  • The Library Act, which was revised in 2006, stipulates that systematical organizations should be established concentrating on the responsibilities and roles of the central government and local metropolitan municipalities in connection with the application of library policies. According to the Act, the Regional Central Library is supposed to apply the library policies covering all kinds of local libraries. Through trial cooperative operation led by the Regional Central Library and survey and discussion among staff, this study reviewed the possible alternatives for coordination in a region focusing on the Regional Central Library. The study proposed a 'Cooperative systematic model led by the Regional Central Library', an 'Operational model', and a 'Step-by-step execution plan' in consideration of the types of regions, the class of the libraries, and their fields. In addition, it presented a 'Scheme for the appointment, establishment, and coordination of the Regional Central Library', a 'Scheme for systematic enhancement', and a 'Scheme for the capacity building of respective libraries'.

  • National Union Catalog presupposes an information infrastructure which permits users to identify and locate materials of all the domestic libraries and to share materials among libraries. Recently, there have been developed national union catalog projects in many countries using Z39.50 protocol implementation. In Korea, multi-union catalogs based on the types of libraries, i.e., public, academic, and special libraries, have been constructed separately. The virtual national union catalog which is a decentralized electronically accessible catalog unified by linking the databases of several institutions using Z39.50 is preferable to a union catalog implemented by a single centralized database. In this paper, hybrid union catalog is suggested with mixtures of centralized union catalogs and Z39.50-based distributed search systems for the development of a national union catalog. It is also suggested that the roles of a national library and centers for union catalog, and relationships between two types of institution for making sound ground for implementing the virtual Korean union catalog.

Upon interviewing library staff from 14 academic libraries, this study initially categorized those components into 4 overarching strategy areas and further subdivided them into 12 key components and 24 sub-components. That initial categorization was then reviewed by 6 scholars and practitioners, applying the analytic hierarchy process (AHP), by which this study analyzed the level of importance and priority of the strategy areas and various components. Based on the results, this study ultimately outlines 11 key components and 23 sub-components under the 4 strategy areas for academic libraries in Korea to take into consideration in their development planning.

In addition, a new kind of information & culture services are needed to meet the demands of contemporary men and women, who are exploring information as the information environment undergoes rapid changes - from increase in the volume of digital publications, to increase in the usefulness of online information resources, to strides made in the media industry. The public library will continue to play its role and function by providing to all users all available information, whether it's available online or offline, whether it's in a physical format or in a digital format. As such, design and management of a space appropriate as a new information environment are needed. It is deemed that an information infrastructure for Daegu that can improve the quality of life in the region and can increase user accessibility to information in this information age is needed, as well as reorganization of the pertinent environment. Therefore more public libraries have to be built in Daegu as a necessity, and it is urgently needed that the information services be expanded through an organic linkage between local libraries such as between the central library and the branch libraries. This paper aims to provide basic data for building of public libraries in Daegu. To establish an information infrastructure for Daegu, a direction is given for the establishment of a local network of public libraries and ways for improvement are explored. This paper is significant in that, first, it helps in the planning of a local network of public libraries, which plays a crucial role in improving accessibility to information as well as the level of their use; and second, it helps in setting up guidelines for spatial configuration of the user space. As for the method, quantitative review of the information environment is to be done by analyzing the present situation of the public library network in Daegu from the perspectives of region, facility, and space, in order to present a method of user-centered spatial configuration that meets the changes in social roles and forms of information in the contemporary society.

  • In this study, a survey was conducted targeting specialized librarians, and the impact on the work area according to changes in the internal and external environment and policy support measures was analyzed. In this study, we tried to derive factors that affect library development and policy suggestions accordingly. As a result of the study, first, it was confirmed that 58.3% of the negative opinions in terms of the importance of library development plans were positive in recognition of the role of library status within individual institutions. Second, in order to increase the status of specialized libraries, it was found that awareness of academic research activities was necessary by recognizing the importance of major functions and roles. Third, among the comprehensive library development plans, the recognition of specialized libraries and operational evaluation was the highest in recognition of the expansion of national public information services to the public. In addition, it was confirmed that among the five-year development strategies, the policy that should be implemented first is the preference for updating the status of specialized libraries and establishing a system for investigation. Fourth, as a result of analyzing effective alternatives and improvement indicators to increase the participation rate in library operation evaluation, the weighting of the "institutional library operation evaluation" item in the evaluation item of public enterprises was the highest at 4.01 on average. Therefore, for the development of specialized libraries, it was recognized as the most urgent task to establish a system that can comprehensively grasp the current status of specialized libraries as well as active academic research and support them.

  • This study was intended to present the need for building the library as a hub of the community memory preservation which provides the collection, sharing, and curation services of the locality specific historical and local data based on the policy task, namely supporting the collection, preservation, and management system of the community's life memory. To this end, the current status of data collection, management, and operation of institutions serving regional-based materials such as cultural centers and regional archives was grasped, and the cases and status of curation services in libraries were investigated and analyzed. The discussion proposed via the results of the study are as follows. First, to the culture center, external demand has been increased from the aspect of social education including festivals, cultural and art event, cultural and art educational business, art activities business of local residents and managerial business is to be carried out, which makes it difficult for the culture center to manage its businesses. Accordingly, it is necessary to collect and preserve regional various data at the pubic libraries playing various roles including provision of informative services, cultural programs and information sharing places to local residents and provision of services to vulnerable social group. As the existing libraries have a plan to collect data systematically, it is considered that those libraries will smoothly operate the data management through cooperation with existing culture centers and various cultural organizations. Second, it appears that a plan will be needed to set up all the data including the ones owned by libraries, local administrative agencies, individuals and other competent agencies in online database so that they are easily available to the public and always available in the libraries because there are a lot of data which cannot be moved to other place and it is actually difficult to concentrate and set up all the data to those libraries.
