Analysis of Energy Use of Rural Village and Utilization of Community Facilities - Focusing on Community Facilities of Rural Amenity Resources - (농촌마을 에너지 사용 및 공동시설 활용 분석 - 농촌어메니티 공동생활시설자원을 중심으로 -)

  • Rural villages have many problems such as the collapse of rural village communities with continued over-depopulation and aging, reduced functions of towns and villages, deteriorated services with changes in the structure of settlement class and decreased use of the facilities. they also have difficulties in maintenance in spite of the increase of the roles of rural village community facilities. Various plans for the utilization of community facilities to promote the vitality of rural villages and the revitalization of communities have been needed. Thus, this study aimed to offer basic data to seek for future plans to utilize community facilities and reconstruct communities through an analysis of the current uses of energy and community facilities in rural villages. The results indicated that the consumption of petroleum was highest in mountain villages at an average of 187,475 won/month($137{\ell}$), followed by fishing villages at an average of 144,142 won/month($104{\ell}$) and rural villages at an average of 126,070 won/month($93{\ell}$). The rate of utilization of community facilities was reversely highest in rural villages at 84.3%, followed by fishing villages at 61.1% and mountain villages at 40.7%. This research also found that households saved energy when they used community facilities and areas with a high rate of utilization of community facilities at a lower average temperature in winter. It saved approximately 33% energy compared to other areas. Finally, efficient and economical methods for community facilities in villages to be newly developed and the remodeling of existing facilities should been needed in the future to contribute to reconstructing rural village communities that face a crisis of maintenance or abolition.

  • Rural area is not only majority area of national territories but also conservative area of traditions. But, rural area is, compare to the urban area, keep at a distance from the progression of industrialization and construction of infrastructures, and depopulation by push/pull effect of industrialization caused aged residents of the rural area. vacated space of the rural region, and ruined the rural amenity. And the other side, investment for the agriculture and rural area was focused to development of water and land reclamation for improvement of rice cultivation since late of 1960. As same steps, the rural settlement regional planning project was implemented with nation wide scale ever since the 1990. But, there was no guidance and technique firmly settle down for the rural planning. The rural planning that have rationality and reasonability must be set by systematical approach of planning hierarchies and interdisciplinary of multiple area of research. Hence, the guidance compilation was proposed and implemented for the rural planner and engineers, although timely late.

  • This study is to clarify the actual conditions of small elementary school facilities in depopulation areas. The aim of this thesis is to present the directions for Reorganization of small school facilities. Research area was kumi and uiseong, the number of students decreased rapidly. And small elementary school facilities were surveyed. The results are as the follows; 1)After consider living zone, commuting distance, opinions of residents, it is advisable that the small size school(the number of students under 60) will be combined stronghold school. 2)In the case of relocation, first of all, should consider the characteristic of living zone, exchanging training programs between elementary schools. 3)The closed school facilities will be used consistently as public facilities with priority consideration of environmental characteristic and users' demand.

A Study on the Relation between the Hollowization and the Phenomenon of Decreasing and Aging Population in Rural Villages - Focused on Geumsan-gun - (농촌마을의 공동화와 과소·고령화 현상의 관련성 연구 - 충남 금산군을 중심으로 -)

  • The purpose of this study is to investigate how the hollowization in rural villages which causes marginal villages appears in Korean rural villages and whether the hollowization has relation with decrease and aging of population or not. For achieving the research objective, survey was carried out focused on Geumsan-gun. As a result, it confirmed that rural out-migration and rural decline especially in 'people', 'land(economic situation)' and 'community' have being progressed. Also variance analysis and regression analysis were executed with using the number of population and the ratio of people over 65 as dependent variables and using each survey contents(variables) as independent variables. The results of analysis showed that the ratio of people over 65(+), the income level per household(-), the rate of fallow lands(+), the number of empty houses(+), programs for urban-rural interchange(+), and the implementing public projects(+), etc. have a relation with the number of population(-) and the number of population(-), the income level per household(-), the rate of fallow lands(+), the number of empty houses(+), activities of communities(+), and the implementing public projects(+), etc. have a relation with the ratio of people over 65(+) (+: increase, -: decrease). So the hollowization in people', 'land(economic situation)' and 'community' has direct relation with decrease and aging of population in rural areas.

The Support Scheme for New Farmers and the Role of Local Group in Biratori-cho, Hokkaido, Japan (일본 홋카이도 비라토리정의 신규취농 지원정책과 마을조직의 역할)

  • The presence of agricultural and rural society in South Korea has been threatened due to aging as well as depopulation. This study aims to explore the Japanese support scheme for new farmers and the role of local group in new farmers' successful settlement in agricultural and rural society. The case study area is Biratori-cho, Hokkaido, Japan. Firstly, this study identified the systemic support scheme for new farmers of Biratori-cho, which provides with two years' training program, mentoring, rental housing and financial aid. Secondly, we focused on the birth and the supporting role of local group, which is called 'Neo-frontier'. Lastly, we analysed the relationship of new farmers and local residents based on the in-depth interview of 11 new farmers' household. As conclusions, we emphasized the value of quality-based support scheme of local government, unlike the quantity-based policy focused on the number of in-migrants. Also, we discussed the meaning of social network in new farmers' successful settlement in agricultural and rural society.

A Study on the Recent Discussion and Policy Trends of Japan for the Development of Marginal Village Policy (한계마을정책 개발을 위한 최근 일본의 한계집락 관련 논의 및 정책 동향 연구)

  • This study is a basic research for the development of 'Marginal Village Policy' in response to the hollowing-out of rural areas. For this purpose, the viewpoint of "Regeneration" & "Reconstruction" of the "Marginal Village Theory" and the recent "Rural Planning Theory of Evacuation" in Japan were reviewed. The background and trends of Marginal Village policy in Japan were also investigated. And based on this, the implications and future tasks for Korea were summarized as follows; (1)It is necessary to be interested in the disappearance of villages and marginal villages and to form positive discussions and social consensus. (2)Continuous field investigation and management of changes in population and village functions at regional and village level are required. (3)In addition to increasing the importance of depopulation problems, it is necessary to establish 'marginal villages' as a public policy target. (4)It is necessary to review and consider the viewpoint of reconstruction along with regeneration. (5)It is necessary to pay attention that the software project is expanded, and the regeneration & reconstruction policies of the rural villages are aimed at revitalizing the rural community. (6)It is necessary to consider the possibility of applying 'spacial construction' along with the expansion of the academic debate on the 'rural planning theory of evacuation'. On the basis of this, in this study, rural villages were classified into 'continuous villages', 'semi-marginal villages' and 'marginal villages' according to the degree of marginalization, and the basic framework of 'Marginal Village Policy' was proposed, which is to encourage the differentiated policies of 'continuous villages' by 'rural village policy', 'semi-marginal villages' and 'marginal villages' by 'marginal village policy'.

  • Since 1960s the rural population of Korea has continually decreased as a result of the rapid rural-to-urban migration and this caused an economic recession as well as the accelerated aging phenomenon in the rural communities. Such problems got worse in smaller rural villages and marginal villages began to appear among the rural communities. This study aims to analyze the structures and characteristics of rural marginal villages. A case study on the county of Goheung, Jeollanamdo, is carried out using survey and stakeholder interviews. With the survey results a series of comparative analysis are done revealing the commonalities and peculiarities between two different types of marginal villages. This study also tries to reveal the residents's perceptions on the marginal villages and the potential determinants of rural rehabilitation.

  • The purpose of this study is to approach for the flow analysis of changing central-place functions and basic demands between the central city and the small town. Under the rural society progressed, this study examines how the small town changes in the relation to the central city. The subject of study is based on changes in demand for retail and hospitality. The small town is providing basic demands and urban services primary for the rural in the settlement system. Because of the rural depopulation and the aging of society, Retail and hospitality in the rural is reducing of the facility followed. But the majority of related researches are stocks approach. These studies are useful to find out the characteristic of small town, but is difficult to consider the influence of the central city. In this situation after this study using the function index is set up a concept model, it examines for the basis of changes in demand for the small town. The result of the analysis is that the changes of retail and hospitality are more severe in the more small town than in the central city. Whereas the small town with a population decline is consistent with the reduced number of branches, Population growth in the central city is reduced to the number of the Number of branches. The central-place function has been strengthened in the central city. While the younger generation, recreation, etc. related retail are disappearing rapidly, the mainstream of small town is grocery, home improvement, restaurants.

Exploring the Applicability of the Appropriate Technology as a Means Endogenous Development of Rural Areas - Focused on Yeonggwang-gun in Jeollanam-do - (내생적 농촌지역발전 수단으로서의 적정기술 적용 가능성 탐색 - 전남 영광군을 사례로 -)

  • This study aims to explore the policy directions to apply and activate the appropriate technology in rural areas from the perspective of the endogenous and sustainable regional development theories. To this end, according to the analysis framework based on ideas, values, and strategies that are common to both endogenous regional development strategic theories and sustainable regional development theories, in this paper, various surveys and reviews were conducted on the study areas to explore the possibility of localization of the appropriate technology. The policy implications derived from research results are as follows; first, rural areas have high potential and scalability to apply and activate the appropriate technology, particularly in the field of renewable energy, due to their nature based on local resources. Second, for the practical application of the appropriate technology, first of all, together with the establishment of the role of public sector, it is necessary to plan the projects based on the cooperation network of the relevant innovation entities within and outside the regions and to build the implementation systems. Third, the training system for high skilled manpower and indigenous entrepreneurs should be stably built in order to create independent conditions, which are key elements for growth of the appropriate technology. Fourth, there is a need to find the market and establish policies that can solve the typical economic problems of rural areas such as aging population, depopulation and decline in youth, economic unrest. Fifth, in order for the appropriate technology to contribute to socio-economic innovations and the revitalization of the virtuous circle economy in the region, technical items and various business items suitable for the industrial infrastructures and autonomous conditions of rural areas are essential.

Analysis of Local Resident's Consciousness on Coastal Restoration Project in Gangjin Bay (강진만 해역복원사업에 대한 지역주민 인식분석)

  • This research is about the monitoring of people's consciousness on ecosystem change after coastal restoration project in Gangjin Bay. Tidal flat ecosystem of Ganjin Bay was major producing district of short-necked clam in Jeonnam Province. Owing to coastal restoration project (sand gathering and dredging) during 5 years, however, ecosystem was disturbed and harvesting of fish was decreased. Although a few of ark shell and oyster are harvested but drastically decreased. Even aging and depopulation is general situation like other rural regions, life pattern of villages and depopulation in Gangjin Bay was influenced by drastic decreasing of income. As the results of social monitoring, drastic decreasing of fish and shell in Gangjin Bay is significantly concerned with coastal restoration project (sand gathering and dredging) and also with difficulty of fresh-water inflow to coastal bay because of Jangheung Dam. In order to get the detail information on the cause and consequence of ecosystem change in tidal flat, it is necessary to apply the long-term socio-economic monitoring as well as biological and ecosystem monitoring.
