  • This research had selected current rural village development projects with the representative meaning of rural regional development projects in order to analyze results of projects and various policies of the government to enhance the quality of resident life and to develop rural regions. For the analysis, this research had selected 2 districts of the case study in Gyeongnam-province and Jeonnam-province, respectively. In the result of the satisfaction analysis on the projects, it was considerably difficult to analyze satisfaction degree by using a clear distinction of each region type when promoting overall project. However, this research confirmed that there were some differences about residents' understanding of the project and satisfaction degree in the process of projects according to the regional characteristics (rural and mountain areas). In general, two districts' residents of rural areas expressed relatively more negative feedbacks in process of the project compared to two district residents of mountain areas. This research suggested that it is needed to have residents' understanding of the project, a restoration of village community spirit to help each other and to cooperate, fostering a desirable leader, establishing effective village regulations, transition into an open and inclusive attitude, promoting rural village development project, and realization of the operating method in order to have an amicable project process in the future.

The policy issues to solve the problems were suggested as follows: (a) adoption of bottom-up approach in new IRRD planning and project system : (b) projection of comprehensive development planning and project at the village level; and (c) introduction of new regional agriculture development projects such as direct payment system for farming in less favorable areas and organic farming.

But, this plan made progress rapidly as a countmeasure of government so, it needs to evaluate for completed project area and make an improvement for a sustainable undertaking. Therefore, this study categorized project contents systematically into two parts of Hardware and Software, after that composed of 4 large-parts, 13 mid-parts and 43 small-parts from Inje-Yongdai zone which was designated for an integrated rural-village development plan in 2004. • In this study, interest in rural life of good natural environment rather than busy life is increasing as human life is extended by scientific and medical technology and society has improved. The reckless development of rural villages has caused social problems as the natural environment has been damaged, failing to function as a pleasant home. To address these problems, the government has implemented a rural village development project, but if the site is selected incorrectly, the residents may not be recruited, or applicants may lose their status, or the portion of the infrastructure building fee may increase. In order to prepare objective and clear assessment methods for the target site not to cause such problems, a layering analysis method (AHP: Analytic Method) was used to identify the current status of the rural village formation project, draw assessment items, and determine the importance of each item.

These results also analyzed by personal background(age, role, education, income) of respondent in questionary survey. Results show that 'conflict in residents and leaders', 'conflict in leaders', 'conflict in development fund' are perceived differently by age, role, education, and income in 5% significance level. Especially, relatively young age(below 40 years old) expressed clearly about conflict and high scored in item of 'residents and leaders'. Regression model show statistical significance(F=39.807, P=0.000) in influence relation analysis of conflict, network, leadership, and project fund. In this model, network ${\beta}=-0.237$, leadership ${\beta}=-0.375$, project fund ${\beta}=-0.000$ show network and leadership have negative relation to conflict but project fund is difficult to find relation with conflict. In this study, we defined social vulnerability using conflict, network, and leadership and verified the vulnerability of rural village applying regional community capacity in analysis results; vulnerability increased by the size of region and show inverse correlation to future vision of residents.
