We identified the relationships between performances such as increasing village income and utilization of rural amenity resources to the CRVDP and operational management types of the rural experience programs as well. Employing principle component analysis and cluster analysis technique, this study found 5 clusters of rural experience programs among 168 CRVDPs. The results of analysis of variance indicated that there were significant the mean differences between clusters such as the utilization of rural amenity resources(0.01), income of rural experience programs(0.1). According to the result of the Chi-squire test, there was very significant differences between internet homepage operation and clusters(0.01). • Rural tourism has been identified as providing opportunities to revitalize the rural economies since early 2000s. During last decade in South Korea, government has enacted many policies aiming to establish tourism support programs as well as instigating activities between rural and nearby urban districts. In particular, the promotion of the rural tourism has been actively sought in various forms of products and services, such as green tourism village, village festival, one-company one-village campaign and etc. However, in order to prepare effective policies, it is very crucial to identify measureable evaluation criteria that can be used to assess socio-economic situations of the rural districts. Such criteria should be objective, timely and provide insights about living conditions of local residents and relevant properties. They can also be used to evaluate if progress is being made after the policies are implemented. While considerable efforts and resources have been invested to aid the tourism programs in South Korea, we still lack such systematic means to quantify and evaluate its impact on rural districts. In this work, we have applied regional deprivation analysis on well-established community experiential and recreational business in rural villages throughout the country based on three criteria (i.e., population, local commerce, and buildings). Surprisingly, the result shows that the implementation of the community experiential and recreational businesses did not bring any noticeable changes to at least one of the evaluation criteria. We concluded that the current government policies on revitalization of rural tourism at the village scale is insufficient for bringing meaningful socio-economic impacts to rural districts, with rare exceptions.

  • Rural communities have been isolated from social and economic changes underway in the broader society. Trends towed an urbanized society have depopulated many rural areas (Flora, et al, 1992). The South Korean government has targeted efforts toward an urban centered economic development policy, which has neglected the rural areas. The South Korean government also has indoctrinated rural community development with a quick-fix approach. Self-directed economic organizations based in rural South Korea began to emerge in the late 1980s. Since the 1980s, South Korean agricultural sectors have been overshadowed by globalism. McMichael (1996) stated that rural communities have two options. A immunity should either End its niche (i.e. the commodities or products that can have advantages in the international trade market) or protest against globalism to survive if rural communities fail to find a niche under globalism. South Korean neat communities did not have enough natural resources nor enough money to invest for their rural community economic development programs. These limitations made it difficult for South Korean coral communities to compete in a global economic environment. Israel, Coleman, and Ilvento (1993) stated that local leadership is a critical component in the ability of communities to respond to lang-standing problems and emerging needs. Swinth and Alexander (1990) asserted that rural leaders are critical actors in rural community development. Whether rural communities succeed in finding their niche or not, the role of rural community leaders is important for rural communities to find ways to cope in the international agriculture market.

  • This study has intended to elicit the definition of rural landscape, to classify rural landscape type, and to develop the evaluation indicators of rural landscape, meeting the definition through delphi expert survey method. The survey was performed five times for 80 days by 20 experts. The delphi expert survey asked experts as follows: 1) to fill out open-ended questions regarding the definition of rural landscape, and classification of rural landscape types, and evaluation indicators; 2) to provide their own feasibility evaluation regarding the results of the previous answer; and 3) to reevaluate the feasibility of the definition, types, and indicators. Based on the survey results, this study has found the appropriate definition of rural landscape like the comprehensive complex of physical (objective) and nonphysical (subjective) factors characterizing natural and/or artificial scenary of rural village itself Also, this study has developed the evaluation indicators of rural landscape in accordance with space types and landscape units classified. The developed indicators included areal ratio, the degree of green naturality, the building coverage ratio for physical landscape field, and skyline, landscape adjectives, color landscape, semantic scale.
