As North Korea's asymmetric threats are growing, there have been numerous discussions to find out effective counter-measures and many official plans and procurements efforts have been established. However, discussions on ROK Navy's roles in countering North Korea's asymmetric threats have been taken place very limitedly. Decision makers and military planners put enormous efforts in getting counter-measures, however, most of the options on the table are systems of Army and Air Force. This is true if one looks at components of Kill-Chain, KAMD, and KMPR. With worsening security environment of the Korean peninsula, it has been said by many commentators that ROK Navy needs to consider expanding its roles in countering against North Korea's asymmetric military threats. They asked ROK Navy to go beyond the mind-set that has confined Navy's roles in deterring North Korean naval threats. That is, ROK Navy should fight 'from the sea' as well as fight 'on the sea.' If ROK Navy begins to think about fight 'from the sea,' there would be many possibilities for the Navy to be a part of countering North Korea's asymmetric military threats. In order to pursue proactive roles in countering North Korea's asymmetric threat, ROK Navy needs to consider various options. Massive missile forces, nuclear-propelled submarines, naval special forces may be some of them. With those measures, ROK Navy would launch massive and decisive attacks from the sea without risking survivability of our forces. Considering North Korean Navy's weakness, it is very probable that sea would be safer place than ground or sky. Expanding ROK Navy's roles and being a proactive deterrent forces against North Korean asymmetric threats would provide very reliable counter-measures to South Korean military. Thus, military planners should think how to take the best advantage of expanded ROK Navy's roles and capabilities against North Korean asymmetric threats.
The completion of Jeju Naval Base on February 2016 made the Republic of Korea Navy(ROKN) review the size and role of the Maritime Task Flotilla(MTF). The new strategic environment for the 12st century and the new challenges require the Navy to counter North Korea's provocations and prevent potential enemy's threat. The Navy is also required to take part in the variety of international roles and missions commensurated with Korea's global status to maximize the national interest. Despite these changes, Korea's military construction concept is still unable to break away from the old paradigm of the North Korean threat largely centered. In order to develop the current MTF into the Task Group with the construction of Jeju Naval Base, the Navy must newly not only establish new force development plan and fleet management concepts but also go to persuade and convince policy decision makers. To this end, the following efforts should be promoted. First, the ROK Navy steps up efforts in order to share with the Task Group's vision and strategy. The Navy should also provide the size and structure as well as the missions and roles of the Task Group to react to new maritime security environment. Second, the Navy analyse the MTF's ability and what is required and necessary to perform its duty. After that, it must set out the direction of the Task Group's force development. Third, the current missions and roles of the MTF should be re-established to respond various threats. Finally, accommodating of new technology to the MTF should intensify its strengths. The ROK Navy has a mixed force structure consisting of three fixed- base fleets and a MTF. The fixed base fleet has a passive force to defend and protect its own sea areas, but the MTF should actively not only counter North Korea's threats, including ballistic missiles, but also fight potential threats and takes international missions as a primary task force. However, the MTF has a limited capability to accomplish given missions and long-range operations, and thus, the ROK Navy is strongly required to construct the Task Group.
Northeast Asia has a multi-layered security structure within which major economic and military powers both confront one another and cooperate at the same time. Major regional powers maintain mutually cooperative activities in the economic sphere while competing one another in order to secure a dominant position in the politico-military arena. The multifarious threats, posed by the North Korea's nuclear development, territorial disputes, and maritime demarcation line issues demonstrate that Northeast Asia suffers more from military conflicts and strifes than any other region in the world. Specifically, major maritime security threats include North Korea's nuclear proliferation and missile launching problems as well as military provocations nearby the Northern Limit Line(NLL) as witnessed in the Cheonan naval ship and Yeonpyong incidents. The ROK Navy has been supplementing its firm military readiness posture in consideration of North Korea's threats on the NLL. It has performed superb roles in defending the nation and establishing the Navy advanced and best picked. It also has been conducive to defend the nation from external military threats and invasion, secure the sea lanes of communications, and establish regional stability and world peace. In order to effectively cope with the strategic environment and future warfares, the ROK Navy needs to shift its military structure to one that is more information and technology intensive. In conclusion, this manuscript contends that the ROK Navy should strive for the establishment of the following: (1) Construction of Jeju Naval Base; (2) Strategic Navy Equipped with War Deterrence Capabilities; (3) Korean-type of System of Systems; (4) Structure, Budget and Human Resources of the Naval Forces Similar to the Advanced Countries; and (5) Strategic Maritime Alliance and Alignment System as well as Domestic Governance Network for the Naval Families.
Neighboring powers in the Korean Peninsula have started to develop and operate aircraft carriers or equivalent forces to cope with rising North Korean nuclear and missile threats and also to show its national might. For research purpose, U.S. maritime strategy has been developed in stages ; establishment phase, WWI phase, WWII phase, Cold war phase, post Cold war phase. Each phase includes such factors as threats, strategic concept, applications, and ways to improve maritime strategy. Finally, the role of aircraft carrier based on past history as well as future conflict shines the importance to have power projection capabilities for the ROK Navy. The intrinsic nature of the navy in the world is to project power ashore just as history proved it.

In the 21st century, Korea should adopt a new strategy that can fulfill the security requirements of Korea for the new age of international relations. The 21st century is characterized by globalization, and in the world of globalization, a national boarder has become meaningless. In the late 20th century, after the Cold War, trade between countries have greatly increased and so did the importance of the seas. Having transformed from an agricultural country into a commercial country, Korea went from a continental state to a maritime state. Korea has become the 9th largest trading state, and obviously, the importance of the sea has become significant. Korea's national strategic focus needs to be on the sea for national survival. Thus, since the 1990s, the Korean Navy has planned to build the Jeju Naval Base. Jeju, due to its geopolitical characteristics, is extremely important to the 21st century Korea's economy and national security. Jeju is the starting point of the sea route that reaches out to the world, and at the same time, the ending point of the sea route that heads towards Korea. Jeju is located in the center of Northeast Asia and thus, Jeju Naval Base is extremely important for the area's security and order. Jeju Naval Base will be very useful not only for the maritime security of Korea, but also for keeping peace and order in Northeast Asia. Jeju Naval Base was the minimal effort against the six sea route security threats towards Korea. The six sea route threats are: 1) Threat from North Korea; 2) China's Threat towards Korea's sovereignty; 3) China's treat towards Korea's fishery; 4) Threat from Japan; 5) Threat towards Korea's sea routes; 6) Threat from recent phenomena of isolationism of the United States. Jeju Naval Base is built for both warships and civilian ships--such as cruise ships--to use. Just like the United States' Pearl Harbor, Jeju Naval Base will become not only the largest military base, but a beautiful tourist site.
As the Trump administration withdraws the Paris Climate Agreement and shows its antipathy toward free trade, the U.S.'s soft power is most likely to weaken and its behaviors could be perceived as acts to surrender the U.S. hegemonic leadership in the world stage. Hegemonic stability theory notes that the existence of a hegemonic power contributes to international stability in the sense that it provides international public goods. A lack of the U.S's leadership in international politics, however, could be recognized as its denial of a hegemonic status. Is it intentional or accidental? The U.S's denial of hegemonic roles is the byproduct of the Trump administration's "American First" policy, not the showcase of its intention to transit hegemony to others. What is noteworthy is that China targets a niche market of hegemony as the U.S. denies its roles as the international leader. Put it another way, China attempts to ride hegemony for free when the U.S. denies its hegemonic roles accidentally. Faced with a niche market of hegemony, China has begun to accelerate its national strategy to make "Chinese Dream" come true. To that end, China promised again to keep the Paris Climate Agreement and attempts to play more active its roles in Shanghai Cooperation Organization(SCO), Asia Infra Investment Bank(AIIB), and "One Belt, One Road". Despite all these efforts, the U.S. is most likely to withdraw its denial of hegemony any time soon. The U.S's resumption of Freedom of Navigation Operations(FONOPs) could be a precursor of the return to a hegemonic power's willingness. In this vein, it is noteworthy that the South China Sea serves as a quasi-war zone for hegemonic conflict.
This study is an attempt to look into the future role of the ROKN and to provide a strategic way forward with a special focus on naval strategic concept and force planning. To accomplish this goal, this research takes four sequential steps for analysis: 1) assessing the role and utility of naval power of ROKN since its foundation back in 1945; 2) forecasting features of various maritime threats to influence the security of Korea in the future directly or indirectly; 3) identifying the roles to be undertaken by future ROKN; and 4) recommending Korean way of naval force planning and the operational concept of naval power. This study seeks to show that ROKN needs comprehensive role to better serve the nation with respect to national security, national prosperity and development, and future battle-space management. To safeguard the national security of Korea, it suggests three roles: 1) national guard for the peaceful unification; 2) protector of the maritime sovereignty; and 3) suppressor to maritime threats. Three more roles are highlighted for national prosperity: 1) escort of the national economy; 2) guardian for national maritime activities; and 3) contributor to the world peace. These roles need to be closely connected with the role for the battle-space management. This paper addresses the need for a dramatic shift of the central operational domain from land to maritime in the future. This will eventually offer future ROKN a leading role for developing strategic concept and force planning rather than merely a supporting one. This study finally suggests 'balanced' strategy both in concept development and force planning. A balanced force planning is a 'must' rather than an 'option' when considering a division of function between Task Fleets and Area Fleets, constructing cutting-edge conventional forces such as Aegis destroyer, CVs, or submarines, and the mix of high-profile platform and low-profile when composing future fleets. A 'balance' is also needed in operational concept. The fleet should be prepared to fulfill its missions based on two different types of force operation i.e., coercive or cooperative application of the utility of naval force. The findings and recommendations of the study are relevant today, and will be increasingly important in the future to achieve various political goals required by enhancing the utility of naval power.

Submarine was developed for anti-surfaceship warfare during ex-World War I but could not make remarkable military gain in naval warfare because her performance and weapon was inadequate. However, the effective value of submarine in the procedure of a chain of naval warfare was shown during World War I and World War II. This paper analyzes the contents and the effects of the UNSC 2270, and its implications to South Korea's defense strategy and navy. The UN Security Council passed strong sanctions against North Korea which punish North Korea's 4th nuclear test. The sanctions compared to the previous ones require international society to take practical actions such as comprehensive trade bans as well as diplomatic isolation which will put significant pains on North Korea. Especially, these measures would greatly hamper economic development policy of Kim Joung-un regime. Because Kim Jung-un regime has inherent legitimacy problems which stems from the third family succession of the power, economic difficulties may play an important cause on the regime instability in the long term. In fact, the United States sees this possibility as an option to coerce North Korea in which North Korea choose denuclearization for its regime survival. Nevertheless, the prospects of the UN sanctions are not so optimistic. Considering North Korea's willingness for nuclear development and its level of nuclear technology, North Korea will try to play a gambit with the US and South Korea by exploiting its strategic advantages. First, it would actively pursue political and economic survival strategy by using China's support for the regime, strengthening its power grip in the name of countering US hostile policy, and enhancing peace propaganda. Second, North Korea will accelerate efforts to position its status as a nuclear de facto state. For this purpose, it could create nuclear crisis on the peninsula. Third, it would exploit local provocations as an exit strategy to get over the current situation. In order to counter North Korea's actions and punish North Korea's behavior strongly, South Korea needs following strategies and efforts. It should first make all the efforts to implement the UN sanctions. Strong and practical nuclear deterrence strategy and capability with the U.S. should be developed. Effective strategy and capabilities for the prevention and deterrence of North Korea's provocation should be prepared. For this purpose, North Korea's provocation strategy should be thoroughly reviewed. Active international cooperation is needed to punish and coerce North Korea's behavior. Finally, South Korea should prepare for the possible occurrence of North Korea's contingency and make use of the situation as an opportunity to achieve unification. All these strategies and efforts demand the more active roles and missions of South Korea's navy and thus, nullify North Korea's intention militarily.
In this paper, a plan to expand the scale of the domestic MRO industry was proposed by finding the technical common points between the aviation MRO and naval vessel MRO industries. The aviation MRO industry is led by Europe, North America, and Singapore. Europe and North America have very large aviation industries. The reason for the development of the MRO industry in Singapore is that the aviation MRO and ship MRO industries gathered to expand the industrial scale. The MRO field is an industry that spans all fields from research & development, production, manufacturing, operation, disposal, and crew training. The MRO industry is divided into military and civilian use. However, most of them are only differences in the needs of users, and there are no significant technical differences. The weapon system used by the military is steadily developing. It is impossible for the military to maintain all equipment at a time when troops are reduced. For that reason, it is necessary to share roles in each field. There is a need for an MRO industry in which civil and military operations cooperate to maintain all weapon systems at optimal performance. And the MRO industry development should be based on the civil market. The scale of the MRO industry should be expanded by gathering equipment commonly used in aircraft and naval vessels. 제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
