasing, instead of decreasing the proportion of agriculture. The purpose of this study is to propose policy for job creation in rural areas through analyzing the employment situation in Rural Korea in the context of this structural change. Using the Census of Agriculture, Farm Household Economy Survey, we analyzed the increase of low income farmers and self-employed farmers. We analyzed the changes of non-farm employment in rural areas using the Census on Establishment. The main results of the study are as follows. First, farms' pathways are very diverse by the levels of income from their own farming and other gainful activities. It is necessary to implement policies that take into account the development pathways of farm household. Second, most of the farms are in low-income and self-employment status. In order to increase their incomes, it is necessary to increase non-farm income earning policy. The rural non-farm economy is becoming increasingly important in rural Korea. The growth of the non-farm economy will be crucially important when it comes to creating new jobs in rural areas in rural Korea. Third, it is necessary to provide systematic support for rural entrepreneurship as a core policy for expanding jobs beyond agriculture. Rural entrepreneurship has the potential to drive innovations that can reduce poverty and create employment. Fourth, there is a need for measures to increase jobs in the welfare field, which is growing fastest in recent years. In the welfare field, we can find vigorous collective actions in some rural communities such as community business, cooperative movement and various community development activities. Those activities will help increase the employment of aged farmers and low-income farm household.

The Determinants of Business on The Private Consulting Firms of Rural Development (농촌지역개발 민간컨설팅회사 경영성과 결정요인)

  • The purpose of this study is to investigate the business performance determinants of private consulting firms supporting bottom-up local development projects in rural areas. Under the shortage of well-trained rural development professionals, Private consulting firms support rural development projects driven by the residents. Considering the important role for consulting firms to play in the success in rural development projects, it becomes necessary to review the circumstances of consulting market on rural development projects. This study targeted 80 companies that are listed in the book rural development consulting firms. Analysis showed that factors influencing the business performance are not professional competencies but other external factors. The implications based on the above results need to be considered for policy-making to ensure that consulting company selection must be guaranteed of the consulting firms'capability by detailed fields of consulting firms' capability, and the training system for rural development experts must be formed.

Development of a Program to Promote Economics Activities of Rural Elderly (농촌노인의 경제활동 향상 프로그램 개발)

  • This study aims to develop useful programs, which would promote the economic activities of rural elderly and their living standard as the silver population is growing in the society, to present the direction of policy related to the elderly for governmental agencies, and make it available as data that can be accessed by civil servants, in charge of elderly-related matters and currently serving at city office and municipal and county agricultural technique center, so that they can provide education to the elderly. For this, first, the economic condition of the rural elderly and their requirements have to be diagnosed. Second, we developed a program that specially aimed at improving their economic activities. To develop of program, a survey questionnaire was administered with the 881 elderly over 60 years old who live in 110 rural villages. Face to face interview was carried out by professional interviewer. The result was once posted in the 2nd issue of volume 14th of this journal in 2004 with the title of "Study of the rural elderly's activities and needs of economics." Based on such result of study, we developed the program to provide jobs to the rural elderly that are suitable for them. 2 types programs, which differ from each other depending on the subject of implementing the welfare of the elderly, were developed: first, "program to create jobs for rural elderly at the policy supporting level, which requires the government to drive forward, and second, 'program to provide education to rural elderly at the social level' to foster them as competent human resources."

A Research on Periodical Changes of Rural Houses of Korean-Chinese People in Yanbian Area, China - Focused on changes of floor plans - (중국연변지역 조선족 농촌주택의 시기별 변천에 대한 조사연구 - 평면의 변화를 중심으로 -)

  • The purpose of this paper is to analysis on periodical changes of rural houses of Korean-Chinese people residing in Yanbian area, China focused on periodical changes of floor plans according to Chinese government's policies and regulations influencing on rural houses. Changes of floor plans are classified into four periods; immigrating settled period, 1960-1970s, 1980-1990s, and after 2000. Total number of 67 cases were analyzed that data was collected 48 cases of literature studies and 19 cases of field study in Yanbian, China. The results are as followings. In immigrating settled period, floor plans of the rural houses have tended to be continued the pattern of the Korean traditional rural houses. Nevertheless China was changed socialism system, rarely floor plans were influenced by the system during this period. From 1960s to 1970s, the livestock and rural mechanization are influenced by the "People's Commune" policy. The "Barn" and "Mill" were converted into "warehouse". The residential part consists of one Jeongji (space mixed dinning and kitchen) and one to three of Ondolbang (room). From 1980s to 1990s influenced by the policies of "Cultural Revolution", "Birth Control" and "Chinese Economic Reform", the Korean traditional customs like "elders first" and "distinction between the male and female have been gradually vanished. Meanwhile, spaces of the rural houses have consisted of Jeongji, big Utppang (room), and warehouse. Each space is opened and mutual. Since 2000, influenced by the policy of a "new Socialist Countryside Construction", the bathroom and kitchen are added in interior spaces, the life style in rural houses has been changed as for both the sedentary style and western style.
