This study is aimed at the deduction of the important priority factors by setting the comprehensive rate in each of the economy, sociability and environmental areas for the sustainable development of fishing villages. As the research methods, review of domestic and overseas literature and Delphi questionnaire survey on experts, and hierarchical structure analysis were executed. Accordingly, this study is aimed at providing the basic data at the time of establishing plans by assessing the level of importance and priorities for each item through the deduction of the elements necessary for the fishing village plan. Key results of the study are as follows. First, as the results of review of domestic and overseas literature related to sustainability indices of fishing villages, a total of 50 items in the areas of economy, sociability and environment were deduced. Second, validity for each area was confirmed through Delphi questionnaire survey on experts. Third, as the results of factor analysis conducted on the basis of the hierarchical structure analysis for detailed items for each sector, 3 factors in the economic area, 2 factors in the social area and 3 factors in environment area were deduced. Fourth, as the results of the relative importance of the higher tiers, economic sector (0.528) displayed results that are more than 2 times higher than the social (0.261) and environmental (0.212) sectors. Establishment of foundation for independent competition (0.105), balanced development of small fishing village (0.086) and population engaged in economic activities in comparison to the fishing village population (0.077) were analyzed as the most important detailed items. Based on these results, experts pointed out that the economic sector is most important for the sustainable development of fishing village and, in detail, priority must be placed on the balanced development on the basis if the extent of independence of the fishing villages, and emphasized activation of residents engaged in economic activities in fishing villages in order to support them. That is, in order to increase the level of independence of the fishing villages, it was determined that there is a dire needs for expansion of diversified specialized businesses and infrastructural facilities through agreement by the residents capable of economic activities, and means of activating fishing villages through securing of budget at the local autonomous government level to provide support for the residents.

This study was conducted to provide basic data that can be used when establishing Net Zero policies and implementation plans for non-urban settlements by quantitatively analyzing the Net Zero contribution to green infrastructure in rural areas corresponding to non-urban settlements. The main purpose is to first, systematize green infrastructure in rural areas, secondly derive basic units for each element of green infrastructure, and thirdly quantify and present the impact on Net Zero in Korea using these. In this study, CVR(Content Validity Ration) analysis was performed to verify the adequacy of green infrastructure elements in rural areas derived through research and analysis of previous studies, is as follows. First, Hubs of Green infrastructure in rural area include village forests, wetlands, farm land, and smart farms with a CVR value of .500 or higher. And Links of Green infrastructure in rural area include streams, village green areas, and LID (rainwater recycling). Second, the basic unit for each green infrastructure element was presented by classifying it into minimum, maximum, and median values using the results of previous studies so that it could be used for spatial planning and design for Net Zero. Third, when Green infrastructure in rural areas is applied to non-urban settlements in Korea, it is analyzed that it has the effect of indirectly reducing CO2 by at least 70.76 million tons and up to 141.16 million tons. This is 3.4 to 6.7 times the amount of CO2 emission from the agricultural sector in 2019, and it can be seen that the contribution to Net Zero is very high. It is expected to greatly contribute to the transformation of the ecosystem. This study quantitatively presented the carbon-neutral contribution to settlements located in non-urban areas, and by deriving the carbon reduction unit for each element of green infrastructure in rural areas, it can be used in spatial planning and design for carbon-neutral at the village level. It has significance as a basic research. In particular, the basic unit of carbon reduction for each green infrastructure factors will be usable for Net Zero policy at the village level, presenting a quantitative target when establishing a plan, and checking whether or not it has been achieved. In addition, based on this, it will be possible to expand and apply Net Zero at regional and city units such as cities, counties, and districts.

In order to develop practical indicator that can diagnose the regional conditions and characteristics of fishing villages, this study reviewed domestic and foreign researches and selected the diagnostic indicator of fishing villages by spatial unit. The major categories are divided into population and society, economic conditions, and living conditions. The middle categories consists of population, household, industry, tourism, settlement, environment, safety, health and welfare, education, and culture and leisure. The indicator were selected with reference to the existence of statistical data officially provided according to the spatial range(Si/Gun, eup/myeon, village). Based on the selected indicator, the test evaluation was conducted in Jindo-gun, Jeollanam-do by applying data that can be obtained from KOSIS and web GIS. It is judged that the diagnostic indicator developed through this research can be used in various ways from the planning stage to the implementation stage of the regional development project, such as grasping the current conditions, setting improvement targets, promotion and evaluation/monitoring of the project. In addition, it is expected that it will be possible to carry out regional diagnosis for each spatial unit and to plan and implement regional development projects by giving priority to areas where the level of each department is insufficient.

About 1,800 villages have released from Greenbelt since Greenbelt-reform-policy for readjustment of the area was promoted after 1997. Even though the government intended to attract planned development & improvement of these lifted villages through District Unit Plan and designating the lifted area as low-rise and low-density zoning considering the characteristics of the Greenbelt region, there are still many problems to be solved: a lack of funds, insufficient capability for self-improvement and unexecuted SOCs in long-term etc. It seems that these problems are caused by focusing on the lifting areas itself instead of researching deeply the condition and characteristics of the villages and searching proper direction/plans of improvement before lifting Greenbelt In addition, the existing plan of village improvement and management was not considering physical and spacial characteristics of the areas, social and economic situation of residents and relationship between the villages and surrounding cities, though these conditions are different among each villages, and the related regulations are applied uniformly across all the villages and those have been causing many civil appeals and environmental problems. In these respects, this study aims to consider the problems of the lifted villages using the existing researches on them and to make typology by characteristics-data of the villages and to establish improvement strategies of each types. In this study, the villages were classified into 5 types as a result of cluster analysis on 424 villages among all 1,800 through variables of locational potentiality : location, accessibility, size and form of village, condition of regulations etc. According to function of the villages, they were divided into 4 types: urban-type, rural-type, industrial-type and neighborhood-centered-type. This study also drew 4 improvement-strategy-types by combination of locational potentiality and village-function : type of improving life-environment, type of improving production-infra, type of inducing-planned-improvement and type of constructing center-of living-circle. Finally, this study suggested the directions of the each 4 types to desirable improvement and management which could be used to make and complement plans for village improvement.

It is a important problem that the adjustment of a rural settlementas a unit of rural community, and many number of researcher tackled its. The aim of this paper is to verificate the process of rural con-struction, that is applied the regional resources, and to introduce the situation of attending inhabitants, and their employments as a results of this planning. We chose Odaira hamlets in Oomama town, it is located in Gunma prefecture as an object of this study. Odaira is a small village in the mauntain, and it is composed only 135 families. Odaira is an underpopulated hamlet. It is engaged no lively farming and forestry. Most of inhabitants are commuting to the cities around here. Inhabitants of Odaira who are conscious of the conditions of declining hamlet organized a group to improve it. This group have investigated all around the hamlet as a system of workshop. And they found the resources for sight-seeing, crops as the regional products, and other resources for rural planning under three keywords ; resources for the sight-seeing, the rigional products, and theimprovement of environments. In many resources, most important thing was the existens of a stalactite cave come down as a legend from old time. Local government of Oomama town and the inhabitants tried to explorate of stalactite cave and succesed to excavate it. They have constructed two facilities for management, parkaround the stalactite cave and these have been a new place of work for inhabitants. Arrangement of the rural constructions developed to other items schemed acording to the master plan, like as a camping ground, bungalows, a wet botanical garden, and a park beside a river. These also produced the new places of work for 54 people as a result of this rural planning. The most of them were the aged peoples and the women of farmer. Korean farm villages are locked in vicious circle, as lots of their problems related to low income and hollow matters are geared and multiply. To get over those problems, various plans to develop Korean farm villages are being pushed ahead. In addition, since the early of 1990s, Korea has been projects to develop settlement zones and culture villages. It has been also preceeding with a comprehensive development project of farm villages and a new vitalizations project, etc. All of these projects aim to reorganize and expand life environments, industrial bases, and convenience and welfare facilities. The existing studies on a comprehensive project to develop farm villages have been focusing on evaluation indexes, problems, investment priorities, etc. But in fact, studies on a comprehensive development project of farm villages are not thoroughgoing enough in aspects of residents' attitude and their recognition on the influence on tourist development. Thus, this study aims to present strategic schemes to allow residents to actively participate in a stage of promoting a comprehensive development project of farm villages, a stage of making the plan, and a stage of the implementation. For this, this study analyzes a comprehensive development project of farm villages and attempts to figure out which influence the tourist development in farm villages has on residents' attitude and recognition resulting from changes in economic, social cultural, and environmental aspects. Especially, this study previously examines what influential factors there exists are and what influences the development of farm villages has on residents. Based on the results from the above analysis, schemes to enable residents to actively a comprehensive development project of farm villages are presented as follows. First, it is necessary to raise our recognition on tourism and tourism development of farm villages. If the main theme of a comprehensive development project of farm villages intends farm village development, it is required to educate residents and let them clearly raise their recognition on tourism, and the effect of the project is guaranteed. Second, it is highly required to make a plan so that we can feel economic effects of revenues through project promotion and positive effects including the expansion of infrastructures and welfare facilities, etc. Third, it is necessary to bring into relief the positive recognition and attitude of a comprehensive development project of farm villages. As for the negative recognition and attitude, it is very important to change negative residents' recognition to the positive direction and to allow them to participate in and to take an interest in the project, so that the project can be effectively promoted.

The purpose of this study is to propose a sustainable village-unit urban regeneration plan for the Ewha Mural Village, where mural artists recovered concrete fences to be followed by some residents damaging the mural paintings. Through a review of the existing literature and a preliminary survey, we derived the urban regeneration factors (environmental sustainability, economic sustainability, and social sustainability) applicable at the village level. After an empirical survey on the residents, we tried to identify various problems of the Ewha Mural Village. Residents selected the factors of accessibility, parking management, diversity of industries, creation of new jobs, community participation of residents for the mural village's activation, and stable living spaces. In the case of Ewha Mural Village, physical environment factors for the residents at the time of construction were not considered and the village was mainly planned using budget-based murals. Since then, the inequality of economic benefits intensified the conflicts among the residents. In addition, public benefits, such as establishing new industries and employing outsiders, were not provided, and these facts appear to have led to an unsustainable murals village, in which the murals that are the protagonists of the village revitalization are being destroyed. Therefore, the urban regeneration of Ewha Mural Village should be designed considering a region where some residential areas can be transformed into tourist areas. In addition, it is essential to employ a win-win method to improve the living environment, such as road maintenance, not only partial economic benefits, such as increased land-value, and to increase resident's value as a common asset within the village itself.
