A Study on the Establishment of Redundancy for Stable Operation of Integrated Railway Network (LTE-R) (철도통합무선망(LTE-R)의 안정적인 운영을 위한 이중화 구축 방안 연구)

  • The LTE system decided to build an integrated disaster safety communication network in order to cope with disasters quickly after the April 16, 2014 disaster, and 333 agencies in 8 areas will build a unified disaster safety communication network. It plans to integrate LTE-R, a railway integrated wireless network, and LTE-M, a land-based communication network, in the 700MHz band. LTE-R, a wireless integrated network, and the Ministry of Land, Transport and Maritime Affairs, are currently using VHF and TRS, which are voice communication-oriented communication systems, in order to cope with demand for high-speed railway service, With this possible LTE-R, it is possible to provide advanced services such as radio-based train control and improve railway safety. The company plans to invest KRW 1.1 trillion in new routes to be launched in 2018 and the existing route to be improved in the future, and to build up all routes of general and high-speed railways to LTE-R by 2027.

A Study on PCS for ML-Based Electrical Propulsion System (ML 기반의 전기추진시스템을 위한 PCS에 관한 연구)

  • This study proposes a PCS that enables efficient operation of seawater pumps for ships by implementing ML-based algorithms. Seawater temperature, RPM and power consumption data are acquired from two ships with PCS, analyzed with regression analysis method, and new algorithms are presented. Using the algorithms presented, Ship A saved about 36% compared to the PCS application, and ML-based algorithms in certain sea temperatures of 19 to 27 degrees Celsius and above 32 degrees Celsius were about 1% lower than Ship A's PCS. Ship B saved about 50% compared to PCS not applied, and about 2% more than Ship B's PCS in waters above $19^{\circ}C$, a specified sea temperature. The derived data can be used to suggest the optimum pump speed and sea route. In addition, the trend of acquired data can be used to infer the performance of the pump or the timing of elimination of the MGPS when efficiency becomes poor.

  • This paper is a study on IoT based map inside the building and fire perception system using microprocessor and LABVIEW program. The smart control system implemented in this paper is designed to identify the location of fire by using microprocessor, flame detection sensor, carbon monoxide sensor and temperature sensor, and to guide the optimal travel route through Zigbee communication. And the proposed system uses QR code to interoperate with smartphone. The coordinator control verified that the sensor value of the smart control system installed through the LABVIEW software was confirmed. The IoT based control system studied in this paper was implemented with Arduino mega board and LABVIEW software, and the operation status was confirmed by display device and coordination.

  • Simultaneous removal technologies of multi-pollutants such as particulate matters (PMs), NOx, SOx, VOCs and ammonia have received consistent attention due to the enhancement of pollutant abatement efficiency in addition to the stringent environmental regulation and emission standard. Pretreatment of insoluble NO by an ozone oxidation can be considered to be more effective route for saving space occupation as well as operation cost in comparison with that of traditional selective catalytic reduction (SCR) process. Moreover the primary advantage of ozone oxidation process is that the simultaneous removal with acidic gas including SOx is also available. Herein, we highlight recent studies of multi-pollutant abatement via ozone oxidation process and the promising research topics for better application in industrial sectors.

Object Detection of AGV in Manufacturing Plants using Deep Learning (딥러닝 기반 제조 공장 내 AGV 객체 인식에 대한 연구)

  • In this research, the accuracy of YOLO v3 algorithm in object detection during AGV (Automated Guided Vehicle) operation was investigated. First of all, AGV with 2D LiDAR and stereo camera was prepared. AGV was driven along the route scanned with SLAM (Simultaneous Localization and Mapping) using 2D LiDAR while front objects were detected through stereo camera. In order to evaluate the accuracy of YOLO v3 algorithm, recall, AP (Average Precision), and mAP (mean Average Precision) of the algorithm were measured with a degree of machine learning. Experimental results show that mAP, precision, and recall are improved by 10%, 6.8%, and 16.4%, respectively, when YOLO v3 is fitted with 4000 training dataset and 500 testing dataset which were collected through online search and is trained additionally with 1200 dataset collected from the stereo camera on AGV.

  • Recently, one of the major issues of shipbuilding and marine is the reduction of air and marine pollution emission to ships. In response, the International Maritime Organization (IMO) has concluded an international convention (MARPOL) to prevent pollution from ships. A Annex Six of The Convention restricts and regulates air and marine pollution of ship from exhausting gases. To this end, it is required to apply EEDI (Energy Efficiency Design Indicators) to the construction of new ships, and to minimize the emission of environmental pollutants by recommending the application of EEOI (Energy Efficiency Operation Indicators) to operational ships. Therefore, in this study, we propose to calculate the grade of operating efficiency (EG) of ships based on actual operational data for transport ships and to provide energy-efficient optimal path search information through analysis of marine environment data.

Internal Legal Relationship Under the Time Charter Party (정기용선계약상 대내적 법률관계)

  • There are several ways to implement charter parties in the operation of the vessel. Under the time charter party, the charterer borrows the vessel from the shipowner and uses the vessel to benefit his business. The time charter party's legal relationship can be divided into internal and external relationships. This article deals with an internal relationship. The legal matters between the shipowner and charterer are regulated by the agreement. The NYPE is the most widely circulated type of time charter party. According to the NYPE, navigational matters fall upon the shipowner while business matter falls upon the time charterer. There are vague parts in interpreting NYPE articles. NYPE Art. 8, called the employment clause, is one of them. The Master employed by the shipowner should follow the order of the charterer. Whether the charterer has the right to order the Master of the vessel to follow the navigating route recommended by him was addressed in the Hill Harmony case by the UK Supreme Court. The court was affirmative. Under the Ocean Victory case, whether the time charterer has an obligation to order the Master to go out to escape heavy weather from the berth at the port was at issue. The Japanese lower court decided negatively. There is a tendency that many countries insert default rule in the maritime law to apply it to the case at issue in a case where there is no agreement. It serves the enhancement of legal stability; China, Japan, and Germany are such countries. The author thinks that Korea should follow the above three countries' revision of their maritime law.

A Design and Implementation of Educational Delivery Robots for Learning of Autonomous Driving

  • In this paper, proposes a delivery robot that can be autonomous driving learning. The proposed robot is designed to be used in park-type apartments without ground parking facilities. Compared to the existing apartments with complex ground and underground routes, park-type apartments have a standardized movement path, allowing the robot to run stably, making it suitable for students' initial education environment. The delivery robot is configured to enable delivery of parcels through machine learning technology for route learning and autonomous driving using cameras and LiDAR sensors. In addition, the control MCU was designed by separating it into three parts to enable learning by level, and it was confirmed that it can be used as a delivery robot for learning through operation tests such as autonomous driving and obstacle recognition. In the future, we plan to develop it into an educational delivery robot for various delivery services by linking with the precision indoor location information recognition technology and the public technology platform of the apartment.

South-South Collaborations: A Policy Recommendation Model for Sustainable Win-Win Infrastructure Partnerships Based on Sino - Ghana and Nigeria Case.

  • Infrastructure procurement has been a major engagement route between China and Africa. This contributes immensely to the gradual infrastructure development seen on the continent. However, maturing discourse purports that these infrastructure collaborations lack intentionality in the continuous development of strategic guidelines and policies for effective implementation despite their uniqueness and criticality. This study proposes that an efficient approach to policy recommendations is through the political and economic analysis (PEA) of these partnerships using public-private partnership (PPP) optics. Unquestionably, these partnerships are representative of the concept of diplomatic transnational public-private partnership (DT-PPP) where infrastructure is procured through the collaboration of public (African governments) and private sector (Chinese state-owned corporations) who provide the managerial, financial, and technical resources for the project implementation. Given the quest for sustainable win-win, this study identifies strategies towards the realization of win-win in the implementation (i.e enablers of win-win) such that fairness and co-benefit, as well as interests, will be achieved. Thus, based on the PEA framework, case scenarios from Ghana and Nigeria using expert interviews identify the criticalities and best practices for the realization of these enablers at the development phase. Findings indicate more effort is required of the public sector (African host countries) in terms of people, structure/institutions, and the implementation processes. Recommendations include improvement of environmental management structures, contract administration procedures, external stakeholders/local community engagement mechanisms, knowledge and technology transfer procedures, and sector-based project operation and maintenance culture and systems. Additionally, actors must have emotional intelligence, good problem-solving abilities, and overall ensure cordial relationships for continued bilateral cooperation.

Exposure to Blood and Body Fluid in Operating Room Personnel in One Acute Care General Hospital (일개 종합병원 수술실 의료인의 혈액 및 체액 노출 실태조사)

  • Purpose: The purpose of this study was to assess the frequency and characteristics of occupational blood and body fluid exposure for operating room personnel during surgical procedures and identify risk factors. Methods: A self-report questionnaire was used to survey 519 operating room personnel who participated in 132 surgeries in an acute care hospital in Seoul between April 12 and 20, 2006. Results: The response rate was 82% (530/646) and analyzed total 519 except for improper 11 questionnaires. Exposure rate was 45.5% (60/132) during operations and 20.4% (106/519) for operating room personnel. By job categories, the exposure rate was as follows; anesthesiologists and nurses 31.2% (44/141), operators and assistants 22.1% (32/145), circulating nurses 12.0% (11/92), scrub nurses 11.4% (14/123). The mucous membrane-eye exposure with a high risk of transmitting infection was 6.6% (7/106) and the most frequent route of exposure was blood and body fluid touching unprotected skin. In multivariate analysis, the risk factors of exposure were services, duration of operation, a patient who had a peripheral arterial catheter line, and job category. Conclusion: Educational programs and appropriate use of personal protective equipment are necessary to prevent operating room personnel from being exposed to blood and body fluid.
