The European Union has an active rural development policy because this helps us to achieve valuable goals for our countryside and for the people who live and work there. Rural development policy involves the cofinancing by the EU and Member States of a variety of measures. Member States decide on the most appropriate measures for their rural areas from a menu of measures proposed at EU level. There are 18 Leader+ programs in Spain. Program supports Local Action Groups which are located in two or more autonomous regions. The Valle del Jerte, located in the northwest of the province of Caceres is one of the districts making up what is known as the Alta Extremadura. The rural development strategy in this area is to overcome the great deficits of the rural world, prevent rural exodus by improving the quality of life of the population,and improve the soicoeconomic environment of the district in order to help create jobs and improve family incomes. Specifically they try to create a mechanism to improve involvement, communication and social cohesion in the district, with a view to improving the internal structure of organizations and establishing rural channels for cooperation between district institutions for integrated development of the district.

As the price of traditional fossil fuels continue to increase, more people attach importance to the pollution of the environment caused by fossil fuel's burning, developing and using renewable energy resources has become a very important project all over the world. Also, the rural energy planning which is another method to improve energy utilization ratio and reduce environment pollution, is also regarded as a very effective way to reduce the energy consumption. There is a quantity of renewable energy resources and natural tribes in rural area, which is both feasible to develop the renewable energy and the regional energy planning. To carry out this, it is needs to know the area's quantity of renewable energy resources and the total energy consumption. This paper is to find out the relationship between rural energy consumption and rural conditions, and to found a energy consumption model which can conjecture the energy consumption in rural family. and the cost of rural family's energy consumption was founded to conjecture how much money dose it cost in rural family's energy consumption. The energy consumption model was concluded using the surveys of 76 families in 14 villages at the area of Chungcheongbuk-Do(province). The main factors to energy consumption was selected out which were number of family members, acreage of house, acreage of farmland and family's annual income.

This study aims to make a revitalizing plan for managing and maintaining of facilities which were installed after the rural development projects. The survey was conducted to examine some issues of operating facilities from the developing plan. There were some factors that should be considered in the establishment stage of the project plan when promoting rural development projects. Among them, the preservation and maintenance of rurality, consistency with business plans, connectivity with local resources, and ease of maintenance were less reflective than its importance. And for each facility, systematic consulting on appropriate scale and operational management plans and detailed planning is needed.. It's also necessary to plan action so that the local community can lead. The current or future rural development project will be succeeded when local governments support to strengthening their local groups or people's abilities.
Purpose: This study aimed to describe a non-face-to-face dementia prevention and physical activity program in small rural villages during the COVID-19 pandemic. Methods: The study used a case report provided by a primary healthcare post in Gyeonggi-do in 2020. Results: The program was "From head to toe, stay healthy", which was largely divided into dementia prevention ("Dementia Zero Zone") and physical activity ("The less fat, The healthier body"). Five elderly people aged 75 and over participated for preventing dementia, and 13 residents joined the health promoting programs over 80 times in total. This program was designed one-to-one customized and person-centered program, including counseling, education, and health services. The program participants responded that the amount of physical activities was increased even under strict social distancing and they felt less isolated and less depressed. Moreover, the number of screening for dementia was increased with this program. Conclusion: This case has shown the applicability of a new approach to sustain health promotion programs in the context of limited interaction with rural nurses. Under the challenging environment that requires adaptation to information and communication technologies (ICTs), it will be necessary to solve not only technical problems but also digital literacy issues of rural residents.
The purpose of this study is to identify rural research topics, differences in research topics over time, and key mediators through the analysis of academic research trends using topic modeling. This study analyzed a total of 1,183 articles published in the Journal of Rural Planning and Rural Society over a 23-year period (2000-2022). We categorized rural research topics into 30, examined the proportion of research in each topic, and identified major changes in research topics over time. We also identified key words that mediate between research topics. The study found that, first, rural research trends can be categorized into five types (resources and utilization, area/space, people, ecosystem/environment, and tourism), with area/space being the most studied. Subtopics include rural amenities, rural disappearance/village miniaturization, and rural landscape management. Second, the research topics for each period were different. In the first period(2003-2007), the main research topics were rural amenities and Agricultural production- based climate vulnerability assessment. In the second period(2008-2012), the main research topics were Rural extinction and village depopulation, and rural landscape management, and in the third period(2013-2017), the main research topics were rural sixth industrialization and rural ecotourism. In the fourth period(2018-2022), rural development planning and rural life services(life SOC) were the main research topics. The significance of this study is that it extends the existing method of analyzing research trends and provides basic data to enhance comprehensive insights and understanding of rural research.
Objectives: As the number of people with disabilities is increasing and their needs for care are varied, the continuum and comprehensiveness of their rehabilitative care are getting more important. This study was performed to understand the utilization of rehabilitation services and requirements of care among the people with severe disabilities in Korea. Methods: We interviewed 578 disabled persons who had severe extremity and cerebral impairment in the urban and rural areas of Korea. The questionnaire included questions on their general characteristics, the type of disability, their physical function (ADL, IADL), their use of rehabilitation services after discharge and their requirements for rehabilitation care Results: Only 12.6% of people with disability in the community continuously used the available medical rehabilitation care. The associated factors for utilization of rehabilitation services were pain and admission for rehabilitative treatment in the acute phase. There was a great need for rehabilitation services in community and this varied according to gender, the socio-economic status, the functional status and the geographic region. The gap between utilization and need for rehabilitation services was largest in the economic support. The gap of primary health care was larger in the rural area than in the urban area. Conclusions: The needs for rehabilitation service were diverse according to the individual functional status, the regional characteristics and other general characteristics of people with disability. Strategies should be considered to eliminate the barriers to obtain rehabilitation services for the people with disability in the community.
In analyzing the issues of ecotourism, collecting opinions of local residents and participants is an essential process because ecotourism needs to keep ecological sensitivity and respect local residents' ecological lives. Thus, the objective of this study is to analyze the local participants' attitude in resident-oriented ecotourism. Maha ecotourism site, as a study site, is located in Pyeongchang-gun, one of the twelve ecotourism sites designated by the Ministry of Environment. This site has drawn attention since the local government of Pyeongchang-gun transferred its management right on Maha ecotourism sit to the organization of local residents in 2013. This study uses Q methodology which is the most popular research method in analyzing people's subjectivity, that is, viewpoint and attitude. This study have found that there are four features in the subjectivities of participants toward ecotourism site: first group is the people who want more autonomous management right of local residents on Maha ecotourism site. Second group is the people who only want to stand by the ecotourism management. Third group is the people who focus on the migration of talented persons into their neighborhood owing to the program. Lastly, fourth group is the people who focus on the quality of the ecotourism program. In case of the second group, though they have negative opinions of the program, they have much interest in successful cases in other countries managed similar programs with Maha ecotourism. It would be effective for the group to have opportunities to experience successful ecotourism cases in other countries. On top of it, having seminars regarding ecotourism or holding community councils frequently would be very helpful for encouraging the second group of people to join in the ecotourism program actively like other groups of people. Supplying more manpower and developing various programs are also necessary in order to support other three groups.
Purpose: The purpose of this study is to develop a day care center model focused on public health institutions for the elderly residing in their homes. Method: Research design for this study was a mult-level research, which consisted of a related literature review, an Internet search for knowledge of the current situation at home and abroad, on-site interviews, questionnaires collected from a sample of residents in a rural area, and a key-informants approach. Results: 1) The subjects of service - Generalized service should be provided to the elderly, 65 years and older, regardless of their assets. 2) The contents of service - Providing pre-health oriented and post-social welfare service that can integrate and satisfy a wide variety of public health and welfare needs of the elderly would strengthen the health care service of a day care center for the elderly. 3) Delivery system - Basic-level local self-governments should become a central operating body, and establishing a properly adjusted delivery system to a rural area after considering the efficiency and the access of vulnerable rural areas is needed based on modification of 'a Special Law for Agricultural and Fishery Areas' (rural public health center>rural health sub-center ${\rightarrow}$ unified health sub-center ${\rightarrow}$ public health hospital (public health center) ${\rightarrow}$ public welfare office). 4) Facility - Public health facilities such as public health centers and sub-centers should be located in areas that can easily access the facilities. 5) Funding - For day care center for the elderly in local self-government, the central government should modify a relevant implementation of subsidy in and provide some facilities and service regardless of the degree of self reliance of local self-government. 6) Human resources - It is needed to guarantee the period of workers of a day care center for the elderly, at least 3 to 5 years, with considering their specialty on aged care and avoiding circulation based positions. Furthermore, appropriate specially trained personnel such as medical workers and social workers should be placed to take care of both health service and welfare through strengthening of 'rules of law of elderly welfare,' Conclusion: future research is needed to test the model through a demonstration study using a model which may be developed in the future and to standardize the appraisal criteria of people hoping to enter a day care center for the elderly.

Idealistic Rural Community Movement(Rural Utopia Movement) was one of the most powerful rural community movements in the world. Regardless of the East or the West, people started dreaming of happiness through idealization of rural communities as early as several centuries ago and have tried to implement this as a social movement to make the dream come true. Western rural utopia movement started when Thomas More published "Utopia" in England in 1516 and spread to many other countries in various forms. Chinese version of rural utopia was well portrayed in both "So Gook Gwa Min" (small population in a small country) written by Lao-tzu in the 6th century B.C. and "Arcadia" by Do, Yun-Myoung in the $4^{th}$ century. In Korea, the rural utopia people pursued was vividly described in the following three. First, Yul Do Gook portrayed in "Hong Gil Dong Jun" written by Hu Gyoon. Second, Gong Do portrayed in "Hu Sang Jun" written by Park Ji Won. Third, Sin Min Hwe's rural utopia movement made in the entire nation as well as Manchuria and America so as to save the country, which contributed to protecting the rural communities and arousing hopes in farmers by making a good model. This movement is especially important in that it became the foundation of modernization of Korea through Ga Na An(Canaan) Farmers' School and Sae Ma Ul Woon Dong(New village movement), which were heavily influenced by continued Sin Min Hwe's rural utopia movement.

The Cooperatives Act was enacted. This enabled people to establish easily cooperatives at various fields. A cooperative is an important vehicle for rural community development. Therefore, the enactment of the Cooperatives Act can be a significant chance for rural policy. The Cooperatives Act have made three significant changes. First, cooperatives can start businesses at all the fields except for financial and insurance business. Second, requisites for people to establish cooperatives have been alleviated exceptionaly. Third, the Cooperatives Act introduced a new cooperative organization, social cooperative which aims to serve the socially excluded class. The self-help approach places rural community members at the core of a development process with two goals: to improve the quality of life within the community and to facilitate the community's capacity building. Community cooperatives contribute to accomplish those goals. One of the roles for cooperatives is to provide products and services at competitive prices. Providing a good or service at a competitive price bcomes increasingly important in some rural communities declines. Cooperative development processes have bic impacts on the ablility of community members to increase human asset and social capital. We conducted a survey targeting rural community businesses to grasp inclinations toward establishing cooperatives. The Cooperatives Act has gained low level of recognition. But so many community businesses wanted to establish cooperatives. This means there is a possibility for many community businesses to establish cooperatives without sufficient understanding. We suggested some policy issues for coping with this situation, as followings. First, the governments should provides rural community residents with opportunities to learn about cooperatives. Second, the current legal systems and regulations about business and social service should be reviewed to do away with the possible discrimination between the new cooperatives and the other forms of incoporation. Third, the cooperation of cooperatives should be encouraged and facilitated in rural communities.
