  • The purpose of this study is to develop a culture and leisure resources scale and examine the validity of the scale. The culture and Leisure resources scale was developed and identified its validity by exploratory factor analysis, confirmatory factor analysis, and correlation analysis. The culture and leisure resources scale consisted of four factors, which were 'personal resources', 'support staff resources', 'facility resources', and 'program resources'. Those four factors indicated the reasonable fit indices from confirmatory factor analysis. In addition, this scale showed convergent validity with the satisfaction of cultural and leisure environment and the satisfaction of one's cultural and leisure life. The result of scale score comparison between rural and urban areas showed that culture and leisure resources in rural areas were less abundant than those in urban areas. Furthermore, while the variables which affected the satisfaction of urban residents' were mainly 'personal resources', the variables in case of rural residents' were mainly 'program resources' and 'facility Resources'. The culture and leisure resources scale can be used for policymakers practicably to evaluate regional level of culture and leisure resources, to compare between regions and to find policy priorities for improving the quality of leisure, especially for disadvantaged areas with less resources.

  • The purpose of this study is to present the implications of the rural living area setting and rural spatial structure analysis of the rural spatial strategy plan through case analysis. Following the decentralization of autonomy and the promotion of the transfer of state affairs to local areas, some of the general agricultural and fishing village development projects of the Ministry of Agriculture, Food and Rural Affairs were transferred to local areas. In addition, in 2020, the Ministry of Agriculture, Food and Rural Affairs introduced a rural agreement system for 113 cities and counties. However, since the understanding of the field is still low, this study attempted to present implications through a case analysis of the structure of rural space and the establishment of rural living areas in three local governments in Chungcheong. As a result of the study, in the stage of establishing the living zone, it is necessary to comprehensively review the contents reviewed in the analysis of the current status and conditions. However, the two local governments had insufficient interpretation of the axis by function and the establishment of the base area, or were using the upper plan as it was. Second, the source of the data used in the survey on the distribution status of living SOC facilities is unclear. Since the distribution status of living SOC facilities overlaps with accessibility analysis, OD data analysis, and resident survey results and is used as the basis for setting living areas, the data source should be clearly marked, and verification should be possible. Third, amenity (facility) resources were classified and analyzed according to the conditions and characteristics of local governments. The local government that applied the guidelines as they were was A local government, and the remaining local governments conducted surveys and analysis according to the current status. Forth, since the establishment of the rural living area is the minimum unit supported by government policies through future rural agreements, it is necessary to distinguish them based on quantitative standards in the process of establishing them. Only one case area presented clear grounds and standards, and the rest of the case areas presented standards but are based on non-quantitative standards. In order for rural agreements to be sustainable in the future and benefit local residents, it is necessary to use or establish a government-level institution that can collect and produce objective data. In addition, it is necessary to find ways to specify and standardize the standards for setting the living area and specify them in the guidelines.

  • The Onishi model is an objective indicator which can be used to evaluate the relevance of city environmental management in regard to the capacities and processing status of existing urban infrastructure. This study is to analyze the facility carrying capacity and processing status of Jeju Island, a famous tourist site in South Korea. General variables covered by the Onishi model are considered, including water supply, wastewater treatment, waste disposal, and air pollution. Furthermore, the facility carrying capacities for transportation, such as airports and ports, as well as accommodations are assessed as variables pertinent to the characteristics of Jeju island. With the annual number of tourists exceeding that of residents on the island, more facilities for sewage treatment and waste disposal are required. Furthermore, transportation and accommodations used by tourists have already exceeded their capacity. For the future sustainability of Jeju Island, a plan will be needed for adjusting the volume of tourists based on the capacity of each relevant facility.

  • The main purpose of this paper is to explore the relationship between financial inclusion and socio-economic and demographic factors. Ownership of bank accounts, availing of credit facility, and use of mobile banking were considered the major indicators of financial inclusion. To achieved this objective, the present study was conducted in the rural regions of three hill districts of Uttarakhand. 780 rural households were selected by using stratified and judgment sampling technique. To measure the association between the variables, binary logistic regression model was employed. The findings of the study revealed that there is a significant association of socio-economic variables with financial inclusion. The overall analysis of the study indicates that the likelihood of having bank account, usage of mobile banking facility, and availing credit facility increases with the increase in the financial literacy of an individual in hill rural regions of the state. Further, the study also indicates the vulnerability of women relative to that of men in both cases of mobile usage and availing credit. The findings of the study suggest to target the economically vulnerable section of population (as identified in case of having low financial inclusion) and enhancing the financial literacy in these regions.

  • Currently in the drought evaluation, which is a supplier-oriented standard that applies storage rates of reservoirs, evaluation for users that use agricultural water is not done. Therefore, this study established drought evaluation items for drought evaluation based on farmers' judgement, conducted a survey on farmers and experts, compared and analyzed weighted value between two groups, and then classified the evaluation standards per each evaluation item. The agricultural drought evaluation items are 5 major items of water supply lapse rate, agricultural weather, agricultural irrigation facility, crop and soil, and 12 subsections for regional characteristics and opinions of consumers that use water to be reflected. The result of analyzing weighted value of farmers and experts' major items shows that farmers is agricultural irrigation facility(0.219), water supply lapse rate(0.211), agricultural weather(0.204), crop(0.183) and soil(0.183). Experts is agricultural weather(0.297), agricultural irrigation facility(0.202), water supply lapse rate(0.189), crop(0.162) and soil(0.150), which displays difference between the two groups. The agricultural drought criteria standards are established based on precedent studies and cases, and grades of evaluation items are 1st grade(extreme stage), 2nd grade(warning stage), 3rd grade(alert stage) and 4th grade(attention stage). The above analysis per each consumer-oriented agricultural drought evaluation item and the analysis on the standards of evaluation grades are expected to be used as a basic resource for establishing agriculture drought policy and selecting drought area in the future.

  • This study was conducted to investigate the effects of group-housing facility (GHF), compared to an individual confinement stall (CON), on the reproductive performance, behavior, and stress hormones of gestating sows. A total of 50 primiparous sows (Landrace × Yorkshire) were randomly allocated into either CON (n = 25) or GHF (n = 25) during the gestation period. One week before parturition, the sows were transferred into conventional farrowing crates, and cross-fostering was conducted within 1 d of delivery. Blood was collected for analyses of stress indices at 75 d of gestation and postpartum. Reproductive performance was estimated during the period of birth to weaning. Behavior patterns were identified at 90 d of gestation. Litter size was not different between the CON and GHF treatments. Weaning to estrus interval, however, tended to be lower in the GHF than in the CON (p < 0.1). Activity, treating, belly nosing, and exploring behaviors were observed only in the GHF group, whereas rubbing was shown only with the CON. Serum cortisol concentration was lower in the GHF than in the CON at 75 d of gestation (p < 0.05). Sows housed in the GHF showed lower epinephrine and norepinephrine concentrations than those housed in the CON at postpartum (p < 0.05). The GHF sows demonstrated more natural behavior characteristics associated with stress relief than the CON sows with no adverse effects on reproductive performance. Therefore, these results suggest that GHF could be applied as an alternative housing facility to improve animal welfare on swine farms.
