Global(mega) event has increased throughout the 1990s, with the biggest surge occurring in the Asia-Pacific region. Along with this upward trend, competition for more desirable tourists is also surging, so destinations cannot be complacent (Getz, 1997). Event is appearing as the powerful method in the fierce competition around the industry. International events like 99 Hanam Environment Expo have been held annually in Korea since 1991 in which the local government system started. The main roles of event are to enhance the image of communities and attract tourists (Kotler and Haider and Rein, 1993), to strengthen destination attractiveness as drawing power (Mill and Morrison, 1985), and so on. Focused on the destination image, the research (Sirakaya and Sheppard and McLellan, 1997) about the effect of perceived safety at a potential vacation destination showed that destination marketers, travel agents, and hospitality industry members should be concerned with improving their images when such images are negative with regard to safety. Event industry in Korea does not seriously recognize the importance of the safety management against accidents known for tarnishing the destination images. Moreover few safety standards or studies for event industry can be found. This paper investigated the safety factors considered by visitors of 99 Hanam Environment Expo and analyzed the correlation between the safety factors and the demographic characteristics of the visitors.
Purpose: The purpose of this study is to examine the effects of CEO's self-determination on entrepreneurship, business performance (operational and financial performance). Also, this research provide some strategic insights for improving business performance. In the proposed model, self-determination consists of autonomy, competence, and relatedness, and entrepreneurship consists of innovation, initiative and risk sensitivity, and proactiveness. More specifically, this study proposes a framework that entrepreneurship and operational performance will play mediating roles between self-determination and financial performance. Research design, data, methodology: In this study, an online survey was conducted on SME CEOs for analysis, and a total of 122 samples were used. In the analysis process for hypothesis verification and evaluation, frequency analysis was first performed to identify the demographic characteristics of the respondents, and confirmatory factor analysis was conducted to assess the reliability and validity of the measurement model. In addition, a structural model analysis was conducted to examine the structural relationships between CEO's self-determination, entrepreneurship, and business performance (operational and financial performance) using SmartPLS 3.0. Results: The findings and summary are as follows. First, the autonomy of self-determination has a positive effect on entrepreneurship. Second, the competence of self-determination affects entrepreneurship and operational performance. Third, it affects the innovation, initiative and risk sensitivity of the CEO's entrepreneurship, and ultimately, its operational performance. The results show that the business performance of Start-up also increases when self-determination can be a factor in increasing entrepreneurship in three sub-dimensionalities. Conclusions: The conclusion of this study is that in order for SMEs to develop into a sustainable company by securing competitiveness after start-up, external motivation such as external help and support from the state (local government) is important, but competence and relationship, which are components of self-determination. The intrinsic motivation of the CEO may be more important. To this end, CEO's should prioritize learning for competency development, and the government should pay attention to providing various educational programs through establishment of education policies and education systems to enhance the competency of start-up CEO's.
South Sumatra's capital, Palembang, has long maintained a river-oriented transportation system. With road transportation's increased importance for exploiting natural resources, however, hundreds of roads have been constructed since the Dutch colonial period. This article examines how the construction of roads and bridges affected people's lives and social networks in Palembang, and what social and political significance it has in the context of a region in the postcolonial Indonesia, with a focus on the huge river called the Musi River, which horizontally crosses the city. After independence, there has been strong aspiration to link these two parts by road, and in 1965 the Musi Bridge (then the Sukarno Bridge) over the river was eventually opened. The construction of the bridge apparently initiated socioeconomic transformations and development in the region, including Ulu (the southern river bank)'s rapid urbanization. However, the features of regional development actually were prerequisites for "national" development. The regional development was impossible without financial support from the central government, and the local or regional aspiration for development was often supported only when it fitted with national envision. The Musi Bridge was a model case that fitted with such national envision. While it was the symbol of regional development, it was also celebrated as an exemplary sign of "national" development, by both Sukarno's government and Suharto's New Order regime. By analyzing the discussions and discourses regarding the Musi project since early 1950s, in addition to its social and economic impact after the construction, this article explores the continuities and changes in the roles and significance of the (construction of the) Musi Bridge with the changing political backstops in both regimes. Together with it, this article also aims to reexamine the interplay between "the national" and "the regional" in the prevalent aspiration for the national and regional "development" throughout the 1950s and 1960s.

The Korean government has established a plan on the 'service operating system of public libraries', which divides the local libraries into a central library, regional libraries, and small branches. However, due to the low interest of the libraries and, above all, the structural problems caused by the dualization of the library administrative bodies, no action plans have been developed. This study intends to propose an integrated operating system for public libraries in Busan metropolitan and to design specific roles and functions according to the library status. To the ends, this study examined the Korean government's plan for public library operation, analyzed the operation cases of foreign public libraries, and finally suggested the detailed action plan of an integrated operating system based on the case of Busan Metropolitan City. The data were collected from literature review and on site field survey, supplemented by e-mail inquiry and official statistical information.

Roadside trees that are managed by the local government play important roles to enhance the city lifestyle in many ways. However, because of insufficient human resources that monitor fields and regulations, most roadside trees were left unprotected and lacked the professional management. Also, due to the lack of financial support, pesticides or treatments have rarely been done in a proper time. To solve this existing matter, we have proposed concrete methods that include a latest communication technology, and developed an on-site management system and a web-monitoring system for roadside trees. Our successful research includes efficient approaches to identify an individual tree and integration of both field works and internal work processes with wireless communications and web displays to monitor the roadside trees.
Health is a fundamental human right and a sine qua non for happiness of people and for national development. Government has a responsibility for the provision of health services for their people. Recent changes of disease pattern, i.e. decrease of Infectious diseases and increase of chronic and degenerative diseases Including cancer and cardiovascular diseases, together with universal coverage of health insurance and improved living standard have prompted medical care utilization and skyrocketed the national health expenses. The goal of national health policy is improving the quality of life through the betterment of health level. To achieve this goal it is necessary to establish a healthcare system for lifetime, to improve the efficiency of healthcare delivery system, and to strengthen the public health services for disease prevention and health promotion. The current public health service programs are Inefficient due to an inconsistent policy for health service program, lack of health information system, irrational health program planning and evaluation, and Inadequate training of health workers. Local government has a legal responsibility for health service program planning and promoting the competence of health workers. Thus, municipal and provincial health departments should expand their roles and strengthen their function. The strategies for developing public health service programs at local level are ${\circled}1$ stipulating the goals of health policy, ${\circled}2$ promoting the ability for health program planning and evaluation, ${\circled}3$ establishing health information and surveillance system, ${\circled}4$ training of health workers, ${\circled}5$ establishing an institution for health information management and training of health workers, and ${\circled}61$ collaboration with local universities.

In Korea, local government officials are in charge of buildings, and as such are supposed to review submitted documents related to the architectural administration to ensure that they comply with the legal standards. However, these officials generally put a greater emphasis on the preparation of the set of documents required for the administrative work than the content the documents contain. For this reason, many experts point out that the shortage of officials specialized in buildings and construction, as well as the lack of expertise among the building officials in the local governments, may result in repeated safety accidents during building construction. The purpose of this study is to propose the operational direction of a Regional Building Safety (RBS) center to secure the performance and safety of buildings by utilizing private resources. In this study, we carried out a pilot project to verify the effects of an RBS center and to derive the specific number of experts required. As a result, the technical matters were resolved in approximately 15% of the total cases of the document processing procedure, and the level of technical specialization among the officers has also been improved through the provision of guidance. The research findings support the validity and effects of the introduction of the RBS center. Finally, this study proposes (1) the types of RBS Centers that should be established, (2) the roles and business scope of the RBS Center, (3) the specific number of experts required, (4) the qualifications of the experts, and (5) the business regulations of the RBS Center.
From the stages of formation, to the processes of change, the alleys with long history not only reflect on the trends of the area, but also have a historical and cultural value as a place where the local residents make living and socialize. However, due to the rapid growth of the city's civilization, and industrialization, there has been a great amount of loss in the roles of the rural areas while urban areas have been expanding over time. The rural areas including the old alleys have been neglected and fell far behind in the processes of growth overall, and therefore, it became harder to trace the old days as well as the old emotion that we used to see. Nowadays, there are various cases in terms of alley regeneration project as people are getting more interested in it. The alley regeneration projects can be divided into two different backgrounds; a part of urban regeneration project by the government and local organizations and the other developed by the trends. This research, with successful case studies, is for analyzing the direction of the ultimate goal and the identity that only the alleys have. As the alleys contain history, tradition and culture of the community, we need to not only preserve but also maintain all of these since it will affect the goal and the establishment of identity of the alley regeneration projects as a significant factor. In addition, in order to attract visitors from diverse cultures, providing cultural or artistic experiences and aesthetic landscapes will be importantly considered as an additional factor for the research. In other words, through this research, I would like to demonstrate that it is the most important for the alleys fell far behind to establish its identity for continuous successful eyre generation projects, which are not temporary.
While networks of many countries around the world are actively connected with the establishment of ICT-based infrastructure, diplomatic activities are also evolving into various diplomatic forms that are different from traditional diplomacy before. In particular, in the process, public diplomacy activities that focus on subjects other than the government and new diplomatic areas are accelerating. This study identifies the current state of public diplomacy that has emerged as a representative type of new diplomatic style and derives policy implications for the revitalization of global governance. The analysis was attempted based on data generated mainly on the main contents of various diplomatic activities by each entity, and the future direction of public diplomacy was sought. In particular, the subject of diplomacy is becoming more diverse, and most of all, various activities are being carried out based on the world stage due to changes in diplomatic means. Most of all, they understood that all the people are playing the role of private diplomacy, and that the roles and capabilities of local governments are becoming stronger. Global governance needs to be built to revitalize public diplomacy, and support policies need to be continued by expanding the role of public diplomacy and various topics.

The Library Act, which was revised in 2006, stipulates that systematical organizations should be established concentrating on the responsibilities and roles of the central government and local metropolitan municipalities in connection with the application of library policies. According to the Act, the Regional Central Library is supposed to apply the library policies covering all kinds of local libraries. Through trial cooperative operation led by the Regional Central Library and survey and discussion among staff, this study reviewed the possible alternatives for coordination in a region focusing on the Regional Central Library. The study proposed a 'Cooperative systematic model led by the Regional Central Library', an 'Operational model', and a 'Step-by-step execution plan' in consideration of the types of regions, the class of the libraries, and their fields. In addition, it presented a 'Scheme for the appointment, establishment, and coordination of the Regional Central Library', a 'Scheme for systematic enhancement', and a 'Scheme for the capacity building of respective libraries'.
