  • Road classification system is the first step for determining the road function and design standards. Currently, roads are classified by various indices such as road location and function. In this study, we classify road using various traffic indices as well as to identify traffic characteristics for each type of road. To accomplish the objectives, mixture model was applied for classifying road and analyzing traffic characteristics using traffic data that observed at permanent traffic count stations. A total of 8 variables were applied: annual average daily traffic(AADT), $K_{30}$ coefficient, heavy vehicle proportion, day volume proportion, peak hour volume proportion, sunday coefficient, vacation coefficient, and coefficient of variation(COV). A total of 350 permanent traffic count points were categorized into three groups : Group I (Urban road), Group II (Rural road), and Group III (Recreational road). AADT were 30,000 for urban, 16,000 for rural, and 5,000 for recreational road. Group III was typical recreational road showing higher average daily traffic volume during Sunday and vacational periods. Group I showed AM peak and PM peak, while group II and group III did not show AM peak and PM peak.

  • Maize is one of the major crops consumed in worldwide, which nutrients accounts for a large amount of starch, but also functional components, and phenolic acid is known to have a high content. Maize is divided into waxy maize, sweet maize, and normal maize with its shape and use, therefore there is also a difference in nutritional composition. This study was conducted to analyze the content of functional components according to the type of maize and to produce natural variation data in consideration of environmental factors. 3 shapes of maize (waxy maize, sweet maize, and normal maize) samples cultivated in 3 regions (Suwon, Daegu, and Hongcheon) were analyzed using HPLC and GC-TOF-MS. Comparing with type through ANOVA, multivariate statistical analysis, Pearson correlation analysis, 28 components, including carotenoids and tocopherols, showed significant differences among a total of 32 components (p <0.05), 15 of them showed very significant differences (p <0.001). When comparing with regions, 15 components showed significant differences and only vanillate, syringate, C23-ol of them showed most significant differences (p <0.001). As a result of principal component analysis, cluster classification was distinguished by shape than by region, with α-carotene, cholesterol for waxy maize, vanillate and stigmasterol for sweet maize, lutein and β-carotene for normal maize had a great effect on cluster formation. It suggests that the content of functional components is more affected by genetic factors than environmental factors.

  • The quality characteristics and physiological effects of chunggukjang fermented naturally (NF-c), with Bacillus subtilis-SKm (BS-c), with Bacillus subtilis HJ18-4 (BH-c), and with Bacillus subtilis KCCM 42923 (BK-c) were investigated. The characteristics of fermentation were determined by protease, ${\alpha}$-amylase and ${\gamma}$-GTP activities, and additionally the amounts of amino-type and ammonia-type nitrogens. BS-c showed the highest protease, ${\alpha}$-amylase, and ${\gamma}$-GTP activities, and also amino-type nitrogen content among the four types of chunggukjang. The ammonia-type nitrogen content in BS-c was similar to that of BK-c and NF-c. BH-c showed the lowest enzyme activities and amino-type and ammonia-type nitrogen content. BS-c, BH-c, BK-c, and NF-c showed a similar overall acceptability during sensory evaluation. BS-c also showed the strongest DPPH free radical scavenging and anti-proliferative activities in HT-29 human colon carcinoma cells. These results suggested that B. subtilis-SKm was suitable to be used as a starter to enhance the quality and effects of chunggukjang.

  • CSV(Creating Shared Value) model was proposed by Porter and Kramer (2011) to address relationship between businesses and society. Namely, it means that CSV deals with business value and social problem solving simultaneously. In this paper, the notion of CSV was applied to the food enterprise, and the cases of CSV with farming area were discovered. Especially, this paper proposed the framework for analyzing CSV activity based on the three-level of CSV suggested by Porter and Kramer (2011) and strategic options for vertical coordination proposed by Peterson et al. (2001). As a result of case analysis applying the proposed framework in this study, three types of CSV activity were discovered: Local food type, downstream support type, and joint corporate establish type. Local food type creates CSV based on momentary purchase or specification contract as strategic options for vertical coordination. Downstream support type creates CSV mainly based on relation-based alliance as a strategic option for vertical coordination. Lastly, joint corporate establish type creates CSV based on equity-based alliance as a strategic option for vertical coordination. This paper contributed to the CSV literatures for discovering cases of CSV with farming area and categorizing discovered cases applying proposed framework.

  • Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope fur the framework of participatory agri- policy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer's real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers' organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers' organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer's rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.

  • Because of various societal changes, such as the recent improvement in income levels and extension of the flexible work system, the demand for forest recreation activities and their use patterns are undergoing a change. Accordingly, it is necessary to identify the characteristics of each type through the segmentation of the overall forest recreation and welfare markets and to plan differentiated policies for each market type. This study classifies the forest recreation and welfare activities according to four types of users (i.e., passive usage type, ordinary type, active lover type, and indifferent type) using the Latent Class Analysis and examines their demographic and socioeconomic characteristics to explain the differences between the groups. Three policy implications were derived from the results obtained: 1) the group experiencing forest recreation welfare is subdivided; 2) the socioeconomic characteristics that distinguish the groups undertaking forest recreation activities were identified; and 3) the policy targets and characteristics that can increase the experience of forest recreation welfare were identified. This study is insightful as it suggests differentiated policies for each group and proposes policy measures to move to the desirable group.

  • Private consulting firms that are currently participating in rural area development projects with a bottom-up approach are involved in nearly all areas of rural area development, and the policy environment that emphasizes the bottom-up approach will further expand their participation. Reviews of private consulting firms, which started out with high expectations in the beginning, are now becoming rather negative. Expertise is the key issue in the controversy over private consulting firms, and the analysis tends to limit the causes of the problems within firms. This study was conducted on the premise that the fixation on cause and structure results in policy issues in the promotion process. That is because the government authorities are responsible for managing and supervising the implementation of policies, not developing the policies. The current issues with consulting firms emerged because of the hasty implementation of private consulting through the government policy trend without sufficient consideration, as well as the policy environment that demanded short-term outcomes even though the purpose of bottom-up rural area development lies in the ideology of endogenous development focused on the changes in residents' perceptions. Research was conducted to determine how the problems of private consulting firms that emerged and were addressed in this context influenced the consulting market, using current data and based on the firms' business performance. In analyzing the types, firms were divided into three groups: top performers including market leaders (9), excellent performers (36), and average performers (34). An analysis of the correlation between the business performance of each type and managerial resources such as each firm's expertise revealed that there was only a correlation between human resources and regional development in excellent performers, and none was found with the other types. These results imply that external factors other than a firm's capabilities (e.g., expertise) play a significant role in the standards of selecting private consulting firms. Thus, government authorities must reflect on their error of hastily adopting private consulting firms without sufficient consideration and must urgently establish response measures.

  • Fusaric acid (FA) is a mycotoxin produced by Fusarium species. Its toxicity is relatively low but often associated with other mycotoxins, thus enhancing total toxicity. To date, biosynthetic genes or enzymes for FA have not been identified in F. oxysporum. In order to explore the genetic element(s) for FA biosynthesis, restriction enzyme mediated integration (REMI) procedure as an insertional mutagenesis was employed using FA producing-F. oxysporum strains. Genetic transformation of two F. oxysporum strains by REMI yielded more than 7,100 transformants with efficiency of average 3.2 transformants/${\mu}g$ DNA. To develop a screening system using phytotoxicity of FA, eleven various grains and vegetable seeds were tested for germination in cultures containing FA: Kimchi cabbage seed was selected as the most sensitive host. Screening for FA non-producer of F. oxysporum was done by growing each fungal REMI transformant in Czapek-Dox broth for 3 weeks at $25^{\circ}C$ then observing if the Kimchi cabbage seeds germinated in the culture filtrate. Of more than 5,000 REMI transformants screened, fifty-three made the seeds germinated, indicating that they produced little or fewer FA. Among them, twenty-six were analyzed for FA production by HPLC and two turned out to produce less than 1% of FA produced by a wild type strain. Sequencing of genomic DNA regions (252 bp) flanking the vector insertion site revealed an uncharacterized genomic region homologous (93%) to the F. fujikuroi genome. Further study is necessary to determine if the vector insertion sites in FA-deficient mutants are associated with FA production.

  • Objectives: The acute toxic effects of pesticide are well known. Concern has also been expressed that long-term exposure may result in damage to the central nervous system. This study was conducted to test the hypothesis that central nervous system symptoms might occur due to pesticide exposure. Methods: In a cross-sectional study, first, cumulative exposure index (CEI) was estimated. Neurologic symptoms (Q-16 questionnaire) for 541 farmers (exposed to pesticides) were compared with 119 non-exposed persons in spraying season nine rural areas in Korea. Results: The pesticides poisoning rates for last 3 months were 67.2% for orchard farmers, 55.3%for dry field farmers, and 20.5% for husbandry farmers, respectively, showing significant difference (p<0.001). Compared with non-exposure group, exposure groups (especially, orchard farmers) reported significantly more neurologic symptoms and had a higher overall neurological symptoms score (p<0.001). Factors related to the positive neurological symptoms (answers "yes" to six or more of Q-16 questionnaire) adjusted for age, sex, education level, smoking and alcohol drinking were type of farming (OR 3.08, 95% CI 1.50-6.30 in orchard farmers vs non-exposure group), CEI (OR 2.75, 95% CI 1.12-6.78 in Q3 vs Q1), past poisoning (OR 1.97, 95% CI 1.21-3.20 vs normal), current mild poisoning (OR 3.03, 9500 CI 1.47-6.22 vs normal) and current moderate poisoning (OR 6.34, 95% CI 3.03-13.25 vs normal), respectively. Conclusions: These results suggest that long-term exposure to pesticides appears to be associated with subtle changes in the central nervous system.

  • BACKGROUND: Currently, national biomass inventory are being established for efficient management of the potential energy sources. Among the various types of biomass, agricultural wastes are considered to take the biggest portion of the total annual biomass generated in Korea, implying its importance. However, the currently estimated amount is not reliable because the old reference data are still used to estimate total annual amount of agricultural wastes. METHODS AND RESULTS: Therefore, to provide reliable estimation data, a correct conversion factor obtained by taking into account the current situation is required. For this, the current study was conducted to provide the conversion factors for each representative 8 crop through a field cultivation study. Also conversion factors for 18 crops were calculated using the average amount of each crop produced during 2004 and 2008, subsequently; total amount of agricultural wastes generated in 2009 was estimated using these conversion factors. The total biomass of rice straw and rice husk generated in 2009 were 6.5 and 1.1 million tons, respectively, which consist 75% of the total agricultural based wastes, while the total biomass of pepper shoots and apple pruning twigs were 1.0 and 0.6 million tons, respectively. Despite the high amount of rice-based biomass, their applicability for bio-energy production is low due to conventional utilization of these materials for animal feeds and beds for animal husbandry. In addition to exact estimation of the total biomass, temporal variations in both generated amount and the type of agricultural biomass materials are also important for efficient utilization; fruit pruning twigs (January to March); barley-, been-, and mustard-related waste materials (April to June); rice-related waste (September to October). CONCLUSION(s): Such information provided in this study can be used to establish a master plan for efficient utilization of the agricultural wastes on purpose of bio-energy production.
