Alternatives to Promote Informatization for Rural Economic Development in Taegu.Kyungbuk Regions (대구.경북지역 농촌 경제발전을 위한 정보화 추진방안)

  • By investigating various information promotion plans by Taegu Metropolitan City Government, Kyungbuk Provincial Government or by the ministry of Agricultural, Forestry, and Fishery Affairs, this paper intends to analyze current trends of information approached from wider perspective, and to propose multi-layered alternatives which improve informatization promulgation in rural areas of Taegu, Kyungbuk areas. This research proposes following 6 alternatives, as informatization strategies to develop rural economics ; (1) construction of Agricultural Techno Park to advance and develop informatization in rural areas, (2) construction of communication super highway to strengthen information infrastructure, (3) construction of region-specific information system to provide agricultural information unique to its region or areas, (4) provision of agriculture-related information by establishing regional information centers separated by regions like North, South, Eastern regions etc., (5) establishment information, (6) establishment of information gallery of village to provide information needed. And this research also investigates specific contents progresses of various plans by various actors.

  • This study aims to understand the IT savvy degree and the keyword changes on the informatization issues in rural areas during the pandemic status of COVID-19. In the analysis result, we could understand that the informatization policies in rural areas have focused on reducing negative influences on the issues of university entrance exams and higher-level education and economic vulnerabilities. According to the sentiment analysis results on the keywords related to the informatization policies in rural areas, the IT-savvy performance - the improvement of the digital divide and IT utilization capabilities in rural areas - was positively understood. The study is one of the earlier studies considering the relationship between the pandemic of COVID-19 and informatization in rural areas. But still there are limitations of collecting more meaningful data and basic level keywords analysis because of the negative pandemic diffusion of COVID-19.

  • The purpose of this study is to establish an integrated management system for the efficient management of rural water, to improve current problems, and to lay the foundations for active use of rural water information. We proposed a plan for informatization with a focus on establishing a database that can be used to provide customized services to users by applying advanced IT technology and to strengthen the management system of cities and counties with poor information. Data linkage and integration, user service development and integration system, application of IT technology, advanced decision support for rural water management, strengthening of city and county management system And the details of the implementation of the key project were presented.

  • The purpose of this study is to induce the activation of public libraries in community through make use of public libraries as a plan for accomplishing regional informatization which based on regionalization and informatization. To acquire the twin goal of regional informatization and activation of public libraries, I propose a strategic plan which makes use of regional public libraries as an infrastructure of educating informatization and community-network concept. Especially those plans would cover recent background issues of super-national interest in rural welfare & development venture.

System Analysis for Water Management Information Strategy of Agricultural Reservoir managed by City and County (시군관리 저수지의 물관리 정보화를 위한 시스템 분석)

  • Water management information system used by KRC(Korea Rural Community Corporation) operates widely including RIMS, RAWRIS and etc. Other systems are operated by each government department, for example, K-water(Korea Water Resources Corporation)'s WAMIS. Even though small scale reservoirs managed by city/country is just about 12% of total water resource, the reservoirs are important for controlling and securing water resource as the reservoirs, including about 14,700 reservoirs nationwide, are located at main subwater shed. So, it is necessary for KRC to execute integrated informatization. In this research, system analysis was performed to comprise the integrated water management information system including the reservoirs controlled by city and country at first. And then, improvement plan for informatization of the reservoirs controlled by city and country was proposed. This study proposed the improvement plan for informatization of the reservoirs managed by the city and country, which was systematically proposed through systemic analysis including from reservoir site to the integrated water management information system. The objects includes 1. Reservoir (basin, facilities, water depth-area curve, benefiter area), 2. Field supervision organization for the reservoir 3. Local government administrative organization, 4. Center organization 5. Network for information transfer, 6. integrated water management information system. As the reservoirs controlled by city and country are important considering managing water and facilities, operated by local government with minimum budget due to budget problem, securing sufficient budget is necessary to form an specialized organization controlling facilities and the water management system in terms of drought and flood control.

  • During the pandemic status of COVID-19 since 2019 December, demands and attention on various convergence services with non-contact technologies and social adoption are increasing. Along with these increased demands and attention, the digital divide issues should be concerned to understand the informatization degrees of rural area residences, the elderly, the disabled, and the low-income. Furthermore, rural area residences may be the elderly, the disabled, and the low-income also. It may mean that the rural area should be considered as in noticeable status of the digital divide. This study focuses on the policy alternatives to reduce the digital divide in rural areas with a literature review methodology and on the factors on informatization issues in rural areas. For the aims, this study analyzes the EU cases of informatization in rural areas to find out the advantages and disadvantages of the suggested policies. As the analysis result, it is clear that the EU countries try to enhance the economic and growth powers rather to reduce the digital divide gaps. Also, it can be considered that the EU countries focus on supporting the rural area to adopt the non-contact information services newly rather on maintaining the IT education services and the infrastructures in off-line environments.

A Study on Digital Divide of Farmers and Fishermen (농어민의 정보격차와 소득수준에 대한 연구)

  • The regional differences between urban and rural areas make many diverse differences. There are various differences between urban and rural areas such as economic gap and cultural gap. There is also a difference between urban and rural areas in accessing and utilizing information. The purpose of this study is to clarify the relationship between the information gap and the income gap among farmers and fishermen groups, where information gap is considered to be more serious than other groups. In other words, we tried to examine whether the information gap between farmers and peasants affects the income gap. The purpose of this study is to analyze the relationship between informatization level and income of farmers based on the information gap index and survey results conducted every year by the government. The results show that there is a statistically significant positive relationship between the informatization level of farmers and household income. In addition, the trend of the regression coefficient is positive, suggesting that the government needs various informatization policies to increase the informatization level of farmers.

Recent Trends of Informatization and Ks Diffusion Strategy of Kang Won Locals (강원 지역정보화 실태 및 확산전략에 관한 연구)

  • Based on the empirical analysis result of informatization in Kang Won province, the major goals of diffusion for the advanced informational society may be summarized as follows: (i) The basic goal for local informatization, an affluent wealthy society for our life, should be come true. (ii) The informatization should be forwarded in order to accelerate the domestic industrial promotion. (iii) The formation of nucleus cities for information backbone in Kang Won province & local informatization based on balance and combination between city and rural and between regions should be forwarded. In order to establish the domestic informatization referred above, the following specific practice should be accompanied. (a) The effective separation of role and affair on local informatization between central and local governments should be studied. (b) The financial resources should be considered, due to the economic unbalance between locals. (c) The preparation for local informatization spreading method by private enterprise's initiative rather than the government's. (d) The specification of the systematic support for the local informatization business by central government. (e) The establishment of collaboration with the other city, province and local government.

Survey on Informatization Status of Farmers for Introducing Ubiquitous Agriculture Information System

  • Purpose: The modern IT can give enormous impacts on the agricultural production and consumption. However, farmer's ability to use IT devices has been known as one of the critical factors on success of IT in agriculture. This survey study was performed to evaluate the informatization status of farmers and to draw a strategy to develop and distribute a ubiquitous agricultural information system. Methods: A survey questionnaire with 19 questions on the degree of IT devices such as computers and smartphones and their utilization were developed. The survey was questioned 3 groups of farmers in Gyounggi Province and analyzed statistically by the ${\chi}^2$ test. Results: The order of IT devices distribution were computers, smartphones, smart TVs and tablet PCs in all groups. The ratios of ownerships of the devices are 97.7, 78.6%, 31.4%, 17.8% respectively. The active farmers in this survey showed higher informatization level than that of native and the general farmers. Conclusions: The ubiquitous agricultural information system was judged to be developed for the computer because spread and use of it exceeds the other devices. Also, the information system based on the smartphone could be a complementary way if the rapid of the smartphones continues and proper education on use of the phone is provided.

Computers and the Internet in Rural Areas: The Case of Hwangdun E-village (농촌지역의 컴퓨터와 인터넷 보급 : 강원도 황둔 정보화마을의 사례)

  • Hwangdun is a remote rural village in Korea, located in the montane central part of the nation. In the early of 2000, the provincial government of Kangwon-do designated Hwangdun as a model E-village. The village was connected to the national information backbone network, and 100 personal computers and 66 Internet TVs were distributed among the villagers for free of charge. The village center too was turned to a ‘tele-cottage’harnessed with PCs, a kiosk and peripheral devices. The Hwangdun E-village, being the first case of its kind in Korea, has drawn much attention nationwide, and has triggered similar informatization investments in a number of rural areas. The present study conducted a survey in the early of 2001 to examine what the E-village Project has meant for the people in Hwangdun. In particular, the survey focused on the characteristics of the households having computers and of the computer users, the ways in which people use their computers, the kinds of problems and difficulties the users have faced, and the changes of Hwangdun after the introduction of computers to the village. This paper describes the major findings of the study and discusses the research and policy implications of those findings.
