울릉도 북동부 지역의 낙석재해 위험도 평가 (Assessement of Rockfall Hazard in the Northeast Region of Ulleung-Do)

  • 울릉도는 강도가 약한 화산암과 강도는 높으나 수직절리가 잘 발달하는 조면암질암으로 구성되어 있으며, 이러한 지질학적 특성으로 인해 낙석이 빈번하게 발생하고 있어 일주도로의 이용에 큰 위험요소로 작용하고 있다. 본 연구에서는 낙석 재해위험도가 높은 울릉도 북동부의 약 3 km 구간을 대상으로 3종류의 낙석재해 위험도 평가법을 이용하여 낙석재해 위험도 평가를 수행하고 재해도를 작성하였다. 사용된 평가표는 일본 도로방재 총점검에서 적용된 낙석위험도 조사표, 일본 고속도로조사회의 낙석위험도 평가표, 그리고 미국연방도로국의 RHRS (Rockfall Hazard Rating System)이다. 도로사면의 지형 지질학적 조건을 고려하여 27개 구간을 설정하여 평가한 결과, 20개 사면(약 74%)에서 낙석재해 위험도가 높음과 보통으로 평가되었다. 이러한 조사결과를 바탕으로 낙석재해 위험도를 작성하였다.

도시가로의 형태요소와 대기질과의 관계 연구 (Analyzing the Relationship between the Spatial Configuration of Urban Streets and Air Quality)

  • The traffic volume of Seoul is extremely high in comparison to other major cities in Korea, and the result has been harmful physical and mental exposure to pollution by Seoulites on a regular basis. The street air pollution is more important than the others, because the air pollution generated by street traffic directly impacts the health of nearby pedestrians. This problem requires urgent attention and resolution. Among the factors creating the air pollution originating from the street, is the configuration of streets, which have emerged as the most significant because it is related to air and pollutant dispersion. Therefore, this study was conducted under the assumption that street form affects the air quality. Study sites were classified by street characteristics, and air quality was analyzed in each class. Then the OSPM (Operational Street Pollution Model) was employed to simulate the relationship between street configuration and air quality of streets within the old city center and new city center in Seoul. After that this study analyzed the correlation between air pollution and the spatial configuration of urban streets (ex. street width, building height, building density, etc.) to determine their contributions to air pollution. The outcome of this study is as follows : First, the result that was derived from the correlation analysis between street configuration and air quality hewed that the air pollution of the street is influenced by the average height of building, width of the roads as well as traffic volume. On the roadside, the concentration level of $NO_2$ is mainly affected by the average height of building and the deviation of building height along the street and CO is affected by street width. The outcome of this study can be used as a basis for more sound urban design policies, and the promotion of desirable street environments for pedestrians.

도시대기의 미세먼지(PM$_{10}$) 및 주변토양중 다환방향족 탄화수소의 농도분포에 관한 연구 (Distribution of Polycyclic Aromatic Hydrocarbons in PM$_{10}$ and its Adjacent Soil of Urban Atmosphere)

  • This study was carried out to investigate the distribution of PAHs in atmosphere and soil, and their relationship, accumulation tendency in soil, and its contain burden ratio (%) the PM$_{10}$ and soil were sampled adjacent to a roadside and analysed by HPLC from August 25th 1996 to September 22nd 1996 in Seoul and Kunggido area. The main results are summarized below 1. The concentration of PM$_{10}$ in the ambient air was showed in order of industrial region ($142.70\pm 21.77 \mu g/m^3$), commercial region ($136.51\pm 31.62 \mu g/m^3$), residential region ($110.12\pm 14.98 \mu g/m^3$), greenbelt region ($77.44\pm 12.12 \mu g/m^3$), respectively. 2. Distribution of PAHs concentration level in PM$_{10}$ and soil was showed in order of industrial region, commercial region, residential region, greenbelt region, respectively in all components. 3. The contain burden ratio (%) in PM$_{10}$ was attested that BbF was the highest contain burden component (21.7-32%) and An was the lowest contain burden component (0.35-1.95%) in all region. 4. The contain burden ratio (%) in soil was attested that Pb (20.5%) was the highest and An (0.8%) was the lowest contain burden component in industrial region and BbF (21.9%) and An (0.45%) were the same tendency in commercial region and Py (21.6%) and BkF (3.5%) were in residential region, Py (29%) and An (2.6%) were in greenbelt region. 5. The relationship between concentration of PAHs in PM$_{10}$ and soil was attested that the component of BbF (r=0.514) was very highly correlated, and there were significant in Fl and BaA in soil between industrial region and commercial region (P<0.05).

도심가로변 상업 종사자의 가로 녹화에 대한 의식조사 (A Survey of commercial business men and employers' Recognition on the Street Planting)

  • This study analyzes the recognition of commercial business men and employers who operate the commercial zone along the streets in the downtown area on the planting for the roadside green space forming the important frame of greening in the downtown among the open spaces. Through the analysis, this study attempts to get the basic data to suggest the recommendable directions in planting and managing the street trees in the downtown. The results of this study are summarized as described below. The street green spaces are very important in improving the environment of the downtown and their necessities are also very critical. It was found that the street trees were recognized as the critical factor to enhance the aesthetical values of the city, provide the green shades and purify the air. This study also identified that the street trees have the positive impacts on the business environment rather than negative impacts. In maintaining the street green spaces, the most necessity is the service facility such as resting areas, toilets and garbage bins with the street trees. The commercial business men and employers who operate the businesses along the streets preferred the double layer type that the tall trees and green walls are planted together along the streets for the street planting. For securing the green shades in the city, the planting of linear green spaces such as streets and waterways is critical. Moreover, the street trees accounts for the important position in the urban open spaces. The majority of commercial business men and employers consider the participation of citizens for greening as the very essential factor.

RTF 필터링을 이용한 모바일매핑시스템 레이저 데이터의 도로 장애물 제거에 관한 연구 (A Study for Removing Road Shields from Mobile Mapping System of the Laser Data using RTF Filtering Techniques)

  • 현재 전 세계적으로 환경보전이나 석탄자원 고갈 등의 문제로 인해 친환경 자동차의 개발이 매우 중요한 이슈로 대두되고 있으며, 이에 따라 고정밀 3차원 도로 지도제작에 많은 관심을 기울이고 있는 추세이다. 이와 같은 목적의 달성을 위해 현재까지 MMS을 이용한 데이터 획득 방법이 가장 효과적인 것으로 보고되고 있다. 이를 위해 본 연구에서는 항공 레이저 측량 데이터에 대한 처리를 목적으로 개발된 기본적인 RTF 필터 알고리즘을 MMS에 적합하도록 수정하여 적용하였다. 실험을 통해 도출된 정량적 분석 결과 지면은 99.71%, 비지면은 99.95%의 매우 높은 제작자 정확도를 나타내고 있으며, 도로 내에 존재하는 자동차, 가로수, 중앙분리대 등의 도로 장애물이 효과적으로 제거된 결과가 도출되었다. 이를 통해 실무 작업에 효과적인 적용 및 작업 효율성 향상을 기대할 수 있을 것으로 판단된다.

화약류 안전관리 증진을 위한 "총포·도검·화약류 등 단속법"의 개선적 논의: 제·개정 연혁의 분석을 중심으로 (The Improvement Discussion of "Guns, Swords, Explosives, etc. Control Act" for the Promotion of Explosives Safety)

  • 화약류는 위험성이 상존하는 물질로서 안전관리를 위한 많은 노력이 필요하다. 화약류와 관련된 안전사고와 범죄악용 사례가 반복적으로 발생하고 있으며 최근에는 사제폭탄의 원료로 이용되는 등 그 위험성은 더욱 증대되는 추세라 할 수 있다. 한국의 화약류관리에 관한 기본법령은 "총포 도검 화약류 등 단속법"으로 1961년에 제정되어 현재까지 약 20차례의 개정이 이루어져 왔다. 그런데 화약류의 기술적 전문성과 새로운 기법의 개발로 등으로 법령보완의 한계가 내재되어 있고 화약류뿐만 아니라 소위 무기류에 관한 규제사항도 규율하고 있어 법령내용의 복잡성의 문제가 심각한 상황이다. 또한 동 법령의 제정 및 개정과정에서 외국의 입법례에 대한 높은 의존성으로 인해 국내 실무에 대한 반영이 미흡한 상황이라 할 수 있다. 따라서 본 연구에서는 한국의 화약류 관리의 역사적 배경과 제정 개정의 연혁을 진단하고 바람직한 대안을 모색하고자 하였다.

도로 주변의 PM10, NOx 및 O3의 시공간적 농도 분포 연구 (Temporal and Spatial Distributions of PM10, NOx and O3 around the Road)

  • PM10, NOx, and $O_3$ were measured at six locations, of which each three is horizontally and vertically distributed respectively, in an apartment complex around the heavily traffic road. Those were measured seven times a day with two hours interval starting from 8 o'clock in the morning for 15 days during May 2005 $\sim$ September 2005. PM10 and NOx showed high concentrations in rush hours while low concentrations in midday due to the direct emissions from automobiles in operation. Temporal variations of 01 showed very much similar trend appeared in normal urban atmospheres. The spatial distributions of PM10, NOx and $O_3$ showed that almost all of concentrations were higher in a row of Roadside > Surface at 130 m apart from the road > Surface at 230 m apart from the road > 3rd floor of apartment building > 15th floor of apartment building > 27th floor of apartment building. Model equations, which can project spatial concentration distributions, were constructed by combining the horizontal and the vertical linear regression equations derived from six mean values corresponding to six measuring locations. According to inter-comparison of PM10, NOx, and $O_3$ with the constructed model equations, concentration gradients were higher in a row of Vertical direction of NOx > Vertical direction of PM10 > Horizontal direction of NOx > Horizontal direction of PMIO > Vertical direction of $O_3$ > Horizontal direction of $O_3$. Why concentration gradient of particulate PM10 is lower than that of gaseous NOx is in question, and should be studied.

수도권 위성도시의 토양과 분진의 중금속 오염에 대한 연구 (A Study on the Pollution of Heavy Metals in Soils and Dusts in Satellite Cities of the Seoul Capital Area)

  • The purposes of this research are to investigate the pollution level of heavy metals due to the urbanization and industrialization in the satellite cities of Seoul, and to assess the chemical species and the sources of heavy metals in highly contaminated soils and dusts. Soil and dust samples were collected from the Uijeongbu and the Koyang cities, which are northern and the northwestern satellite cities of Seoul metropolitan city, respectively. Relatively high pH values($6.3{\sim}9.9$) were found in roadside soils compared with agricultural and forest soils. Difference in pH values of soils was not identified between before and after rainy seasons. In spite of no specific pollution sources in the above cities, the contents of Cu, Pb, and Zn in soils and dusts were much higher than the world average contents. The metal levels in dusts were higher than those in soils, but the metal concentration in dusts was significantly decreased after rainy season. Pollution index was high(> 1.0) in the areas of heavy traffic, industrial complex, and city centres. There is an appreciable proportion of total Zn in exchangeable/water-acid soluble fraction. Copper is predominantly associated with reducible and oxidizable phases, whereas Pb is largely in reducible association. It is concluded that the mobility and bioavailability of metals are high in the order of Zn >> Cu > Pb, on the basis of characteristic particle morphology and chemical composition, Pb-containing particles are originated probably from the automobile exhaust, particularly in heavy traffic areas. The metallic forms and iron-oxide associated forms of Cr, Ni, Cu, Zn, and Pb can be assessed as industrial origin.

도로비탈면 투자우선순위 결정에 관한 연구 (Analysis of Priority Investments for Preventing Roadside Slope Failures)

  • 산사태나 비탈면 재해를 예방하기 위해서는 적절한 계획을 수립하여야 하며, 국가의 한정된 예산을 고려했을 때 체계적인 투자 계획이 마련되어야 한다. 국도 도로비탈면의 체계적인 관리와 합리적 투자 계획 수립을 위하여 위험도와 예상피해도를 고려하여 투자우선순위를 산출하였다. 투자우선순위에서 위험도 결정의 주요인자는 경사, 토질, RMR, 안정석해석, 불연속면 종류, 붕괴이력이며, 피해도는 교통량과 차선수, 평균차량위험도를 고려하여 결정하였다. 강원도 영서지방 392개소 비탈면에 대한 투자우선순위 산출 및 회귀분석 결과, 붕괴가 발생된 비탈면의 투자우선순위가 높은 것으로 확인되며, 위험구간비가 높은 비탈면, 계곡부가 존재하는 비탈면이 높은 투자우선순위를 차지하는 것으로 확인된다.

국내 토양오염 공정시험방법의 용출법 사용시 용출액의 pH의 변화가 토양 오염 평가에 미치는 문제점 (The controversial points for the assessment of soil contamination related to the change of pH of extraction solution in using partial extraction in standard method in Korea)

  • Heavy metals are extracted from Chonju stream sediment, roadside soils and sediments along Honam expressway, soils and tailings from mining area using partial ectraction in Standard Method, partial ectraction method with maintaining 0.1N of extraction solution and acid digestion. In samples having buffer capacity against acid, 0.1N of extraction solution can not be maintained and pH of extraction solution increases up to 8.0 when partial extraction in Standard Method is used. The averages and ranges of (heavy metals extracted using partial extraction in standard method, HPE)/(heavy metals extracted using partial extraction method with maintaining 0.1N of extraction solution, HPEM) values are 0.506 and 0.145~1.126 in Cd, 0.534~ and 0.078~0.928 in Zn, 0.461 and 0.041~1.715 in Mn, 0.359 and 0.011~0.874 in Cu, 0.195 and 0.018~1.785 in Cr, 0.710 and 0.003~3.075 in Pb, and 0.088 and 1.73$\times$10$^{-5}$ ~0.303 in Fe. These data indicate that the difference between HPE and HPEM is big in the order of Fe, Cr, Cu, Mn, Cd, Zn and Pb. It is quite possible that the partial extraction method in Standard Method of soil in Korea is not adequate for an assessment of contamination in area where buffer capacity of soil will be decreased or lost after a long term exposure of soils to environmental damage.
