지구의 온난화로 인하여 기온이 상승하고 이에 대응하여 수온 증가가 감지되고 있다. 하천의 수온 변화는 수질과 생태계, 특히 용존산소변화와 생물체의 이동으로 이어진다. 기온 변화가 하천의 수질과 생태 환경에 미치는 영향을 추정하기 위해서 수온 상승의 시기와 하천 어종에 대한 이해가 필요한데 이를 위하여 미래의 수온을 예측할 필요가 있다. 환경부 산하 국립환경과학원에서 설치한 국가수질관측망 자료와 기상청 기상관측소의 기온 자료를 활용하여 기온-수온 비선형 상관관계모형을 구축하였다. 기온-수온 대표 관계인 비선형 로지스틱(Logistic) 함수에 포함된 4개의 매개변수를 결정하기 위하여 SCE최적화 기법을 이용하였다. 기온-수온 상관관계는 시간규모에 따른 최대 온도와 최소 온도에 차이가 있으나 수질 또는 생태 반응의 적당한 시간규모에 해당하는 주 평균 온도를 이용하여 분석하였다. 전반적으로 우리나라 하천의 기온-수온 관계는 선형보다는 비선형 모형에서 NSC와 RMSE가 더 우수하여 비선형 모형이 적합한 것으로 나타났다. 연구 결과는 미래의 기온 상승 변화에 반응하는 수질, 수문 및 생태반응에 대비하여 공학기술자 또는 정책입안자에게 적절한 기후변화 대책 방향을 설정하는 데 지침을 제공할 것이다.
According to the IPCC analysis, severe climate changes are projected to occur in Korea as the temperature is expected to rise by 3.2 ℃, the precipitation by 15.6% and the sea level by 27cm by 2050. It is predicted that the occurrence of abnormal climate phenomena - especially those such as increase of concentrated precipitation and extreme heat in the summer season and severe drought in the winter season - that have happened in Korea in the past 30 years (1981-2010) will continuously be intensified and accelerated. As a result, the impact on and vulnerability of the water management sector is expected to be exacerbated. This research aims to predict the climate change impacts on streamflow of Daecheong Lake area of Geum River in South Korea during the summer and winter seasons, which show extreme meteorological events, and ultimately develop an integrated policy model in response. We projected and compared the streamflow changes of Daecheong Lake area of Geum River in South Korea in the near future period (2020-2040) and the far future period (2041-2060) with the reference period (1991-2010) using the HEC-HMS model. The data from a global climate model HadGEM2-AO, which is the fully-coupled atmosphere-ocean version of the Hadley Centre Global Environment Model 2, and RCP scenarios (RCP4.5 and RCP8.5) were used as inputs for the HEC-HMS model to identify the river basins where cases of extreme flooding or drought are likely to occur in the near and far future. The projections were made for the summer season (July-September) and the winter season(November-January) in order to reflect the summer monsoon and the dry winter. The results are anticipated to be used by policy makers for preparation of adaptation plans to secure water resources in the nation.
최근 들어 환경생태의 중요성 인식과 풍요롭고 환경적으로 안정된 생활을 영위하고자 하는 국민들의 욕구가 증대하고 있다. 이에 따라 물을 대하는 국민의 요구도 수질 및 수량관리에서 한 걸음 더 나아가 하천의 생태계를 보전하고 하천의 정상적인 기능을 회복시켜 건전한 하천환경 유지에 대한 수요도 증가하고 있다. 이러한 국민의 요구에 부응할 수 있도록 환경유량에 대한 개념을 정립하여 하천관리는 환경유량과 연계하여 취수를 허락하고, 자연에 가깝게 생태계를 보전하고 관리하여야 한다. 우리나라에서 환경유량은 하천관리 측면에서의 하천유지용수 개념으로 도입되었다. 우리나라에서 하천유지용수 산정은 아직도 인간 위주의 용수이용기능을 중점적으로 고려한 것으로 순수한 환경유량의 의미로서 환경생태적 관점에서 정의되고 강조되지 못했다. 환경유량은 하천유지용수에서 더 발전하여 생태계의 건전성 유지에 강조를 둔 새로운 개념으로 전환되어야 한다. 즉, 환경유량은 하천의 기능과 하천이 가지는 본래의 가치를 유지하기 위해 필요한 유량으로 정의하고 이는 각종 경제활동 유지를 위한 용수 공급, 위락, 심미, 수질, 수력발전, 주운 등을 위한 용수와 동일가치 또는 그 이상에서 고려하여야 한다.
낙동강 중${\cdot}$하류수역에서 1997년 1월부터 1999년 12월사이 3년간의 수온, Chl. a, 유량변동을 모니터링하였다. 유량별 Chl. a 지점별 분포는 강수량에 따른 하천유량의 증감으로 인해 Chl. a 최대농도지점이 상${\cdot}$하류로 이동하였고, 수온별 Chl. a 의 최대농도 분포 역시 수온변화에 따라 상${\cdot}$하류로 이동하여 하천유속과 수온이식물플랑크톤 최대현존량(Chl. a)지점 형성에 큰 영향을 미치는 것으로 나타났다. 하천유하시간을 이용하여 식물플랑크톤 최대성장시간을 수온별로 구분한 결과 저수온시에는 평균적으로 380시간, 상온시는 240시간, 고수온시는 120시간 정도에서 최고농도에 이르는 것으로 나타났다. 낙동강 중 ${\cdot}$하류수역에서 식물플랑크톤 농도 예측을 위한 수온별 성장 및 사멸계수는 $10{\circ}^C$ 이하에서는 0.201과 $-0.012\; day^{-1}$, $10{\sim}20{\circ}^C$에서는 0.254와 $-0.128\;day^{-1}$ 그리고 $20{\circ}^C$ 이상에서는 0.289와 $-0.193\;day^{-1}$로 각각 산정되었다. 이러한 결과로부터 영양염 공급이 풍부한 낙동강 중 ${\cdot}$ 하류수계에서는 식물플랑크톤의 최대농도 지점이 수온과 유속에 크게 영향을 받으며, 따라서 상수원과 같은 특정지점에서 식물플랑크톤의 최대현존량이 형성되는 것을 막기 위해서는 댐 방류량 조절을 통해 최대현존량지점을 상 ${\cdot}$ 하류지역으로 이동시킴으로서 식물플랑크톤 농도를 줄이는 효과를 얻을 수 있을 것으로 추정된다.
Total Maximum Daily Loads (TMDLs) System has been used to improve water quality in the Youngsan·Tamjin river basin since 2004. The Basic Policy of TMDLs sets up the standard flow based on the average dry condition or mid-range flow during the last 10 years. However, Target Water Quality (TWQ) assessment on TMDLs has been used to evaluate water quality through eight-day intervals over 36 times a year. The results for allocation evaluation and target water quality evaluation were different from each other in the same unit watershed during the first period. In order to improve the evaluation method, researchers applied Load Duration Curve (LDC) to evaluate water quality in nine unit watersheds of the Youngsan·Tamjin river basin. The results showed that achievement rates of TWQ assessment with the current method and LDC were 67~100% and 78~100%, respectively. Approximately 11% of the achievement rates with use of LDC were higher than those with use of the current method. In conclusion, it is necessary to review the application of the LDC method in all Four Major River Watersheds.
Agriculture nonpoint pollution source is a significant contributor to water quality degradation. To establish effective water quality control policy, environpolitics establishment person must be able to estimate nonpoint source loads to lakes and streams. To meet this need for orchard area, we investigated a real rainfall runoff phenomena about it. We developed nonpoint source runoff estimation models for vineyard area that has lots of fertilizer, compost specially between agricultural areas. Data used in nonpoint source estimation model gained from real measuring runoff loads and it surveyed for two years(2008-2009 year) about vineyard. Nonpoint source runoff loads estimation models were composed of using independent variables(rainfall, storm duration time(SDT), antecedent dry weather period(ADWP), total runoff depth(TRD), average storm intensity(ASI), average runoff intensity(ARI)). Rainfall, total runoff depth and average runoff intensity among six independent variables were specially high related to nonpoint source runoff loads such as BOD, COD, TN, TP, TOC and SS. The best regression model to predict nonpoint source runoff load was Model 6 and regression factor of all water quality items except for was $R^2=0.85$.
In order to establish appropriate policy to control sediment-associated problems, it is necessary to identify the physical characteristics of the reservoir sediments in particulate form in the Yeongsan River. Two time-integrated suspended sediment samplers were installed at Seungchon and Juksan weir on the upper and middle Yeongsan River in July 2012. Reservoir sediment samples were obtained at monthly intervals until October 2014. During the monitoring period, a total of 38 sediment samples were obtained and analyzed. Seasonal trends of suspended sedimentation rates and grain size distributions were examined based on variations in precipitation and discharge fluctuations. Moreover, stream flow characteristics, which has a great influence on the physical characteristics of the river sediment, was analyzed using flow duration curve for the period 2003-2019 at Naju gauging station. Sedimentation rates during summer, when heavy rainfall was concentrated due to the monsoonal front and typhoon, were very high, indicating the positive relationship between sediment concentration and discharge. Particle size analysis of the collected sediment showed that coarse silt and very fine sand-sized sediment dominated most of the Seungchon weir sediment. On the other hand, medium silt-sized sediment dominated the downstream Juksan weir except for a few summer samples. These results implied that the physical characteristics of the suspended sediment are determined not only due to flow fluctuations, but also with regard to the antecedent rainfall conditions, hillslope-channel connectivity, and the supply of materials from various contributing regions. This information about flow characteristics and temporal variations in reservoir sediment can be used for safe management of the weir and discussing the issues on the dismantling of the weirs.
지난 10년간 현대적인 하천 유지관리체계 구축을 위해 하천법령, 행정규칙, 업무 매뉴얼을 정비해오고 있으며, 현장지원을 위해 다양한 연구와 기술개발도 병행해 왔다. 이러한 가운데 기반시설관리법의 제정, 2020년 홍수피해 등을 계기로 하천 유지관리 체계의 재정비 및 강화가 다시 요구되는 시점이다. 본 연구는 하천 유지관리의 제도적·기술적 역량 강화를 위해 중요한 분야인, 정책, 연구개발, 계획, 기술 측면에서 발전방향을 제안하고자 하였다. 폭넓은 소통을 위해 산·학·연·관의 합동 토론회를 개최하여 쟁점사항을 논의하였고 참석자를 대상으로 설문조사를 실시하였다. 본 연구에서 수집한 의견은 향후 하천 유지관리 체계 재정립 시 법제도 개선, 연구개발사업 기획, 유지관리 계획 도입, 기술개발의 방향 정립 등에 있어 중요한 참고자료로 활용될 것으로 기대된다.
Purpose - Urban agglomeration construction is one of national strategic plans to accelerate the development of industrialization and urbanization in China, which has threatened the eco-environmental quality at the same time. This paper selected the urban agglomeration in the middle reaches of the Yangtze River as the research area. Research design, data, and methodology - The the slack-based measurement (SBM) model considering undesirable outputs is applied to measure the eco-efficiency of this urban agglomerations during 2006-2015. Results - The empirical results show that average eco-efficiency of the urban agglomeration in the middle reaches of the Yangtze River is 0.595. Regional ecological development is unbalanced. The highest eco-efficiency is recorded at Wuhan Metropolitan Area, and the lowest one is at the Changsha-Zhuzhou-Xiangtan City Group. Energy consumption and waste dust emissions are the key factors led to ecological inefficiency. Based on this, potentials for energy saving and waste dust reducing are calculated. Conclusions - Finally, this study provides policy implications targeted to promote the coordinating development of economy and eco-environment under the construction of urban agglomeration.
Water quality forecasting with long term flow is important for management and operation of river environment. However, it is difficult to set up and operate a physical model for water quality forecasting due to large uncertainty in the data required for model setting. Therefore, relatively simpler stochastic approaches are adopted for this problem. In this study we try several multivariate time series models such as ARMAX models for the possible substitute for water quality forecasting. Those models are applied to the BOD and COD levels at Noryangin station, Han river, and also evaluated the effect of release from Paldang dam on them. Monthly BOD and COD data from 1985 to 1991 (7 years) are used for model building and another two year data for model testing. As a result of the study, the effect of improvement on water quality is much more effective combining with the water quality improvement of dam release than considering only increment of dam release in the downstream Han river.
