농촌 지역개발사업의 성공 요인 -농촌신활력플러스 사업 추진체계를 중심으로- (The Successful Factors of Rural Community Development Project -Focusing on the Implementation System of New Rural Vitalization Plus Project-)

  • The study aims to explore the success factors focus on the system for implementing the New Rural Vitalization Plus Project (NRVPP). It offers recommendations to bring the success of the community development projects and support the strategies in political and practical. Conclusions and recommendations for improving the practice of implementation are based on the results of the in-depth interview with 9 developers and experts joining the NRVPP. Findings show that the promotion team as the NGO for the community development project used the collaboration and cooperation network to progress for the success of the project although they suffered the political, legal, and institutional problems hindering the normal function of each promotion entity in municipalities. The implications of the study were presented in the conclusion section.

농촌중심지활성화사업에서의 사회복지사업 유형 및 내용 분석 (A Study on Categorization and Contents of Social Welfare Services in Rural Center Revitalization Project)

  • In this study, we present the necessary measurements of establishment and expansion in social welfare elements, understand the social welfare approach and the reality of social welfare services to solve the physical accessibility problem of the rural center revitalization in the recent trend of various attempts. The measurements were categorized according to the nature and form of the projects through content analysis method by using a master plans and casebooks of the rural center revitalization leading districts. The results show that the social welfare project of the rural center revitalization leading districts were categorized them into three sections of job creation vitalization, lifelong education, hobby and leisure supports, visiting services, it was classified into 11 sub-types. We arrive at a conclusion through analysis results, establishment of cooperative system between related organizations, active gathering of opinions from residents, training of local workforce, convergence with existing social welfare systems and projects, building private governance, for social welfare project operate stably in the rural center revitalization.

  • This study is result of interview and investigation into three rural communities progressing Rural activity, and points to be considered before promoting policy 1) Resident participation taking a lot of time, need to sustainable education and chance of personal experience, as well as stage of working plan and performance must be a serious consideration about resident opinions. 2) Until placing operation and management on the right track, experts and administrators will be help aspects of software and finance. 3) It is necessary to periodically train rural activity experts, and educate business persons. 4) Through checking a process, each community improve, supplement, will work out the next support system.

A Study on Measures to Promote Rural Community Empowerment Project for Residents in Jinja, Uganda: Focused on On-Site Investigation on the Feasibility of Creating a Tourism Agriculture Complex

  • The purpose of this research is to strengthen rural community empowerment by creating a tourism farm as a plan to reduce relative poverty and to improve the quality of life by creating jobs and increasing the income of local residents in underdeveloped countries. To do so, literature review, stakeholder interviews, on-site investigations, focus-group interviews, a project meeting for residents and a questionnaire survey were performed and analyzed and the results were as follows. First, Uganda has the potential to increase agricultural production based on its warm climate, fertile land and abundant natural resources. The quality of life of local residents is expected to be improved by realizing high-added values through the convergence of the conventional existing agricultural industry and other industries if the agricultural technology is properly transferred based on abundant labor force and low labor expenses. Opportunities for the success of the project can be spread to other rural villages across the country. Second, since local residents are now cultivating sugar cane, cassava, matoke, banana, coffee and so on as a farm owner, tourism agriculture with high-added values can be promoted by vitalizing communities based on farming technology to be transferred and a cooperative farm. It is also necessary to implement a rural community empowerment project to do so. Third, the university that is the cooperative partner of the project is positively considering to train experts by establishing a community development department, and, if necessary, a technical training center to educate the general public, which is expected to create synergic effects through the convergence of education, agriculture and tourism.

경관보전직불제 시범사업의 시행사례 분석 및 개선방안: 봉화군, 청원군, 홍성군 사례를 중심으로 (Improvement Strategy by Case Study on the Direct Payment Program for Rural Landscape Preservation: Bonghwa-gun, Chungwon-gun, Hongsung-gun)

  • The purpose of this study is to analyze the problems of operating the Direct Payment Program for Rural Landscape Preservation and to derive the way of improvement based on case study for three areas in Bonghwa-gun, Cheongwon-gun, Hongseong-gun. The most important factor for the program is farmer's consciousness and positive participation of the farmer who are the subject of this project. Even if farmers are not satisfied with the amount of direct payment income, they try to create income by utilizing landscape preservation crops. Particularly current unit payment dose not surpass the for the crops farm operating costs and payment time is not appropriate for the farming cycle. Hence, it needs to be considered increasing unit payment and rearranging the payment time. Also, we need to introduce incentive system based the degree of fulfillment of the Direct Payment Program in each areas. In general the Direct Payment Program for Rural Landscape Preservation has potentiality to contribute farmer's income stability and the vitalization of region with three revisions.

'가족형' 마을만들기 시범사업 사례 연구 (A Qualitative Case Study Focused on the National Pilot Project to Make Family-Friendly Communities)

  • This Qualitative case study focused on the National Pilot Project to make family-friendly communities. We examined the basic model of the family-friendly community proposed by the Ministry of Gender Equality and Family. One of the three local communities selected as family friendly models was chosen for observation and in-depth interview for its residents. The official performance report shows this project's process, results and future tasks. From the in-depth interview data, we defined the project's characteristics as the government and private sectors collaboration, model transformation from the original family friendly model to the production model, and we found some conflicts among residents upon financial issues and business items. The most important task is the vitalization of the community corporate body to realize this project's performance through these three years. And this study implicates to elaborate the rural family-friendly community model focused on income creating community redesign, different from the urban model focused on caring.

농촌마을 종합개발 사업의 어메니티 자원 활용에 관한 연구 (A Study of the Application of Amenity Resources for a Rural Community Development Project)

  • 본 연구는 농촌 활성화를 위한 국가 지원 사업 중 농촌 마을 종합 개발 사업을 대상으로 하였다. 기본계획 수립을 통해 실행되고 있는 권역의 사업내용에 대한 지역별, 연도별 분류를 통해 사업 내용을 분석함으로써 진행된 사업의 내용 및 자원현황을 파악하고 사업내용에 따른 어메니티 자원 활용 정도에 대한 연구를 실시하였다. 농촌마을종합개발 사업의 어메니티 자원 활용도 분석을 위하여 7년간(2005~2011) 229개 권역의 사업특성과 자원현황에 대한 내용분석(Contents Analysis)을 실시하였다. 전체 사업은 Excel로 권역명과 사업유형, 세부사업 등 229개 권역의 전수조사를 통해 코딩하는 과정을 거쳤다. 이러한 과정을 거쳐 7개년도의 사업내용과 지역별 사업내용 등 보다 세부적인 분류를 시도하였다. 연구 결과, 전체적인 권역의 시설물자원이 가장 많이 활용되고 있지만 전체적으로 환경관리와 관련된 자원의 활용도는 낮은 것으로 나타났다. 연도별 사업을 통한 어메니티 자원 활용에 대한 변화 추이를 살펴보면 환경관리 자원, 동식물 자원, 수자원을 활용한 사업은 지속적으로 감소하고 있는 것으로 나타나고 있었다. 지역별 사업을 통한 어메니티 자원 활용에 대한 변화 추이를 살펴보면 전라북도와 경상북도에서 가장 높은 비율을 나타내고 있었다. 이러한 결과를 통해 특정한 자원에 집중되어 활용되고 있는 어메니티 자원에 대한 다양한 활용의 필요성이 나타나고 있었고 특히 농촌의 지속가능한 개발을 위한 환경관리에 대한 자원 활용이 요구되어야 한다는 것을 알 수 있었다.

  • This study is an exploratory case study of a humanity community building process in a rural area context, particularly in the villages of Eoro-ri, Chilgok-gun, and Gyeongsangbuk-do. Chilgok-Gun has institutionalized support systems for a humanity community building, and has implemented some programs for four years. This article uses a qualitative approach to analyze the process of community buildings, such as in-depth interviews and observations. The analysis is based on the process of discovering, vitalization, and self-governing for community buildings, and give some implications for future community buildings in a rural area context as follows. First, the village leader constantly needs to be cultivated. The village leader is not a simple representative of the village. He constantly needs to make efforts to communicate with the villagers. Second, learning through constant self-reflection is necessary for the villagers. It is important to make community programs and residents' small meetings to facilitate reflection. In community buildings, the process of communication and consultation for villagers is more important. The process that creates a new value of the village in the learning process takes place. Third, talented village people who can develop the village should be educated. This is a virtuous circle for Village Development. Aging in rural areas has been deepening, which will affect the future of local communities that can meet in accordance with various crises and responses. There is a need for complex research on sustainable ways to reinvent itself as a community.

청송 사과체험테마파크 기본계획 (A Study on the Landscape Design of the Cheongsong Apple Theme Park)

  • This study aimed to plan a distinctive apple theme park, thereby specializing the nationwide brand of Cheongsong apple. Detailed objectives included: to establish the best possible environments in Korea to taste and appreciate apple and enjoy the Cheongsong Apple Festival; to identify and foster natural, cultural and social resources in the clean environment of Cheongsong; to clusterize research and production infrastructures for strengthening local competitiveness; and to develop a hub for the vitalization of the region where visitors and locals can mutually prosper. The study was multi-phased. The first stage included basic surveys such as local status and environment analysis and similar case studies, and the second stage was to review the appropriateness of theme selection, develop basic principles and strategies for development goals and review and incorporate project details. And the third stage aimed to develop a comprehensive plan from spatial plans and program plans and suggest plans to vitalize the operation of the park. The dimension of the subject site was $180,150m^2$, which was divided into four areas, in consideration of the land use and the environmental characteristics of the resources, for developing a land use scheme. The four areas were named: the apple-theme cultual area; the agricultural culture experience area; the plaza for exchange and harmony; and the plaza for natural observation. This study has significance in that it can serve as a case to develop farm theme parks, and as a case of appropriate development of programs to identify amenity resources with a focus on the existing resources and in consideration of local characteristics.
