PURPOSES: This study is to investigate the consideration which relates with a disaster from route alignment process and proposed the method it will be able to evaluate a disaster danger fixed quantity. METHODS: Use the landslide disaster probabilistic map of GIS based and in about landslide occurrence of the route alignment at the time of neighboring area after evaluating a risk fixed quantity, it compared LCC expense in about each alternative route. It developed the system it will be able to analyze a LCC and a disaster risk in about the alternative route. In order to verify a risk analytical algorithm and the system which are developed it selected national road 59 lines on the demonstrative route and it analyzed a disaster risk. RESULTS: Demonstrative route not only the disaster risk to be it will be able to compare a disaster risk fixed quantity like the economical efficiency degree in compliance with LCC expense productions it compared and there being the designer will be able to decide the alternative route, it confirmed. CONCLUSIONS: Roads can be designed by considering occurs repeatedly landslides and debris flow caused by disasters in advance and expect to be able to effect that can reduce the overall cost to recover losses caused by the disaster, and temporally loss is expected.
본 연구에서는 유비쿼터스 기반 도로재해관리시스템 개발에 본 연구에의 목적이 있으며, 이를 위한 기반기술은 무선인터넷통신모듈, 모바일모듈 및 서버모듈로 구분하여 개발하였다. 이와 같이 개발된 기반기술은 도로재해관리 뿐만 아니라 각종 모바일 및 유비쿼터스 응용솔루션개발에 사용될 수 있으며, 도로재해현장에서 정보취득에 필요한 기 구축된 수치형태의 각종 DB를 실시간으로 수신하고 이를 기초로 현장 자료를 취득할 수 있으므로 현장 자료 취득의 정확도 및 신뢰도를 제고할 수 있다. 또한 이를 수신한 웹기반의 서버모듈 즉, 웹기반 도로 재해관리시스템에서는 기존의 도로관련 각종 자료에 절대좌표를 이용하여 현장재해정보를 연계하여 볼 수 있어, 정확한 의사결정을 실시간으로 수립하여 현장에 전송할 수 있다. 이러한 유비쿼터스 도로재해관리시스템의 기반기술 개발을 통하여 기존 도로재해관리 방법의 한계를 극복할 수 있는 방안을 제시하였다.
전 세계적으로 레질리언스의 중요성이 부각되고 있음에도 자연재해와 관련된 레질리언스의 단일정의는 명확하지 않은 실정이다. 그 이유는 레질리언스의 정의가 취약성, 복구, 적응력, 지속가능성과 같은 유사한 용어와 어떻게 관련되어 있는지에 대한 상관성에 대한 구체적인 정의가 없기 때문이다. 또한 국가와 지역마다 지형·지질학적 특성이 다르고 태풍과 가뭄, 지진의 재해종류가 다르듯 이에 대한 각각의 측정지표가 다르기 때문이다. 따라서 본 연구에서는 레질리언스의 정의를 본 연구의 공간적인 특성을 반영하여 '지방도로 또는 인명이나 시설물이 인접해 있는 지방도로에서 발생하는 복합재해(집중호우, 산사태, 토석류)에 대한 복원능력으로 정의하고 이를 도로중심 재난 레질리언스(DRR : Disaster Resilience focusing on the Road)로 구분하였다. 또한 도로중심 재난 레질리언스 인자의 도출을 위해 국내·외 문헌조사를 실시하였고, DRR평가체계 구축을 위한 계층구조 설정 및 AHP설문조사를 실시하였다. AHP설문 분석결과 지방도로 내부에 위치하고 있는 도로재난 직접영향인자(배수시설, 방호시설 등)의 가중치는 0.742로 나타났고, 지방도로 인근에 위치하고 있는 도로재난 간접영향인자(인구, 재산 등)의 가중치는 0.258로 나타나 도로재난 직접영향인자가 간접영향인자보다 상대적으로 높게 분석되었다.
In recent years, the scale of damage from disasters such as earthquakes and large-scale fires and floods that are occurring in Korea is increasing. Accordingly, interest in urban disaster prevention that combines living infrastructure such as roads and parks is boosting, and it is urgent to prepare measures to reduce the damage scale of local cities. The purpose of this study is to derive implications for disaster prevention measures in areas where disaster prevention safety of local cities is weak through examples of disaster prevention safety of local cities in case of disaster. To this end, this study analyzed the regional characteristics, current status, and disaster prevention problems of regional cities in Japan, and selected disaster-vulnerable areas, and considered the distance relationship between disaster prevention bases through road network analysis. In addition, road closure simulation using ArcGIS Network Analyst was conducted to analyze disaster prevention safety in the area. As a result, the situation of the village which has a high possibility of isolation by natural disasters was grasped in advance. Through this, the suburbs confirmed the necessity of supplementing the disaster prevention function through transportation maintenance such as forest roads, and it was found that the city needs to prepare a risk management system. Furthermore, this study suggests the need for research on areas with a high possibility of isolation, especially in areas where disaster prevention functions are weak in local cities in case of disaster, and shows countermeasures for disaster prevention measures and resident education.
재난 및 재해 상황시 이동관리전략을 신속히 마련하기 위해서는 특정 도로구간을 통행하는 교통류의 특징과 도로의 위상학적 구조 등을 사전에 파악해야 할 필요성이 있다. 이는 도로관리자가 미시적 도로단위별로 취약성을 평가한 후 재난·재해 상황에 대비한 적절한 모니터링과 관리방안을 설정하는데 중요한 근거가 될 수 있기 때문이다. 따라서 본 연구에서는 도시부 도로링크별 취약성 평가를 위하여 공간밀도, 시간점유율, 네트워크 매개중심성 지표를 제시하였으며, 거리 및 밀도기반 클러스터링 분석을 통하여 각 링크그룹별로 가지고 있는 시공간 및 위상학적 취약성을 정의하였다. 본 연구를 통해 제시된 결과는 도로 링크를 집단별로 특성화하여 취약성을 관리하는 것에 활용될 수 있으며, 재난·재해 시 우선 통제지점 선정 및 최적경로 제시를 위한 기초자료로도 활용 가능할 것으로 기대된다.
The Roads in Gangwon Province generally was made on purpose to use the military road. In case of these roads, tremendous dangerous cut slopes do exist and its road linear shape was badly designed. In order to make up for this situation, the government has continuously established the new road or performed the public works such as the straight line of the curved road. Soksil 2 cut slope was made through the road improvement work. This has small surface failures and collapses. In spite of dry season, this slope are leaking lots of groundwater at the unbelievable point. So as to get curious phenomenon right, we performed a detailed field investigation, the geomorphological analysis, the stability analysis considering field characteristic and ultimately proposed the countermeasure to make sure stability of Sokil 2 cut slope.
PURPOSES : This study examines the performance changes of road networks according to the strength of a disaster, and proposes a method for estimating the quantitative resilience according to the road-network performance changes and damage scale. This study also selected high-influence road sections, according to disasters targeting the road network, and aimed to analyze their hazard resilience from the network aspect through a scenario analysis of the damage recovery after a disaster occurred. METHODS : The analysis was conducted targeting Sejong City in South Korea. The disaster situation was set up using the TransCAD and VISSIM traffic-simulation software. First, the study analyzed how road-network damage changed the user's travel pattern and travel time, and how it affected the complete network. Secondly, the functional aspects of the road networks were analyzed using quantitative resilience. Finally, based on the road-network performance change and resilience, priority-management road sections were selected. RESULTS : According to the analysis results, when a road section has relatively low connectivity and low traffic, its effect on the complete network is insignificant. Moreover, certain road sections with relatively high importance can suffer a performance loss from major damage, for e.g., sections where bridges, tunnels, or underground roads are located, roads where no bypasses exist or they exist far from the concerned road, including entrances and exits to suburban areas. Relatively important roads have the potential to significantly degrade the network performance when a disaster occurs. Because of the high risk of delays or isolation, they may lead to secondary damage. Thus, it is necessary to manage the roads to maintain their performance. CONCLUSIONS : As a baseline study to establish measures for traffic prevention, this study considered the performance of a road network, selected high-influence road sections within the road network, and analyzed the quantitative resilience of the road network according to scenarios. The road users' passage-pattern changes were analyzed through simulation analysis using the User Equilibrium model. Based on the analysis results, the resilience in each scenario was examined and compared. Sections where a road's performance loss had a significant influence on the network were targeted. The study results were judged to become basic research data for establishing response plans to restore the original functions and performance of the destroyed and damage road networks, and for selecting maintenance priorities.
Recently, the interests in safety and prevention from disaster are increasing. In particular, lifeline networks such as water line and sewerage, electricity, gas, and road would be damaged from a disaster. If the lifeline networks do not work in normal, national public service will not properly function. Researches in social network analysis have been conducted for analyzing the interdependency between individuals since 1970s. These network analysis are utilized to investigate a spread of information and disease. However, it is hard to discover the analyzed cases including characteristics of nodes of networks in the area of transportation and disaster. Therefore, this study conducts network analysis of flooded road with flooding scenarios, investigates safe evacuation routes in flooded road network, and suggests efficient approaches for preventing damages from a flooding.
Because the cost of road management is increasing proportional to road construction, there are needs to build general and systematic road management system. To solving such problems, Ministry of Construction and Transportation started research and development of Highway Management System(HMS), and established a foundation for systematic road management system. But, the implementation of HMS has some limitations because it is just converting roads of physical space to roads of electronic space and managing roads of electronic space. Although HMS offers many conveniences compared to old system which was based hard-copy and paper maps or unit operations, it can not overcome the problem of inefficency of road management due to the separation of operation between outer field and inner office. Therefore, to overcome such inefficency, this study focused on Road Disaster Management System development based on Ubiquotous.
국내 재해위험지도는 주로 격자단위 및 재해 유형별 단일 재해지도로 제작 및 연구되고 있어 도로관리 중심으로 접근할 경우 그 활용도가 떨어진다. 특히 주로 시설의 유지관리를 담당하는 실무자의 업무활용을 위해서는 보다 해당시설 (지방도로)에 맞는 재해위험지도의 평가방법을 제시할 필요가 있다. 본 연구에서는 산림청에서 제공하고 있는 산사태위험지도 및 토석류위험지도를 활용하여 지방도를 중심으로 위험도를 평가할 수 있는 평가방법을 제시하였다. 또한 강원도에 위치한 지방도를 대상으로 위험도를 평가하고 검증하였다. 평가결과 총연장 234.59 km의 평가구간에서 1,513개의 평가구간에 대한 1~5등급의 위험도를 평가할 수 있었다.
