Development of Agricultural Cooperative in Cambodia - Lessons from South Korea - (캄보디아 농협의 발전방안 - 한국으로부터의 교훈 -)

  • The study Development of the Agricultural Cooperative in Cambodia seek to explore the progress of agricultural cooperative( AC) development in Cambodia and South Korea. The experiences of Korea AC development are used to improve the Cambodian ACs. The results of study gave a lessons that the Korea ACs, which were multipurpose cooperatives were formed and owned by the government and had been considered as a successful development strategy for rural and agricultural development. As the government directly managed the businesses and other operations, available budgets, close with monitoring, and active member's participation the AC in Korea progressed rapidly for both the members and business scopes and it hugely contributed to rural development of Korea. For the future development of AC in Cambodia recommendations based on lessons from Korea AC will give a message to government and NGO. Rural Development always related with farmer's life. To live well in rural area provide effective mechanism to income increase. To development of AC in Cambodia is future of rural development.

Evaluating Policy Priorities in Small Agricultural Cooperatives for Distribution Systems (농업분야 소규모 협동조합 유통체계 구축을 위한 우선순위 평가)

  • Purpose - Domestic cooperatives tend to increase during the establishment of cooperatives and gradually through the basic law of social needs. However, only cooperatives' qualitative grow this secured without blessings, and their quantitative growth through government support is questionable. The purpose of this study is to analyze the agricultural cooperatives established through the Distribution System Cooperatives Basic Law, which was enacted in January 2012. Subsequently, establishing agricultural cooperatives was done briskly. However, cooperatives established rapidly after the founding of the Basic Law encountered problems. Research design, data, and methodology - To assess the performance of selected agricultural cooperatives, data were analyzed using the methodological Analytic Hierarchy Process (AHP) approach. The AHP is a set of systematic procedures to hierarchically analyze the elements of any problem. Using a survey on expertise, a series of comparative determinations of each pair is performed to evaluate the relative strengths and the strengths of the impact between elements within the hierarchy. A survey was conducted on 10 small agricultural cooperatives using AHP analysis for the examination. The purpose of such research and analysis is to recommend a direction for future policies aimed at small agricultural cooperatives. Result - This study applied three types of policy evaluation criterion, including market expansions, organizations, and cooperative projects, and 12 types of small agricultural cooperative policy measures. Market expansion policies for agricultural cooperatives are classified into four categories: school meals, direct transactions, shopping malls, and wholesale markets. Organizational policies for agricultural cooperatives are classified into four types: existing sales channel management, education, preventing free riding, and enlarging members. Cooperative project policies in agricultural cooperatives are classified into four policy areas: cooperation between cooperatives, community contribution, joint businesses, and government links. In this paper, the growth priority in agricultural cooperative policies is analyzed by applying policy evaluation criteria on the basis of a survey on expertise. The priorities of the policy program are also analyzed using a decision analytic hierarchy process. The results indicate that market expansion is the most important policy evaluation criterion therefore, improving direct transactions, school meals, management of existing sales channels, and shopping malls are crucial policy measures. In contrast, the cooperation of cooperatives, expansion of union members, and cooperation with the government were found to have low priority. Conclusions - Agricultural cooperatives should develop plans as follows. Small agricultural cooperatives need to secure school meals and direct transactions for market expansion, restructure marketing strategies to manage existing sales channels, and, finally, increase education and training for sustainable organizational development. This study has the following limitations. Because the subject of the investigation is a new cooperative, determining its sustainable growth is difficult. Therefore, through analysis and a continuous study of cooperatives, future research is expected to show that modifying the direction of agriculture cooperatives is necessary.

Comparison of evolutionary organic farming policies reflected on the first and second Wales and England organic action plans (OAPs) for Korean context - As a tool ensuring the sustainable development of Korean organic farming

  • This study compares and contrasts the Wales and England Organic Action Plans (WOAP and EOAP) and a Korean regional Life-Food Development Plan (KLFDP) in order to facilitate the development of the organic sector in Korea. Early action plans, for example, the first WOAP (1999) focused support on developing the supply of organic products whereas later action plans focused on marketing and consumer. OAPs may not only provide specific issue-solving roles by proposing new policy measures but also perform a regulatory role as a controller for organic sector development as a whole. The current KLFDP seems to stick to the former role but hardly has the latter role such as setting priorities, harmonizing various conflicting policy measures and factors and performing evaluation process for further progress. To secure better harmonized and sustainable development of Korean organic farming sector, constructing comprehensive national-level organic action plan, which has policy developing, implementing, regulating, evaluating and evolving functions, might be the most efficient choice.

  • This study aims to analyze the regional variations in which appear during the formation process of educational community in rural villages from the perspective of regional innovation theory. The study results revealed that the activities to form an educational community of the Songak village significantly influenced the variations across the social, economic and environmental aspects beyond an innovation of public education within the region based on interrelation between schools and villages. In other words, the activities including interactions and group learnings have been actively promoted among the various relevant stakeholders, thereby resulting in a variety of positive variations such as expanded regional welfare base, activated voluntary residents community gatherings based on the unity and cooperation, broadened socioeconomic opportunities, satisfaction on educational and cultural desires, and construction of healthy ecological environment in the region. Therefore, it is thought that regional development policy suitable for each region needs to be established by embracing the fact that activities to form a village educational community entail significant implication and value as the comprehensive regional innovation activities across the entire domains in each region.

A study of the actual conditions and development plan of the 6th industrialization policy: In the view of agricultural management organizations of Chungnam region

  • The $6^{th}$ industrialization of agricultural areas, which is the strategy to combine the 2nd industry and the 3rd industry with the 1st industry, is one of the main policy strategies of the inistry of agriculture, food and rural affairs in Korea. This policy strategy focuses on the promotion of small- and medium-size farmers or business firms including agricultural management organizations. Even though various policy programs have been implemented for the $6^{th}$ industrialization of agricultural areas, many agricultural management organizations still claim problems. The purpose of this paper is to analyze the actual conditions of policy programs for the $6^{th}$ industrialization of agricultural areas and to suggest a development plan for the $6^{th}$ industrialization policy for agricultural producers. Especially, we focus on the point of view of agricultural management organizations in Chungnam region. The results of this study present some findings as follows: first, the $6^{th}$ industrialization policy in the agricultural area needs to aim at improving software systems, including human resource systems. Second, the policy programs should focus on improving resident's welfare through building more public facilities and amenities. Third, a strategy of selection and a focus on long-term programs are required to increase the efficiency of policy programs for the $6^{th}$ industrialization of agricultural areas.

A Study on Selection of Areas for Comprehensive Arrangement Project in Areas of Eup and Myeon (읍·면소재지 종합정비사업 대상지역 선정에 관한 연구)

  • As policy for regional development in bottom-up style is introduced, each local government reflects opinion of regional residents and experts, and continues to strive for active use of regional capability and natural resources. As a result, there are active movements for regional development in Eup and Myeon unit or village unit inside local government. Comprehensive arrangement project in areas of Eup and Myeon is proceeded with a goal of improvement of life quality for regional residents through strengthening base function of Eup and Myeon areas and improving function of basic service by expanding facility of optimal level available to an unspecified number of the general public such as educational, cultural, welfare facility etc. in Eup and Myeon areas which are base space of rural communities. For analysis method of region for selecting areas where comprehensive arrangement project is done, this study suggested analysis of connection structure based on interaction and analysis of centrality. And empirical analysis was carried out with Buyeo province in Chungcheongnamdo.

Health Status and Musculoskeletal Workload of Red Pepper Farmers (노지고추 농업인의 건강실태와 근골격계 작업부담)

  • The objective of this study is to survey the working environmental conditions and musculoskeletal workload(DMQ) in red pepper farmers. 155 full-time farmers(males=91, females=64) lived in Chungnam and Jeonbuk participated in the study. To offer the fundamental data for agricultural improvement of red pepper farms, information about working farm conditions, health condition, musculoskeletal disorders(MSDs), labor intensity and musculoskeletal workload was obtained by questionnaire and interviews. The results are as follows: 1. The farmers reported sunlights, high temperature and cold/ draught as uncomfortable work environment. 2. Physical and mental fatigue in females is higher than that of males. 3. The prevalence rates of medical diagnosed diseases are higher in order of osteoarthritis, herniated nucleus pulposus(HNP), and chronic gastritis/gastric ulcer. 4. Prevalence rates of musculoskeletal symptoms more than standard 1 among the various pain areas are higher in order of low back, shoulders and knees. These results can be used practically for agricultural improvement of red pepper farms to prevent MSDs.

The Turning towards Neo-Endogenous Rural Development of the Farmers Network : The Case of the Regional Agricultural Cluster Scheme in Asan City (농민단체 주도의 신내생적 농촌개발에 관한 연구 -아산시 지역농업 클러스터 정책 사례-)

  • This paper deals with the novel concept of neo-endogenous rural development which has been applied to explain the contemporary features of the European rural development. The notion of neo-endogenous rural development has been emerged in Europe because the pervious dichotomous concepts of exogenous and endogenous development are no longer useful for explaining the relationship between the local actors and the central or regional administrative organisations. The concept argues that the changing situation of rural regions at the initial stages of endogenous development could only be identified by the concept of neo-endogenous perspectives. Therefore, it tries to apply the concept for the Korean rural development policy which is called Regional Agricultural Cluster scheme. Explaining the development processes and the problems of the farmers group which carried out the project in a local level, this paper argues that the severe conflict between the farmers group and the City Office may be a typical incident of the neo-endogenous development. It expresses the power relations between the local groups and the political managing authority. With the case of the Prundle, it concludes that the neo-endogenous development is the essential stage for all the endogenous development to go through as an transitional one.

Analysis of Industry-dependent Employment Change Factors in Rural Areas: Targeting 5 Counties in Chungnam (농촌지역 산업별 고용변화요인 분석 - 충남 5개 군을 대상으로 -)

  • The purpose of this study is to investigate industry-wise employment growth factors in rural areas. Regional economic vitalization is sensitive to internal and external interaction changes among various industrial and occupational sectors. Thus, rural regional economic vitalization requires a comprehensive approach in analyzing industry-dependent employment structures and growth factors in rural areas. However, research conducted thus far has mostly focused on agriculture and farmers. Considering the evidence that rural communities continue to be stagnant and 80% of the rural population is engaged in nonagricultural activities, it becomes necessary to review industry-specific employment change factors in rural areas. This study targeted 5 counties in Chungnam. The results revealed that agriculture, forestry, and fisheries occupied the foremost positions with regard to population employed and regional GRDP share. The influence of national growth on employment and business variation effects was as high as 98.1% and 78.6%, respectively, thus demonstrating the high likelihood of rural economy to be influenced by external factors. Growth in the public sector appeared to support employment structure. Moreover, wholesale and retail businesses, constituting 14.4% of employment in rural areas, showed a strong trend toward degeneration, to the extent that difficulties have been forecasted for the supply of goods and services essential for basic livelihood of the rural residents. The implications based on the above observations need to be considered for policy-making to ensure that industrial structure is modified on the basis of internal demand of the region, and support for small businesses is integrated in rural area development projects.

Influence of Defoliation by Marssonina Blotch on Vegetative Growth and Fruit Quality in 'Fuji'/M.9 Apple Tree (갈색무늬병에 의한 낙엽이 '후지'/M.9 사과나무의 수체생장 및 과실품질에 미치는 영향)

  • This study was carried out to investigate the influence of defoliation by Marssonina blotch (Diplocarpon mali Harada et Sawamura) on vegetative growth and fruit quality in 'Fuji'/M.9 apple tree. Soluble solid contents decreased when the defoliation percentage by Marssonina blotch was over 10% before the end of September, and fruit weight decreased when percentage of defoliation was over 30%. Fruit red color and starch contents tend to decrease as percentage of defoliation near the fruit increased. Return bloom, fruit weight, and shoot growth the following year tend to decrease as percentage of defoliation increased. Photosynthetic rate of healthy leaves in bourse shoot during the end of September was maintained about $10{\mu}mol{\cdot}m^{-2}{\cdot}s^{-1}$, effects in increasing fruit growth and soluble solid contents after the end of September. Photosynthetic rates for the damaged leaf, damaged area was over 50% on the leaf surface, while 30% of the photosynthetic rates of healthy leaf are without damage applied with Marssonina blotch at the end of September. The results show that the decrease of fruit quality in defoliation treatments may be caused by the decrease of starch contents in fruit, and that was caused by the photosynthetic rates of leaves near fruit was decreased by Marssonina blotch in the wake of August.
