한강수질의 관리방안 (Han River Management Policy)

  • Among the rivers in Korea, the Han River is the largest, most important one, which runs through the Seoul metropolitan region in the west toward the yellow sea. In the Han River basin there live as many as 17.1 mil. people including appr, 11 mil, citizens in Seoul. The Seoul Metropolitan region, already containing appr. 40% of the nation's total populating, expectedly poses an ever-growing polluting burden to the Han River. Due to Korea's vigorous industrialization and heavy urbanization in the past quarter century, water pollution was observed to be increasing in the Han River until the mid-1980's, but thereafter the Han River began to improve little by little by virtue of the government's massive investment and all-out efforts in water preservation. Public awareness on the importance of environmental protection is increasing unprecedentedly. With a view to meeting people's growing demand for clean water and pleasant environment, the government established the "Comprehensive Mid-Term Environmental Conservation Plan" (1992∼1993) in 1991. According to the plan, 1,315 bil.won(1.7 bil.us$ ) is to be poured into the Han River Basin to install 113 water pollutant abatement plants including 43 treatment facilities. To successfully cope with the future's challenging need for the environmentally sound sustainable development, a variety of measures and an array of policies are going to be incorporated with emphasis on, -redistributing such polluting sources as population and industries -tightening control of the water pollutant discharge -restricting the pollution-accompanying land use -enhancing the assimilation capacity of the river -stirring up the public awareness and participation in the environment protection We hopefully anticipate that with those e(forts the Han River will improve as drawn in the attached "1996's Envisioned Han River Quality".

울산시 동천 비점오염원 제어효과 (Effects of controlling plans of non-point pollutant sources in dongcheon of Ulsan)

  • In this study, we suggested 4 plans to reduce non-point pollutant sources in Dongcheon and analyzed their controlling effects by water quality modeling, XP-SWMM. To do this we identified the influx of non-point pollutant sources to the initial rainwater through the water quality survey in the river and analyzed the causes of them at major locations, and suggested 4 kinds of plans reducing non-point pollutant sources. Plans reducing the non-point pollutant sources through cleaning the industrial road around the river(plan A), through a separate treatment facilities like the gutter(plan B), through installing treatement facilities(plan C), or through combing plan B and C(plan D) were analyzed using XP-SWMM model. The analysis showed that plan A, B, C and D reduced non-point pollutant sources average 21.7 %, 24.7 %, 49.3 %, 56.7 % respectively. Therefore, the water quality pollution in Dongcheon due to the influx of non-point pollutant sources is considered to be reduced effectively though cleaning the road, installed at the exits of paddy or factory basins, invasion type facilities or equipment-type facilities.

계절 맨-켄달 기법을 이용한 금호강 본류 BOD의 장기 경향 분석 및 탐색적 자료 분석 (Long-Term Trend Analysis and Exploratory Data Analysis of Geumho River based on Seasonal Mann-Kendall Test)

  • The government has conducted a plan of total maximum daily loads(TMDL), which divides with unit watershed, for management of stable water quality target by setting the permitted total amount of the pollutant. In this study, BOD concentration trends over the last 10 years from 2005 to 2014 were analyzed in the Geumho river. Improvement effect of water quality throughout the implementation period of TMDL was evaluated using the seasonal Mann-Kendall test and a LOWESS(locally weighted scatter plot smoother) smooth. As a study result of the seasonal Mann-Kendall test and the LOWESS smooth, BOD concentration in the Geumho river appeared to have been reduced or held at a constant. As a result of quantitatively analysis for BOD concentration with exploratory data analysis(EDA), the mean and the median of BOD concentration appeared in the order of GH8 > GH7 > GH6 > GH5 > GH4 > GH3 > GH2 > GH1. The monthly average concentration of BOD appeared in the order of Apr > Mar > Feb >May > Jun > Jul > Jan > Aug > Sep > Dec > Nov > Oct. As a result of the outlier, its value was the most frequent in February, which is estimated 1.5 times more than July, and was smallest frequent in July. The outlier in terms of water quality management is necessary in order to establish a management plan for the contaminants in watershed.

충청남도 4대수계 주요 지류하천 수질 모니터링을 통한 유역 관리 방안 (Watershed Management Plan through Water Quality Monitoring for Main Branches of 4 Water Systems in Chungcheongnamdo)

  • This study aimed to develop a plan for effective performance of a watershed through correct identification of a river watershed by using the flowrate of the river and water quality data, which is the basis for the establishment of the water environment policy. The target river for water quality improvement was selected based on the monitoring result for 4 water systems in Chungcheongnamdo province in the recent 3 years. The result of analysis for the distribution of discharge capacity by a pollution source group for the water quality improvement target river showed that most of the target river has a high discharge capacity in the water system for living and livestock. Analysis for the density of the total discharge capacity of the whole watershed of Chungcheongnamdo indicated that the river that needs water quality improvement has high BOD concentration and high discharge load density at the point that this river is located. Thus, for efficient watershed management through selection and concentration, Chungcheongnamdo needs to improve the target river in priority. Stepwise planning is also required to establish and execute the water quality improvement in order to satisfy said target water quality, and establish the index for the water improvement rate for its evaluation.

HEC-6모형을 이용한 방사보 철거 전후에 따른 하상변동 특성 (Characteristics of Bed Profile Fluctuation According to Before & After Removal of the Sediment Protection Weir using HEC-6 model)

  • 본 연구에서는 HEC-6 모형을 이용하여 태화강 본류하도 하구부에 위치한 방사보의 영향에 따른 하상변동특성을 분석 검토함으로서, 향후 태화강 하도종합개발계획 수립시에 효과적으로 이용할 수 있도록 하였다. 하상변동특성 분석에 필요한 유량 조건은 태화강 하천정비기본계획수립에서 검토된 풍수량, 홍수량 및 계획홍수량 조건을 이용하였다. 먼저, 하상변동폭에 대한 분석 결과, 삼호교 하류 하도구간에서는 유하유량이 클수록 세굴과 퇴적이 활발히 진행되고 있으나 삼호교 상류 하도구간에서는 큰 변동이 없는 것으로 분석되었다. 다음으로, 유사이송능을 검토한 결과, 유하유량이 클수록 유사이송능은 큰 값으로 추정되었으나 계획홍수량 유하시 방사보 철거전후의 태화강 하구부의 유사이동능은 큰 차이가 없는 것으로 분석되었다. 따라서, 방사보 철거로 인한 토사유입량 감소대책을 고려하여 태화강 하류부에서 유입되는 동천지류의 최하류부에 하천유지용수 확보와 태화강으로의 유사량 유입을 감소시키기 위하여 적절한 수리 구조물을 설치한다면 방사보 제거 후에도 태화강 최하류부의 유사량 퇴적을 감소시키는 좋은 방안이 될 것으로 판단된다.

남한강 유역의 침수예상지역에 대한 홍수범람분석에 관한 연구 (A Study on the Watershed Analysis of the Expected Flood Inundation Area in South Han River)

  • 홍수 및 침수 등의 자연재해로부터 예방, 대비, 복구, 대응을 위한 기초자료로 홍수위험지도, 홍수피해지도, 재해정보지도, 침수흔적도 등 지도 제작에 있어서 홍수범람해석이 핵심적인 내용을 수반한다. 본 연구에서는 한강 살리기 사업 이후의 충주댐부터 팔당댐까지의 남한강 구간에 대하여 하도 특성 및 유역특성을 분석하고, 하천기본계획상 계획홍수위를 이용하여 홍수 시나리오를 선정하였다. 하천의 흐름특성을 고려하여 HEC-RAS를 이용한 1차원 부등류 해석, FLUMEN을 이용하여 상습수해지역인 여주, 양평, 충주지구에 대해 2차원 부정류 해석을 실시함으로써 홍수범람해석을 하였다. 남한강 구간에 대해 각 지천별로 100년, 200년, 500년 빈도해석을 하였으며, 침수심 0.5m에 해당되는 100년 빈도는 2,379.8ha, 200년 빈도는 3,155.2ha, 500년 빈도는 3,995.3ha의 홍수피해면적이 산정되었다. 침수흔적도와 비교분석함으로써 하천정비기본계획, 토지이용계획, 홍수방어대책, 치수대책 등의 수립 및 신속한 호우피해 예상지역의 정보 취득으로 대피정보 제공을 위한 재해정보지도 구축의 중요한 의사결정 자료가 될 것으로 사료된다.

두만강 북안 조선족 이수마을 주택평면의 변화 (A Study on the Transition of House Plan in Lishu Settlement of Tumen Riverside)

  • 1) Lishu village is located in a riverside of an upper Tu-men river. Since an upper tream of Tu-men river is narrow and easy to pilot a boat, early in the past, it facilitated the form of the village near to the North Korea. 2) As for elevation, it consisted of only doors, but as time goes by, windows were made. So windows and doors were appearing much in the elevation. In 1970s', elevations are constructed in various ways; in 1980, attributed to brick housing, the elevations become much more diverse; from 1990, symmetrical elevation was revealed which consists of one door and two windows in each side of a door after 2000, the structure of the housing restored of 1930s' style which contained one window in Jungji and 1970s' style consisting of 3 windows, moreover, many free-style elevations appeared to be commercial use.

대도시 야간경관향상을 위한 수변공간 주변 공원의 경관조명개선에 관한 연구 -서울시 한강시민공원을 중심으로- (Parks' Landscape Lighting Plan around Waterfront for Improving city Beautification at Night -Focused on Han Kang (river)'s Park in Seoul-)

  • 경관조명은 야간의 도시를 더욱 쾌적하고, 안전하며, 여유있는 활동을 보장할 수 있어 그 중요성이 더욱 강조되고 있다. 본 연구는 한강의 대표적 경관계획요소인 한강의 시민공원들을 조명계획 함으로써 도시미관을 향상시키는 데 그 목적이 있다. 이를 위하여, 선택되어진 시민공원들을 대상으로 현장조사가 이루어졌으며, 조도는 Topcon-IM5를 이용하여 측정하여 기준 조도값과 비교하였다. 그리고 몇 몇 문제점에 대하여 토의하였다. 이러한 조사를 바탕으로, 밤 시간대에 공원의 미관과 안전을 향상시키기 위하여 새로운 조명디자인개념, 광원, 조명기구의 위치 등을 계획하고, 컴퓨터 프로그램을 활용하여 이미지 연출을 제안하였다.

오염등급과 유형화 분석의 연계에 의한 북한강 최북단 유역 소하천의 수질개선방안 연구 (Water Quality Improvement Plan for Small Streams in the Northernmost Basin of Bukhan River based on Pollution Grade and Typological Analysis Linkage)

  • In the northernmost basin of the Bukhan River, pollution sources can have a concentrated distribution. In these basins, small streams show low flow with various and rapid water quality change in low pollutants load. Therefore, a water quality improvement plan of small streams and main stem will be necessary to establish the characteristics of small streams. This study selected a representative Hwacheon-gun in the northernmost basin of the Bukhan River. Hydro analysis was performed with GIS tools using DEM. A total of 152 small streams were listed. A total of 51 survey locations were selected after applying the selection criteria. Flow rate and water qualities were investigated. Pollution sources and pollutants loads were calculated for each basin. Pollution grade and typological classification were performed by cluster analysis using standardized environmental condition factors. As a result, G04, G01, H01 locations were found to have the worst pollution grades whereas J01, P01, and P02 had less pollution. Typological analyses were able to classify six types for the surveyed small streams. An effective water quality improvement plan was obtained based on the results of pollution grade and typological analysis using environmental condition factors of this study.

안양천 도시하천 복원의 실행과 평가에 관한 연구 (A Study on the Application and Assessment of Urban River Restoration in the Anyang River)

  • The Anyang River which located in an urban area near Seoul had been managed focusing on supplying home and industrial water and preventing floods, coping with rapid industrialization and urbanization. Consequently, it was changed into a deadly river during 25 years. Its channel was straightened by concrete and water quality deteriorated to BOD 190mg/l. In addition, water quantity has been rapidly decreased and has been drying up. Also, as the river ecosystem, landscape, water-friendly function, and so forth were seriously deteriorated, people turn away from the urban river. From 2001, the master plan under the 10-year has been actively carried out centering on the preceding items, which are healthy river in which fishes inhabit, safe river free from floods and droughts, and pleasant river where citizens visit. As a result, its water quality was remarkably improved by BOD 5mg/l in 2005 and some upper zones were improved enough to allow people to swim. Moreover, various animals including fish and birds gather around the river. Now, the 'Anyang River Restoration Project' is recognized as the first comprehensive and systematic nature-friendly urban river improvement in Korea.
