Research on the Status of Green-Road Management in Rural Village and Improvement Plan (농촌마을 그린로드 관리실태 및 개선 방안)

  • Since 2010, RDA has discovered 30 Green-Road as the way of developing rural area. However, results from conference with expert and village leaders of Green-Road concluded that there were problems such as little financial benefits due to mismanagement and needs of improving the efficiency of management. In order to respond to these issues, this research has conducted empirical investigation about the status, management of Green-Road and its influences on local area. Main purposes of this investigation was to reveal the various obstacles in road management, and to find better ways of road management. To accomplish the goal of research, this study conducted survey and interviews with leaders in villages. Particularly, the investigation had focused on the specific management issues suggested by village leaders. Based on the results, this research suggested establishing a committee for creating leaders network and developing effective management method in order to improve road management and its consequences.

Analyzing Landscape Ecological Characteristics of Biotope Types in Rural Eco-Villages - Focusing on Eco-Villages of Chonnam Region Designated by Ministry of Environment - (비오톱유형에 의한 농촌생태마을의 경관생태학적 특성분석 -환경부지정 생태마을 중 전남 일부 지역을 대상으로-)

  • The research aim is to classify biotope types of rural eco-villages designed by ministry of environment and analyze landscape ecological characteristics of them. This information would provide information on eco-villages' potential and specific needs to improve landscape ecological structure of eco-villages. Two eco-villages, designated by ministry of environment, in Yoocheon-ri and Sanduk-ri were selected and the landscape ecological metrics used in this study were Area, Shannon diversity index, Shape index, Distance index. The results are as follows. 1) There were five biotope types in large-scale classification, 13 biotope types m Sanduk-ri and 9 biotope types in Yoocheon-ri in middle-scale classification, 31 biotope types in Sanduk-ri and 24 biotope types in Yoocheon-ri in small-scale classification. 2) In the case of area, artificial biotope types, such as artificial forest, agricultural irrigation canal, wet paddy, dry paddy and residential area, covered more than 80% of total area. However, natural biotope types, such as natural forest, river, reservoir, covered just more than 10% of total area. In details, an orchard (26.69%) was the dominant biotope type, followed by artificial forest (19.10%) in Sanduk-ri and the first most abundant biotope type was artificial forest (49.71%), followed by wet paddy (15.95%) in Yoocheon-ri. 3) The result of Shannon diversity index indicated that Sanduk-ri (2.158) had more heterogeneity landscape, rather than Yoocheon-ri (2.051). 4) In the case of shape index, road (13.09) had more complex and irregular shape than either agricultural irrigation canal (3.35) or artificial forest (2.46) in Sanduk-ri. Road (6.52) was also the most irregular biotope shape, followed by river (5.70) and agricultural irrigation canal (4.78) in Yoocheon-ri. 5) Mean Nearest-neighbour Distance (MND) was smallest in wet paddy and dry paddy biotope types in the two study area, suggesting that these biotope types were concentrated within these study areas. From the result, this research suggested information to protect and improve biotopes of eco-villages in the landscape ecological terms. To achieve this improvement plan, there should be strong support by ministry of environment and local governments.

A small-scale survey on the status of intestinal parasite infections in rural villages in Nepal

  • The status of intestinal parasite infections was investigated in two rural villages (Chitrasar, Jerona) in Chitwan District, Nepal in 1999. Stool examination was performed with a total of 300 specimens from schoolchildren by formalin-ether sedinentation technique. The prevalence rate of intestinal parasite infections in the surveyed areas was 44.0%. The prevalence rate in Jerona was slightly higher than that in Chitrasar. The prevalence rate of intestinal parasite infections in female was slighly higher than that in male without statistically significant difference. Entamoeba coli was the most commonly found protozoan parasite (21.0%) followed by Giardia lamblia (13.7%) and others (5.3%). Hookworm was the most prevalent intestinal helminth (13.0%) followed by Trichuris trichiura (3.0%) and others (5.0%). forty-three specimens (14.3%) Showed mixed infections. It is necessary to implement large-scale treatment with anthelminthics, health education and sanitary improvement for intestinal parasite control in the surveyed areas.

  • Among Korea's national folk cultural heritage, eight villages have been designated, and 37 years have passed since Hahoe Village was first designated in 1984. All eight villages have been constantly inhabited by residents from the past to the present, so the cultural value of inferring the lives of our ancestors in the past is very high. However, due to the inconvenience of the settlement environment in existing houses due to changes in the living environment, buildings such as various residential facilities and warehouses have been installed and expanded without permission, losing the original cultural property landscape and building. In addition, complaints and conflicts from residents are accumulating due to the poor living environment in the village. Therefore, this study intends to present guidelines for conservation and maintenance that can embrace changes in resident's housing and living environment, based on the 'maintenance of original form', the grand principle of the Cultural Properties Protection Law about the Jeju Seongeup Village. In particular, the maintenance plan is largely subdivided into legalization, demolition, expansion and reconstruction, and detailed standards for each item and examples applied are proposed. Through this, it aims to become basic data on the starting point of realistic improvement measures for cultural properties and residents to coexist.

A Survey Study on the Improvement Concepts for Community Facilities of Rural Villages Considering Elderly People's Welfare in the Aged Rural Areas (노인복지를 고려한 고령 농촌마을 공동이용시설의 활용 방향에 관한 조사연구)

  • The purpose of this study is to increase the utility in terms of the elderly's welfare. The data introduced in this paper were collected by the constructed interview method, and 192 aged interviewees were selected from 4 rural areas: Namhaegun, Uiryeong-gun Imsil-gun and Sunchang-gun. From the descriptive analysis of the data, the results derived are as follows: 1) The financial supports are needed to remodel rural village community facilities as senior centers. 2) It is expected that the facility be a center for the aged people's living in a village, and that have multiple functions of general care service network health care, meal support and making friendship spaces for them. 3) Share housing function is also added to the facility in emergency conditions.

  • This study investigated the problem of the existing rural development plan where the opinions of local residents are excluded due to the lack of expert knowledge and limited participation and sought the village development plan driven by the voluntary participation of local residents by applying a rural forum targeting rural villages to solve the problem. As a result of the study, (1) the problem of the current village development plan should be made based on the participation of local residents, and (2) this problem has remained as an important challenge. Therefore, the village improvement activities that have reflected the opinions of local residents can be said to be (3) the process that seeks the change into the rural planning process led by local residents, and this study derived the ways to ensure the voluntary behavior of local residents, strengthen local residents' capacity to create on-going villages, and expand local residents' participation opportunities in the entire process of rural planning through the application of the rural forum. (4) Although it is generally difficult for local residents to propose opinions directly and exert influence in the rural planning and design process and it is not easy to reduce the difference in the perspective between the professionals and local residents, significance lies in the fact that local residents voluntarily determine the future of their region and derive the plan. Therefore, the experience of decision-making and consensus process through the rural forum can promote the sustainability of the village creation participated by local residents and the increase of local residents' role. This study took one village as an example to reflect the results applied to the rural forum, and it is difficult to determine that it has been fully verified with the method of residents' participation. Therefore, future studies to verify the effectiveness of village creation and seek the empirical utilization measures are needed more, and the operation of education programs and various support plans suitable to the capacity and level of local residents should be promoted rather than the traditional lecture-style stereotyped education in the future for sustainable rural development.

A Study on the Transfiguration of Farmhouses based upon the Environmental Elements in Yongdong Area (환경요인 측면에서의 영동지역 농촌주택의 변모에 관한 연구)

  • This study is aimed at grasping how the farmhouses in Yongdong area continues to be transfigured according to the modernization and urbanization since 8.15 Liberation through the analysis of natural environment and sociocultural environment elements. The farmhouses in Yongdong area before 1960's have had a different spatial structure from those of the other areas because of the characteristics of the climatic, regional, geographic and sociocultural environment elements. The roof improvement promoting law after 1967, the Saemaul Movement since 1971 and the standard drawing of farmhouse after 1972 are transfigured the rural villages, but they were turned up the limitations of their exploits because of the lack of cognition about environment elements. Recently there were appeared the farmhouses which were reflected farmer's decisions in construction after 1980's because former farmhouses were not give consideration to environment elements.

From the research which sees consequently examines a plan about week life after retiring of the city workers and dwells investigates the contents which is concrete from the family with there is the goal provides a hereafter house for rural life plan at the time of fundamental data in the farming and fishing villages area.

An Analysis of Residents' Supplementation Demand and Expected Effect by Types of Mountain Village Development Project (산촌생태마을 유형별 주민 보완 요구 및 기대 효과 분석)

  • This study aimed to categorize mountain villages according to business expense investments and investigate residents' supplementation demands and differences between expected effects by the categories. For the study, 35 villages where are completely developed on and after 2007 were selected to consider fairness among local governments. Each village leader(the head of the village or the chairperson of the management committee) was conducted a survey from 2012 May to August and one copy of survey was eliminated from the study. The study is summarized into four results. First, the types of mountain villages were categorized as a type of mountain village practice(18), a type of life environment improvement(8) and a type of forestry income(8) according by the itemized reports of the business expense investments. Second, the result of F-test(One Way ANOVA) for the average analysis by types showed that 3 out of 6 demands for the operation were significant differences and a supplementation necessity of the program was identified significant differences in p<0.01 level. The necessity of forestry resources use and sprawling development prevention are also showed significant differences among types in p<0.05 level. Third, F-test results from 7 questions of desired effects through mountain village creation project revealed that promotion and market security of forestry products and local patriotism instillation through a personal exchange are significant differences between types in p<0.05 level. Forth, the results of duplication benefits(the mountain village development projects and the village support programs with other departments) on the residents' development expectation found that when a village received a large number of projects, residents' expected effects were higher than other village residents where received relatively a small number of projects. However, the expected effects from the increasing quantities of projects were decreased.

  • 베트남 북부 산악지형에 거주하는 소수 부족민들의 생계개선이 베트남 정부의 정책적인 지원 사업에도 불구하고 현재까지 뚜렷한 성과를 내지 못하는 것으로 알려져 왔다. 특히 지속가능한 개발 및 인적자원개발을 목표로 하고 있는 베트남 경제사회개발정책(2011~2020)의 하위전략인 신농촌 개발정책(New Rural Development)에 의한 사업들이 적절히 수행되고 있는지 의문이 대두되었다. 한편, 베트남 라오까이성 행복프로그램은 한국 코이카 재원으로 새마을운동 경험과 정신을 바탕으로 설계되었으며 심각한 빈곤상태에 있는 성내 8개 소수부족민 마을에 마을특성과 주민 의견이 반영된 개발계획을 수립하고 계획실행의 주체인 마을주민들과 현장 공무원에게 다양한 훈련 사업들을 제공하였다. 본 연구는 생계개선에 대한 이론 고찰과 함께 한국 및 베트남의 농촌개발 경험사례 분석을 바탕으로 프로그램의 다양한 역량강화 사업들이 8개 소수부족 주민들의 의식변화와 생계자산 향상에 어떠한 영향을 끼쳤는지 알아보았다. 본 연구결과는 프로그램에서 제공한 다양한 역량강화 훈련들이 주민의식의 긍정적인 변화와 소수 부족민들의 생계자산에 대하여 상당한 만족도를 가져왔는바, 신농촌 개발정책은 직접자재 위주의 지원을 줄이는 대신 주민들의 자신감 고취를 위한 주민의식 교육과 주민들의 생계활동 능력향상을 위한 다양한 훈련 사업을 확대해야 함을 보여준다.
