In the 1960s, polluted urban streams were covered and paved in concrete. Rivers became sewers buried under road. As a result, wildlife habitat was lost and the open stream space was gone. In the 1990s, there was a movement for restoring urban streams to enhance the quality of life of inhabitants. Chungkye Stream, whose covering began from early 1950s and ended in 1977, is now in the process of restoration together with the Central Business District (CBD) Redevelopment Plan. However, as the construction proceeds, several problems were raised, and serious controversies resulted. Therefore, this study aims to investigate the validity of the approach of the Chungkye Stream Restoration Project through a literature survey and a site survey, and to present the improved alternative. Ultimately, the study aims to contribute to present references or guidelines for similar urban stream restoration projects. The Chungkye Stream Restoration Project has some of the following problems. First, the construction should be done based on the long-term urban redevelopment plan. Second, the construction period should be extended to restore urban streams. Third, the cultural asset conservation plan should be implemented. In order to fulfill the anticipated purpose, the above mentioned problems need to be solved.
PURPOSES : This study evaluates the economic value of national highway construction projects using Real Option Pricing Models. METHODS : We identified the option premium for uncertainties associated with flexibilities according to the future's change in national highway construction projects. In order to evaluate value of future's underlying asset, we calculated the volatility of the unit price per year for benefit estimation such as VOTS, VOCS, VICS, VOPCS and VONCS that the "Transportation Facility Investment Evaluation Guidelines" presented. RESULTS : We evaluated the option premium of underlying asset through a case study of the actual national highway construction projects using ROPM. And in order to predict the changes in the option value of the future's underlying asset, we evaluated the changes of option premium for future's uncertainties by the defer of the start of construction work, the contract of project scale, and the abandon of project during pre-land compensation stages that were occurred frequently in the highway construction projects. Finally we analyzed the sensitivity of the underlying asset using volatility, risk free rate and expiration date of option. CONCLUSIONS : We concluded that a highway construction project has economic value even though static NPV had a negative(-) value because of the sum of the existing static NPV and the option premium for the future's uncertainties associated with flexibilities.
The purpose of this study was to analyze the conflicts in fishing villages, focusing on the Fishing Village New Deal 300 Project. In order to solve the research problem, the case analysis method was selected among qualitative research methods. Interviewees were selected as the village leaders and the MP(master planner) at the center of the project contest and promotion process. Of the leaders who were in charge of the project or in the villages selected for the project, three leaders who fully understood the purpose of this study were selected. The categorized results are as follows: First, difficulties in forming regional councils due to indifference of residents. Second, demanding excessive sacrifice of the leader. Third, the leader and the residents distrust of the local government. Fourth, the non-cooperation and intentional interference of the residents. Preventing and managing these conflicts is as follows: First, the regional arrangement of experts at the national level. Second, education for improving residents awareness. Third, structuralization of pre-learning and refueling systems. Forth, participation of residents in the decision-making process, Fifth, development and application of a practical road-map.
The KHC Test Road project was initiated on 1991 to develop Korean Pavement Design Guide. It was constructed along the Joongbu Inland Expressway line between Yeoju and Gamgok. It is two-lane wide expressway containing fifteen asphalt and twenty-five Portland cement concrete test pavement sections. Various sensors were installed in the Test Road to evaluate the behavior of test pavement sections under the influence of traffic load and environmental change. The most important issues in the sensor installation are the accurate location and long-term survivability. They are directly influenced by the sensor installation methodology. The methodology for asphalt strain gages is mainly discussed in this paper because it is the second important sensors in the KHC Test Road project. In order to find the best methodology, we evaluated existing methodology from prior experience and several conducted test installations. We have tried mound, block out, and trench cuts since 2000. Among three methods, block out was the most effective one in terms of accurate location, long-term survivability, and material homogeneity. However, this method cannot be applied to the wearing coarse so that the mound method was used as an alternative. The block out method was applied to base and intermediate layers while the mound method was used to the wearing coarse. Three hundred seventy-four asphalt strain gauges were installed on asphalt pavement sections from September 3rd to November 18th in 2002. According to the sensor measurement evaluation, 6.3% of sensor demonstrated over ranged readings for mound method installation and 2.5% did for block out method installation. We lost only two sensors during the installation. It is 99.5% survival and it is excellent survival rate according to other experience.
The twenty-first century revealed the era of cultural contents with the growth of digital cultures. Accordingly, popular culture became the primary sector of the cultural industry, and among them, the roads on which people walk emerged as great content for the leisure and tourist industry. Walking has already become a commercial good, as each road's story is unique enough to attract numerous tourists. On roads are the development of history, movement of life, and various cultural channels. The old road development project contributes to the revitalization of the neighborhood and increases its competitiveness as cultural content, as it restores the ecological nature and rediscovers the value of the road from history and its culture. For Gangwon-do's road development project, a storytelling strategy is necessary to succeed as cultural tourism content. Specifically, when forming an image of the old roads, it is advantageous to develop a new story that suits modern people's aesthetic taste and lead communication between locals and tourists rather than borrowing and utilizing the existing facts. For instance, it is helpful to recreate the nostalgic and sentimental mood and combine the imagination based on the consumers' humanistic experiences to create their own participation. This paper demonstrates the historical value of the roads in Gangwon-do, precedents of other leading road development projects in South Korea, and development plans by storytelling for cultural contents in Gangwon-do.

Even though the efficiency of a point based black spot improvement project has been low, none of solid methodology, which is based on section not point, and is considered as one of the promising substitute, has not been come up with yet. Thus, this research aims at proposing the adequate length of a hazardous section and a method to set segment length over which the project needs to be performed on rural highways by analyzing the distances from project-conducted sites to new black spots in the following year and distances between project needed but not conducted sites and new black spots in the following year. According to the analysis, the probability of being a new black spot near the project conducted intersection is higher than that of a non-conducted intersection within 2km, however, no strong relationships between project types and distance distribution have been found. Based on those findings, a method to determine the target segment including adjacent black spots within 2 kilometers-range was proposed.

Completing road construction projects within the budget and time has been a problem for the Tanzania National Roads Agency (TANROADS); and the major problem highlighted in almost all projects being inadequate design. However, the extent to which inadequate design contributes to both time and cost overruns and its causes remained under-studied. The objective of this study is therefore to determine the extent of the effect of inadequate design, its causes and remedial measures. The methodology used in this study includes reviewing recent projects completion reports, holding roundtable discussions with consultants and TANROADS officials and analyzing the information. Cost and time overruns for the reviewed projects averaged 44% and 26% respectively. Similarly, the extents to which inadequate design contributes to cost and time overruns were on average found to be 61% and 85% respectively. The overruns are predominantly related to problems that occurred during the design process. To alleviate the problem, TANROADS is advised to improve the management of design projects, enhance the process of reviewing design reports, improve the design process including introducing Road Safety Audit and geometric design manuals, and increase staff to match the work-load.

The west express way is notorious for extremely heavy traffic area in the west of Seoul, South Korea. Hence, the city government recently initiated a new underground BTO (Build-Transfer-Operate) road project to solve traffic congestion and a high construction cost. The proposed underground express road being designed is the first double-level tunnel ever designed in South Korea and using Conventional tunnelling method (NATM). A total length of tunnel for light vehicles is 10.91km long including both open cut structures and concrete lining with middle-deck in bored tunnel. There are also 4 ventilation shafts for ventilation and evacuation on emergency. Many design issues had been aroused during the preliminary design phase and detail design phase is currently going on. This paper discusses design focuses including excavation methods, ground water issues, a deck slab installation, and a construction cost etc. for the double level road tunnel design of urban area.

Extension IFC schema of subsidiary facilities were developed for the purpose of establishing an information model standard for roads. The IFC entities, types and properties for subsidiary facilities were defined through an analysis of the road design documents for the extraction physical component and design information. The converter and viewer for applying the new schema were then developed. Subsidiary facilities BIM models were converted to new IFC models to verify the research results. Standard BIM-based delivery and verification systems are enabled by using a standard model converted by new schema. Furthermore, it can establish an open BIM environment using an IFC over the entire life cycle of the civil engineering project.

The modal split structure of the Korea's transportation system has been dominated by road-oriented structure. The shortage of the inftrastructure to accommodate the rapidly increasing travel demand has brought about socio-economic losses such as severe traffic congestion and high logistic costs, and thereby weakened the competitiveness of the country. Highway transportation sector is more vulnerable to energy consumption comparing with railway sector since the highway sector is dependent mostly on fossil fuels for its energy source. In 2006 annual road cogestion costs in Korea reached 24.6 trillion won, with an average annual growth rate of 5.4%. The annual road congestion cost of intercity highways were 9.2 trillion won. As the new cities that recently developed are located far from Seoul area, the boundary of commuting in Seoul metropolitan area is extended. It makes passengers have longer trips with longer travel time, and the congestion problem to be more serious. In this regards, Gyeonggi Provincial Government proposed a deeper underground metropolitan express train system for the greater Metropolitan area. which is named as GTX. Gyeonggi Province suggested 3 key underground lines, based on the outcome of the feasibility study conducted by the Korea Society of Transportation, and submitted to the Ministry of Land Transportation and Maritime Affairs for its review. If the project is approved for construction and completed in 2016, the daily volume of surface traffic bound for Seoul will be reduced substantially and therefore the users will be benefitted for time savings by an annual amount of 2 trilion won every year.
