Green Tourism Accessibility Evaluation for Policy Making of Rural Closed School - Case By Chungcheongnamdo Province - (농촌폐교 활용 정책수립을 위한 그린투어리즘 접근성 평가 - 충청남도를 대상으로-)

  • According to the increase of rural experience, that is important in satisfying needs of green tourism and vitalizing rural economy to use closed school in rural area as experience facility. For using closed school as experience facility, political and institutional assistants are needed in effective equipments and stable operation based on multi-perspective approach and analysis. In this study, we try to evaluate green-tourism accessibility of rural experience facility remodeled from closed school considering regional population and spatial characteristics. In evaluating process, gravity potential model are adapted with considering group size of customer and distance-friction coefficient. Distance-friction coefficient is a function of user restriction which depend on possible activity in each experience facility. Green tourism accessibility of experience facility is calculated with summation of accessibility to each region, and we analyzed it as a group by closed school type and location with application in Chungcheongnam-do. We found a correlation between green tourism accessibility of rural closed school and their income.

  • Due to the decrease in the school-age population and the overall population, school closures will continue to occur. Currently, most school closures are happening in rural areas, where geographical conditions often result in relatively poor educational, welfare, and cultural facilities compared to urban areas. Additionally, the proportion of elderly populations and migrant women is continuously increasing. In order to effectively utilize closed schools in the future, various efficient utilization methods that align with the social context of the respective regions will be necessary. The purpose of this study is to examine the status of closed school and utilization types in selected rural and island areas of similar sizes through field surveys and literature reviews. By comparing and analyzing these findings, we have identified the predominant utilization types in rural and island areas and assessed the current situation where utilization is lacking. Based on the results, we aim to provide fundamental data for improving and enhancing the utilization of school closures in the face of the ongoing decline in the school-age population.

  • School closings in rural area continue to occur due to drops in population in those areas. Many studies have been done in order to effectively utilize such closed schools. However, there is a lack of studies targeting operators of the closed facilities for revitalization. Therefore, the goal of this research is understanding the real operational status of and finding solutions for the closed schools after studying the current operational status of the closed schools by conducting surveys with their operators. The survey was performed with closed-school-operators in Chungcheongnam-Do as the target; and the analysis was conducted regarding the acquisition type of the closed schools (purchase, lease), building condition, repair and construction status, annual visitors, operational days, operational fees, seasonal ups and downs, operational profits, and satisfaction of local government support. The results showed that there were differences with visitors and operational days along acquisition types as well as low operational profits and seasonal ups and downs including dissatisfaction of local government support. In this study, institutional and political improvement measurements were suggested for the effective operation of the closed facilities based on the main results.

  • It is to be profound that the population in rural area has been decreased, as a greate number of people have moved to urban area, in accordance with rapidly civilization in Korea. In 1990's years, it is become to as the social problem. As a result, many elementary schools in rural area were to be closed. Closed school facilities were used as a community facilities in rural area, but that reusing rates and method is not systematic. A decline in the work of construction is need to involve with the interior and remodeling. The purpose of this study is to suggest the effective employment and using methodology as a community facilities of closed school in rural area.

  • Regional closed schools of about more 3,348(2010 year) have occurred all over the country according to governmental policy of 1982. Moreover, The applications of be closed school are not efficient and few studies about using community center. Also, Farmer which is the leader of revitalization of rural village could not have advantages about community center in rural area than in urban area. Therefore, The propose of study is increasing values of culture and local by using community center with closed schools. For moving ahead with study, I analysis about causes of origination of closed schools with literature and refer to the reference of the current of situation in Gyeongbuk Local Education Authority and National Statistical Office and Comprehensive Rural Community Development Program of Minister for Food, Agriculture, Forestry and Fisheries of Korea for examination of conjugating closed school through community center. According to the research, community center was to be included hall, visiting center, exhibiting space, conference room, experience room, multipurpose room, dining room, welfare space and specialized room with revitalization of rural village. I proposed improvement of law and administration and suggest several cases which already in utilization.

  • Recently, the number of closed rural schools is increasing due to the decrease in school age population. This study aims to comparative analysis of utilization policies for closed schools in Korea and Japan. The results are as follows. First, Both Korea and Japan was expected to increase the number of closed schools since the standard of abolition of small schools has been strengthened. Second, In Korea, it was possible to know the detailed information of closed schools through 'Eduinfo' website, but it was hard to know the detailed information of utilization cases of closed schools. On the other hand, Japan not only provided information about the unused school facilities but also introduced the utilization cases of closed schools and financial support system for utilization of closed school. It was characterized by linking with the information of unused schools and company, NPO, elderly welfare facility, etc. Third, In korea Superintendent established plans to use closed schools to respond flexibly to local circumstances. Japan simplified the procedures for closed schools to promote the utilization of closed schools. Finally, In Japan, there was various financial support system. But in Korea, it supported the cost of subsidy reduction, free loan, maintenance and management and operation.

  • In the course of modernization and industrialization in Korea, the population in rural area has been substantially decreased, as a greate number of people have moved to urban area. Many elementary schools in rural area were destined to be closed as the number of students for each school have been decreased below proper level. And this tendency seems to be continued for the time being. The purpose of this study is to suggest a policy for the effective utilization of closed elementary schools in rural area. Especially this study is focused on the cases of utilization of closed school as art studio. By analysing the actual cases of utilization of closed school facilities as artists' studios and surveying the responses and opinions of local inhabitants as well as the artists, we hereby suggest and propose a related policy as one of effective means to revitalize distressed rural community.

  • Since 1982, schools have been closed down by urbanization in rural areas. 3,386 schools had been closed down by March 2010. The average 300 schools was closed down every year. 55.7% closed schools were sold, 14.5% closed schools were rented. 6.3% closed schools have been utilized as education facilities. First, the closed school should be utilized as education facilities. And it should be utilized as public facilities as well as welfare facilities for local residents. This paper presents a case of the welfare facility remodeled using Don-Yi middle school in Okcheon-Gun, Chungcheongbuk-Do and propose the unit care composition. The main contents is composed of posts, beams floors, stairs. Masonry infill walls and windows ware improved. Corridors were placed. A classroom were divided into 2 rooms with the Korean traditional heating system(on-dol) for four. Other conveniences were designed for a cafeteria, recreation, a restroom as space required. It is effective to utilize the closed school that has magnificent views and orientation, space construction. The Unit-care system is proposed by 4 types developments.

Users' Perceptions on Welfare Facilities using Closed Rural Schools (농촌 폐교 활용 복지시설에 대한 이용자 인식 연구)

  • School closures in rural areas is especially relevant because low fertility rate and population aging are common not only in rural but also in urban areas. This paper examined a variety of users' perceptions on welfare facilities using closed rural schools. For this study, the descriptive survey research design was conducted at the EZER located in Kyungsnangbuk-do. The sample size of 200 was selected through convenience sampling and data collection was completed by a self-completion written questionnaires. Main findings are as follows: 1) the level of users' relative satisfaction with welfare facilities using closed rural schools was generally positive, main factor associated with relative satisfaction was facilities and surrounding environment at closed rural schools, 2) socioeconomic usefulness of closed rural schools was also was generally positive, main factors for revitalization were adequate facilities and places, accessible and convenient places, 3) future necessity and willingness for welfare facilities using closed rural schools were overwhelmingly positive, children or youth were revealed as a priority service target. Finally, theses analyses show that a high proportion in the rural welfare sector, especially seemed to have a positive impact on bridging negative gabs between urban and rural in the socioeconomic development and social welfare.

  • Although Due to industrial development and urbanization, the number of schools closing due to a decrease in the school-age population is increasing due to the phenomenon of relocation from farming and fishing villages. Closing schools are used as social and cultural facilities, or they are used to generate income by providing education and experiences. Agro-healing is an activity that promotes psychological, social, and physical health by using rural resources. By reflecting the Agro-healing in the services operated by the closed school, the perception of the provision of the Agro-healing service was investigated as a way to provide a therapeutic service to visitors and to increase the utilization of the closed school. The questionnaire consisted of 10 questions, a total of 5 questions related to demographic information, a total of 5 questions related to the perception of agro-healing activities in closed school facilities. As a result, 347 people participated in the survey. The higher the awareness of agro-healing, the need for a agro-healing expert, the satisfaction with the use of rural closed school facilities, and the willingness to participate in agro-healing activities, the higher the awareness that the provision of agro-healing services was necessary by the state. Theses results are expected to be useful as basic to data to solve the diverse limitation in rural closed school and agro-healing activities.
