The purpose of this study is to analyze the role of the job competency assessor who assess achievement of job performance ability based on NCS (educational training, qualifications, field experience, etc.) through competency assessment. For this purpose, job analysis including development and verification of the job model and selection of core task are conducted. As a result, main duties of the job competency assessor are to understand the NCS based assessment principle, establish an assessment plan, design and develop assessment tools, assess competence, provide feedback and re-assessment, record and manage assessment result, verify the internal assessment result, establish the RPL (recognition of prior learning) plan, implement the RPL and verify the RPL assessment result, and 48 task are derived. In addition, a total of 21 core tasks are derived based on the threshold value multiplied by the importance and difficulty of the task for each duty. Based on this, implications for job analysis of the job competency assessor are presented.
While North-South cooperation (NSC) continues to play a considerably dominant role in international development cooperation efforts, there is growing criticisms across the world as to the role and effectiveness of the NSC to support the developing countries to meet their development needs. As such, South-South cooperation (SSC) has become a subject of discussion in recent years across the world in international development and has increasingly become popular as an effective aid modality. However, there is unavailability of sufficient empirical studies about the efficacy of the SSC in the context of Bangladesh. The present paper attempts to examine two KOICA's projects to facilitate HRD in ICT in Bangladesh taking into consideration of Korea as a southern country. The study revealed that Korea's bilateral development cooperation efforts have been effective so far to fulfill their objectives. The findings of the study put forward that SSC may work in the form of technical cooperation to support the developing countries, provided that technical cooperation is demand-driven, and that there is sufficient level of absorptive capacity and supportive policy as well on the part of developing partner country to utilize external skills and technology.

In this study, the vision and goal of librarian education and training were designed by reflecting the changes in the internal and external environment of the library and the human resource development (HRD) trend in order to prepare a mid- to long-term development plan for librarian education and training. To design the vision and goal of librarian education and training, redefining the necessity, goals, mission, and role of librarian education and training, and seeking strategies to realize the vision and goal of librarian education and training. Core competency and national competency standards (A detailed implementation plan was prepared for the development of NCS) - based educational operation guidelines. First, when analyzing domestic and foreign prior research and literature, the future librarian is a person with competencies that includes first, creative convergence, second, communication and cooperation, third, leading professional, and fourth, empathic and inclusive talent. It was identified that education and training should be established based on The curriculum according to the library's future talents and core competencies should be presented in the following process model, and the librarian competencies for each type of creative convergence type, communication cooperation type, leading professional type, and empathy and inclusive type should be derived, and It was identified that the education direction should be set in the direction of designing a curriculum for job competency improvement by setting the job competency according to the requirements.
When it comes to the training program conducted by company to improve job performance ability, it would be not a investment but a waste if the training contents is not practically applied to the business accomplishment. Even though some people raise a question on the job application of postal distance training, funded by employment insurance, the study on the job application of postal distance training shows that the components of the training program have a positive effect on it and the model has 60.5% validity. Moreover, its control effect on environmental support and individual characteristics has been partially established. The study has been conducted by questioning survey with the employees who completed a postal education 3 months ago. With the result, we can find that the postal distance training benefits employees to improve their job performance abilities and expect that it continuously plays a crucial role in the field of company training through the development of high-quality training programs.
The purpose of this study is to demonstrate the effects of job training program satisfaction on objective training performance such as employment rate. In addition, the NCS(National Competency Standards) level was considered as a moderating variable in order to clarify the boundary conditions between job training program satisfaction and employment rate. The data used for the analysis of the research model are 513 job training programs that provide employment rate information among job training programs of 2016 Gwangju area on HRD-Net. The results of the analysis are summarized as follows. First, The satisfaction score of the job training programs calculated on the basis of the six dimensions of satisfaction is 4.46. The NCS level of the job training programs ranged from 2 to 6. The average score of the programs was 3.32. Second, satisfaction with the job training programs has no statistically significant effect on the employment rate, but the NCS level of the job training programs was found to be statistically significant in the interaction effect. Finally, policy implications, limitations, and further research directions are mentioned through this study.
This study aims to verify how the characteristics of organizational supporting unit affect the effectiveness of company-wide HRD Education & Training program. To achieve this objective, we performed an empirical analysis, with the characteristics of organizational supporting unit comprising supervisor's support, job support, and company support as independent variables, and with the level of reaction stage, learning stage, transfer stage, and result stage as dependent variables. Empirical data was collected during the period from August 16, 2011 to September 9, 2011 by sending out questionnaires to employees of 5 securities firms listed on KOSDAQ where online and offline education & training program is running year-round with headquarter in Seoul. A total of 340 questionnaires were sent out three times for the survey, and total of 164 questionnaires were sampled for the final analysis. According to the outcome of the analysis, regarding the first hypothesis that tries to reveal how the characteristics affect the level of reaction stage, it is verified that all of supervisor's support, job support and company support have positive impact on the level of reaction stage with p value less than 0.01. In regard to the second hypothesis that tries to see how the characteristics affect the level of learning stage, it is confirmed that supervisor's support, job support and company support have significant impact on the level of learning stage with p value less than 0.05 or 0.01, respectively. Concerning the third hypothesis that aims to investigate how the characteristics affect the level of transfer stage, it is appeared that all of supervisor's support, job support and company support have positive impact on the level of transfer stage. And lastly, as for the fourth hypothesis that tries to see how the characteristics affect the level of result stage, it is analyzed that supervisor's support, job support and company support have positive impact on the level of result stage with p value less than 0.01. This study reconfirm the outcomes of previous research, which is that the effectiveness of company-wide education & training program depends not only on the contents and quality of education & training program, but also more importantly on the role of organizational supporting unit, and the working environment where what is learned in classroom can be applied to real business. Companies or experts that run education & training program in real world should recognize that the performance of training is dependent more significantly on the characteristics of organizational supporting unit rather than the design or features of education & training program.
Purpose: The purpose of this research paper, therefore, is to explore the role of lifelong learning in improving HRM policies in a company. This research begins with a literature review of existing research on the topic, followed by a discussion of the findings and their implications for practitioners. Research design, data and methodology: The present author of this research collected textual dataset based on the numerous literature which has been investigated thoroughly in terms of the HRM policy and lifelong learning. For this reason, the author could obtain adequate prior studies, checking their validity and reliability. Results: The present research figured out that demonstrating that physical activity and exercise can enhance life expectancy, improve physical and mental health, and improve functional ability, and Examining the broad topic of socialization and interaction's function in raising elderly adults' living standards is necessary. Also, this research found that the social change and social isolation of older individuals in relation to the impact of digital technology. Conclusions: This research suggests that companies should also ensure that their HRM policies are designed in such a way that they allow employees to pursue further learning and development opportunities without having to sacrifice their current job responsibilities.
This article describes how attributes of social network contribute to enhance innovativeness of corporation which is considered to be one of the competitive factors in this global market. The study especially focused on employees' formal and informal communication that is expected to play a mediating role between the factors. 211 employees were randomly selected to participate in an online survey. The result has shown that the static correlation exists between social network, communication, and innovativeness. Closeness of social network was the only influencing factor on communication and innovativeness, and had a partial mediated effect between social network and innovativeness. Based on the suggested contribution for HRD intervention, various communication channels should be developed and supported in order to enhance innovation among social networks in organizations.
This study was conducted to examine the remuneration curriculum of vocational ability development training teachers and instructors and to examine ways to apply micro credentials. To this end, the current status of the remuneration curriculum of vocational ability development training instructors and instructors at K University's Competency Education Development Institute, the characteristics of micro credentials, and the possibility of linking the remuneration curriculum to micro credentials are as follows. First, most of the recognition of digital certificates was positive for digital certificates such as digital credit, digital badge issuance, and recognition of the recognized qualification process of maintenance education when completing the training course. In addition, as a method of applying micro credentials to conservative education, various cases were proposed to benefit from conservative education, systematization and grading of the qualification process, and credit of the qualification process. Second, as an institutional supplement to enhance the utilization of conservative education using micro credentials, the need to expand NCS-based major conservative education, provide efficient learning contents and learning methods, and set minimum completion time. In addition, the most common response as a way to improve the understanding of teachers and instructors in vocational ability development training was the micro credential promotion plan. Third, in the role of conservative education institutions and vocational ability development training instructors and instructors, conservative education institutions mention maintaining educational quality the most, and active participation was the role of vocational ability development training instructors. Through this study, it is expected to establish a vocational training environment that can enhance expertise and provide a practical portfolio of practical competency history by linking the remuneration curriculum of vocational competency development training instructors and micro credentials.
Social entrepreneurship plays a key role in organizational performance, and social contribution activities are related to organizational members' perception of social enterprise value and performance sharing. The purpose of this study is to verify the mediating effect of social contribution activities in the relationship between social entrepreneurship and organizational performance. For the study, a questionnaire survey was conducted on members of social enterprises, and data of 186 valid copies were used for statistical analysis. Statistical analysis used reliability of measurement variables, confirmatory factor analysis, correlation analysis, and mediating effect analysis. The results of the study are as follows. First, there was a significant correlation between social entrepreneurship, social contribution activities, and organizational performance. Second, social entrepreneurship has a significant correlation with organizational performance. Social purpose and initiative, sub-factors of social entrepreneurship, had a significant influence on organizational commitment. Third, social contribution activities showed a significant relationship with organizational performance. Fourth, in the relationship between social entrepreneurship and organizational performance, social contribution activities showed a partial mediating effect. This suggests that social contribution activities play an important role in improving the performance of social enterprises.
