영국의 문헌정보관리 정책 (The National Policy of Information Management in the U.K.)

  • 영국은 과거 수십년에 걸쳐 조성되어 온 발전되고도 포괄적인 정보기간시설(information infrastructure)을 유지하고 있지만, 엄밀한 의미에서 본다면 정보의 수집, 축적, 검색 및 제공과 관련된 시종일관한 형태의 정책을 갖고 있지는 못하다. 그러나 정부차원과 민간 정보분야와 관련된 협의체들이 협력 내지는 상호보완적으로 이루어지고 있음을 알 수 있다. 각종의 특별협의기구 및 전문직 인사들로 구성된 자문기구들은 결론적으로 정보분야에서의 현안문제들, 정책수립과 정보관련 조치에 관한 토론 등에 대해 높은 수준의 지각이 형성되고 있음을 보여 주고 있으며, 특정 관점에서 견해를 피력할 수 있는 기회가 많이 제공되고 있기도 하다. 정보환경에 있어서 양질의 정보에 대한 필요성은 더욱 절박해 졌으며 그 결과로서 정보전문책임자의 필요성에 대해서도 다시 제기되고 있다. 산업환경에 있어서 정보책임자는 곧 정보관리자(information manger)이며, 이는 도서관업무, 데이터처리, 정보유통기법과 경영업무 등 여러 분야에 걸쳐 숙련된 고급인력을 의미하는데, 이러한 고급인력의 필요에 대한 인식을 단기연수 및 장차 출현할 정보전문 직종에 대비한 장기적 교육환경의 마련이라는 정책차원의 요구도 발생하게 되었다.

농촌체험관광 중간지원조직 역할에 관한 근거이론적 분석 - 양평군·이천시 농촌나드리 비교를 중심으로 - (Grounded Theory Analysis on the Role of Intermediary Organizations for Rural Tourism : A Comparison between the Nadri of Yangpyeong-gun and Icheon-si in Gyeonggi-do)

  • The purpose of the present study is to examine the characteristics of intermediary organizations for rural tourism by analyzing how they are run, especially in Yangpyeong-gun and Icheon-si Nadri groups, and to further look for the desirable role they should play. Since the activities of these intermediary groups have not been accumulated enough to be able to be used for a study, grounded theory was adopted as deemed appropriate among other qualitative research approaches for this paper. Three main findings of the current research are as follows. First, the rural tourism intermediary organizations have characteristics that are leaning towards local villages more than visitors, although they are in the middle of a spectrum stretching between 'visitors to the green villages' on one end and the 'green villages' on the other end. Second, the intermediary groups work not just as a bridge among different green villages but also as a mediator, facilitator and a guide, noting that such roles can vary significantly depending on the level of competence of the groups themselves and the extent to which the government steps in. Third, the tourism intermediary organizations can contribute to local community-building, going beyond the boundaries of green village. They help to improve the quality of tour experience which leads to revitalization of local economy, and during the course of operating the intermediary groups, the community in the village can set up rules and resolve disputes and conflicts. Thus, the activities of the groups have the potential to create a local community by affecting not just at a village level but to a broader area where their operation is based on. Implications of this study are suggested in three ways. First, the paper looked at the interaction between rural tourism intermediary organizations and stakeholder in a comprehensive way with a qualitative research approach taken. Second, it identified the role and tasks of rural tourism intermediary organizations. Third, it is important to ensure that the tourism intermediary organizations play the local community-oriented role.

미술관 시니어 프로그램의 효과 측정 방법 연구 (Measuring Effects of Senior Programs in Art Muiseums)

  • 문화와 예술이 건강하고 행복한 노년을 영위하기 위한 중요한 요인이라는 논의가 확대되면서 문화예술기관의 사회적 참여 요구가 증가하고 있다. 미술관 역시 공공의 목적을 위해 운영되는 문화예술기관이자 사회교육기관으로서 고령화 사회의 문제들에 대해 적극적으로 대응해왔다. 국내 미술관 시니어 프로그램이 자리 잡기 시작한 것은 2000년대부터로 비교적 최근의 일이다. 프로그램의 의의와 필요성에 대해서는 공감대가 형성되어 있지만, 그 성과를 측정하기 위한 방법에 대해서는 연구와 논의가 부족한 실정이다. 본 논문은 그에 대한 답을 얻기 위해 2013년에 발표된 Museum Wellbeing Measure Toolkit을 사용하여 시니어 프로그램의 복지효과를 분석하였으며, 서비스 품질 연구 모형을 활용하여 프로그램 구성요소와 복지효과, 만족도, 재참여의사 상의 상관관계를 분석했다. 또한 다중회귀분석을 통해 프로그램 구성요소의 세부항목들과 복지효과 사이의 관계를 분석하여, 향후 프로그램의 기획과 운영을 위한 실질적인 가이드를 제공하고자 했다. 시니어 프로그램의 효과를 측정하고 효과에 영향을 미치는 요인들을 분석하는 것은 미술관의 공익과 사회적 역할을 입증하는 자료가 되는 동시에, 운영되고 있는 프로그램의 질적 제고에 기여하고 프로그램의 평가와 개선을 위한 방법론을 제시할 수 있는 연구가 되기를 기대한다.

지역사회의 동물복지문화 증진을 위한 도그파크 계획 모형 (A Dog Park Planning Model for Promoting Animal Welfare Culture in Regional Community, Korea)

  • Korea's pet-related society has been fast growing without the base and preparations of socio-cultural animal welfare. For the most part, Korea's current public parks, in particular, have a space structure in which a lot of friction between the general public who are not fond of dogs and dog owners in public places has been happening unavoidably. A lot of countries that are taking a lead role in animal welfare have built dog parte that the general public and dogs can enjoy together. This research starts with the realization that the concept of 'dog park' needs to be introduced in Korea as more and more Koreans own dogs and other pets. This research aims to provide guidance for dog park planning by drawing a dog park planning model and to promote basics for co-existence of dogs and people in a park and set in place animal welfare early and raise the level of awareness. Total 7 types of dog put 56 planning items including dog zone, dog playground, and agility, and a selective matrix by which it is possible to select essential recommendatory optional items by each type of dog park were drawn in this research. Overall there were the highest needs in separated area for dogs in park. A dog park planning model is designed as follows. 1) To select a dog park type that was introduced. 2) To set up facilities applicable in common and planning items desired in advance by each type. 3) To zone dog park areas by the priority order of planning items that were introduced and to position necessary facilities. 4) To plan program that should be were introduced. A dog park was expected to take some positive roles such as providing opportunities to socialize dogs, activating social communities, more effective park management by participating local community members and so on.

가축분뇨 공공처리시설의 경제적 적정규모 설정 (Estimate on Economical Optimum Scale of Public Livestock Manure Treatment Plant)

  • 본 연구는 공공부문의 효율적 투자를 위하여 장기비용함수에 의한 가축분뇨공공처리시설의 적정규모를 산출하고자 수행하였다. 분석에는 2007년도 환경부에서 수집된 52개소의 자료를 이용하였다. 현재의 주어진 여건하에서의 경제적 적정규모는 분석대상 시설평균 $146m^3$/일의 $1.5{\sim}1.6$배에 달하는 $180{\sim}200m^3$/일 인 것으로 산출되었다. 이는 향후 규모 확대의 가능성을 시사하고 있어 공공부문의 투자효율 극대화와 자연순환농업의 조기 달성을 위해서는 가축사육 과밀(양분초과)지역을 우선 대상으로 하되, 지역 내 자원화시설 등 관련 시설과의 연계성과 경제적 적정규모를 고려하여 시설투자 계획을 수립해야 할 것으로 사료된다.

5G 이동통신: 4차 산업 대동맥 (5G Mobile Communications: 4th Industrial Aorta)

  • 본 기술 해설 논문은 5G의 IoT, 증강현실, 클라우드 컴퓨팅, 빅데이터, 미래 자율주행주행차 기술을 다루면서 평창 동계 올림픽의 5G이용, 제주 스마트시티 모델을 제시했다. 그 이유는 5G는 4차 산업의 대동맥이기 때문이다. 5G가 4차 산업 대동맥인 이유는 5G가 4차 산업혁명의 핵심 인프라이기 때문이다. 인공지능(AI), 자율주행차, 가상 증강현실(VR AR), 사물인터넷(IoT) 시대가 본격화되려면 지금보다 데이터를 몇십배 이상 더 빠르고, 안전한 상태로 전송할 수 있어야 가능하다. 예컨대 원거리에 있는 자율주행차에 현재 통신 기술인 LTE로 정지 신호를 보낸다면 100분의 1초가량이 걸린다. 상당히 빨라 보이지만, 시속 100km로 달렸다면 차가 정지 때까지 30cm를 움직이기 때문에 안전을 장담하기 어렵다. 5G는 현재의 LTE보다 약 40배가량 빠른 '초당 20기가비트(Gbps) 이상'이다. 이론적으로 1cm 이내에서 차량을 세울 수 있다. 5G는 반경 1km 이내 사물인터넷(IoT) 기기 100만개를 동시에 연결할 뿐 아니라, 속도 지연이 0.001초 이하다. 세계 최대 스마트폰용 반도체업체 퀄컴의 스티브 몰렌코프 최고경영자(CEO)는 "5G는 미래를 연결할 핵심 요소이자 혁신 기술"이라며 "5G 상용화로 2035년쯤에는 12조달러의 경제 유발 효과와 2200만개의 새 일자리 창출 효과를 기대할 수 있을 것"이라고 말했다.

진단방사선과(診斷放射線科)의 적정인력(適正人力) 관리(管理)에 관(關)한 연구(硏究) -서울시내 종합병원(綜合病院) 중심(中心)으로- (A Study on the Reasonable Personnel Management of Radiology Department -Centering around the General Hospitals in Seoul-)

  • Most hospital administrators in our country have doubted whether or not the size of their hospital personnel staffs, and the personnel management styles implemented are efficient or not. Actually, increased personnel expenditures due to sophisticated specialization of medical practices has become the biggest hospital expense. Therefore, it is said that hospitals can be run move efficiently by implementing reasonable management strategies for hospital personnel management. In this paper, the departments of diagnostic radiography in 16 general hospitals in Seoul, which were classified into 4 groups by the scale of hospital beds, were used as sample cases. Then, the data for the number of X-ray examination by diagnostic item was collected from sample hospitals. The unit hour spent on X-ray examinations in each diagnostic service was quoted from "A Study on setting-up of the relative value units of medical services and on the structure of current fee schedules" written by Mr. Ik Je Seong. The data analysis results are as follows; First, the number of hours per day spent on X-ray examinations in 13 hospitals out of 16 hospitals, was shorter than the general daily working hours (8 hours). Second, in the morning there was not enough time to work for X-ray examinations required, with the available manpower. In the afternoon, however, the situation was diametrically opposed to that in the morning. Third, in light of above results, though most hospitals employ sufficient personnel for the quantity of the actural work, they were always short-handed where their works were performed Fourth, this study tells us that there is a maldistribution of the work in the schedule : too much work for the available personnel in the morning. The following recommendations are resulted from the data analysis described above. First, it is recommended that all out-patients coming again, except specific patients(G. B. or I.V.P. etc) who have to have their X-ray examinations on an empty stomach in the morning among out-patients, be required to visit the hospital in the afternoon. Second, it is recommended that all new out-patients be required to make a reservation in order to equalize the number of patients throughout the day. Third, it is recommended that all in-patients, except specified patients, be arranged to have their X-ray examinations in the afternoon. Fourth, it is recommended that part time workers be employed during peak hours. This recommendation, if applied in a wider scale, would allow hospitals to overcome the problem of the maldistribution of work and personnel, and then more efficient hospital management through the appropirate personnel management procedures could be expected.

Constraints and opportunities to sustain future wheat yield and water productivity in semi-arid environment

  • Sustaining future wheat production is challenged by anthropogenically forced climate warming and drying led by increased concentration of greenhouse gases all around the globe. Warming stresses, originating from the elevated $CO_2$ concentration, are continuously reported to have negative impacts on wheat growth and yield. Yet, elevated $CO_2$ concentration, despite being disparagingly blamed for promoting warming, is also associated with a phenomenon called $CO_2$ enrichment; in which wheat yield can improve due to the enhanced photosynthesis rates and less water loss through transpiration. The conflicting nature of climate warming and $CO_2$ enrichment and their interplay can have specific implications under different environments. It is established form the field and simulation studies that the two contrasting phenomena would act severely in their own respect under arid and semi-arid environments. Wheat is a dietary staple for masses in Pakistan. The country's wheat production system is under constant stress to produce more from irrigated agricultural lands, primarily lying under arid to semi-arid environments, to meet the rapidly growing domestic needs. This work comprehensively examines the warming impacts over wheat yield and water productivity (WP), with and without the inclusion of $CO_2$ enrichment, under semi-arid environment of Punjab which is the largest agricultural province of Pakistan. Future wheat yields and WPs were simulated by FAO developed AquaCrop model v 5.0. The model was run using the bias-correction climate change projections up to 2080 under two representative concentration pathways (RCP) scenarios: 4.5 and 8.5. Wheat yield and WPs decreased without considering the $CO_2$ enrichment effects owing to the elevated irrigation demands and accelerated evapotranspiration rates. The results suggested that $CO_2$ enrichment could help maintain the current yield and WPs levels during the 2030s (2021-2050); however, it might not withhold the negative climate warming impacts during the 2060s (2051-2080). Furthermore, 10 - 20 day backward shift in sowing dates could also help ease the constraints imposed by climate warming over wheat yields and WPs. Although, $CO_2$ enrichment showed promises to counteract the adverse climate warming impacts but the interactions between climate warming and $CO_2$ concentrations were quite uncertain and required further examination.

체제 전환과 정치발전의 사이에서: 미얀마의 결손민주주의와 정치발전의 과제 (Between Regime Change and Political Development: Myanmar's Defective Democracy and the Task for the Political Development)

  • 이 글의 목적은 미얀마 민간정부의 정치발전 양상을 결손민주주의 개념에서 분석하고, 정치발전을 지체 또는 정체시킨 주체들과 주체들 간의 상관관계를 규명하는 것이다. 나아가 이 글에서는 현재와 같은 정치구도와 행태를 돌파하여 긍정적인 정치발전을 위해 요구되는 과제를 제시하고자 한다. 2016년 민간정부가 출범했으나 권력 행사와 의사결정구조에 있어서 정부의 행동 양식은 군부 권위주의의 행태를 탈피하지 못함으로써 긍정적인 정치발전의 성과를 달성하지 못했다. 정부 차원에서 특정 인물 1인이 모든 권력을 장악하고 각 권력기관에 대한 수평적 책임을 지지 않으므로 위임민주주의와 후견민주주의가 강화된다. 국방과 치안에서 지분을 장악한 군부는 버마족 중심의 배타적 민주주의와 군부가 제정한 비민주적 헌법을 수호하며 비자유적 민주주의를 추구한다. 결손민주주의가 나타나는 근본적인 원인은 장기간 군부통치로 인해 민주적 제도를 운영할 집단의 부재, 민간에 의한 군부통제라는 민간우위의 원칙을 지킬 수 없는 권력구도의 한계로 요약된다. 따라서 미얀마 정치발전의 과제는 군부의 병영 복귀와 권위주의적 질서에 길들여진 민간정부의 권력구도와 정치행태를 민주적으로 전환하는 것이다.

단위유량도와 비수갑문 단면 및 방조제 축조곡선 결정을 위한 조속계산 (Calculation of Unit Hydrograph from Discharge Curve, Determination of Sluice Dimension and Tidal Computation for Determination of the Closure curve)

  • During my stay in the Netherlands, I have studied the following, primarily in relation to the Mokpo Yong-san project which had been studied by the NEDECO for a feasibility report. 1. Unit hydrograph at Naju There are many ways to make unit hydrograph, but I want explain here to make unit hydrograph from the- actual run of curve at Naju. A discharge curve made from one rain storm depends on rainfall intensity per houre After finriing hydrograph every two hours, we will get two-hour unit hydrograph to devide each ordinate of the two-hour hydrograph by the rainfall intensity. I have used one storm from June 24 to June 26, 1963, recording a rainfall intensity of average 9. 4 mm per hour for 12 hours. If several rain gage stations had already been established in the catchment area. above Naju prior to this storm, I could have gathered accurate data on rainfall intensity throughout the catchment area. As it was, I used I the automatic rain gage record of the Mokpo I moteorological station to determine the rainfall lntensity. In order. to develop the unit ~Ydrograph at Naju, I subtracted the basic flow from the total runoff flow. I also tried to keed the difference between the calculated discharge amount and the measured discharge less than 1O~ The discharge period. of an unit graph depends on the length of the catchment area. 2. Determination of sluice dimension Acoording to principles of design presently used in our country, a one-day storm with a frequency of 20 years must be discharged in 8 hours. These design criteria are not adequate, and several dams have washed out in the past years. The design of the spillway and sluice dimensions must be based on the maximun peak discharge flowing into the reservoir to avoid crop and structure damages. The total flow into the reservoir is the summation of flow described by the Mokpo hydrograph, the basic flow from all the catchment areas and the rainfall on the reservoir area. To calculate the amount of water discharged through the sluiceCper half hour), the average head during that interval must be known. This can be calculated from the known water level outside the sluiceCdetermined by the tide) and from an estimated water level inside the reservoir at the end of each time interval. The total amount of water discharged through the sluice can be calculated from this average head, the time interval and the cross-sectional area of' the sluice. From the inflow into the .reservoir and the outflow through the sluice gates I calculated the change in the volume of water stored in the reservoir at half-hour intervals. From the stored volume of water and the known storage capacity of the reservoir, I was able to calculate the water level in the reservoir. The Calculated water level in the reservoir must be the same as the estimated water level. Mean stand tide will be adequate to use for determining the sluice dimension because spring tide is worse case and neap tide is best condition for the I result of the calculatio 3. Tidal computation for determination of the closure curve. During the construction of a dam, whether by building up of a succession of horizontael layers or by building in from both sides, the velocity of the water flowinii through the closing gapwill increase, because of the gradual decrease in the cross sectional area of the gap. 1 calculated the . velocities in the closing gap during flood and ebb for the first mentioned method of construction until the cross-sectional area has been reduced to about 25% of the original area, the change in tidal movement within the reservoir being negligible. Up to that point, the increase of the velocity is more or less hyperbolic. During the closing of the last 25 % of the gap, less water can flow out of the reservoir. This causes a rise of the mean water level of the reservoir. The difference in hydraulic head is then no longer negligible and must be taken into account. When, during the course of construction. the submerged weir become a free weir the critical flow occurs. The critical flow is that point, during either ebb or flood, at which the velocity reaches a maximum. When the dam is raised further. the velocity decreases because of the decrease\ulcorner in the height of the water above the weir. The calculation of the currents and velocities for a stage in the closure of the final gap is done in the following manner; Using an average tide with a neglible daily quantity, I estimated the water level on the pustream side of. the dam (inner water level). I determined the current through the gap for each hour by multiplying the storage area by the increment of the rise in water level. The velocity at a given moment can be determined from the calcalated current in m3/sec, and the cross-sectional area at that moment. At the same time from the difference between inner water level and tidal level (outer water level) the velocity can be calculated with the formula $h= \frac{V^2}{2g}$ and must be equal to the velocity detertnined from the current. If there is a difference in velocity, a new estimate of the inner water level must be made and entire procedure should be repeated. When the higher water level is equal to or more than 2/3 times the difference between the lower water level and the crest of the dam, we speak of a "free weir." The flow over the weir is then dependent upon the higher water level and not on the difference between high and low water levels. When the weir is "submerged", that is, the higher water level is less than 2/3 times the difference between the lower water and the crest of the dam, the difference between the high and low levels being decisive. The free weir normally occurs first during ebb, and is due to. the fact that mean level in the estuary is higher than the mean level of . the tide in building dams with barges the maximum velocity in the closing gap may not be more than 3m/sec. As the maximum velocities are higher than this limit we must use other construction methods in closing the gap. This can be done by dump-cars from each side or by using a cable way.e or by using a cable way.
