WATER RESOURCES POLICY AND CONFLICT RESOLUTION IN SOUTH KOREA : WIN-WIN STRATEGY

  • Since South Korea has uneven rainfall and deteriorating water quality, it is imperative to create a comprehensive water resources policy and management. This paper is to adopt a win-win policy for upstream-downstream local governments that have been in water rights-related disputer or conflicts in the process of allocating water and maintaining water quality. The Win-Win Policy can be an integrated river-basin approach. We define the win-win policy, introduce the win-win case of Delaware River and Colorado River in the United States, and suggest the win-win policy for Nakdong River in South Korea. Nakdong River is chosen for this paper because it has more serious problems in preserving water quantity and maintaining water quality.

시민 인식기반의 하천관리 정책에 관한 고찰 (A study on river management based on the results from a survey of citizens)

  • 시민인식은 하천관리를 포함한 공공정책 수립 시 결정적 요소 중 하나로 그 중요성이 점차 높아지고 있다. 시민인식 조사결과 시민들은 하천의 수질과 수생태계 상태를 과학적 측정자료보다 더 부정적으로 인식하고 있는 것으로 조사되었다. 이러한 인식의 괴리는 하천관리에 대한 신뢰성 회복이 중요함을 시사한다. 시민들은 전문성이 있는 기관에 의한 통합적이고 체계적인 하천관리를 바라는 것으로 나타났다. 따라서 시민들의 신뢰도개선을 위해 하천관리사업에 물전문기관이 참여하도록 유인하고 하천관리정책의 신뢰성을 강화할 필요가 있다.

일본 하천관리정책의 변화과정과 댐.하구언 문제의 요인 (The Change Process of River Management Policy and the Factors of Dam and River-mouth Weir's Problems in Japan)

  • 일본의 댐 하구언 계획에 대한 전국적 차원의 반대운동은 1990년대 말 나가라강 하구언 반대운동을 계기로 본격화 되었다. 이는 중앙정부차원에서 댐 하구언 계획에 대한 재검토의 제도적 기반을 마련하도록 하는 기폭제가 되었다. 그 후 광역자치단체장들의 "탈 댐 하구언 선언" 참여와 민주당의 집권으로 수자원 및 하천 관리정책은 새로운 국면을 맞이하였다. 그러나 민주당 정권의 미숙한 대응책과 자민당의 재집권으로 댐 하구언 문제는 혼선을 거듭하고 있다. 이에 대한 근본적인 원인은 일본의 공공사업 정책결정 과정에 있어서의 재정에 대한 규범의 미 확립과 수리권 배분 제도의 경직성에서 찾을 수 있다. 향후 일본의 수자원 및 하천 정책이 성공적으로 정착되기 위해서는 최우선적으 로 공공사업 재정에 대한 구체적인 제도적 기반과 정부 조직 간의 실질적인 정책조정 시스템이 정비되어야 할 것이다. 이는 한국의 하천 및 물 관리 정책에 있어서도 시사하는 바가 크다.

지방자치의 활성화를 통한 수질보전정책연구: 낙동강 수계오염과 위천공단 조성에 관한 갈등해결의 모색 (A Policy Study to Preserve the Water Quality through the Activation of Local Autonomy)

  • This research emphasizes the necessity of the understanding and cooperation among focal governments to preserve the water quality of the Nak-dong river that runs through four local governments. First, this research considers the status of water-pollution in the Nakdong river, describes and finds problems within the central government's. "Clean Water Supply Plan" and local governments' water quality-related policies. Second, it deals with the conflict among local governments concerning the planning and building of "Wicheon Industrial Complex" in the middle-upstream of the Nakdong river which has triggered the opposition movement of the local governments and residents of the river's downstream area. With stressing the necessity of the understanding and cooperation among local governments, this research emphasizes roles of central government, of academic experts, and of local news-media in preserving the water quality. Key words : the Nakdong river, water quality policy, the conflict among local governments, the activation of local autonomy, Wicheon Industrial Complex, the cooperation among local governments.

하천사업에 대한 일반인 및 공무원 인식차이 조사에 관한 연구 (A Study on Awareness Difference of Local Residents and Public Officials to River Projects)

  • 본 연구에서는 하천사업에 대한 인식과 하천사업에서의 주민참여 현황을 파악하고 하천사업의 발전방향을 제시하고자 한다. 이를 위해 고향의 강 사업과 생태하천 복원사업 대상지 중 12개 하천을 선정하여 일반인과 공무원 집단을 대상으로 면접설문을 실시하였다. 설문결과 하천정책의 지향점, 하천관리 주체, 주민참여 활성화 방안에 대한 두 집단 간의 인식차이를 확인 할 수 있었고 이와 관련하여 다양한 주체의 의견을 반영하는 하천정책이 필요한 것으로 도출되었다. 지금까지의 하천사업이 하천의 생태적 측면과 친수환경 조성을 중요시 했다면 앞으로는 하천의 역사, 문화, 공동체성에 대한 요구를 수용하고 다양한 주민참여의 기회를 마련하여 민 관 거버넌스 형태의 하천사업이 이루어 질 수 있는 하천정책의 패러다임이 구축되어야 할 것이다.

국가 하천환경관리 체계의 검토와 고찰 (Review and Discussion on Policy and Legal System for River Environments Management in Korea)

  • 본 연구는 국가 하천환경의 관리를 위한 법제도적 체계와 정책 추진과정에서 적용하고 있는 하천환경평가체계에 대해 검토하였으며, 이를 바탕으로 기 제안된 하천환경의 평가분야와 지표의 타당성을 논의함과 동시에 현행 국가정책과의 연계방안을 제시하고자 수행하였다. 국가의 하천환경관리체계는 국토교통부와 환경부로 이원화된 법제도적 체계 속에서 독립적인 위상의 확보가 용이치 않은 가운데 핵심적 사항이라 할 수 있는 국가표준의 하천환경평가체계도 구축되어있지 못한 상태인 것으로 나타났다. 구체적으로 수자원과 수질, 하천환경과 수생태계의 관리측면에서 관련 상위 및 하위의 계획 간 또는 각 계획 내통합적 접근이 매우 미흡할 뿐 만 아니라 하천환경의 현황조사 및 종합분석과 평가에 따른 계획 설계 과정의 일관성과 실효성 역시 확보되어 있지 못한 것으로 나타났다. 국가 하천환경관리체계의 통합적 접근을 위해서는 일차적으로 국가계획간 위계의 정립과 연계성 확보가 매우 중요한 것으로 판단되었으며, 또한 우리나라 하천환경의 제반 특성을 고려하여 개발된 하천환경평가체계는 기존 평가기법과의 정합성 및 연계성을 바탕으로 시급하게 적용되어야 할 것으로 판단되었다. 특히 하천환경자연도와 하천친수도를 평가하는 하천환경평가체계는 하천유역수자원관리계획에 적합한 하천유역 평가법과 하천기본계획에 적합한 하천수계 평가법으로 구분, 제안하였다.

漢江 水質保全 行政에 관한 硏究 (A Study on the Administration for the Han River Water Quality Control)

  • This thesis purports to overview the diverse administrative and organizational factors and plannings developed by the government organizations, municipal or otherwise, to tackle the Han River water pollution issues in the past years. This thesis also looks into the ever-worsening Han River water pollution problems, in particular, in terms of the various government plans ostensibly designed to reduce the pollution level but with little success. Also dealt with are the efficiencies with which the laws and decrees on water pollution the administrative organizations put to use in the prosecution of the diverse antiwater pollution projects involving the Han River basin. From the early 1960's up to the 1970's the government had concentrated on the growth-oriented economic policy with the result that little attention had been paid to the water pollution and other environmental issues that are bound to arise from the massive economic growth. Belatedly, the five-year Hah River Development Project was initiated in 1982 with emphasis on reducing the water pollution level at Hah River to the minimum. The following are the gists of the thesis and recommendations for the future antiwater pollution plans by the administrative organizations: 1. Documents to date indicate that the irrigation projects along the Han River area had been the main focus of attention during the Yi Dynasty and under the Japanese rule of the country. 2. Despite that the water pollution issue became the subject of many debates among the academic and research institutions in the 1960's and in the 1970's, the administrative organizations in charge of the Han River water quality control failed to come up with a concrete plan for the river's water quality control. 3. Nevertheless, the water pollution of the Han River area in fact began in the 1950's, with the unprecedented concentration into Seoul of population and the industrial facilities on a larger scale, in particular, enforced by the government's strong growthoriented policy in its Economic Development plans in the 1960's. 4. Starting in the 1960's, the Han River water pollution level dramatically increased, but the government was reluctant to promulgate or put into effect strong measures to curb the many factors contributing to the river water pollution, thus worsening the environmental issues along the Han River basin. 5. The environmental protection law and other laws and decrees relating to the antiwater and air pollution issues that were subsequently put into effect underwent so many changes that efficient anti-water pollution policies could not be effected for the Han River basin. The frequent organizational reshuffle within the administrative units concerned with environmental problems has resulted in the undue waste in personnel management and finance. 6. The administration on the environmental protection could not be efficiently carried out due to the organizational overlapping. Under the existing law, frequent organizational frictions and inefficiency are bound to occur among the central government offices themselves, as well as between the central government and the Seoul city administration, and among the city's administrative offices over the conservation of the Han River basin and over the river's anti-water pollution issue. 7. In the planning and prosecution of the Han River project, political influences from the president down to the lower-level politicious appear to have been involved. These political influences in the past had certainly had negative influence on the project, nevertheless, it appears that in the recent years, these political influences are not all that negative in view of the fact that they serve as a positive contributing factor in developing a better water quality control project along the Han River basin. The following are a few recommendations based on the data from the thesis: First, officials in charge of the Han River water quality control should pay attention to a careful screening of the opinions and recommendations from the academic circles and from the public should be made so that the government could better grasp the core issues in the environmental problems that require preventive and other necessary measures. Second, vigorous redistribution policies of population and industrial facilities away from the Seoul area should be pursued. Third, the government should refrain from revising or revamping too frequently the laws and decrees on the anti-water pollution, which is feared to cause undue inconveniences in the environmental administration. Fourth, a large-scale streamlining should be made to the existing administrative organization in an effort to do away with the inter- and intra-organizational friction. It is recommended that a secretariat for the Hah River basis conservation be established. Fifth, High-level administrative officials, with a thorough knowledge and vision on the Han River water quality control, should be prepared to better deal with the budgeting and personnel management for the Han River water pollution control not only at the control government, but also at the Seoul city municipal government levels. Environmental issues should be kept distinct from political issues. Environmental issues should not serve as a window-dressing for sheer political purposes. Sixth, the Hah River proiect should also include, along with the main Han River basin, those areas covering North Han River, South Han River, and the tributaries to the main river basin. The 'Han River Basin Water Quality Control Board' should be established immediately as a means of strengthening the current Han River basin water quality control policy. Seventh, in drawing up the Han River proiect, the administrative officials should be aware that Han River basin is a life line for those people in the region, providing them with not only a sheer physical space, but with a psychological living space for their everyday life.

재해예방 중심의 자연형 하천정비 방안에 관한 연구 (A Study on Close-to-Nature River Management for the Disaster Prevention)

  • 21세기 녹색성장 시대의 도래와 함께 경제 사회 문화적으로 점차 안정화되면서 사람들은 홍수와 가뭄으로부터 완전한 해방을 기대함과 동시에 생활 터전의 일부로써 친수공간에서 생태적 교류를 갈망하고 있다. 이러한 시대적 요구의 변화에 적응하기 위해서는 하천관리 정책의 포커스도 기존의 단순한 수해방지를 탈피한 재해예방과 함께 자연의 환경적 생태적 관점을 고려한 종합적인 하천관리가 절실히 요구되고 있다. 따라서 본 연구에서는 이러한 측면을 반영하여 하천이 재해예방과 함께 자연환경과 조화를 이룰 수 있게 정비 관리될 수 있는 해법을 제안하였다. 이를 위해 필요한 것은 유역종합치수계획에 의한 치수정책, 국가주도의 하천관리, 돌발홍수 대처능력 강화, 그리고 자연형 하천정비의 확대 등의 추진이 환경적으로 건전하고 지속가능한 개발에 접근하는 것이라고 본다.

Evaluation of long-term water quality management policy effect using nonparametric statistical methods

  • Long term water quality change was analyzed to evaluate the effect of the Total Maximum Daily Load (TMDL) policy. A trend analysis was performed for biochemical oxygen demand (BOD) and total phosphorus (TP) concentrations data monitored at the outlets of the total 41 TMDL unit watersheds of the Nakdong River in the Republic of Korea. Because water quality data do not usually follow a normal distribution, a nonparametric statistical trend analysis method was used. The monthly mean values of BOD and TP for the period between 2004 and 2015 were analyzed by the seasonal Mann-Kendall test and the locally weighted scatterplot smoother (LOWESS). The TMDL policy effect on the water quality change of each unit watershed was analyzed together with the results of the trend analysis. From the seasonal Mann-Kendall test results, it was found that for BOD, 7.8 % of the 41 points showed downward trends, 26.8 % and the rest 65.9% showed upward and no trends. For TP, 51.2% showed no trends and the rest 48.8% showed downward trends. From the LOWESS analysis results, TP began to decrease in most of the unit watersheds from mid-2010s when intensive chemical treatment processes were introduced to existing wastewater treatment plants. Overall, for BOD, relatively more points were improved in the main stream compared to the points of the tributaries although overall trends were mostly no trend or upward. For TP, about half of the points were improved and the rest showed no trends.
