A study on the Development course of guideline for fostering the Rural village roads (농촌마을길 조성을 위한 가이드라인 개발 방향 연구)

  • This study aimed to draw the plan elements and characteristics that should be considered in case when developing guidelines to build up roads in rural villages. Drawing the construction elements necessary for building up roads through the advanced researches, the survey was conducted for relevant experts in order to evaluate the importance of each plan element of route plan, design & construction and operation & management. The result determined total 105 contents that should be considered in case when building up roads in rural villages. The study on building up roads in rural villages as a strategy to vitalize rural areas means universal roads that connect each village with rural amenities in various values like walking tour road, visit roads and observation roads. It is considered that the development of guidelines for building up roads in rural villages could be used as a basic data to build up roads where nature, culture and history of rural areas can be effectively experienced and enjoyed.

  • The purpose of this study is to develop planning technique for low carbon rural village planning. planning techniques (169 cases : waterside Technique 87, inland Technique 82) were extracted through a various previous studies and literature. planning techniques of 43 cases for low carbon rural village have been developed by the importance validity evaluation for planning techniques using the Delphi Method. Developed techniques can be utilized to plan low carbon rural village for Sustainable Rural Development. In addition, these techniques will be able to contribute to recognition of the need about low carbon rural village and the development of national green strategy.

  • This study aims on the direction of rehabilitation in rural area through the case analysis and policy of Eco-Quartier in France. At this object, this study was preceded with 3 main contents. Firstly, after examined the changes and policy on the rural area in Korea, it has analysed about the problems and changes on the rural residential environment in Korea. Secondly, it has researched about the various methods relative to the rural area development project, the issue on the sustainable development strategy in rural area and the changes of rural ares in France. Lastly, regarding precedent studies, it has analysed the projects in rural area which has selected through the policy of Eco-Quartier in France. The policy and criterions for Eco-Quartier in France, which was examined by this study, has been achieved through reasonable procedure from the superior concepts to detail planning and the guidelines for the project of rural area. This is expected to use as the basic criterions for the sustainable development and planning orientation of rural area in Korea.

  • Japan is very similar with Korea in aspect of decreasing population of rural areas and increasing demand of urbanites' migrating to rural areas. Therefore, government ministries of Japan including Ministry of Agriculture, Forestry and Fisheries have performed policies for popularizing stay in rural area and rural in-migration as a new lifestyle since the early 2000s. The purpose of this study is to find implication for rural repopulation in Korea though reviewing Japan's policy for urban-rural interchange. In Japan, demand of urban-rural interchange was segmented by the length and purpose of stay, and the policy was made by the way of meeting the needs of each segmented group. After two cases of policy implementation in Kochi and Fukushima prefecture were studied, a few implications were discussed. For rural repopulation, comprehensive vision and strategy of urban-rural interchange including from rural tourism to rural inmigration and diverse programs for satisfying various kinds of demand of urban-rural interchange need to be developed.

  • The European Union has an active rural development policy because this helps us to achieve valuable goals for our countryside and for the people who live and work there. Rural development policy involves the cofinancing by the EU and Member States of a variety of measures. Member States decide on the most appropriate measures for their rural areas from a menu of measures proposed at EU level. There are 18 Leader+ programs in Spain. Program supports Local Action Groups which are located in two or more autonomous regions. The Valle del Jerte, located in the northwest of the province of Caceres is one of the districts making up what is known as the Alta Extremadura. The rural development strategy in this area is to overcome the great deficits of the rural world, prevent rural exodus by improving the quality of life of the population,and improve the soicoeconomic environment of the district in order to help create jobs and improve family incomes. Specifically they try to create a mechanism to improve involvement, communication and social cohesion in the district, with a view to improving the internal structure of organizations and establishing rural channels for cooperation between district institutions for integrated development of the district.

  • The rural development business policy of our country is seeking to change the existing top-down development method to the bottom-up development one. As residents' participation in village development is being focused, residents competence has come to be considered important. Thus, this study classified the village type by investigating resources of the target villages in Chungcheongnam-do through a rural forum, and examined education needs targeting the residents of the villages through a survey. The preferred the types, of education according to the types of farm villages were examined. It is needed to raise the efficiency of enhancing village development competence by regarding execution of the priority of competence enhancing education as a practical strategy. This also can be used as the baseline data for rural catchment typing research.

Investigations and Analyses of Duck Breeding Facilities in Jeollanam-do Province, Korea (전남지역 오리 사육시설 실태 조사 및 분석)

  • Number of duck and its breeding facilities have been steadily decreasing for financial and social issues in Korea. Therefore, the 'turning point' for duck industry is strongly demanded. In this study, the questionary survey was carried out to provide backgrounds for developing policy and technology for duck breeding farms. The questionary survey aimed to investigate the information of operation strategy of farm, ventilation, cooling and heating. The total number of survey respondents was 74. In case of facility type, 55.4% of respondents stated they used greenhouse type, 31.3% for winch-curtain type, and 2.7% for windowless type (mechanically ventilated facility). More than 85% of the facilities were using 'natural ventilation', it meant that these situation can restrict the not only environmental control but also the supply policy for 'smart farm' of the Government. 44.6% used the combination of the cross-ventilation method and roof-ventilation method for ventilation operation in summer season, and 31.1% followed only the cross-ventilation method. In case of winter season, 36.5% used the cross-ventilation method, and 33.3% used the combination of cross and roof-ventilation, method. For the ventilation strategy, about 86.5% depended on farmer's experience. In case of heating and cooling, 79.7% were using kerosene heater for winter season, and 43.2% were using mist-spray for summer season, respectively. More than 75% stated that cooling and heating strategies were based on farmer's experience. From the analyses of the survey results, a few proposals for developing policy and technology for duck breeding farm was suggested.

  • This study investigates the core elements of the formation and development of cluster using a multi-disciplinary approach and suggests a promoting strategy by development stage of cluster. As a sub-category of regional innovation system, the cluster has been considered as one of the most noticeable methodological argument to make the regional innovation system come true. In the meantime, this study examines the core elements of cluster shown in the theories and examples through six academic fields such as economics, geography, regional development, business administration, sociology and pedagogy and their educational back-ground. By means of establishing the incubation stage in the development of cluster, core elements are composed in the stages of birth, incubation and evolution in subsequent manner. A promoting strategy will be suggested through the implication of core elements in the reestablished stages.

  • The study intends to find out contents and impacts of rural development projects implemented by government in Ucheon myon-center village (Hoingseong-county) between 1989-1995. The projects in concern are Rural Industrial Estate Project(1989-90) and Rural Collective Village Project(1992-93), The restructuring of village plan introduced new construction and renewal of buildings that are required for a myon-center in general has to be. The study reveals some morphological patterns the village has and needs to be adjusted. As a conclusion, it proposes a conception of self-containment for a myon-center development. It is necessary that a project plan strategy should be based upon harmonious exploitation between old and new, flexible planning, and sense of technological alternatives.

A Study on the Inducement of Private Investment to the Rural Village Improvement (민간자본에 의한 농어촌 마을정비 방안 모색)

  • In Korea, rural village improvement has mainly been led by goverment investment. This approach, however, has its own limit since there are so many village to be improved while the budgetary sources are restricted, As an alternative, inducement of private investments to these area is considered in order to promote rural village improvement. The possibility of inducing private investments to the rural village improvement depends on the location of the village. The possibility may be highest in the sub-urban area since expected benefits from land development is usually high. One desirable approach to induce private investment to these area is the cooperative development system. Residents, private investors and governments plays its own role, independently and cooperatively, But benifits from the investment to improve rural village in general plain area are so low that it is difficult to induce the private investments to these area. In that case, indirect development system will be a proper strategy which maintaining government-led development method as usual, expanding the participation of private developers such as the construction companies. In general, rate of returns from investment to the rural sectors is lower than that to the other sectors, therefore financial support such as the long- term, low loan rate and a partial value-added tax exemption should be given to the investors to the rural village improvement projects.
