A Study on the Residents' Participation in the Development Process of Rural Village - Focused on the Namsa Traditional Theme Village - (농촌마을개발사업의 전개와 주민참여에 관한 연구 -산청 남사 젼통테마마을을 대상으로 -)

  • After the 2000's, the rural village development projects are designated as participatory rural village development programs and projects. The purpose of this study is to draw a scheme to facilitate resident's participation in rural village development project by exploring the factors influencing resident's participation. For this, in Namsa rural theme village in Dansung-myon, Sanchung-gun, Kyongnam Province, the data were collected through field surveys and interviews residents residing in this village. In addition, observations studies and an opinion survey of the persons concerned in the presentation meetings were also conducted. I investigated and analysed the activation factors and the characteristics of residents' participation, and amenity resources which were essential for community planning including the planning-establishment, theme-searching and development of experience program. Through this study, I drew findings as follows; 1) The leader's leadership and residents' positive participation are very important activation factors in the first stage of rural viability. 2) And then, the external support and concern, the establishment of short-and long-term community planning, and the rural-income increase through the development of amenity resources play important roles as activation factors in the successive stage of rural viability. Based on the results of this study, the following recommendations were made. In order to improve the level of resident's participation in rural village development programs and projects, it is necessary to evaluate their successes, failure, barriers and the positive correlation between their success more delicately. In addition to this, it must be suggested the better model for participatory rural village development programs for the further enhancement and improvement of rural village development projects.

  • The advanced rural village development project started in 2005, and this project of purpose is improvement of housing environment and promotion of region activation. Researcher investigated about the advanced rural village development project of nine complex through field survey. The aim of this study is to be offered data of idyllic housing policy by examination actual conditions of study subject. Based on this study, mainly three results can be drawn as follows ; first, this project makes a great contributed to flow in population from urban to activate rural areas. Second, the project success depends on improvement an institution and planed, timely approach. Third, central government must plan network system with rural development project in political, and must support local government into political frame. The local government must consider a regional housing plan overall and must make an effort itself for the project success.

  • Analysis of runoff is substantial for effective water management in the watershed. Runoff occurs by reaction of a watershed to the rainfall and has non-linearity and uncertainty due to the complex relation of weather and watershed factors. ANN (Artificial Neural Network), which learns from the data, is one of the machine learning technique known as a proper model to interpret non-linear data. The performance of ANN is affected by the ANN's structure, the number of hidden layer nodes, learning rate, and activation function. Especially, the activation function has a role to deliver the information entered and decides the way of making output. Therefore, It is important to apply appropriate activation functions according to the problem to solve. In this paper, ANN models were constructed to estimate runoff with different activation functions and each model was compared and evaluated. Sigmoid, Hyperbolic tangent, ReLU (Rectified Linear Unit), ELU (Exponential Linear Unit) functions were applied to the hidden layer, and Identity, ReLU, Softplus functions applied to the output layer. The statistical parameters including coefficient of determination, NSE (Nash and Sutcliffe Efficiency), NSEln (modified NSE), and PBIAS (Percent BIAS) were utilized to evaluate the ANN models. From the result, applications of Hyperbolic tangent function and ELU function to the hidden layer and Identity function to the output layer show competent performance rather than other functions which demonstrated the function selection in the ANN structure can affect the performance of ANN.

A study on the Activation of Rural Village Related with the Trail - Focused on the Analysis of Field Investigation on the Rural Villages are Located Near the Jeju Olle Trail - (도보여행길과 연계한 농촌마을 활성화 방안에 관한 연구 - 제주 올레길 주변 농촌마을 현장실태 조사를 중심으로 -)

  • In recent years, the number of walking-tourists who visit Jeju olle trail are increasing every year and the ripple effect is a rapid change on the roles and leadership of local people in rural villages. The reason for the change is that most Jeju Olle Trails cuts through the rural village in Jeju island. However, most of travelers just walked along the trails, no one was interested about villages along the Olle roads. For these reasons, many rural villages would not get any benefits such as non-farm income, sales profit and also can not activate the facility of village and infrastructure. Therefore, we study on Revitalization Method for rural villages through the Analysis of characteristics of tourist in Jeju Olle Trails and a field survey research too. In this process, we investigated the status and characteristics of the rural villages of Jeju island in the first step. Then, we considered the distinct characteristics and factors for improving of the 10 places with site investigation where were recommended by Jeju Olle Corporation and Jeju Agricultural Technology Center in second step. Lastly, we arranged the resident's requirement and result of survey and interview with leaders of rural village. As a result, we suggest the activation methods for residents and leaders of rural area and this study is also expected to help management of rural villages and also is an important study to improve importance of utilizing of more people visiting in Jeju Olle Trails.

  • Some projects being in force by the Ministry of Government Administration & Home Affairs and the Ministry of Agriculture & Forestry for farm village area activation offers experience activity of various form to city dwellers, and to farm village inhabitants, affirmative effect is expected in aspect that activation becomes possible for a lot of visitors. But, to farm village(rural district) area activation that huge budget and effort carried out successfully, there are some items that specialist, administration and the persons concerned must inspect together now. First, to project for farm village area activation succeeds; leading participation of inhabitants should be premised. Second, that stagnated economy revives is as rightful result that appears in case farm village area activation effort succeeds. But, can drop more highlights like the value pursuit of life in case put success or failure of all businesses in income enlargement. Third, because inhabitant cultivates own in making process, the attachment and pride for area can be inculcated. Doing not become focus is set to economical logic to do, the heritage of area as well as history culture, must consider that apply eco-museum concept that magnify nature heritage and industry heritage. Fourth, actually the plan period given usually is too shortly than received huge budget. Furthermore, in case it carries out by desirable inhabitants leading type so. Project that not consider the period that is cost to the statement of inhabitants' active opinion and finding out a point of compromise may be hard to get desirable result.

  • This study promotes the improvement of local incomes and rural activation by establishing rural experience theme park plans using local resources of Samzi district, Yeongyang-gun. The spatial scope of the study is the whole district of Samzi 1-ri, Yeongyang-eup, Yeongyang-gun, Gyeongsangbuk-do, the destination area is $129.927m^2$. The scope of the contents was to investigate general status of the site and was conducted as a basic plan, a basic planning stage through analysis of terrain and topography, slope analysis, aspect, SWOT analysis. The satisfaction of the customers to experience is increased, activation of rural exchange and income-generating infrastructure can be expected by creations the space of rural experience theme park. Themes are selected systematically and variety of the programs and spatial planning will be analyzed to promote more efficient business.

The Planning Techniques and Layout Models of Sustainable Rural Villages (환경친화.자원절약형 농촌마을 계획기술 및 배치모델 연구)

  • This study intends to select the planning techniques and develop the layouts of environmentally friendly rural villages. As the results of this study, the planning techniques of rural villages are as follows: (1) Development of agricultural technology(organic farming), (2) Environmentally friendly layout considering natural energy, conservation of natural landscape and ecosystem, and sewage and rainwater, (3) Community restoration considering joint work, economic interchange between urban people and rural residents, and unity of rural resident's opinion, and (4) Activation of rural tourism considering satisfaction of tourists, conservation of ecological and cultural resources, and resident's income increasement. According to these 4 techniques, this study also developed 4 general models: (1) land-use and flow, (2) green and blue networks, (3) networks of ecological and cultural resources, and (4) finally residential model, divided rural villages into 2 types. Therefore when we develop a countryside, we can apply to these models, considering the current ecological and cultural resources conditions.

  • The government has made a great effort for the development of rural area. The aim of this study is to analyze the change process and characteristics of the government's rural area development policies implemented so far and present an aid as adequate material to the direction of development policy for rural areas. The rural area development policy had been focused on maintenance of physical infrastructure facilities in the rural areas, pursuing urban convenience led by the government from the 1950s to 1990s. The policy has changed to local residents-led rural area development from the late 1990s to present time. The basic direction of the policy turned into making much of environment-friendliness and promotion of regional activation. The policy was transformed to recognize our rural area and also perceive it pastoral and resting space. In addition, green tourism has emerged as an important theme since 2000. In the rural area development policy, it is the most important to connect it with various development projects, select target areas from the long-term perspective and pursue efficiency through intensified investment of financial resources.

Return Farmer and Expectant Return Farmer of Rural House Residential Satisfaction Comparative Study (귀농자와 예비자의 정주여건 인식 비교 연구)

  • The purpose of this study was to analyze the preferences for the physical features of return farmer housing. Housing problems of rural areas is one of the important factors that determine the quality of life in rural areas. Through these return farmer housing as it wants to improve the living environment of rural areas. The purpose of this study aims to find the required characteristics of the return farmer for rural activation. The survey was conducted to target the return farmer households living in housing and expectant return farmer living in the rural. The results of this study were as follows. First, expectant return farmer than return farmer are more importance to house outside(environmental) factors. Showed that environmental conditions are more important than housing conditions, expectant return farmer of residential satisfaction. Second, return farmer prefer ratio was higher House prices and sizes, expectant return farmer among the external factors such as environmental conditions is the distance to the workplace were very important. The results of this study can be a basis for effective strategies for future rural activation. More sustainable in the future, including the analysis of various parameters in progress by being linked to policy measures that will be provided. This study aims to be the foundation of sustainable housing policies for return farmer households.

Analysis of Closed School Utilization and Activation Factors as Urban-Rural Base Space (도농공존거점공간으로의 폐교 활용방안 및 활성화 요인 분석)

  • This study attempted to suggest the factors that facilities that aim to exchange urban-rural coexistence base spaces with urban-rural areas should have. In order to derive factors, 15 literatures preceded by similar studies were investigated, and systematic classification was attempted. Finally, the factors for activating urban and rural base facilities were organized into 3 categories, 9 sectors, and 30 activation factors. The three major categories consisted of resources and facilities, content and programs, operational status. As a result of the AHP survey, in the survey area, which is a categories, resources and facilities composed of hardware factors originally possessed by the facility showed the highest score of 48.9. In the sectors, the convenience of facility use was 25.7 points, and the rich state of tangible and intangible resources was 13.3 points in order. In the sectors, income from paid experience programs at facilities was 8.3 points, physical accessibility to facilities was 8.2 points, and the type of areas where the facilities were located was 7.7 points in order. It showed high importance in the order of resources and facilities composed of hardware factors, content and programs composed of software factors, and manpower and operation composed of humanware factors. In general, it was shown that the physical factors of the place when using urban and rural base facilities were judged as the main factors.
