  • Development of industry is increased Traffic Volume and have brought increase of road. As a result, Maintenance-management expense of the whole road is rapidly increase. Operation of PMS (Pavement Management System) need that it is efficiently for maintenance-management the whole road network Into budget limited. PMS is effective management through Investigation of roughness, crack, plastic deformation, etc of road. Advanced nation recognizes necessity of maintenance-management of road, progress to investigation and research. Our country is lacking that systematic pms's application and research. Therefore, this research estimated using of surveying method of DGPS that roughness of road for investigation-step of PMS. At the future, this paper may contribute in research of automatic surveying system for road surface.

도로시설물 자산관리를 위한 서비스수준체계 개발 (Development of Level of Service System for Road Infrastructure Asset Management)

  • PURPOSES: The aim of this paper is developing user-oriented flexible Level Of Service (LOS) system for integrated asset management of various road facilities. It is essential to overcome limitations of general management systems which only focus on a type of assets (e.g. pavement, bridge etc.), and to serve a customizable LOS platform for smooth implementation and future improvement of the LOS considering various managerial environments of road agencies. METHODS: This study suggested a total framework of the LOS system as a process for self-development, operation and improvement of LOS system to conduct the PDCA (Plan-Do-Check-Act) in management process. In the process, we adopted user-customizable elements regarding asset definition, service index and evaluation method to match with the managerial environment of road agencies. In addition, we conducted an empirical study on the entire process of the suggested LOS system with a real road agency (Korea Express Highway) to prove applicability of the LOS system. RESULTS: From the empirical study, we confirmed that the suggested LOS system framework were suitable for development of customized LOS system. In addition, evaluation of asset conditions by LOS ratings, and quantification of vision achievement of the Korea Express Highway were successfully made. It would be the first trial in integrated management approach with LOS systems for numerous road facilities. CONCLUSIONS : It was recognized that easy application and sustainable improvement of the LOS was the most critical point in asset management. The suggested LOS system would be a powerful weapon as a managerial tool in preparing tight budget, aging infrastructures, and increased demands for more accountability both in Korea and internationally. Implementation of the LOS system needs to be expanded to the other infrastructure members to serve satisfactory level of service to taxpayers.

도로점용허가 정보관리를 위한 도로점용시스템 개발에 관한 연구 (A Study on the Development of the System for the Road Occupation Permit Information Management)

  • 본 논문은 설계도 등 도로점용허가에서 발생하는 정보의 관리를 위한 웹기반의 도로점용시스템 개발에 대해 기술하였다. 도로점용시스템 개발은 도로점용허가 관련 국내외 정보시스템 사례조사, 도로점용허가 업무분석, 도로점용허가 관리대상 정보정의, 시스템 개발 및 적용의 순으로 진행하였다. 도로점용허가 업무분석은 도로법 등 법령조사와 도로관리청의 업무처리 사례를 조사하고, 사용자 요구사항파악을 위해 도로관리청 업무담당자 및 민원인을 대상으로 설문조사를 시행하였다. 도로점용허가 각 업무에서 발생하는 정보의 관리를 위해 정보의 특성을 나타낼 수 있는 정보분류코드를 개발하고, 각 정보간의 위계관계를 고려하여 메타정보를 정의하였다. 정보분류코드 및 메타정보를 기반으로 도로점용허가 업무흐름 및 사용자요구사항을 반영하여 도로점용시스템 개발을 진행하였다. 개발한 도로점용시스템은 일선 도로관리청에 적용하였으며, 종이문서로 관리하던 도로점용허가 정보를 전자문서로 관리하게 됨에 따라 도로관리청의 도로점용허가 도서 관리업무 개선과 대국민 민원행정서비스의 품질이 향상될 것으로 기대된다.

국지지역 도로 기반 시설에서 안전운전을 위한 경보 정보 설계 (Amber Information Design to Keep Safety-Driving Under Road Structure at Local-Scale Geographic)

  • In order to keep safe driving conditions under road networks, there are several formations such as road structure, road surface condition, traffic occupancy and supplement of an accurate information of traffic status ahead To support safe-driving on each road formation, each formation is supplied with various information to help the driver. However, in some cases like rapid status change at local-scale geography, traffic information systems often displays insufficient information because of the lack of information correlation. In order to accurately aware the driver, all road formation must be in sync. It is important to supply accurate information to the driver because this information directly impacts the drivers on the road. This paper discusses the amber information to keep the least safety driving over road formations including tunnels and bridges. This paper also will propose the informations for safe-driving conditions, information linkage on the road and rule-base safety information, as ITS technology, being displayed for all drivers under the worst weather conditions.

건설산업의 지식관이체계 로드맵 (Road Map of a Knowledge Management System for the Construction Industry)

  • MOCT(Ministry of Construction St Transportation) suggested "A Plan for Implementation of Knowledge-based Economy for the Construction Industry" to add high value to a construction industry. by means of knowledge-based management. However, there is no knowledge management system which considers characteristics of a domestic construction industry. So a useful knowledge vanished the moment a company terminated a construction Uoject. Therefore, it is necessary to develop "An application method of a knowledge management system for the construction industry" which takes a real environment into consideration. This study aims to present the road map of a knowledge management system which helps the bodies of the construction industry(government, research center/university, enterprise, etc) to do a knowledge activity efficiently. To accomplish this objective, we analyzed overall knowledge management activities. In addition we suggested an implementation direction and strategy of a knowledge management system for the construction industry. As results of this study, we presented the road map of a knowledge management system for the construction industry, which is composed of policy forum, study forum, professional forum, research forum and knowledge 8t information DB. We expect that results of this study will be used as a basis for implementing the knowledge portal that brings a construction industry to a high value added industry.

도로자산관리를 위한 서비스수준 기반 균형성과표 평가체계 개발 (Development of an Evaluation System of a LOS-based Balanced Scorecard for Road Infrastructure Asset Management)

  • PURPOSES : This paper aims at the implementation of a balanced scorecard that can be widely applied to modern business management for use in the public road management sector. METHODS : This study applied the newly developed LOS-based balanced scorecard system instead of a traditional Key Performance Index (KPI) for better decision making in asset management planning. As an evaluation technique, a" hierarchical alignment and cascading method" is also suggested. Finally, the suggested system has been empirically applied to a regional government. RESULTS : To provide stable and sustainable road services, the balanced scorecard informs the regional government of needed improvements in its asset management plans regarding budget optimization, structural management, the development of inner-business processes, and human resources. CONCLUSIONS : An LOS-based balanced scorecard for managing road services and organizations in a quantitative manner has been successfully developed and tested through a field study. The developed scorecard is a timely topic and a useful analytical tool for coping with the new phases of an aging infrastructure, tighter budgets, and demand for greater public accountability.

계층분석법을 이용한 도로관리장비 운영의 효율성 평가 (Evaluation for Operational Efficiency of Road Management Equipment using Analytical Hierarchy Process)

  • PURPOSES: Regional offices of the Ministry of Land, Transport and Maritime Affairs use a computerized system called KAMIS so as to manage road equipment systematically. Road agencies can record number of operating days by equipment, actual working hours, accumulated operating hours (or distance) by equipment, and operating cost. However, KAMIS does not provide critical information, although it is strongly related to efficient road management equipment operation. In other words, road agencies do not know whether they have sufficient equipment to handle their actual work. METHODS: Therefore, this study suggests a methodology to evaluate for operational efficiency of road management equipment using analytical hierarchy process(AHP). First of all, estimated weights related criteria can be produced by AHP, and then use operational history by pieces of equipment. RESULTS: Results show that importance of management work can differ from weather conditions through five areas. CONCLUSIONS: Commonly, this results can imply to help save money for the purchase and maintenance of road management equipment, and they would improve the functional performance of KAMIS.

  • In this paper, a PMS(Pavement Management System) application is presented to control the LCC(Life Cycle Cost) of road pavement. The aim of this paper is to provide the decision makers with the planning information regarding maintenance strategies for efficient road pavement management. The validity of PMS application presented in this paper is investigated through case studies for conducted for 22 national highway road sections in Korea.

유비쿼터스 도로재해관리시스템을 위한 기반기술 개발 (Development of the Fundamental Technology for Ubiquitous Road Disaster Management System)

  • 본 연구에서는 유비쿼터스 기반 도로재해관리시스템 개발에 본 연구에의 목적이 있으며, 이를 위한 기반기술은 무선인터넷통신모듈, 모바일모듈 및 서버모듈로 구분하여 개발하였다. 이와 같이 개발된 기반기술은 도로재해관리 뿐만 아니라 각종 모바일 및 유비쿼터스 응용솔루션개발에 사용될 수 있으며, 도로재해현장에서 정보취득에 필요한 기 구축된 수치형태의 각종 DB를 실시간으로 수신하고 이를 기초로 현장 자료를 취득할 수 있으므로 현장 자료 취득의 정확도 및 신뢰도를 제고할 수 있다. 또한 이를 수신한 웹기반의 서버모듈 즉, 웹기반 도로 재해관리시스템에서는 기존의 도로관련 각종 자료에 절대좌표를 이용하여 현장재해정보를 연계하여 볼 수 있어, 정확한 의사결정을 실시간으로 수립하여 현장에 전송할 수 있다. 이러한 유비쿼터스 도로재해관리시스템의 기반기술 개발을 통하여 기존 도로재해관리 방법의 한계를 극복할 수 있는 방안을 제시하였다.

  • 우리나라의 경우 그동안 도로부문의 투자는 신규건설 그 자체가 정부 정책의 핵심이었다. 그러나 최근 정부의 도로부문 예산이 2000년을 정점으로 신규건설은 감소하고 유지관리는 증가하는 추세이다. 이러한 추세에서 도로 유지관리 예산 증가에 대한 정당성을 입증하면서 서비스수준에 대한 사용자 요구에 부응할 수 있는 새로운 도로정책 패러다임이 필요하다. 1950~60년대에 사회기반시설을 집중적으로 건설하였던 선진국들이 최근 공공시설물의 노후화에 대처하기 위해 자산관리 개념을 도입하여 많은 성과를 거두고 있다. 본 연구에서는 일반국도의 효율적인 유지관리를 위해 "한국형 도로 자산관리시스템"을 구축하는데 필요한 기본체계를 제시하였다. 이 시스템의 특징은 장기적이며 예방적인 도로 유지관리 정책을 수립할 수 있도록 기존의 포장관리시스템에 경제성 분석 과정을 포함시키는데 있다.
