  • Community participation, community satisfaction and sense of community stand out as key factors that promote community development. This study aims to examine the structural equation model among sense of community, community participation, and community satisfaction in the Rural New Revitalization Plus Projects in Kongju. Data were collected from 411 structured questionnaires twenty-three rural communities, Kyeongnam and Chungnam province. Results showed that individuals with shared emotional connection were more likely to participate community development projects. And individuals with membership and fulfillment of needs are more like to be satisfied with their community. Additionally community participation has the fully moderating effect between shared emotional connection and satisfaction. Findings suggest that policy makers and community development practitioners consider community participation and sense of community for enhancing community development.

The analysis aimed to draw implications to build a healthy ecosystem for the sustainable development of the regional $6^{th}$ industrialization. As a result of the analysis, 4 districts show different characteristics for their growth stages, and these results provide implications for policy directions for the development of the regional industry. The following basic direction was set for the sustainable regional $6^{th}$ industrialization based on the healthy ecosystem. First, policy support should be differentiated by considering each region's growth stage. Second, to improve the regional innovation capacity, it is needed to lay the foundation continually and strengthen diverse support for it. Third, a stronger and efficient implementation system is necessary for the regional $6^{th}$ industrialization.

  • This study explores the status, characteristics and problems of urban-to-rural migration policy in Gyeongbuk Province, and suggests some improvements based on this analysis. Gyeongbuk Province enacted local ordinances related to urban-to-rural migration for the first time in Korea, and has expanded the area of its own projects in addition to the central government's support projects. Consequently, the degree of satisfaction for the support projects in Gyeongbuk Province is higher than in other provinces. Problems of the support projects for urban-to-rural migration are the lack of role sharing between central and lower level local government, and the lack of connectivity among the relevant departments; the non-reflection of regional characteristics and attributes of urban-to-rural migrants (household); and the insufficient satisfaction of policy demands by non-agricultural urban-to-rural migrants. Improvements for these problems include establishing governance that involves urban-to-rural migrants in addition to the existing policy actors, and institutionalizing the project to properly embed this governance in the region. In addition to economic and physical support, diverse programs based on the adaptive cycle, 'non-agricultural rural jobs' for nonagricultural urban-to-rural migrants, and support programs for professional competency enhancement contributing to rural communities should be developed.

  • The purpose of this study is to examine farmers' intentions, attitudes, and the type of filming they are involved in, including to provide supporting data for planning the agricultural strategy and Green Belt policy in Seoul. All the collected data was analyzed using the contingency tables and the Chi-square test using the SAS computer statistical package. The leaseholders did not want to change the current Green Belt policy for the study area, while the landowning farmers hoped for either its revision or dissolution. Both groups pointed out that the Green Belt policy resulted in the delay of development and complained about the difficulty of changing the land use type. The older generation supported the dissolution of the Green Belt, policy, as compared with the younger generation who wanted to maintain or modify the policy. The leaseholders worried that the possible changes in the Green Belt policy might affect the current agricultural land contract system, whereas the landowning farmers were very interested in easing restrictions on changing land use. The compensation plan, which is indemnified land owners for their loss of restrictions on land use, might be useful to sustain urban farming in the Green Belt.

  • This study analyses the use of agri-environment concept in South Korean laws and tries to identify the limitations and improvements. The agri-environment has been used in the EU agricultural policy since the mid 1980s, and now became the most important policy in the rural development policy. It has been regarded as a concept explaining the various factors for agricultural production. However, the EU defines it as results of agricultural production which includes not only environmental and natural features but also social and historical resources in rural areas. This definition has played a key role in the 2013 reform of the CAP. Because many developed countries are implementing the agri-environmental policy, South Korea needs to introduce it soon. In doing so, this research explores how the current South Korean laws are dealing with the relationship between agriculture and environment. It reviews 34 laws in total and finds out neither act applying the concept of agri-environment, nor recognizing the role of agricultural production in biological and environmental conservation. Nevertheless, this research identifies that some acts could be a basis for introducing agri-environmental policy in South Korea if they may complement the interrelationship between the agricultural production and conservation of rural resources.

  • This study aimed to present a plan that introduces the concept of 'RURITAGE' into the 'Rural Convention' by analyzing the contents of the EU's 'RURITAGE' and the 'Rural Convention.' For this study, the contents and reports discussed on the 'RURITAGE' homepage were analyzed. Also, the applicability was reviewed by analyzing the 'Rural Convention' report and guideline. 'RURITAGE' was resources and heritage, currently possessed by the region rather than large-scale development. 'The Rural Convention' was intended to solve the problem of point-projects through mid-to-long-term planning, integrated support system for construction, and spatial analysis of rural spatial. It was also a policy to increase the satisfaction of the residents with the quality of life by guaranteeing a certain level of living services anywhere in the country. The 'Rural Spatial Strategic Plan' and 'Rural Living Area Revitalization Plan', included in 'the Rural Convention' are judged to be difficult to immediately introduce the concept of 'RURITAGE' due to the limitations of the projects that can implement projects. However, the notion of 'RURITAGE' can be reflected to 'Rural Spatial Maintenance Plan' seamlessly, which will be prepared in the 'Rural Living Area Revitalization Plan'.

  • The purpose of the present study is to construct a rural development strategy from the nexus between spatial changes in specialized crops and suitable cultivation area of the crops. This paper pays particular attention to identify product life cycle of specialized crops in rural areas and estimate the impact of climate change on alterations in spatial distribution of the crops. In order to do so, first of all, this study applies multi-level model (Random coefficient model) to estimate the regional coefficient of five orchard crops. It utilizes the data 1995 to 2010 Korea Agricultural Census. Futhermore, it also adopts overlay analysis by ArcGIS to identify the development path of the crops and the relationship with climate change. Based on the results, it suggests a mechanism activating regional agriculture. The findings propose re-searching and relocating specialized regions of the crops. Especially, it proves each rural area can drive the new agricultural strategy to strengthen regional agriculture by estimating the relationship between development of specialized crops and suitable cultivation areas. For instance, shifting specialized crops in particular regions and enriching genetic or species varieties can be primary measures and it will contribute to improve the reliable base for income sources in the rural communities. This paper also offers specific policy implications regarding rural development plans in response to crops' life cycle and climate changes.
