The quality of early cost estimates is critical to the feasibility analysis and budget allocation decisions for public capital projects. Various researches have been attempted to develop cost prediction models in the early stage of a construction project. However, existing studies are limited on its applicability to actual projects because they focus primarily on a specific phase as well as utilize restricted information while the amount of information collectable differs from one another along with the project stages. This research aims to develop two-staged cost estimation model for the schematic planning and preliminary design process of a construction projects, considering the available information of each phase. In the schematic planning stage where outlined information of a project is only available, the Case-Based Reasoning model is used for easy and rapid elicitation of a project cost based on the extensive database of more than 90 actual highway construction projects. Then, the representing quantity-based model is proposed for the preliminary design stage where more information on the quantities and unit costs are collectable based on the alternative routes and cross-sections of a highway project. Real case studies are used to demonstrate and validate the benefits of the proposed approach. Through the two-stage cost estimation system, users are able to hold a timely prospect to presume the final cost within the budge such that feasibility study as well as budget allocation decisions are made on effectively and competitively.

The Green Purification Unit System (GPUS) is a green infrastructure facility applicable to the roadside to reduce particulate matter from road traffic. This study introduces two types of GPUS (type1 and type2) and assesses the performance and maintenance costs of each of them. The GPUS's performance analysis used the data collected in November 2021 after the installation of the GPUS type1 and type2 at the study site in Suwon. The changes in the particulate matter concentration near the GPUS were measured. The maintenance cost of GPUS type1 and type2 was assessed by calculating the initial installation cost and the management and repair cost after installation. The results of the performance analysis showed that the GPUS type1, which was manufactured by combining plants and electric dust collectors, had a superior particulate matter reduction performance. In particular, type1 produced a greater effect of particulate matter reduction in the time with a high concentration (50㎍/m3 or higher) of particulate matter due to the operation of electric dust collectors. GPUS type2, which was designed in the form of a plant wall without applying an electric dust collector, showed lower reduction performance than type1 but showed sufficiently improved performance compared to the existing band green area. Meanwhile, the GPUS type1 had three times higher costs for the initial installation than GPUS type2. In terms of costs for managing and repairing, it was evaluated that type1 would be slightly more costly than type2. Finally, this study discussed the applicability of two types of GPUS based on the result of the analysis of their particulate matter performance and maintenance cost at the same time. Since GPUS type2 has a cheaper cost than type1, it could be more economical. However, in the area suffering a high concentration of particulate matter, GPUS type1 would be more effective than type2. Therefore, the choice of GPUS types should rely on the status of particulate matter concentration in the area where GPUS is being installed.
This paper focuses on the integration aspect of operators to determine an improvement strategy for the operating system to enhance competitiveness of Busan Port. This Study proposes the following alternatives: valuation standards for the integration of operators, the road map for the integration period, the scope and role setting of integrated operators' participation of Busan Port Authority(BPA), and the separation and linkage North Port and the New Port operators. First, the valuation standards for operator integration should be based on international standards. Additionally quantitative factors such as financial situation, business performance and participating companies' profitability, and the qualitative factors such as management ability, technology, and labor relations should be considered. Second, the timing of North Port's operator integration should be prioritized in the short term in conjunction with the commencement of its phase 2-4, 2-5, and 2-6. The integration of New Port operators should provide a road map for a relatively long-term perspective. Third, the participation of BPA' integrated operators should be considered in terms of publicity as a policy coordinator between terminals and by pursuing the profitability of entering into overseas business by fostering Korean global terminal operators. The scope and role of participation ensures that the experience and technology of the terminal operation business is maximized. Fourth, because physically intergrating the North Port' operator into a single corporate form is difficult, initially establishing a special purpose company to maximize the effect of the integrated operation is necessary. Then, the operators decided to convert to a holding company given the termination of the lease term contract with the State or BPA, and ultimately proposed a merger into a single corporation.

This study analyzes the geographic information system (GIS) and machine learning models to understand the relationship between the appearance of hibernation sites and habitats in order to systematically manage the habitat of Asiatic Black Bear(Ursus thibetanus ussuricus) inhabiting Jirisan National Park, South Korea. The most important environmental factors influencing the hibernation sites was found to be the inclination(41.4%), followed by altitude(20.4%), distance from the trail(10.9%), and age group(7.7%) in the order of their contribution. A comparison between the hibernation habitat and the normal habitat of Asiatic Black Bear indicated that the average altitude of the hibernation sites was 63m, whereas the average altitude of the normal habitat was approximately 400m. The average inclination was found to be $7^{\circ}$, and a preference for the steeper inclination of $12-43^{\circ}$ was also observed. The average distance of the hibernation site from the road was approximately 300m; the range of separation distance was found to be 1,300-2,400m. This was thought to be the result of a safer selection of winter hibernation site by preventing human contact and outside invasion. This study analyzes the habitat environmental factors for the selection of hibernation sites that prevent severe cold and other threats during the hibernation period in order to provide fundamental data for hibernation ecology and habitat management of Asiatic Black Bear.

As populations inhabiting in natural ecosystem are fragmented by artificial barriers and habitats are destructed by development, extinction possibility of species is getting higher. It is necessary to design and to manage conservation areas and corridors considering animals' movement and migration for sustainable species diversity in present circumstances. 'Least-cost modeling' is one commonly employed approach in which dispersal costs are assigned to distinct habitat types and the last-costly dispersal paths among habitat patches are calculated using a geographical information system (GIS). This study aims to design ecological corridor using least-cost path method and to apply it to a regional ecological network considering movability of medium-large size mammals. This study was carried out over the metropolitan area, which has been deforested by rapid urbanization. Nevertheless there is connected with Gangwon province, Baekdudaegan mountain range and DMZ, considered where many forest species can migrate to this region. This study employs such an approach to develop least-cost path models for medium-large size mammals, have inhabited for this entire region. Considering those species, two forest areas as a source of species supply and forest areas more than 1,000ha are selected as focal forest areas. Movement and migration paths from species supply sources to focal forest areas are calculated by applying landscape permeability theory using land cover map, road density map and land slope map. Results showed least-cost paths from species supply sources to focal forest areas on two species. Wildcat and roe deer are different in some least-cost paths caused by their landscape permeability but paths show generally same specifics. The result of considering regional distribution of expected movement and migration paths to regional ecological network, low altitude mountains of western metropolitan area are evaluated important area for species connectivity. In national or regional levels ecological connectivity is essential to promote species diversity and to preserve integrated ecosystem. This study concludes that developing least-cost models from similar empirical data could significantly improve the utility of these tools.
Double Stack Train(DST) is being used variously around USA and Canada. The greatest advantage of the DST is mass transportation without extending the length of freight train and number of cars. So the DST system can be a kind of innovative train to increase the competitiveness of rail logistic business. As the domestic rail logistic increase, for enhancement of environment friendly green transportation amount, the DST needs more for efficiency. In this study, as the alternative way to introduce the DST to the Kyungbu Line, it's investigated the extensibility of rail freight with the relation of rail fare discount and examined the necessity of pilot business to the Kyungjeon Line which was expected comparatively lower cost. If the DST system is introduced to the Kyungjeon Line, the cost of mass transportation can be much lower and then the comparativeness of rail transportation will be increased, therefore logistic companies can have some margin additionally. In the result of survey to the related companies, if rail transportation fare is 37.7 % cheaper than current road transportation fare, the modal shift can be transferred by maximum 100%.
Traffic accidents in the country have steadily increased. Although IOT technologies have been applied so as to prevent the primary accident, practical solutions to prevent the secondary accident have not been suggested. A general guideline is simply recommended. In this paper, utilizing existing communication technology, we implement a proposed model and its simulation to prevent the secondary accident. When it is possible for a driver to secure visibility, the secondary accident can be prevented; In areas like tunnel, mountain terrain, and curve road with heavy traffic, where the driver has difficulty in securing the visibility, the secondary accident rates after the primary accident have been increasing. Therefore, we implement an accident prevention system that determines the primary accident utilizing sensor technology and prevents the secondary accident communicating through V2V or V2I. After the simulation, we found that the proposed model and the existing model made no difference with regard to the secondary accident rates when the visibility of the driver is secured; With the application of the proposed model, however, the accident rates decreased for 3-7 percent even though the visibility and communication were not secured.

This research aims at analyzing the changes in residential environment after a residential environment improvement project focusing on the analysis into the physical environment of a residential environment improvement project, and examining in what direction the changes by residents' own efforts occurred after public support, such as infrastructure. The present residence development method has become different from the previous pulling down method and is focused on regeneration. By examining in what direction the target residence is being changed because of the development by residents' own efforts after the government's public investment at this time, this study also aims at investigating the direction to develop a guideline for residential improvement for later improvement of deteriorated residence. As for the contents of the analysis, changes in public support, such as infrastructure, and other areas after the residential environment improvement project were compared and analyzed from the land use, street system, and condition of buildings before the residential environment improvement project through field survey, geographic information system(GIS), registered land and building data and so on. The biggest change since the support from the government was that at the beginning of the project, the application of special provision of building laws and different financial supports led to lots of newly built buildings. Since then, their number has decreased rapidly, and in most cases, there have been some changes in part, such as changes in the use of land or repair of disposal tanks. Most newly built buildings were multi-household houses, and it has caused road capacity and parking lot capacity, etc., to be exceeded, which has worsened the pleasantness of the living environment. In addition, other problems have also appeared, for example, the lack of residence supporting facilities yet with a higher level of residential density. Regarding the changes in the residential environment after the residential environment improvement project, maintenance of houses were conducted in some degree as diverse alleviation policies to improve poor residence, yet the absence of the guideline for the direction of developing the whole district has made the residence environment more dense and deteriorated. To solve these problems, in advance to a residential improvement project, specific management methods based on short-, mid- and long-term plans for the direction of development by residents' own efforts and a sustainable guideline seem to be necessary.
The amount of snow due to global warming and climate change has recently increased. The effective management of snow removal materials will be required. First, on the basis of domestic winter temperature, it is not necessary to get a baseline to less than the freezing point of $-52^{\circ}C$ for the calcium chloride($CaCl_2$) of 30%.. In terms of cost comparison between calcium chloride($CaCl_2$) and sodium chloride($NaCl$), the calcium chloride($CaCl_2$) is 2 to 3 times more expensive, and the supply of the calcium chloride($CaCl_2$) is not produced in domestic country and is in the conditions that have to imports all needed. Accordingly, the effective use scheme of snow removal materials should be considered to multifaceted ways. Thus, the objective of this study is to develop effective method and to replace from calcium choride($CaCl_2$) to sodium chloride($NaCl$) solution in the current snow removal operating system that uses a pre-wetted salt spreading method. The effective method that equals to the quality of the existing snow removal materials was developed in this study through performance tests for deicing chemicals, corrosion test of steel and freezing and thawing tests of concrete.
