Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. Problems with regard to the role of invils To solve these problems in hands of invils, this research suggested policy ideas in two levels: 1. invils 2. government Policies should be implemented by invils: a. Internal fruit rot of cucumber was observed in several locations in Korea. Incidence of the disease reached up to 21.5% and averaged 4.2% in the fields surveyed. The disease started at blossom ends of cucumber fruits. Internal tissues of infected fruit tips showed brown discoloration over 2 cm in length and 2 mm in diameter. Subsequently, the brown discoloration was extended into the carpels, and the surface of the infected fruit tips was rugged. Fungal isolates from the internal tissues of diseased fruits were identified as Didymella bryoniae based on mycological characteristics. Temperature for mycelial growth of isolates ranged $5{\sim}32^{\circ}C$ with optimal temperature between $26{\sim}28^{\circ}C$. Similar symptoms were developed in the internal part of the cucumber fruit when conidial suspensions of the isolates were inoculated to the flower of cucumber. Furthermore, Didymella bryoniae isolates from other plant parts of cucumber, watermelon, oriental melon, melon and pumpkin also showed the similar symptoms in the internal part of cucumber fruits by inoculation tests. Temperature range for occurrence of internal fruit rot of cucumber was $10{\sim}32^{\circ}C$ with optimal temperature of $25{\sim}28^{\circ}C$.

The accurate estimation of reference crop evapotranspiration ($ET_o$) is essential in irrigation water management to assess the time-dependent status of crop water use and irrigation scheduling. The importance of $ET_o$ has resulted in many direct and indirect methods to approximate its value and include pan evaporation, meteorological-based estimations, lysimetry, soil moisture depletion, and soil water balance equations. Artificial neural networks (ANNs) have been intensively implemented for process-based hydrologic modeling due to their superior performance using nonlinear modeling, pattern recognition, and classification. This study adapted two well-known ANN algorithms, Backpropagation neural network (BPNN) and Generalized regression neural network (GRNN), to evaluate their capability to accurately predict $ET_o$ using daily meteorological data. All data were obtained from two automated weather stations (Chupungryeong and Jangsu) located in the Yeongdong-gun (2002-2017) and Jangsu-gun (1988-2017), respectively. Daily $ET_o$ was calculated using the Penman-Monteith equation as the benchmark method. These calculated values of $ET_o$ and corresponding meteorological data were separated into training, validation and test datasets. The performance of each ANN algorithm was evaluated against $ET_o$ calculated from the benchmark method and multiple linear regression (MLR) model. The overall results showed that the BPNN algorithm performed best followed by the MLR and GRNN in a statistical sense and this could contribute to provide valuable information to farmers, water managers and policy makers for effective agricultural water governance.
Background and objective: The vitalization of urban agriculture has increased various forms of experience-based education using school gardens, which raised the importance of school gardens in terms of value as well as the need to develop an implementation system for education-based agricultural experience service using school gardens. Thus, we reset the evaluation indicators from the previous study to establish objective evaluation indicators that enable quantitative comparison of school garden education services. Methods: Analytic hierarchy process (AHP) and direct question (DQ) surveys were conducted on 20 experts from October 12 to 19, 2020 after establishing the purpose and subjects of evaluation, and then the weights were calculated using the Expert Choice 2010 program. Results: First, we analyzed the problems of the previous indicators by categorizing the performance indicators and comparing and verifying them with six requirements of valuation. Then, we added 'welfare values' and established sub-indicators accordingly. The importance of value indicator in AHP was in the order of education values (0.544), health values (0.182), welfare values (0.164), environmental values (0.062), and economic values (0.049). The importance of environmental and economic values was relatively low, less than 0.1. The importance of sub-indicators was highest in cultivating character (0.144), followed by enhancing ecological sensitivity (0.141) > promoting mental health (0.134) > cultivating agricultural literacy (0.120) > improving social skills (0.104). And mitigating climate change in environmental values was lowest (0.009). Increase in income was the lowest (0.036). This can be regarded as the expression of change to increase the educational effect based on collective life and the connotative meaning of 'school'. In the case of DQ, the AHP weight and order were the same, but the environmental and economic values were relatively low, and the result was different from AHP weight. For sub-indicators, the importance in DQ was highest in promoting mental health (0.136), followed by promoting physical health (0.085), ]cultivating character (0.082), social integration (0.072), and enhancing ecological sensitivity (0.071). After reviewing related experts, we came up with 5 evaluation indicators and 16 sub-indicators for school garden education service, which are objective evaluation indicators that enable quantitative comparison. Conclusion: In the future, we will validate the socioeconomic values of school garden education services and contribute to revitalizing school gardens by establishing policy alternatives for effective operation and management of school gardens.

Information and Communication Technology (ICT) has become a vital instrument for delivering a number of services such as education, healthcare and public services. Community wireless networks are community-centric telecommunication infrastructure developed to provide affordable communication for those who live in remote areas. This chapter discusses the role of Nepal Wireless in achieving socio economic development of rural communities by facilitating affordable Internet access. We analyze the challenges Nepal Wireless faced and articulate on the approaches it took to address those challenges such as lack of technical skills, appropriate technology and funding, difficult geographical terrains, unstable political situation, and expensive devices. In addition, we address the success and failure factors of this community-based ICT4D approach in order to guide similar endeavors. We conclude the chapter by some suggestions for policy makers, community developers, and academicians.
The increase of the population has an effect on the increase of students. The high birthrate, which means the extension of enrollments in the future, requires preparation of enough facilities and equipment for education. However, the educational conditions of Korea are not yet developed, and in such a situation the increase of enrollments makes the improvement of educational conditions difficult. Besides, the influx of students into the large cities has made complex educational problems such as a decrease of students in the rural area and a change for the worse of the educational conditions in the urban area. For the development of education in such a situation, an emphasis should be put not only on security of a stable educational finance but also on activation of family planning project and curb of population influx into large cities in the realm of population policy. In addition, population education for the youth should be strengthened in order that they can have sound view of family life, married life, children, and sex moral. For the way the young married live has relationship with the number and quality of children in the future of our nation.

The study used a seasonal ARIMA model to forecast the number of tourists to Kyeongju foreign in a uni-variable time series. Time series monthly data for the investigation were collected ranging from 1995 to 2010. A total of 192 observations were used for data analysis. The date showed that a big difference existed between on-season and off-season of the number of foreign tourists in Kyeongju. In the forecast multiplicative seasonal ARIMA(1,1,0) $(4,0,0)_{12}$ model was found the most appropriate model. Results show that the number of tourists was 694 thousands in 2011, 715 thousands in 2012, 725 thousands in 2013, 738 thousands in 2014, and 884 thousands in 2015. It was suggested that the grasping of the Kyeongju forecast model was very important in respect of how experts in tourism development, policy makers or planners would establish marketing strategies to allocate services in Kyeongju as a tourist destination and provide tourism facilities efficiently.

The purpose of this research is to propose a plan on migration policy based on features, through analyzing the migration adaption process and the farming life of the back-to-countryside population throughout the nation. For this, survey has been conducted to find out urban-to-rural migrants' motives and characteristics. The major reason for the migration was the household's financial condition, and the most of migration decisions were made by either one's spouse or parents. The migration fund was primarily spent in early agricultural activities and it was the neighbors who aided them the most whilst teaching them many farming techniques. Some government-supported policies are being highly demanded regarding the lower level of income (than urban life) and difficulties of raising cultivation funds; these two things are what migrants consider as the most inconvenient and suffering matters in farming life. Many surveyee have responded that they would constantly stay in the rural area and continue on their life as a farmer, giving a promising prospect for future farmland life. Based on these trends and features, development strategy regarding elaborate settlement plan of urban-to-rural migration is necessary.

During the 1990s, policy was put in place to create resting spaces in rural areas. This policy was associated with a government project to improve the rural residence environment and it attracted attention to outdoor spaces in rural areas. Many communities have gradually disappeared in rural areas but previous studies suggested that legally protected trees might provide resting and cultural spaces in a given rural community. The rural residential environment can be improved by legally protected trees and by doing so, these resources may then help to sustain many rural communities. Therefore, the creation of resting spaces or mini-parks created around trees that are protected by in rural communities should be considered. The value of trees that are protected by law can differ depending on the status of the trees or the surroundings. Nevertheless, there has not been systemic research regarding legally-protected trees in terms of rural communities. This study aims at evaluating the potential of these trees and at analyzing how these trees can be useful in the creation of community spaces in rural areas. The findings can be helpful in providing foundation data for creating these types of community spaces. Forty legally protected trees in Gimchon City were selected for this study. Nine items were used to evaluate the potential of the trees for creating community spaces. These items could be classified into five factors including accessibility, relation to public facilities, environment and safety, symbolism, and ease for creating community spaces. The potential of the legally protected trees was evaluated by 5-point Likert Scales in a given item. The overall potential was evaluated by the sum of individual item scores. Specifically, trees with over 20 points (max. 25 points) could be considered high potential. According to the empirical findings, the portion of legally protected trees with high potential is five percent (No.7 and No.12 trees). Therefore, the priority is to protect or use the trees for the creation of community spaces that can help make a better residential environment for rural communities.

A survey was conducted to research on planting system and pesticide spray methods including spray volume, sprayer types, and spray nozzles used in apple orchards. The survey was deployed to 395 farmers in 17 cities and towns including 7 regions which are major producers of apple via interview. Major apple varieties were Fuji (79.2%) and Hongro (50.9%) and high density planting system was mainly used in apple orchards (distance between rows: 4.0-4.5 m (73.1%); planting distance: 1.5-3.5 m (88.6%); canopy height: 3.0-4.5 m (88.2%)). The percentages of sprayer types were 77.6% and 22.1% for speed sprayer (airblast sprayer) and power sprayer, respectively. Spray volumes per 10a were 250-300 L in April, the month of spraying the lowest volume, and 300-400 L in June-August, the months of spraying the highest volume. Significant difference in spray volumes were not observed between conventional planting and high density planting, but regional spray volume showed significant difference. The main nozzles used by apple farmers using power sprayers were super jet nozzle (45%), super wide nozzle (26%), and 2-3 vertical head nozzle (25%). The results will helpful to establish practical agrochemicals management policy including suggestion of pesticide spray volume and evaluation of pesticide residue data and efficacy data.
