Study on the Effect of the Rural Development Projects on the Quality of Life for Residents in Rural Areas (일반농산어촌개발사업이 농촌 지역주민 삶의 질에 미치는 영향)

  • The study was intended to identify the effect of the rural development projects (comprehensive improvement of the seats of Eup and Myeon and regional unit comprehensive development projects) on the quality of life in rural areas against local residents living in areas subject to those projects by means of structural equation modeling based on covariance structure analysis. The result indicated that perception factors affecting the quality of life for residents in rural areas by the projects included 'improvement in spatial environment', 'increase in vitality of rural areas', and 'promotion of community activities.' It was also suggested that 'improvement in spatial environment' and 'increase in vitality of rural areas' have significantly positive effect on the quality of life for residents in rural areas while the former has relatively higher correlation. In comparison between comprehensive improvement of the seats of Eup and Myeon and regional unit comprehensive development projects, it was analyzed that all the perception factors of the comprehensive improvement of the seats of Eup and Myeon have effect on the quality of life for residents in rural areas indicating that comprehensive improvement of the seats of Eup and Myeon is more effective than regional unit comprehensive development projects in promoting the community activities. It means that existing rural development projects have been promoted to improve spatial environment rather than improving the quality of life for residents in rural areas. Thus, it is considered that the rural development projects in future should seek for a sense of community so that they can induce voluntary participation by local residents.

Selection of Indicator Plants to Evaluate the Effects of Agri-environmental Conservation Program: On the Rice Paddy Fields in South Korea (농업환경보전프로그램의 효과 검증을 위한 지표식물 선정: 논 생태계를 대상으로)

  • BACKGROUND: The Ministry of Agriculture, Food and Rural Affairs is promoting agri-environment conservation program to induce farmers to participate in agricultural environment improvement and conservation activities. However, assessment tools based on scientific evidence are needed to determine the effectiveness of the program objectively and quantitatively. Therefore, this study was performed to develop plant indicators in order to efficiently evaluate the effects of the agri-environment conservation program promoted by the Ministry of Agriculture, Food and Rural Affairs. METHODS AND RESULTS: The survey was conducted in five regions (Hampyeong, Boryeong, Mungyeong, Hongseong, and Sangju) participating in the agri-eonvironment conservation program. In each region, twenty paddy fields were investigated (ten paddy fields included in the program and ten paddy fields not included in the program). A total of 231 taxa vascular plants were identified in the paddy fields that were included in the agri-environment conservation program, and a total of 177 taxa were identified in the paddy fields that were not included. The average species number occurred on each field was 55.8 taxa in the fields included in the program, and 35.0 taxa in the fields not included in the program. The difference in occurring plants between two groups was found to be more higher in perennial plants than in annual plants. We selected the six groups as indicator plants through five criteria such as perennial plants and broadly occurring species, etc. to verify the effectiveness of the agri-environment conservation program: Taraxacum spp., Ixeris spp., Viola spp., Platago spp., Calystegia spp., and rare and endagered species. There was a high positive correlation between the score calculated using these indicator plants and the total number of plants species. CONCLUSION: This study suggests that it is possible to evaluate the agro-ecological environment by using indicator plants. The selected indicator plants can be effectively used to verify the effectiveness of projects such as agri-environmental conservation programs in the future.

A Study on the Change of Living Service and Spatial Structure according to the Change of Accessibility in Vulnerable Areas in Rural Areas - Focusing on Sayang Village, Goheung-gun - (농어촌 취약지역 접근성 변화에 따른 생활서비스와 공간구조 변화에 관한 연구 - 고흥군 사양도 사양마을 중심으로 -)

  • This study investigated changes in the spatial structure of rural villages in Sayang Village, where accessibility restrictions to island areas were improved, and analyzed the spatial composition of houses according to changes in the living environment. First, despite the island's vulnerable transportation requirements being resolved by the completion of the land and bridge in 2018, the local economy continues to stagnate due to a vicious cycle of local living services and job losses. Second, when a survey of residents' changed living services was conducted through the continuation of the specification map, the scope of living areas was expanded by analyzing the frequency and place of visit of fresh food purchases, use of convenience facilities, and medical visits. Third, it is judged that the naturally formed village is composed of small roads to the inside of the village due to the disorganized street system and the form of walking instead of vehicles. Finally, as a result of analyzing the residential space of houses in fishing villages, the aging rate of houses over 30 years old was 62 (91.2%), and the average area of the first house space built was 65.2m2 to 14.1m2, an increase of 17.8% of the total area.

Development of Settlement Environment Diagnostic Indices for Rural Village Unit (농촌마을단위의 정주환경진단지표 개발)

  • This study developed a settlement environment diagnostic indices (SEDI) of rural villages which can apply to analyze variable conditions of villages having development projects. The index consists of 5 diagnostic areas (first level) with 13 items (second level), including detail indices of 40 criteria (third level) defined by specialists' brainstorming process. In order to develop the index system, object-oriented approach was used to extract the 5 diagnostic areas (infra-basic settlement facility, life condition & environmental resources, industry & economic infrastructure, community, and residents) from rural villages. For the 40 criteria, it was introduced a quantification method that all villages have absolute values in national level, not relative value between villages within an unit area. The diagnostic diagram and table were developed to evaluate the villages compositively. The developed SEDI was applied to study areas, 56 villages in 2 subdivision areas of county, located on county of Keumsan. Applicability of the index system, database system should be developed with the surveying method of data in village level.

  • Korea is moving toward an aging society faster than the other advance countries such as the U.S. and France. Such aging phenomena are posing greater problems in rural areas than in urban areas, and particularly, decrease in productivity caused by aging population leads to economic difficulties and hinders the improvement of housing life. The purpose of this research is to examine and identify the housing conditions of the vulnerable in rural areas and to present ways to improve the elderly housing and the housing environment in rural areas and to provide basic data for materializing the policies to enhance the quality of life. The results of this research are as follows. First, the elderly in rural areas were found to receive relatively smooth supports for services related to clothing and food through the government and social organizations. But for the housing problems, it was found that there were not any supports. Second, the poor housing environment may cause diseases to the elderly with weak immunity, so ways to remedy these problems are urgently needed. Third, the vulnerable in rural areas can hardly bear the burden of improving the housing environment, so supports from the government and social organizations are needed. Fourth, ways to support the vulnerable such as households receiving basic living subsidies and to support the poor who are not receiving such subsidies should be explored.

Establishing Weights among Indicators of Rural Residents' Quality of Life Using AHP (AHP를 이용한 농촌주민 삶의 질 지표의 중요도 설정)

  • This study aims to establish the indicator system of the quality of life of rural residents and to estimate the weights among criteria or sub-criteria that constitute the indicator system of the quality of life using AHP(Analytic Hierarchy Process) method. Indicator system consists of four criteria, that is, health care, eduction & culture, living environment, and income and jobs. Each criterion include three sub-criteria that make up corresponding criterion. The results show that income and jobs was most highly evaluated among the four criteria. It was followed by health care, living environment, and eduction & culture. Among the total 12 sub-criteria, annual income was most highly evaluated, followed by medical service level, job satisfaction, and public transportation environment in terms of global weight which was deduced from expert questionnaire survey. This study implies that rural development policy needs to focus on increasing rural residents' income by creating good quality occupations and increasing the level of medical services, and expanding public transportation services in rural areas. This study has failed to collect local residents' opinions regarding their quality of life in spite of the efforts to reflect the opinions from various expert groups, which is the limitation of this study.

A Study on Spatial Characteristics and Models for Rural Revitalization in Gurye-Gun, Jeollanamdo (농촌활성화를 위한 전라남도 구례군의 농촌공간특성 및 모델 연구)

  • This study aimed to suggest the direction of sustainable rural development through the analysis of existing rural revitalization policies and rural status. This study also aimed to explore ways to revitalize the agricultural-oriented rural economy and improve the settlement environment in consideration of the characteristics of rural spaces. Based on the results, we created a regional crop-specific agricultural space, planned concentration, farmland maintenance, and joint agricultural facilities to secure agricultural competitiveness. It also plans a walking-oriented settlement environment to create a safe and pleasant rural village. Finally, by overcoming the limitations of the existing land-use plan, a sub-concept rural spatial plan reflecting the characteristics of rural areas was proposed, and the rural revitalization plan was studied.

Simultaneous Detection of Three Bacterial Seed-Borne Diseases in Rice Using Multiplex Polymerase Chain Reaction

  • Burkholderia glumae (bacterial grain rot), Xanthomonas oryzae pv. oryzae (bacterial leaf blight), and Acidovorax avenae subsp. avenae (bacterial brown stripe) are major seedborne pathogens of rice. Based on the 16S and 23S rDNA sequences for A. avenae subsp. avenae and B. glumae, and transposase A gene sequence for X. oryzae pv. oryzae, three sets of primers had been designed to produce 402 bp for B. glumae, 490 bp for X. oryzae, and 290 bp for A. avenae subsp. avenae with the $63^{\circ}C$ as an optimum annealing temperature. Samples collected from naturally infected fields were detected with two bacteria, B. glumae and A. avenae subsp. avenae but X. oryzae pv. oryzae was not detected. This assay can be used to identify pathogens directly from infected seeds, and will be an effective tool for the identification of the three pathogens in rice plants.

A Study on the Policy Directions to Sustainable Rural Development (논문 - 지속가능한 농어촌 지역개발을 위한 정책 방향 연구)

  • There are found rare specific alternatives for sustainable rural development although sustainable development has become popular common concept in international development arena. Korea is trying to reform rural development by introducing a block grants system since 2009 expecting for the efficiency of development investment. However, it seems that such new rural development system is far from realizing the sustainable development. The objectives of the study are to identify the roles and issues of the sustainable development policy and to suggest a policy model for realizing sustainable rural development. Based on the policy model hypothetically established, some policy alternatives were suggested: (i) the establishment of land use system considering sustainability perspectives; (ii) the preparation of environment management measures considering topographical traits; (iii) the improvement of landscape support scheme toward increasing biodiversity; (iv) the systematic implementation of agriculture-environment measures; (v) the implementation of sustainable development projects linking production to housing; (vi) the inclusion of sustainability indicators in rural development evaluation system.

Remodelling of Amenity Resources Classification System Based on Structural Characteristics of Rural Territory (농촌공간의 구조적 특성에 바탕으로 한 어메니티자원 분류체계 재정립)

  • Rural policies in Korea have been changed into amenity-oriented ones recently to enhance the quality of life for villigians, which should be supported by the amenity-oriented maintenance system for rural space or environment too. Although so many studies on the classification system of amenity resources had been carried out, few ones which classified them principally by their spatial characteristics had been tried. From the viewpoint mentioned above, this study tried to propose a tentative classification system of amenity resources focussed on their locational characteristics. By the literature review, its draft was prepared, and after 2-round expert checks, the final table determined, which composed of 3-subsystems; green, production and living environment. Through the field application works in two case villages, its practical applicability was ascertained, from which two regarding points were found; public usability of terms and seasonality of amenity resources, especially green ones.
