Features of the Rural Revitalization Projects in Jang-su County Using LDA Topic Analysis of News Data - Focused on Keyword of Tourism and Livelihood - (뉴스데이터의 LDA 토픽 분석을 통한 장수군 농촌지역 활성화 사업의 특징 - 관광·생활 키워드를 중심으로 -)

  • In this study, we typified the project for revitalizing the rural area through text analysis using news data, and analyzed the main direction and characteristics of the project. In order to examine the factors emphasized among the issues related to the revitalization of rural areas, we used news data related to 'tourism' and 'livelihood', which are the main keyword of the project to promote rural areas. In the analysis, text mining techniques were used. Topic modeling was conducted on LDA techniques for major projects in 'tourism' and 'livelihood' keyword. Based on this, this study typified the projects that are carried out for the activation of rural areas by topic. As a result of the analysis, it was fount that the topics included in the project were distributed in 11 sub-types(Tourism Promotion, Regional Specialization, Local Festival, Development of Regional Scale, Urban and Rural Exchange, Agricultural Support, Community Forest Management, Improve the Settlement Environment, General Welfare Service, Low Class Support, Others). The characteristics of the rural revitalization projects were examined, and it was confirmed that domestic projects were carried out by tourism-oriented projects. To summarize, the government is making projects to revitalize rural areas through related ministries. Within the structure where the project is spreading to the region, a lot of projects are being carried out. It is understood that the tourism and welfare oriented projects are being carried out in the revitalization project of the domestic rural area. Therefore, in order to achieve the goal of rural revitalization, it is believed that it will be effective to carry out a balanced project to improve the settlement environment of the residents.

Direct Payment Policy in Less-favored Areas and Its Challenges in Rural Japan (일본 중산간지역 직불제 추진 실태 및 시사점)

  • The study aims to explore the individual and group agreement of the direct payment of less-favored areas in Japan. This study was conducted by literature review, specialist interview and field visiting. The results of this study were as follows. First, direct payment policy in Japan was consisted of three components which were to maintaining multiple functions, to reorient agriculture sector, and to revitalizing the community activities. Second, the purposes of direct payments with conversion program is to reorient agriculture and revitalize the community activities which were changed from sustaining existing agriculture. Third, the conditions of group agreement is to make a agreement that a group of farmers should make a five-year agreement stipulating activities necessary to prevent the abandonment of farmland and to be more than one hector, and good agricultural practice or other activities favorable or friendly to environment should be implemented. As individual and group agreement, the land area of direct payment was 662,000 ha in less favored areas. In conclusion after direct payment in less favored areas, the abandonment of farmland was mitigated, and the agricultural production activities and community activities had become more vigorous through the discussion for planning their own land in the village.

A Study on Planning Trails of Natural and Historic-Cultural Landscapes in Rural Villages (자연경관형 및 역사문화형의 농촌 마을길 계획)

  • This study discusses developing historical trails and ecological trails in rural area. Since the leisure time and interests in environment and health have been increasing, the number of hikers who enjoy the beautiful landscape and regional culture through the exploration of natural regions has been growing. However, these various road haven't been related to the rural village in many cases, so it is necessary to make some alternatives for revitalizing the region and improving incomes of non farm. Therefore this study suggested the applications of rural trail plan that fits for a scale of the rural village and local characteristics. This research divided forms of the rural village road into type of the natural landscape resource (Gangreung Anbandegi Village) and that of the historical culture resource (Yongin Hakil Village) according to amenity resources of objective village. The plan for village road basically made by the best of valuable resources of village unit, connected existing 'Trail' of other departments to the village and suggested a case of plan applied to the field so as to emphasize characteristics of rural area. It should be possible to induce hikers to rural area and be suggested as a measure for improvement of village image, regional vitalization and incomes of non farm.

A Study on the Recent Discussion and Policy Trends of Japan for the Development of Marginal Village Policy (한계마을정책 개발을 위한 최근 일본의 한계집락 관련 논의 및 정책 동향 연구)

  • This study is a basic research for the development of 'Marginal Village Policy' in response to the hollowing-out of rural areas. For this purpose, the viewpoint of "Regeneration" & "Reconstruction" of the "Marginal Village Theory" and the recent "Rural Planning Theory of Evacuation" in Japan were reviewed. The background and trends of Marginal Village policy in Japan were also investigated. And based on this, the implications and future tasks for Korea were summarized as follows; (1)It is necessary to be interested in the disappearance of villages and marginal villages and to form positive discussions and social consensus. (2)Continuous field investigation and management of changes in population and village functions at regional and village level are required. (3)In addition to increasing the importance of depopulation problems, it is necessary to establish 'marginal villages' as a public policy target. (4)It is necessary to review and consider the viewpoint of reconstruction along with regeneration. (5)It is necessary to pay attention that the software project is expanded, and the regeneration & reconstruction policies of the rural villages are aimed at revitalizing the rural community. (6)It is necessary to consider the possibility of applying 'spacial construction' along with the expansion of the academic debate on the 'rural planning theory of evacuation'. On the basis of this, in this study, rural villages were classified into 'continuous villages', 'semi-marginal villages' and 'marginal villages' according to the degree of marginalization, and the basic framework of 'Marginal Village Policy' was proposed, which is to encourage the differentiated policies of 'continuous villages' by 'rural village policy', 'semi-marginal villages' and 'marginal villages' by 'marginal village policy'.

Development on the New Kinds of Occupation Suitable for Elderly in Rural (농촌노인에게 적합한 부업직종 개발에 관한 연구)

  • New occupational types, suitable for the elderly, have been developed in order to extend job opportunities for that demographic. However, it was mainly done from the perspective of the urban elderly and did not take into account the rural elderly's needs and the special conditions in rural areas. Especially, as 53.4% of the rural elderly 60 years old and over has engaged in economic activities and 88.7% of them are working in the field of agriculture or forestry, the development on the new kinds of job for the rural elderly is more meaningful as secondary jobs rather than as new occupations. Therefore, this study aimed at developing the new kinds of occupation suitable for the rural elderly. For this purpose, data were collected from 279 elderly farmers 60 years old and over working currently or have ever worked in something other than farming work. Questionnaires were composed to measure preferences for jobs by work characteristics and evaluations on the appropriateness of the jobs for the elderly selected by the Ministry of Labor in Korea. The results showed that the rural elderly preferred work doing at home, together with the elderly, in groups, and light physical labor to technical or office work that must commute regularly. Also, they evaluated that most of the occupations suitable for the elderly announced by the Ministry of Labor were more suitable for the male than the female elderly. Based on these findings, this study selected 18 kinds of individual and 11 common jobs by sex. It may contribute to creating job opportunities for the rural elderly by applying it to the policy or extension, and to revitalizing the rural elderly's lives and increasing their incomes.

  • In order to promote digital transformation of our agricultural and rural communities in the wake of the fourth industrial revolution and prepare for the upcoming artificial intelligence era, it is necessary to establish a system and system that can collect, analyze and utilize necessary quality data. To this end, we will investigate and analyze problems and issues felt by various stakeholders such as farmers and agricultural officials, and present strategic measures to revitalize big data, which must be decided in order to promote digital transformation of our agricultural and rural communities, such as expanding big data platforms for joint utilization, establishing sustainable big data governance, and revitalizing the foundation for big data utilization based on demand.

A Study on the Revitalizing Community through Corporate Community Investment: In Case of 1 Company - 1 Village Campaign (농촌지역활성화를 위한 기업의 지역사회투자활동과 중간지원조직의 역할: 농촌사랑국민운동본부의 1사1촌 운동을 사례로)

  • The purpose of this study is to investigate exchange between companies and rural communities in 1 company - 1 village campaign and assess functions of NACF(National Agricultural Cooperative Federation)'s 'I Farm Love' as intermediary organization. The result shows that Korea companies participated in 1 company - 1 village campaign to understand rural area and revitalize economic condition in rural community. Most of exchange programs are volunteer works and direct dealing of farm products. The functions of NACF was highly assessed as an informant and intermediary. However establishing networks or promoting exchanges between corporation and rural village were low assessed. It is necessary of NACF to make up for advanced mediation and intermediary between rural villages and companies so that 1 company - 1 village campaign become corporate community investment. Moreover functions to develop programs suited characteristic of companies and set up networks of multi-stakeholders are needed.

Evaluation of a Kleingarten in the Town of Suo-oshima, Yamaguchi Prefecture, in the Islands of Seto Inland Sea

  • In recent years in Japan, derelict land by aging fanners has increased at the same time as the desire of city dwellers for a more natural, leisurely lifestyle. In response, an increasing number of citizens' farms(or 'allotment gardens') have opened in and around urban areas. Citizens' farms with overnight accommodation are known as 'kleingartens'. As a case study, we evaluated a kleingarten in the town of Suo-oshima by interviewing the resident caretaker and conducting a questionnaire survey of facility users. Our survey revealed a number of ways in which the facility could be improved to meet user needs. The case study also suggested that kleingartens are an effective means of revitalizing local communities in rural areas.

  • The aim of this study is to provide readers with the development strategies in terms of the Ancient Capital Plan through its status analysis and field survey. In particular, This study is expected to contribute to establish reasonable policies and prepare with development strategies of ancient capital Buyeo. The followings are specific conclusions : Firstly, Ancient Capital Preservation Plan and boundaries of district designation should be reasonably adjusted. Secondly, The relevant Act Ancient Capital Preservation and Promotion should be revised corresponding to the present state. Thirdly, exclusive organization should be established and kept consistently to produce experts. Fourthly, strategies for revitalizing Historical and Cultural Environment are required for the future. Fifthly, it should be mentioned how Cultural heritage and people in region should co-exist. Therefore life benefit and welfare for the peoples should follow. Sixthly, the commercial environment and cultural tourism environment should be improved.

Developing Ecological Trails and Route Alignment for Revitalizing Rural Traditional Theme Village in Naegok-ri (농촌전통테마마을 활성화를 위한 내곡리 여산팔경 마을 생태탐방로 노선설정 방안 연구)

  • This study discusses developing ecological trails and route alignment in mountainous rural area. Through a process of ecological resources survey, ecological trails and route alignment has been established. Mainly, by focusing on ecological resources in rural areas, it was indifferent to their own ecological resource and charm to make it unique strengths. Based on survey the results, Natural ecology resources, there were the climate factor, surface, geological, terrain analysis. Furthermore, ecological resources were researched and analyzed the elements of it, distribution of resources, types, location, semantic analysis. The results are expressed on the map and recorded by taking pictures. Plant ecosystem, there were actual vegetation, land use, flora analysis. Wild animal ecosystem, it was checked and recorded on 1/1,000 map partition the emergence of wild birds, the number of species distributed by foraging guild, the emergence of amphibians, reptile, mammals and insect species. The site is chosen as rural theme village in 2007, base on their own rich ecological and landscape resources. Therefore, we carried out ecological trails and route alignment plan in accordance with analyzed the natural ecological resource and after setting up the basic goal, ecological trail has been composed and planting has done and direction.
