In this study, in order to induce landscape-friendly various development plans established at the district level, the contents of landscape plans appearing in domestic laws and systems and related previous studies are reviewed and comparative analysis is performed to advance the district-level landscape plan. The main focus was to explore the institutional methodology for this. The summary of the research results is as follows. First of all, as a result of analysis of the landscape plan content prescribed in the National Territory Planning Act and the enforcement decree of the same Act, the landscape plan content for natural elements and the landscape plan content for artifacts appeared mixed. Next, looking at the analysis results of the landscape plan contents in the Landscape Act, the Enforcement Decree of the same Act, and the landscape plan establishment guidelines, it is analyzed that the content mainly intended to improve the artificial landscape in terms of aesthetics, such as color, lighting, and buildings. Became. As a result of analysis of the landscape plan contents in the district unit plan establishment guidelines, it was found that the contents of the landscape plan for the skyline, night view, color, advertisements, and viewpoints were presented. The purpose of this study was to document a phenomenon of rural tourism in Korea by Investigating characteristics of 50 villages that had participated in a competition of 'stimulation of rural village' The results are as follows: 1) The degrees of activation of rural tourism varied according to marketing efforts made by individual provincial(local) government. The results of contest indicated that provinces such as Gangwon-do, Chungnam-do, and Gyunggi-do showed highest performance among other competing local governments; 2) The results revealed that the total profit generated from direct sale of farm products outnumbered profits gained from sales of lodging and foods. This indicated that there is a room for improvement with respect to boosting more sales on lodging and food; 3) The regression analysis indicated a significant relationship between profits earned from sales of experiential tourism product and those from direct sale of farm products(multi-correlation coefficient: 0.38); 4) It was identified that Gyunggi and Ganwon provinces were ranked first in sales of foods and those of lodging, respectively; 5) Finally, it was showed that among the 50 participating villages, only 16 ones hold festivals by means of attracting tourists from outside.
Environmental impact assessment (EIA), which predicts, evaluates, and manages the influences on natural landscape, plays a role of monitoring natural resources for systematic management of natural landscape. However, the function of verification and correction of the system is still insufficient and feed-back, one of the most important features of EIA follow-up, has not been introduced in Korea's EIA system yet. As a procedure, it is required to check if the opinions of the evaluators are properly reflected to the outcomes of the project through a reviewing process after assessing environmental impacts of a development project. In reality, despite the awareness about the importance of follow-up inspection of the conformity with, the system mainly focuses on the agreement during the planning stage of the development project and fails to continuously manage after its completion. There have been various preceding studies related to prediction, evaluation, and management of environmental impacts on natural landscape for better management. They primarily dealt with the problems in the EIA process and suggested improvement measures, including directions for institutional development, step-by-step goals, and operation methods, to address the problems which arise in the EIA follow-up process. However, suggested measures are not actively applied with the focus only put on institutional operation, there are virtually no standardized methods to predict and assess landscape changes due to the development project and to manage landscape after the project. Against this backdrop, this study aims to explore the existing methods to analyze the impacts natural landscape and to establish a system where landscape management is continued after the development project. To this end, we will suggest reducing methods according to the predicted changes in landscape for post-project management of natural landscape. Characteristics of reduction methods by project type were examined through reviewing the guide to natural landscape rating and the importance of development project impacts on natural landscape by type of reduction was evaluated through questionnaire for experts. Evaluated types of reduction are classified and presented by characteristics of each development project and content of reduction type.
This study was accompanied to develop the management and application plans as resources for rural tourism through the analysis of distribution characteristics, inhabitants' practical use, need item for management and application, and aesthetic/recreation function of Palustrine wetland in rural area. As the results from the appropriateness evaluation of management and application in used wetland for ecotourism, improvement item was required in observation deck, entrance lane, guidance facilities etc. And, insufficient result was deduced in appropriateness of operation program and special learning course, and in participation of inhabitants and experts. The result of evaluation of the aesthetic and recreation functions generally appeared high, but the need improvement item was required in artificial water wall and plantation base that deteriorate biological diversity. These results will be used to data for conservation, management and practical use of wetland, an important natural resource in farm village, which are confronted in crisis of land reclamation by use reduction of use and false management.
The purpose of this study is to provide the demand information about services (S/W) and infrastructure (H/W) for rural welfare and culture. The survey was conducted on the overall satisfaction level, the condition change, the importance-satisfaction level of each field and the top priority items for administrative agencies and rural residents. In the overall satisfaction level, administrative agencies responded more than 'normal' to all fields, but the overall satisfaction level was lower than 'normal' in the fields excluding the healthcare field in the case of rural residents. In terms of condition changes compared to the past five years, both administrative institutions and local residents evaluated the improvement. IPA analysis was conducted to identify the priority ranking of each field and it was found that emergency medical facilities in the healthcare field, infant day care facilities in the social welfare field, movie theaters in the culture field, lifelong education institutions and academy facilities in the education field and private sports facilities in the leisure and sports field were most needed, respectively. The results of this study are expected to be helpful in increasing the efficiency and presenting the improvement direction about the development policy of the rural culture and welfare.
The nonpoint pollution source (NPS) is irregular in the amount of generated and runoff. About 70% of the water pollution sources in Korea are NPS. Most of the rural areas are small towns with less than 50 families. This is where sewerage supply is poor. This is where the domestic swage of the house flows directly into the small stream. This study investigated the amount and concentration of domestic swage. And investigated NPS for public officials. We have suggested an improvement plan here. Local government officials lack the concept of NPS. Rural residents also do not know about NPS. Therefore, we proposed NPS public relations and education linked to public administration. This is an extension of the national budget and interest. The domestic swage is discharged at about 272 liters per day in a house. We proposed the introduction of small facilities. If the capacity remains, it is suggested to link to cattle shed, pigsty and so on. The BOD, COD, TN, TP, and SS concentrations were all high. This suggested a reduction in concentration in combination with natural water. Finally, NPS facilities were proposed to be put into rural areas. And it was determined that continuous monitoring was necessary. The results of this study were expected to be applied to NPS management.
This study is to analyze the spatial structure and POE of Jungja(pavilion) shelter for rural village regeneration. 14 Jungja shelter space at rural villages in Gyungbuk province, were investigated. An interview questionnaire was conducted for total 139 residents as POE. The use behavior and satisfaction for Jungja shelter space, were investigated. The statistical analysis were mean of satisfactions, reliability, factor analysis, and multiple regression analysis. The results and discussions can be objective data for rural village regeneration. In satisfaction level, 'Continuous use intention'(3.99), 'Well-suited approach'(3.87), and 'Helpful in resident living'(3.84) were shown to be high points of agreement in 5 point Likert type scale. But, the mean points were low as 2.01 in 'Surrounding landscape', 'Creation of green areas'(3.22), and 'Traffic safety'(3.22), respectively. Within use satisfaction, 5 factors were categorized, 'Use', 'Safety', 'Facility', 'Management' and 'Users'. By the result of multiple regression analysis, variables of 'Continuous use', 'Convenient location', and 'Image improvement', were shown to be main affecting variables to overall satisfaction. Furthermore, in spatial structure analysis, 4 types were categorized with the aspect of landform, roads, and location in village. The levels of satisfaction were shown to be high in village type of semi-open, road type of circular, and location type of center/back. Conclusively, these findings could be utilized as basic data and useful tool of space-structural satisfaction analytic method, and for each stage of planning/design and remodeling for rural village regeneration.
This research is related to the evaluation of rural amenities. Since the UR negotiations, the wave of market liberalization has brought many difficulties to the rural areas. This paper serves to identify a number of important elements such as socialization, cultural and ecological resources and investigate the viability of rural areas. The purpose of this study is to evaluate rural amenities by evaluation indices and establish planning direction of amenities for rural areas. The data have been collected by methods of a field survey and a questionnaire survey. The evaluation indices have been defined as socialization, safety, amenity and convenience by several researches. Villages have been divided into two groups. Seven(Shimchon, Ibaek, Muan, Dokpyong-li, Imchin-li Hyangyang-li, Wonwol-li) have been newly constructed, six(baeksa, Mokmyon, yongho-li, shindyae-li, hwangdun·songgae) have been redeveloped. There are considerable differences in the degree of satisfaction between he two groups. The results are as follows: 1) socialization is very necessary for amenities in rural villages. Especially the values of the resident's interactions and management of the village are most important in the preparation of an amenity plan in rural areas. So the plans and establishment of public facilities are requisite for the residents community. 2) The convenience of rural public facility plans is necessary for the improvement of the farmers'living conditions. For planning the rural villages, special regards are paid to characteristics of the village, such as the former place of residence and occupations. 3) Newly constructed village should improve their socialization and the redeveloped types should try to get a better life for amenity and safety, The residents of the redeveloped types show relatively high degree of satisfaction with indices of resident community, living convenience facilities, and management of village. On the contrary, amenity and safety are good in newly constructed types. This study has taken into consideration the characteristics of rural villages. It makes a contribution to the redevelopment of rural villages and improves amenities in rural villages. It is recommended that more studies classify the resources of rural areas and measure amenities which are significant to city dwellers in the future.
In empirical studies on rural development projects, differentiation tends to be considered a strategy aimed at increasing the number of visitors. Rural development projects include the improvement of living environment, and the discussion about project goals and evaluation of project results are often focused on the aspect of rural tourism. Thus, subjective benefits of such projects for residents are omitted. This study examines the meaning of differentiation from the perspective of residents and explores the validity of the number of visitors and the possibility of reflecting residents' subjective score as evaluation indicators for a project. To achieve such an objective, this study uses survey data collected from 153 people in 38 comprehensive development projects in areas of Eup and Myeon, Korea. The results of this study show that differentiation is viewed as a by-product of positive improvement from a rural development project, from the perspective of residents. The effects of rural development are classified into two dimensions: socioeconomic effects and living environmental effects. Landscape improvement is included in the dimension of living environmental effects and an increase in the number of visitors is included in the dimension of socioeconomic effects. As such, they are confirmed to be the factors that determine the level of differentiation. For example, the increase in the number of visitors is confirmed to be a valid indicator of project success, in which two-dimensional characters are reflected. The level of differentiation evaluated by residents is a result of the workings of the above two factors. Unlike in previous studies, the possibility of evaluation based on the perception of residents is confirmed in the evaluation of results. When the level of differentiation is interpreted as the direct result of a project, the number of visitors has an impact on socioeconomic effects, and the project content of landscape improvement has an impact on living environmental effects. The goal of policy and residents is the same in terms of the effort residents may make in maximizing results of a project by themselves; thus, the government's goal is achieved even when a project is carried out under the autonomy of residents. Ultimately, the government should focus on providing conditions in which active citizen participation can not only occur but help to establish a policy direction, which subsequently strengthens the substantial rights of residents.
This study started with drawing problems of early implementation and suggesting improvement plans in order to lead a rural convergence industrialization district system to early settlement and management for its policy goals. The study aimed at 13 districts that were designated from 2014 to 2016 for analyzing an actual condition of promoting early implementation, and went ahead with it combining literature research, interview survey and specialist opinion investigation. The study examined and organized an outline, policy goal, and actual condition of rural convergence industrialization district. Furthermore, it analyzed an actual condition of promoting at each stage such as designating processes of rural convergence industrialization districts, operating body and system, regulation improvement, district supporting projects and relating projects, drew problems and finally suggested improvement plans. This study could be meaningful because it is the first study to grasp an actual condition of promoting early implementation and to remedy problems in order to manage rural convergence industrialization district system which was newly promoted since 2014 for its policy goal. In addition, it suggests that the further study of the result after managing district system for a certain period of time should be needed.
