Rural youth welfare was defined to provide the preventive services as well as the protective and curative services such as education, job training, youth activity, delinquency prevention, etc. for rural youth who live in rural society, including who go out to metropolitan city for study. Based on this concept, the rural youth related facilities and problems were investigated in the area of education, culture and leisure, career, and problematic behavior. The results were identified that the efforts of government and rural related institutions were in sufficient to establish and improve the facilities for rural youth, and the gap between rural and urban youth facilities was extended increasingly, in spite of seriousness of those rural youth problems. Some of policies and programs were proposed in order to improve rural youth welfare; 1) To establish at least one activity facility in every Eup ; 2) To convert the public culture facilities such as museums, fine art museums, exhibition facilities, etc. into the culture and art facilities for rural youth; 3) To establish rural youth job information center in the agricultural technology and extension center; 4) To convert school to rural youth education and cultural center; 5) To establish the comprehensive welfare facilities for rural youth in metropolitan city.

Taiwan has plural agricultural education system and has accelerated its social and economic growth through Agricultural Extension Education. This study has been carried out centering around the work plans which analyzed the project of cultivating young farmers supported by the Republic of China Government. Taiwan has promoted administrative and financial support systems with the government as the central figure in order to equip the efficient and continuous development system of agricultural human resources for securing agricultural skilled personnel, developing farmers' organizations and cultivating young farmers that can cope with the open world. The main training programs are for developing farmers' organizations and they are as follows. 1) The Agricultural Production and Marketing Group(APMG) 2) Expert Farming Training Program for Rural Youth 3) Agricultural Extension Service Worker Training Program 4) Rural Youth Development Program 5) School 4-H Club Activities for Student Development Program 6) International Rural Youth Exchange Program Development 7) Agricultural Extension Education Program for Minority People 8) Job Change Training Program for Rural People The training programs are organized for all the rural residents and students to develop their individual careers systematically and continuously, and they are very encouraging in whole development. Also they offer us many suggestions.

The Youth Hostel in Korea, differently from that of other countries, has been introduced in order to attract School Excursion Group, and was developed as one of Youth Training Facilities. Youth Hostel as Youth Training Facility can be utilized as a healthy experiential space for youth education, as a stage for an international interchange, as a field for the lifelong education of various classes, and is also the Lodging Accommodation which is now highly appearing of the demand as a safe and educational lodging place to both individuals and family-unit tourists. The Purpose of this Research is aimed to provide the necessary fundamental materials to the planned forthcoming future Youth Hostel, after grasping of such present status as well as its structure and composition of space and spacial characteristic. Since Youth Hostel in Korea is managing on the center of the basis for youths and other groups, in order to compute the proper heads, it is required the scale-level which can accommodate all students in One-Unit Grade of a school at minimum. Accordingly, it seems that must be equipped with accommodating capacity of more than 300~400 persons. As because of recent quality-improvement in the portion of Youth Hostel Lodging, it is under planning with containing of the Sanitary Space at inside of lodging room, and Self-Cooking Space as well. In compliance with such various particulars, it looks that the lodging area should be at least more than $3.5m^2$ per a person.

This study was carried out to investigate the status and development direction of horse riding industry for rural development of Korea. Library research and field survey were conducted to collect relevant data such as number of horse and size of horse farms, facilities for horse riding and educational institutions for youths and farmers and the results obtained were as follows : Only a few institutions among high schools, colleges and universities were observed to deliver horse riding programs. For farmers, no equestrian specialist was available in agricultural extension offices. Horse meat is consumed mostly in Jeju Island in Korea. Relevant institutions should be also strengthened including formal and nonformal education for horse riding and much more schools and universities should adopt horse riding program for the training of youths and farmers. Considering the obesity problem, the nutritional composition of horse meat is better than those of pork or beef, so promotion of horse meat consumption also should be strengthened.

국제연합 식량농업기구 (FAO)에 의하면 UR 협상과 WTO 체제 출범 이후 농산물 수출국가와 선진국에서의 소득균형은 일반적으로 향상되었으나 순식량수입국가나 개발도상국가에서는 소득균형이 더 악화되고 농업영역의 쇠퇴를 가져왔다. 더욱이 식량안전상황은 농산물의 급격한 수입으로 여전히 불안하고 농가판매의 지속적인 악화, 농촌과 도시간의 소득격차가 큰 것으로 나타나고 있다. 특히 인간의 건강과 환경에 유해한 GMO의 거래는 소비자의 식품안전과 잠재적 위해 때문에 적절한 조치를 필요로 하고 있다. 아시아 지역 개발도상국가들에서의 식량의 안정적 공급과 농촌 지역사회 개발의 핵심적 과제는 인적자원의 개발, 기술역량의 신장, 하부구조의 개선, 농업기술 이전의 효율화 등으로 요약될 수 있다. 이러한 상황에서 농업교육, 연구 그리고 지도, 특히 아시아의 주요작물 영역에 대한 더 많은 투자가 필요하며 많은 아시아국가들에서 우선적으로 요구되는 농촌청소년교육은 빈곤퇴치, 식량의 안정적 공급 및 식품의 안전 그리고 지속적이고 균형있는 농촌개발 등이다. 이를 위한 정부와 국민, 특히 젊고 열정적인 사람들이 함께 협력해야 빈곤퇴치와 식량의 안정적 공급 및 식품의 안전 등 농촌의 사회경제적 발전이 가능할 것이다. 진행되고 있는 WTO 체제 하에서의 아시아 지역 농촌사회 발전과 식량문제 해결을 위해서는 교역과 환경, 그리고 개발의 총체적 접근이 중요하며 식량의 안정적 공급을 위한 농업, 농촌의 하부구조가 열악한 개발도상국 소농에 대한 우선적 배려가 필수적이라 할 것이다. 특히, 농업분야 생산 유통 분야의 개선을 위한 농업교육, 농촌지도의 국가적 강조와 농촌 청소년 교육 훈련과 육성의 중요성에 대한 인식과 이에 따른 국가적, 국제적 협력이 필요할 것이다.

경제가 발전함에 따라 일본 농촌지역의 인력부족은 심각한 양상으로 나타나고 있다. 그러나 이러한 현상에 대한 일본정부의 대응은 정책적으로 농업진흥사업을 전개(예: 농지개혁 등)하는데 역점을 두고 있다. 그리고 이를 뒷받침해 줄 수 있는 영농후계자를 양성하여 농업을 지속적으로 발전시키는 견인차적 역할로 삼고 있다. 비교적 산간지대로 되어 있는 일본의 지형적 특성을 고려하여 영농후계인력을 체계적으로 양성하고 이와 더불어 영농전문인력을 확보하여 이들이 중심이 된 농업을 발전시키고자 하는 전략을 수립하고 있다. 영농후계인력을 양성하는 방식은 지방마다 특색있게 전개되고 있는데, 본고에서는 산형현의 사례를 검토하였다. 영농후계인력을 육성하기 위한 훈련내용은 실천교육에 중점을 두고 있다. 또한 영농후계자들의 활동을 촉진하기 위해 조직을 활성화하고 농업사제도를 강화하며 지역적으로 영농후계자 육성체제를 확립하고 있다. 뿐만 아니라 정부는 영농후계자 육성과 함께 중핵농가 노동대책 특별사업을 수립하여 경제자본주의 사회에서 농민들이 자립할 수 있고 꾸준히 생산활동을 지속할 수 있도록 지원정책을 병행하고 있다. 일본 영농후계자육성방안을 고찰하면서 한국에 있어서도 심각하게 대두되고 있는 영농후계자 문제해결을 위한 몇가지 제언을 기술하였다.
