A study on river management based on the results from a survey of citizens (시민 인식기반의 하천관리 정책에 관한 고찰)

  • Citizen perception is increasingly emphasized as one of the critical factors in establishing public policies including river management. Our results show that citizens expect integrated river management by specialized river management organization. We found that the river condition was perceived more negatively than the actual status of water quality and river ecosystem by citizens. The gap in perception implies that it is important to restore the reliability of river management. Therefore, it is necessary to encourage organizations with public trust to participate in river management. and credible river management policies should be established and implemented.

Development of a River Maintenance Management Technology Related with National River Management Data (국가하천관리자료와 연계한 하천유지관리 기술개발)

  • This study has developed a technology for river basin including the management of the data related with riverbed and the analysis of the riverbed maintenance based on the high-resolution imagery data and LiDAR (Light Detection and Raging) in order to enhance the utilization of river management by using RIMGIS(River Information Management GIS) and to acquire the advanced operation for river management. Using the detailed river topographical map specially designed in the form of LiDAR or high-resolution images, riverbed data and river bank channel information that are dynamically changed were informationized and established in the RIMGIS DB. At this stage, a monitoring techniques that is established in the river management system associated with RIMGIS and minimized the impact of riverbed maintenance (fluctuations) has been studied. In addition, functions and data structure of RIMGIS containing the information of geography and management of the river have been supplemented to make an improvement of the real-time management of the river. Furthermore, a technology that is capable of supplementing RIMGIS has been developed, making it feasible to maintain the river in use of structural method including an structural scheme of cross-section of the river by providing the information of riverbed and cross-section of the river. This is considered to solve an issue of insufficient data on accuracy and based on a lack of information of the river based on the two-dimensional lines, making it feasible to (steadily) improve the function of RIMGIS and to operate management tasks. Therefore, it is highly expected to enhance aforementioned technology of the river information management as a great foundation that maximizes the utilization of the river management to support RIMGIS for the development of national river management data.

A Study on the Estimation of River Management Flow in Urban Basin (도시유역의 하천유지용수 산정에 관한 연구)

  • This study aims at the estimation of a river management flow in urban basin analyzing Sinchun basin to be the tributary of Kumho river basin. The river management flow has to satisfy a low flow as natural flow and an environmental preservation flow estimated by a dilution flow to satisfy a target water quality in drought flow. Therefore for the estimation of a river management flow in Sinchun in this study, first Tank model as a basin runoff model estimates a low flow, a drought flow from a flow duration curve in Sinchun, second QUAL2E model as water quality model simulates water quality in Sinchun and estimates environmental preservation flow to satisfy a target water qua%its, BOD 8 mg/l by a dilution flow derived from Kumho river, Nakdong river and around water. And the river management flow is estimated by addition of a use flow and a loss flow to more flow between a low-flow and an environmental preservation flow.

Establishment of Watershed Management System for Efficient Water Management in the Yeongsan and Seomjin River Basin (영산강·섬진강 수계 효율적 물관리를 위한 유역관리 시스템 구축)

  • BACKGROUND: Recently, the project for improvement of water quality and preservation of the Yeongsan and Seomjin river basin was actively promoted. However, the publicity for many results of the project is not actively done, thus they are rarely used. Furthermore, there are not sufficient information about the projects preformed by other research institutions. Therefore, the watershed management system for efficient water management is needed in the Yeongsan and Seomjin river basin. CONCLUSION: Firstly, establishment of the Yeongsan and Seomjin river basin management research center, Secondly, construciton of wed-based water management research network. These results will serve as a basic data for efficient water management.

Comparative Evaluation of River Management in South Korea and the United States (한국과 미국의 유역관리 비교평가 연구)

  • River is characterized by its transboundary flow not recognizing human political, administrative, and social boundaries. Water management is also strongly connected to land management. Those features reflect emerging difficulties in managing contemporary water resources. This study consists of three parts to identify theoretical concept of river management and to show how river management has differently practiced in South Korea and the United States. In part one, the Korean case shows the water quality oriented river basin management in the 1990s. The second part reveals the disappearing pattern of river basin management and the spreading watershed movement in the United States. The final part compares basin-scale river management practices of the two countries and evaluates the differences between them. The United States concentrates more on watershed management rather than river basin management while South Korea understands that both river basin and watershed are important. Therefore, the Korean case is recognized as more complicated than the American case.

  • In this paper, we introduce the watershed management (WSM) in Changjiang river. The Changjiang river and Changjiang Water Resources Commission (CWRC) are introduced. Then the acheivements and problems of Changjiang river watershed management are discussed. Lastly, the challenge and task are prospected.

  • Currently, the government has been established GIS DB related to river as a part of the river map digitization projects such as RIMGIS and flood map. This study was aimed to demonstrate the generation of thematic maps related to river space and their management system, the one of the major river thematic maps proposed from the precedent study "Establishment of River Thematic Map Project" in an effort to maximize the utilization of river related database, the major product of the project for digitization of river maps. This study includes amending database model for building river thematic maps. Also, metadata were amended and built for efficient management and distribution of the river related data based on the national standard metadata proposed from "Establishing Standard Metadata" sponsored by National Geography Institute in 2003 for more effective management of river thematic maps. In addition, this study analyzed the method for utilizing existing data from RIMGIS and WAMIS as well as digital topographic maps to produce 25 river thematic maps in accordance of defined building procedure. Management system of the river thematic maps for Kyungan watershed has been generated for effective managing river thematic maps based on the design and pilot generation of river thematic maps, and metadata management function has been added into the management system.

  • The systematic management of river is difficult due to various environmental factors such as season and terrain deformation. Especially, river terrain are rapidly changing by natural and anthropogenic factors such as torrential rain during the summer and river development projects. Thus in this conditions, building the advanced river management system is an essential condition to support the ongoing management of survey data and to acquire data regularly through river terrain survey in order to maintain an active river. The need to build an efficient system have been increased through the enhancement and advancement of River Management Geographic Information Systems(RIMGIS). In this study, database design system and Riverbed Change Data Management Program was developed for systematic management of new river terrain survey data and the efficient use of river data dynamic changes. The key features are construction of river survey data, cross and longitudinal section monitoring and analysis of riverbed change data. Maintenance tasks which can be utilized in river-based architecture was constructed. The expected results are to be able to manage river systematically, and utilization of river topographic survey data efficiently for river maintenance work.

Improvement of river environment management effectiveness (하천 환경 관리 실효성 개선방안에 대한 고찰)

  • Since the introduction of the eco-friendly concepts in river management more than 40 years ago, many efforts have been made, such as the improvement of laws and systems, and research and development, and now river environment management is becoming the main issue of river management along with the flood damage reduction. This paper reviewed the history of improvement in relevant laws, and the current river plans prescribed by law. And as a way to improve the effectiveness of river environment management, the importance and implementation method of the level of naturalness survey of physical habitats in rivers were proposed.

Necessity for Expansion of Total Phosphorus Management in the Geum River Watershed (금강수계에서 총인관리의 확대 필요성)

  • Total phosphorus was set as a target indicator to prevent eutrophication and algae growth, etc., in three major rivers (Nakdong River, Geum River and Yeongsang/Seomjin River) for the second phase (2011 ~ 2015) in total maximum daily loads (TMDLs) system. However, total phosphorus management was restrictively introduced, i.e., upstream of the Lake Daechung, in the Geum River watershed. Total phosphorus concentration and trophic levels in downstream of the Lake Daechung (include Mangyeong and Dongjin rivers) were increased more than upstream. Therefore, it is necessary to expand total phosphorus management in all watersheds of the Geum River. If total phosphorus was managed in all area of the Geum River watershed, it is possible to decrease total phosphorus concentration and trophic levels, and solve the unbalanced water quality between up and downstream of the Lake Daechung.
